1 EU Insight – Fast-Tracking Innovation in the EU

As one of the central objectives outlined by the European Union, innovation plays a major role in assuring the Union’s continued growth and well-being. This fact is underscored by its prominent inclusion in Horizon 2020, the current framework programme for research and innovation in Europe (2014-2020), as well as through the numerous actions and intiatives designed to ensure its fostering and support. The recent introduction of two new measures aimed at bolstering innovation—the Fast Track to Innovation (FTI) initiative and the release of additional grants under the SME Instrument—demonstrate the depth of this commitment.

Accelerating the Pace

On 9 January 2015, the European Commission, operating under the premise of speeding up the time it takes to bring original and unique ideas to market, launched its new Fast Track to Innovation (FTI) pilot initiative. European Commissioner for Research, Science and Innovation, Carlos Moedas outlined the intiative as focused on “help[ing] highly innovative businesses in Europe reach the finish line faster, [by] attracting more private investors to European research and innovation...”.1,2 As a component of Horizon 2020, and while firmly rooted in the Societal Challenges priority area of the framework programme, FTI supports a broad spectrum of innovative actors (especially those stemming from industry) to come together, regardless of topic, with the aim of bringing mature, innovative concepts to market as quickly as possible. Scheduled to run over two years (2015-2016), FTI is supported by a budget of EUR 200 million, with continuation of the initative after this period contingent upon evaluation of initial outcomes.

Similar to other Horizon 2020 initiatives, the pilot will be implemented via a single, continuous open call with three cut-off dates occurring over the course of the initiative.3 Projects eligible for funding must be “business driven” and those comprised of “mature innovative concepts that have been tested in an

operational environment”,4 notably those concerning “systems validation in real working conditions, testing, piloting, business model validation as well as standard stetting and pre-normative research”5 are particularly welcome.

Along with the FTI initiative, innovation within the Union will be supported by an additional EUR 117 million in new grants6 under the preexisting SME Instrument programme.7 Just as with the FTI initiative, money offered through this programme is specifically allocated for the operation of businesses, small and medium-sized in nature to help “finance innovation activities…, the development of their business plans or feasibility studies” associated with their projects. In total, 275 SMEs, identified for their high growth potential have been selected to benefit from this grant money following the end of the second phase.8

Through the SME Instrument, the European Union wants to finance the most innovative small companies with the potential for high growth. The Instrument itself is worth approximately EUR 3 billion over seven years. Furthermore, investment-ready concepts can benefit from business development advice and other services.

Firstly, obviously bureaucracy should be lightened as much as possible in order to make application and entrance of scientists quicker and more fluid, in order to facilitate brain circulation. Secondly, there are several programs supporting researchers’ mobility, but they are mostly outbound (from Brazil abroad) for PhD students. We need more mobility programs to support inbound (from Europe to

Brazil) mobility of PhD students, as the brain circulation is hopefully now becoming more and more balanced.

You will now go back to research and will start cooperation with PUC-Rio. What is your project about?

My five years as creator and head of CNRS Brasil were intense; an incredible and wonderful experience. I managed to keep some contacts with research colleagues in France and in Brazil and have also maintained a little background scientific activity (including publication). I am fortunate enough that my colleagues both in Brazil and in France are heartily welcoming me back and offering me the opportunity to join various research projects. I also still have some suspended projects of my own and some new interests started from discussions with scientists and readings during the last five years.

Now, going back to your questions, yes, I will cooperate with my dear colleagues at PUC-Rio as well as with some other Brazilian universities. About my project, I am now interested in cooperative systems combining human actors and artificial agents, using ideas from artificial intelligence and decision, advanced software and distributed systems. Examples of applications I have been working on are collaborative support for environment management and interactive music collaborative systems. Thus, I will continue in this general direction, but on the other hand I do not want to decide my exact future projects too quickly and will let things come naturally. Motivation is essential in research!

What motivates you as a researcher?

The same motivation as for life, curiosity! And the pleasure to share and confront ideas.

4 News & Developments 4.1 European Union 4.1.1 Europe’s Framework Programmes – a key element of research policy in Europe Research has a long history in Europe, but the emergence of what is now the European Union has created a novel concept of European research. In recent decades, it has gradually acquired the sense of deliberate collaboration between European countries linking first their research activities, then their policies in this field.

This wasn’t always the case. In the 1950s, early EU research funding was limited to a few industrial sectors: coal, steel and atomic energy. In the decades that followed, separate research programmes were launched in energy, environment and molecular biology.

When Étienne Davignon became the European Commissioner for Industrial Affairs and Energy in 1981, he decided to rationalise these initiatives by putting them together in a single coherent framework. From its debut in 1984, the Framework Programme has expanded in scope and scale – matching the evolution of the EU itself. Its legal basis was strengthened and its objectives were refined and extended. In 1986, the Single European Act included for the first time a specific chapter on research.

As the EU enlarged, candidate countries had the chance to participate in research collaborations through the Framework Programmes, sometimes years before they became members. That process culminated in the opening of all EU research programmes to the participation of teams from non-EU countries. In recent years, the Framework Programmes have also pioneered the creation of large joint undertakings that bring public and private actors together in subject-specific partnerships. Schemes for collaboration between public national research organisations and programmes have also been set up.

As they have evolved, the Framework Programmes have enabled better coordination of research between the European Commission and national governments. Member States have gradually increased the level of research coordination and the growing scale and scope of the Framework Programmes has been instrumental in this. A key step in this respect was, in early 2000, the launch of the European Research Area (ERA) initiative.

The impact of the Framework Programmes is clearly visible in 30 years of cross-border collaborations between Europe’s scientists, in the rise in research activity across Europe – particularly in the newer Member States – and in the emergence of an increased reflex for cooperation among researchers and heads of research organisations in Europe.

After 30 years of development, the EU’s Framework Programmes have become a key element of research policy in Europe.

- When you look at Europe today, what part of it has been shaped by the Framework Programmes?

‘The Framework Programmes are still a small percentage of the totality of research funding which is being spent, so you can’t say that they have been a fundamental shaping factor. But, on the other hand, they have clearly demonstrated the vanity of national borders and, in that sense, they have not shaped but simply confirmed that you can do things better together than alone, and I think it was an important statement to re-make. It is also an element which gives credibility to the fact that scientifically, Europe is strong. With globalisation there is a lot of feeling that Europe is on the losing side. The Framework Programmes have shown that a lot of important things can be done.’

Source: Horizon Magazine 4.1.3 The researchers who crossed borders for science In recent decades, researchers have travelled abroad in greater and greater numbers, and it’s helped a generation of scientists learn from each other.

The EU has been helping researchers like Dr Troncoso since the early days of the Framework Programmes. Marie Sklodowska-Curie actions have been designed to promote excellence in research by giving grants to scientists who needed to move country to further their careers.

This programme allows researchers at any stage of their career – irrespective of their age or nationality or field of work – to gain experience in laboratories, universities, and non-academic settings provided that they are internationally mobile. Mobility is a crucial requirement for scientists given the hugely collaborative nature of science itself. Working in a research institution in another country can enrich a researcher’s career although it is not always easy on a continent of such varying languages and cultures.

Still, along with its predecessor, the MSCA programme has so far helped some 80,000 researchers overcome these barriers. During the Seventh Framework Programme alone it funded 10,000 PhDs, being now a benchmark of excellence.

Eurostars does this by providing funding for transnational innovation projects; the products of which are then rapidly commercialized. The Eurostars programme is publicly financed with a total budget of EUR 1.14 billion and is supported by 34 EUREKA countries and the European Union

The final evaluation of the Eurostars Joint Programme for the period 2008- 2013 shows that R&D-performing SMEs benefitted in the funding and support offered to them in many ways:

- For such companies, the employment growth rate was twice as high as that of similar non-funded companies. This resulted in the creation of approximately 8,000 jobs;

- Participating SMEs shown significantly increased innovative outputs, as measured by patent filings - 42% higher;

- Almost 80% of awardees indicated that the Eurostars grant had a high importance with respect to increased recognition or reputation of their firm.

A total of 783 funded projects stemmed from 11,733 applicants in the programme’s 10 calls - an unexpected and blasting success for one of the first experiments in joint programming between the EU and national governments.

The success of the programme was such that the European Commission together with 34 EUREKA countries participating in the Eurostars programme committed to EUR 1.14 billion for the funding and operations of the Eurostars-2 SME programme under Horizon 2020. A budget about three times higher than the original financial plan outlined for Eurostars under the Framework Programme Seven.

The two first calls of Eurostars-2 have already taken place in 2014 and the currently running call will end on 5 March 2015, allowing European R&D SMEs to continue reaping the benefits of one of the best innovation support tools currently available to them.

Source: EUREKA Network 4.1.5 European Research Area Progress Report 2014 The conclusions of the European Research Area (ERA) Progress Report 2014 stress the remaining efforts to be made towards the completion of the ERA, which remains a gradual process. The EU Council urges Member States and research stakeholders to implement the necessary reforms to make ERA fully operational.

An ERA Roadmap at European level is due to be developed by mid-2015. The document will outline a shared understanding of the ERA principles and concrete measures to implement them. It will define a set of tools and best practices in order to support Member States in implementing the ERA.

The Council also calls for the synchronisation of future ERA reforms with other underlying changes in European research: its internationalisation and the development of joint programming. Eurostars, one of the first and most successful joint programmes, is a good example of how joint efforts between the EU and governments can improve the coordination of national research.

The Council encouraged the strengthening of the internationalisation of research activities outside of Europe, calling for a strategic redefinition of internationalisation as ‘a specific priority of the ERA.’

4.2 Brazil 4.2.1 President Dilma highlights importance of science and technology for new mandate The themes of science, technology and innovation were highlighted in a speech by President Dilma Rousseff during the constitutional commitment at the National Congress on 1 January. In a ceremony following her speech, she introduced the new ministers of her team, including the new Minister of Science, Technology and Innovation (MCTI), Aldo Rebelo, who assumed the post on 2 January, during a transition ceremony with his predecessor, Clelio Campolina Diniz.

In her speech, President Dilma emphasized the importance of innovation, increased competitiveness, promoting access to knowledge and preserving the environment. Furthermore, she announced "Brazil, educator country" as the

"We will give priority to the development of science, technology and innovation, stimulating and strengthening partnerships between the productive sector and our research centres and universities", said the president. According to Dilma, the action on the economy in the new mandate will create an environment more favourable to business, the productive activity, investment, innovation, competitiveness and sustainable growth.

She pointed out the need for the economy to grow again and mentioned increasing investment and raising the productivity of the economy among the first steps on achieving this. "We will also dedicate ourselves to increasing the competitiveness of our country and our companies".

The ST&I area was also remembered in terms of foreign relations. Dilma Rousseff said that partnerships with the other BRICs (Russia, India, China and South Africa) will move forward and that is very important to improve the relationship with the United States, due to its economic, political, scientific and technological importance and the volume of bilateral trade. She added that the same applies to the European Union and Japan.

According to the president, knowledge is one of the goods that the Brazilian people want more and more democratised, and the theme chosen for the next four years means that education will be the "top priority". Democratising knowledge, she pointed out, means universal access to quality education at all levels - from kindergarten to graduate school.

"We will continue supporting our universities and stimulating their approach with the most dynamic sectors of our economy and our society", she said. "The Science Without Borders will continue providing scholarships at the best universities in the world for 100,000 young Brazilians". Another goal highlighted in this field was to offer 12 million positions by 2018 in the National Program for Access to Technical Education and Employment (Pronatec).

"We rely on the Congress in many things, firstly the budget itself. Many of the ST&I agenda decisions are political", he said at the ceremony in which he received the position of the incumbent minister from his predecessor, Clelio Campolina Diniz, on 2 January in Brasilia.

Rebelo added that ST&I are associated with the interests of the country's development, raising the population's standard of living and the democratization of society. "These are issues that must be addressed in close and deep relationship with politics, with the Congress and the government", he said. The

In his speech upon taking office, the Minister undertook to extend the capabilities of the National Scientific and Technological Development Fund (FNDCT). In addition, he pledged to continue the National Knowledge Platforms Program (PNPC), launched in June by former minister Campolina. Among other commitments, Rebelo said he planned to rebuild and expand investments in the expansion and consolidation of the National System of Science, Technology and Innovation, and strengthen the role of the CNPq and FINEP "as promoter agencies of scientific and technological development".

Until now, Chaimovich was vice president of the Brazilian Academy of Sciences (ABC) and coordinator of the Research Innovation and Diffusion Centres Program of the Support Foundation for Research of the São Paulo state (FAPESP).

"This is a new responsibility and I hope that my long experience in national and international science and science policy can be useful for the harmonious development of Science, Technology and Innovation in Brazil", said Chaimovich.

He was president of the Brazilian Society for Biochemistry and Molecular Biology, Head of the Department of Biochemistry of University of São Paulo (USP), where he implemented and coordinated the course of Molecular Sciences, Dean of Research at USP and vice director of the Institute of Advanced Studies at USP.

According to the Business Development and Institutional Relations executive of the Eldorado Institute, Paulo Ivo, the top priority for all institutes is how the resources of the Financing of Studies and Projects (FINEP) will evolve. The entity is the main investor in the sector, but has been threatened by the cut, according to Paulo Ivo.

"We know that the federal government has cut R$ 1.5 billion of MCTI investment, and that means FINEP’s investment. For private and public institutions, the development projects will be affected, that is a fact", he said.

For him, the time is now to expect the step taken by the government. "It is an initial distress to know what will be the changes that will take place at the MCTI with the new minister. But the big question is whether he will continue the current policies and if the new secretaries who will take over will continue with the work, because it can profoundly impact the investments in R & D in the country in 2015", he said.

For now, due to the cut made by the government, Ivo believes that the institutes will have to try even harder to raise money from the productive sector. "Now more than ever we have to chase the market to find projects, because I believe that the funding will have a greater decline than last year, due to the budget cut".

During his tenure at the beginning of this month, Minister Aldo Rebelo said he wants to rebuild and expand investments in the expansion of the National System of Science, Technology and Innovation (SNCTI) and strengthen the activities of both the National Council for Scientific and Technological Development (CNPq), as well as of FINEP.

There were more than 89,000 activities in all regions of Brazil registered on the official website of the event. The number is more than double the amount recorded the previous year, when about 34,000 initiatives were registered on the portal.

The expectation of MCTI to mobilize more cities around the SNCT has also materialized. Until the date of evaluation (10 December), there was information of activities performed in 897 Brazilian cities, against 740 last year, i.e. 157 municipalities more than the previous edition. In total, 19 states increased the number of activities, especially for Bahia and Rio Grande do Sul, which registered more than 20,000 activities (25,089 and 21,206, respectively), as well as Amazonas, which registered nearly 13,000 activities.

The number of participating cities also grew by 17 federal units, with Pará, Rio Grande do Norte, the Federal District, Mato Grosso, Tocantins, Bahia and Alagoas more than doubling the mobilized municipalities. The states with more cities involved are: Minas Gerais (154), Rio Grande do Sul (98) and Amazonas (63).

"The increased number of activities, corresponding to more than 260% of the previous year, and the involvement of more cities shows that the Brazilian population is more eager than ever for scientific knowledge", said the director of Popularization and Dissemination of Science and Technology of MCTI, Douglas Falcão. "The institutions are increasingly aware of the importance of disseminating scientific knowledge translated in various ways."

Ten units of the federation increased the number of institutions involved. Especially Rio Grande do Norte (six to 85), Acre (19 to 31), Rio de Janeiro (196 to 209), the Federal District (68 to 121), Bahia (eight to 20). Rio is the unit with the highest number of participating institutions, followed by Minas Gerais and the Federal District.

For Douglas Falcão, who is the national coordinator of the week and had the opportunity to be present in 15 cities in nine Brazilian states during SNCT 2014, much of the result is due to the commitment of the partners involved throughout Brazil. "In each place visited, we found researchers, teachers, coaches embracing the cause of popularization of science and who saw in the theme 'Science and technology for social development' an opportunity to explore science and technology with a social bias", he stated.

Next year’s edition will take place between 19 and 25 October, and will have the theme "Light, science and life", in line with the International Year of Light in 2015 proclaimed by the United Nations General Assembly. The expectation is that the interdisciplinary theme will be widely exploited by the institutions. "We are finalizing the negotiations for signing a technical cooperation agreement with the Tim Institute that will allow for the transfer of R$ 2.5 million that will be used in a tender dedicated to the popularization activities with the theme of light, which will benefit a large number of institutions in Brazil to participate in the 2015 SNCT", he said.

For Almeida, the number of investors present showed that Brazilian talents are on the "international radar" and indicated the success of the initiative held in the heart of Silicon Valley.

The initiative was held on December 9 in San Francisco, bringing together 11 Brazilian startups, which presented their innovative projects to 40 local investors.

The meeting was sponsored by the Brazilian Agency for Export and Investment Promotion (Apex-Brazil), with the support of MCTI and the Association for the Brazilian Software Excellence Promotion (Softex) and coordinated by Space Rocket, a Californian company hired to support the event.

"Start-Up Brazil aims to strengthen entrepreneurship in the digital world and broaden the base of startups and accelerators in Brazil", said the secretary. "The more companies we can create on the base, the better, because some will evolve, and our expectation is that, by creating many companies, Brazil will have innovative companies globally in the internet sector and information technology."

Virgilio also highlighted the attraction, in the past two years, of six Global Centres of Research and Development as another successful initiative of the TI Maior program.

Six companies have signed memoranda of understanding with the MCTI to install the centres in the country: , , EMC2, SAP and the Chinese companies Baidu and Huawei. The centres will receive scholarships that will be aimed at Brazilian graduate students and researchers interested in spending time working on advanced research in these units.

According to Virgilio, as the software and IT industry are extremely innovative and are based mainly in research and development, bringing the global centres to the country is to bring part of the advanced research that occurs worldwide to Brazil. For this (innovative) culture to "spread by companies in Brazil", will help businesses to produce and manage competitive software products globally.

The expectation, says Virgilio, is to expand the Brazilian presence in the global software market. "Brazil is a big market, and exports of the software industry could be much higher".

Virgilio points out that the global centres dominate the process of making the connection between advanced research and the generation of innovative products. According to him, even though Brazil has an advanced and organized postgraduate system and has produced a large number of qualified students, it is necessary to strengthen the link between knowledge and the generation of goods and wealth.

"We need to expand the link between what is done in universities and what is used by companies to make new products. These global centres do it abroad and we have to bring their culture to the Brazilian ecosystem of information technology and communication", stated the secretary.

According to him, with the installation of six centres, the government's initial expectation - which was to attract four global centres - has been superseded. The outlook now is to attract new business. "After all, Brazil is a huge market for businesses and we would like them to see the country not only as a consumer market, but also as a partner in technological development".

Another action of great impact, said the secretary, is the Brazil Mais TI project, which seeks to arouse interest and to empower young people with professional potential for the sector. For this, 30 free distance-learning courses are offered, according to market demand, with more than 1,500 hours of training.

According to the latest assessment of the Secretariat for Information Technology Policy (Sepin), over 140,000 people have been trained by the project. "The figure shows that the goals set have been achieved and the idea is to keep working so that those numbers that indicate the actions and results of the program will continue to grow", said Virgilio.

Source: MCTI 4.2.7 MCTI and LNLS sign contract to build the Sirius project The previous Minister of Science, Technology and Innovation, Clélio Campolina Diniz, and the director of the National Synchrotron Light Laboratory (LNLS), Antonio José Roque da Silva, signed on 19 December, a building construction contract that will host the new source of Brazilian synchrotron light of the latest generation.

The company responsible for the project, for the amount of R$ 510 million, is Racional Engenharia.

Called Sirius project, the new light source will be a major scientific tool used in the analysis of various materials, organic and inorganic. The building that will house the Sirius will be installed in an area of 150,000 square meters, adjacent to the campus of the National Centre of Research in Energy and Materials (CNPEM).

The land was expropriated and given by the State Government of São Paulo. Most of the Sirius project, budgeted at R$ 1.3 billion, will be financed by the Ministry of Science, Technology and Innovation (MCTI).

The new light source shall consist of a set of next-generation electron accelerators, of experimental stations and of a building of 68,000 square meters that will house this complex.

The building is among the most sophisticated civil works ever built in the country, with unprecedented requirements of mechanical and thermal stability, defying Brazilian engineering. The forecast is that Sirius will be ready to issue its first beam of light in 2017, while the opening to researchers should take place in 2018.

Sirius’s light source is designed to be the brightest among equipment currently in its power class, which should take Brazil to world leadership of synchrotron light generation. Its infrastructure will be open and can be used by researchers

Source: MCTI 4.2.8 CNPq announces results for registrations on scholarship programs for residents abroad The National Council for Scientific and Technological Development (CNPq) released the results of the Call of MCT-Mozambique (08/2014), TWAS (09/2014) and PEC-PG (10/2014) programmes, which are addressed at citizens from Latin America, Asia, the Caribbean and Africa.

In total about 200 annual scholarships have been granted for Master's, PhD and PhD Sandwich students in the country. Moreover, scholarships are granted for researchers at the post-doctoral level, who wish to conduct research at Brazilian institutions in various fields. In addition to monthly aid, graduate students receive aid offset for coming and returning to their country of origin.

4.3 Cooperation EU, Member States, Brazil 4.3.1 Brazil and Germany meet to discuss planning of Heliothermic energy project Managers of the Science, Technology and Innovation Ministry (MCTI) and representatives of the German Agency for International Cooperation (GIZ, the original acronym) held on 27 January in Brasilia the first meeting of the year for planning of actions under the Project Support to Heliothermic Energy Development in Brazil (DKTI-CSP).

"Brazilian efforts in the area of power generation from wind and sun are probably the tone of this energy issue on the 21st century", said the secretary of technological development and innovation of MCTI, Armando Milioni. "I am very excited to see the country working in partnership with Germany, which has substantial technological skills [in this area]. We may be giving the necessary step to transform the domestic industry".

The DKTI-CSP is part of the agreement signed between the MCTI and GIZ, which should result in sustainable alternatives for power generation in the country. The project aims to establish prerequisites, training and tools to contribute to the introduction of heliothermic energy in the Brazilian energy matrix, promoting the development of research and national industry.

For the director of the renewable energies and energy efficiency of GIZ in Brazil, Torsten Schwab, the partnership aims to "form a package" of joint

"We are preparing a technology that is so innovative that is not consolidated in any part of the world", said the director. "Brazil and Germany are jointly developing this technological package."

One of the initiatives that receive strengthening from the bilateral cooperation is the first solar thermal plant in Brazil, to be built in Petrolina (PE). "We are building an experimental plant of one megawatt allowing to feed up to a thousand homes", said the general coordinator of Sectorial Technologies of the Technological Development and Innovation and Innovation Secretariat (Setec) of MCTI, Eduardo Soriano. "The idea is that in future, it would become a research centre or technology testing".

The forecast is that the plant will be delivered by the end of 2016. The project has investments from MCTI of around R$ 18 million and from the government of Pernambuco of R$ 5 million.

Source: MCTI 4.3.2 Federal government releases funds for geostationary satellite The federal government has released R$ 404.7 million for the construction of the Geostationary Satellite for Defence and Strategic Communications (SGDC), a project that will bring broadband internet to municipalities with less than 50,000 inhabitants and will improve the communication of National Defence organs.

The project, whose total budget is R$ 1.8 billion, is under way in France and has Brazilian technicians in its development. Part of the funds which were released are from the Growth Acceleration Program (PAC) 2. "We will have our own satellite now. We will no longer need to hire foreign services, which will generate savings for the public coffers, and will take internet to small towns where it is not feasible to deploy fiber optics", said the Broadband director of the Communications Ministry, Artur Coimbra.

The tender for the construction of the first Brazilian satellite was won by a French company, Thales Alenia Space. But unlike other satellites used by Brazil, which are controlled by foreign stations, the new equipment will be 100% controlled by Brazilian institutions.

In addition, the contract signed in September 2014 foresees technology transfer to Brazil, through the company Visiona Space Technology, a joint venture of Telebras and Embraer that acts as an integrator company of the project.

The satellite weighs 5.8 tons, has a shelf life of 15 years and is expected to be launched into Earth orbit in 2016. The project involves the Ministries of Science, Technology and Innovation, Communications, and Defence, in addition to Embraer and Telebras companies, and the Brazilian Space Agency (AEB).
