General Review During this past year the National Bureau of Standards was encouraged to examine its programs and responsibilities critically and to estimate its needs in meeting modern requirements for standards, measurement tech- niques, and data on the properties of materials. For some time, the Bureau had called attention to the rapid advance- ment of technology and to expansion of research noting that these changes have placed a strong burden upon NBS—a responsibility to enlarge its technical programs in support of growing national scientific activities. In the past year, the Bureau received added support from the Congress and from the Administration to strengthen its capability for leadership in the science of physical measurement. The responsibility for the Nation's fundamental standards of measure- ment demands a continuous search for new scientific knowledge and lor improved measurement processes. As new areas of science and technol- ogy become active or productive, new standards must be developed, adequate measurement methods established, new instrumentation devised, and appropriate calibration services provided. All this must be done while advancing the established areas of measurement and in such a manner as to maintain and insure continued consistency and coherence within the whole complex chain of measurement. The work is basic to the measurement, understanding, and control of physical phenomena. This is especially

  • John William Studer, KIA During Marine Assault of South Pacific
    Little Billy Introduction In World War II over 2,000 Baker County men and women served in the armed forces, almost nine percent of the county’s 17,000 residents. The Veterans War Memorial on the grounds of Baker County Courthouse lists in bronze the names of eighty-eight Baker County WWII servicemen who died during the war, seventy of them killed in action. Those seventy men’s names are also among names inscribed in granite on the Oregon WW II Memorial dedicated on Veteran’s Day 2012 on the grounds of the Oregon State Capitol (www.oregonwwiimemorial.com). Among the names on both memorials is that of Baker City native John William Studer, who joined the Marines right after Pearl Harbor. He volunteered for and was chosen to serve in an elite commando unit called Carlson’s Raiders. Studer, known at home as “Bill” or “Billy,” was killed November 1, 1943, during the D-Day assault of Bougainville Island in the South Pacific. This is his story. His war experiences are revealed in Bill’s letters and in the memories of his comrades in arms and his friends at home. Studer’s Family and Early Years Paul, Bill, Edith (Grover’s second wife), and Grover (father of Paul and Bill) John William “Bill” Studer was born in Baker, Oregon, on September 18, 1920, to Grover C. Studer (1892-1956) and Edith Golden Weitz Studer (1891-1931). A newspaper item announced his birth: “Mr. and Mrs. Grover Studer are the parents of an eight pound boy born this morning at their home on Cedar Street.

W hen the doomed freighter was fixed in its crosshairs, Mohlntann shouted, “Fire!” The sudden vibration of his stealthy death ship was followed by an immediate hissing sound as the E-7 electric eel escaped its firing tube through a swirl of compressed air bubbles. The U-boat skipper and his hydrophone operator carefully timed the torpedo’s run, while the men hopefully waited for the blast sig­ naling the demise of yet another victim of Admiral Karl Donitz's “Operation Drumbeat.” Within seconds, a tremendous explosion rewarded their hopes as the star-crossed merchant vessel erupted into a huge billowing fireball.- Millions of gallons of crude oil. gasoline and other petroleum prod­ ucts desperately needed in the Allied war effort were being shipped up the Florida coast in tankers from Texas, Venezuela, Aruba and Curacao to New Jersey and New York ports. From those staging areas, tankers and freighters carrying oil and munitions combined in convovs traveling east across the North Atlantic to the British Isles.
