Sub : Police Estt.-Retirement from service on superannuation for the period from 1/7/2019 to 31/12/2020 (18 months) – List publishing of – reg. Ref : 1. GO(P) No 170/2012 Fin dated 22.03.2012 2. Government Circular No.57/2017/Fin dtd 19.07.2017 of Finance(Pension B) Department In order to ensure timely authorization of pensionary benefits and expeditious settlement of Pension Claims, instructions are issued by the Government vide Circular read above. As such, a list of Officers / Police personnel / Ministerial Staff/ PTS etc. who are due to retire from service during 01/07/2019 to 31/12/2020 (18 months)from this unit is furnished below. All Officers are directed to verify the date of birth of all persons working under them with reference to their small service books etc. and corrections/omissions if any noted should be reported in time. If any Officer is received on transfer from any other District or separate Unit subsequently is found due for retirement on superannuation during 01/07/2019 to 31/12/2020 after the issue of this DO, their Name, Rank, Date of Birth etc. should be reported to this Office by the Officers concerned under whom he / she is working without fail for verification and incorporation of their names. All Officers should also ensure that no person is in service beyond their retirement dates and that no one is excluded from the list. If anybody happens to be in service or draw and receive pay and allowances after their retirement, the concerned Officers/SHOs will be held personally responsible for the lapses. A report should be submitted to this Office immediately after the concerned is relieved off his duties on retirement. The pension applications should be submitted online through PRISM (Pensioner Information System) (Website www.prism.kerala.gov.in) with 3 physical copies of Descriptive Rooll and identification particulars (page 33 of pension book). The following instructions are also given to be noted as guidelines in pension matters. 1) GPF Closure On his/her option, the subscriber can stop the subscriptions to GPF account within one year of his retirement and apply for closure of accounts in advance. This chance can be utilized by the retiring personnel in order to receive their GPF closure amount without delay. 2) Terminal surrender The terminal surrender of E.L. can be sanctioned to a retiring person immediately after his/her retirement without waiting for an application from the individual. The leave section in District Police Office will ensure early action in this account. 3) FBS As per G.O.(P).255/90/Fin dtd. 28/4/1990, the subscribers to FBS are given option to remit the subscription in lump for the last six months prior to retirement for speedy settlement of the claim. The retiring person can utilize the chance in time. He can submit application to DPO well before 6 months for the recovery of FBS subscription in lump. The FBS section in DPO will ensure that early action is taken to get the FBS account transferred to this District from outside units. If the retiring person has worked in other units prior to retirement much care should be taken to up to date the register-cum-Broad sheet

It should also be ensured that the reconciliation of the up-to- date account of the subscriber is done sufficiently early before the retirement of the subscriber. 4) GIS As in the case of FBS, option for recovery in lump of six months premium to Group Insurance can also be made. But the final settlement of the scheme will be taken up only after the date of retirement. Application in form 3 should be obtained well in advance and the entries in the Pass Book made up to date. Proposal for final payment should be sent to the District Insurance Officer without delay. 5) Lump-Sum Grant from KPWA Fund In the case of Lump-sum Grant from KPWA Fund, a retiring person as admissible in GO(MS) No.1196/81/Home dtd. 03/12/1981, the amount should be calculated well in advance after obtaining the details of recovery of subscription from former units if required. The concerned section will take early action in the matter. 6.General The Sub Unit Heads/Sections concerned in District Police Office will finalise the liabilities towards Government/Quarters rent/Water charges/Electricity charges/Professional Tax/ Leave settlement/KPW & A Fund Loans/ Tour Advance/Excess Pay /Disciplinary Proceedings (OE/Non OE) /Judicial Vigilance cases pending against those retiring employees sufficiently early so that their pensionary benefits can be released without any delay.

The concerned Sub Unit Heads/SHOs should forward the following reports to District Police Office, within 3 days from the date of retirement of employees concerned. 1. Liability/Non Liability report. 2. No Leave Roll Pending report. All SHOs / Unit Heads concerned will circulate this order to all incumbents who are due to retire from service from july 2019 to December 2020 and obtain their dated signature against their names in the list and will forward a Certificate to this Office to the effect that " the list has been verified and found correct and none of this unit is due to retire from july 2019 to December 2020 and has been excluded from the list" should be furnished to this office. If any omissions found, their Name, Rank, Designation, Date of birth , Date of retirement etc. may be furnished by return.
