Peace Corps provides volunteers with pre- and in- service language instruction, 27 months of immersion experience in the language, and a role so that volunteers have a reason to interact with community members in that language. In return, the Peace Corps Volunteer provides development assis- tance and can give community members an idea of Americans apart from media images. The presenter will talk about service options for French students in Peace Corps, the application process, and the value of Peace Corps service by way of his own experiences as a volunteer in Francophone Africa. The Power of Parental Voice David Brennick, President, Canadian Parents for French Canada is an officially bilingual (French and English) country with linguistic con- stitutional guarantees legislatively rooted in the Official Languages Act of 1969. Successive national governments have committed to doubling the number of bilin- gual graduates by 2013. Given that support for bilingualism is at an all-time high, key to sustaining this support is Canadian Parents for French, a 26,000 member country-wide Anglophone advocacy group of parents. They work diligently to pro- vide enriching French second language learning opportunities for Canadian stu- dents at all levels. The many effective manifestations of the power of this parental voice in support of linguistic duality at a national level in a country where jurisdic- tional responsibility for education remains with the provinces and territories will be shared. Languages and the National Interest J. David Edwards, Executive Director, Joint National Committee for Languages/ National Council for Languages and International Studies Over the last few years, numerous studies, reports, and hearings, have noted our nation’s serious language shortages and called upon the federal government to increase and improve language capabilities. While this may not yet be the golden age of language study, it is evident that the U.S. has entered a new era with respect to the knowledge of other languages and the understanding of other cultures. It is a new era that is being defined by national security and economic competitiveness, but its most serious impact will be upon education. As Congress undertakes reau- thorization of the Elementary and Secondary Education Act, opportunities and chal- lenges face the education community in influencing education policy to enhance opportunities for extended sequence foreign language study at all levels. The pre- senter will outline pending legislation and suggest ways in which the federal gov- ernment is addressing this issue.

Ambassador Pierre Vimont was appointed Ambassador of France to the U.S. by President on August 1, 2007. Prior to his present appointment, Mr. Vimont was chief of staff to the minister of foreign affairs, a position he had held since 2002. He was previously ambassador and permanent representative of France to the European Union from 1999 to 2002. Pierre Vimont joined the Foreign Service in 1977. He was first posted to London where he was first secretary from 1978 to 1981. He then spent the next four years with the Press and Information Office at the Quai d’Orsay. From 1985 to 1986 he was seconded to the Institute for East-West Security in New York. Returning to Europe, he served as second counselor with the Permanent Repre- sentation of France to the European Communities in (1986-1990), and was subsequently chief of staff to the minister delegate for European affairs from 1990 to 1993. He went on to serve as director for development and scientific, technical and educational cooperation and then for cultural, scientific and technical relations. He was deputy director general of the entire Cultural, Scientific and Technical Relations Department from 1996 to 1997 and then director of European Cooperation from 1997 to 1999. Pierre Vimont holds a degree in law and is a graduate of the Institut d’Études politiques and the École nationale d’Administration (ENA).

The World Speaks French The World Speaks French campaign is part of the French Language Initiative. Begun in 2006 as a joint project of the Embassy of France in the U.S. and the AATF, the goal of the campaign is to support and preserve the teaching of French in the U.S. Working with a professional advertising agency, we have developed materials and strategies for pro- moting French at all levels. Materials available include: • Web site: www.theworldspeaksfrench.org • 6 full-color print ads (available on the Web site) • poster of one of the ads (more to follow) • postcards designed to send to decision-makers • pencils • pocket folders • stickers Thus far, more than $200,000 has been spent on this campaign, and we are seeking funding sources to advertise more extensively. We continue to work with all associations, agencies, and individuals interested in the promotion of French to expand this campaign.

38 E=Exposant, C=Commission, =National Board, H Honorary Member NATIONAL FRENCH WEEK 2010 Start planning now for the tenth annual National French Week celebration. The dates are the same for 2009 and 2010, and you received a new National French Week poster in the April 2009 National Bulletin. We will again have special National French Week materials (available for distribution by August 1). Make sure to order early. Remember that every activity from large to small can be an effective promotional event for the study of French, especially when students are involved. Below is just a brief list of some of the successful activities organized by our members: • student-created posters displayed in the school or in local places of business; • a student-created mural featuring famous French or Francophone individuals; • a student-created giant crossword puzzle with French clues; • an exhibit of student-created reproductions of famous French art works; • a French meal served in the school cafeteria; • French menus for the regular cafeteria fare; • inviting colleagues in other disciplines to study units on French-related topics during the week; • serving croissants and café au lait in the teachers' lounge or to the counselors and office staff; • a “French fact a day” read over the public address system; • poster, slogan, cooking, sports, or recitation contests with prizes, of course; • a job fair featuring local French businesses or U.S. businesses that have operations in France; • guest speakers including natives of Francophone countries; • immersion activities, Francophone festivals, film festivals, performances; • a talent show or cabaret evening featuring all French skits, songs, and music; • a school-wide French in English contest; • consult the AATF Web site [www.frenchteachers.org] for other ideas. Do not forget that one of the key components of National French Week is to involve target audiences beyond our students and their families. Be certain to include counselors, fellow teachers, potential stu- dents and their parents, administrators, school board members, and local elected officials in your festivi- ties. Begin working now to obtain a proclamation from your mayor and share it with colleagues in your city. AATF Chapters should begin work immediately to obtain a proclamation from the governor and make sure every chapter member receives a copy. Many of you reported having difficulty getting media attention for your activities. Media coverage is a key component to a successful National French Week but is not always easy to attract. The media are interested in events rather than information. Present your news as an event although you may well need to provide background information as well. Court your local journalists and television reporters or, better yet, have your students do it. Don't forget the school newspaper or alumni magazine. Of course, this year you can return with documents, photographs, and video from past events. Create a schedule for contact- ing the media with periodic updates both before and after the event. Claudia Beecham Claudia Beechman began singing in coffeehouses iat age fifteen. After col- lege, she went to Paris, where she studied acting at the Théâtre École Tania Balachova and fell in love with French popular music. She learned the guitar accompaniment to Piaf songs and began singing them in clubs and cafes. She made several television appearances and appeared in a Canadian production of Jacques Brel is Alive and Well and Living in Paris. Apart from her cabaret repertoire, Claudia developed a concert-lecture performance which bridges French popular and classical songs. She continues to perform at colleges and cabarets, and has produced three records, Parlez-moi d’amour (1994), Souveinrs de Paris (1999), and her most recent CD The Grand Legrand (2003). Claudia has sung at a variety of theatrical, educational and cabaret venues. A published poet, Claudia recently had a poem, “Armoire,” dedicated to her late sister, Laurie set to music by composer and pianist Rich Rudin. In September, 2008, she was the featured performer in “Soirée parisienne,” a musical revue of French chansons which launched the Laurie Beechman Cabaret Theatre at University of the Arts.

We are pleased to announce a series of six promotional posters for French teachers. The posters are full-color 11x17” based on the themes “Parlez-vous...histoire?” “Parlez-vous...cuisine?” “Parlez- vous...civilisation?” “Parlez-vous...sciences?” “Parlez-vous...sports?” and finally “Parlez-vous...français?” They were designed especially for the AATF with support from a grant from the French Cultural Service and the AATF. The brightly-colored abstract posters suggest many aspects of French and Francophone cultures that can be treated in the classroom. Because Carole was a protegee of Jean-Jacques Goldman, he has written a special tribute about her for the workbook.

LA FRANCE DIVISÉE This 36-min. documentary film explores the two sides of France dur- ing World War II: the collaboration with the Vichy government as well as the courage of many Righteous Gentiles and members of the Resistance. It also includes interviews with seven French people: a Holocaust survivor, three child survivors, two historians, and a leader of the French Resistance. Each inter- viewee presents a very different account of his/her experiences. The film con- cludes with actual footage of two historic apologies from the French govern- ment and Catholic Church. President Jacques Chirac publicly apologized for France’s role in the deportation of Jews (1995), and Bishop Olivier de Berranger apologized for the silence of the French Catholic Church and asked for forgive- ness (1997).
