Project Background The Glasshouse Mountains Sports Complex is an important facility to the Glasshouse Mountains community, providing sport, recreation, community and active living opportunities and contributing to the social fabric of the area. With a current estimated population of 5,2321 (2011), the Glasshouse Mountains locality of interest is expected to grow by 34% to an estimated population of 7,007 in 2026. This growth is less than the estimated Sunshine Coast rate over the same period of 51%. Whilst a relatively small population base, council has recently acquired into its trusteeship a 12.5 ha site (19 ha in total with only 12.5 ha suitable due to environmental constraints) adjacent to the Glasshouse Mountains Sports Complex to cater for future sport and recreation needs arising out of population growth. The Glasshouse Mountains Sports Complex has the opportunity to expand into this recently acquired additional land. The Glasshouse Mountains locality of interest incorporates Coochin Creek, Beerburrum and Bribie Island North and experienced rapid growth from the early 1990s, with the population doubling between 1991 and 2006 a result of new dwellings being added to the area. Based on 2005 Census data, the area has a relatively high proportion of family households (76.6%) compared to the Sunshine Coast as a whole (70.0%), and is generally considered a middle income area. The Glasshouse Mountains locality of interest has a youthful population of 27.8% aged between 0 and 17 years compared with 23.8% for the entire Sunshine Coast region. There are two separate leases over the Glasshouse Mountains Sports Complex site, comprising: A lease directly with the State for the licensed club building and immediate surrounds; and A lease for the sporting fields and associated facilities on State owned land through a trusteeship comprising five local community representatives. There are no formal tenure relationships between the Sports Club entity and the individual sporting clubs using the Complex. Given the inevitable growth of the tenant user groups, in line with the broader Sunshine Coast population growth, it is essential that council determines a long-term vision for the site. The Glasshouse Mountains Sports Complex Master Plan 2012 – 2027 (the Master Plan) is an important step in determining how the Glasshouse Mountains Sports Complex can continue to service its user groups and continue to provide a valuable community resource into the future. The application has been deemed ‘code assessable’. The applicants, Synergy Property Partners and Place Design Group Pty Ltd, are seeking a development perm it for Material Change of Use (Service Station and Food and Drink Outlet) at 19 & 21 Bunya Street Maleny (Real Property Description: Lot 9 & 10 RP 26376). This site is directly opposite the Maleny State Primary School. It is w ithin 40 metres of the nearest classroom and within 60 metres of other school buildings and the school’s pool complex. This is the second time the Maleny community has been confronted by the unacceptable prospect of a service station on this site. In 2012, a very similar application was lodged, but the local applicant voluntarily withdrew the application, due to overwhelming community outrage. To find we have to fight another service station on this site defies belief. We expected that the absolutely valid concerns of our community on the first occasion stood as a guarantee that Council would protect our interests by ensuring that the Maleny community would have a strong voice in any further decisions on the development of this controversial site.     NOTICE MOVEMENT CONTROL ORDER (Moreton Bay)- WHITE SPOT SYNDROME VIRUS Pursuant to section 124 of th e Biosecurity Act 201 4 (th e Act), I make the followin g movement control ord er: 1. Why th is movement control order is being made and what it is intended to achieve This movement control order is being made to assist in the management and control of white spot syndrome virus, the causative agent of white spot disease by restricting the movement of certain white spot syndrome virus carriers and allowing control measures for this purpose. White spot syndrome virus, as the causative agent of white spot disease (where white spot disease is prohibited matter under schedule 1 of the Act), has been detected in seven aquaculture premises at Alberton and Woongoolba, the Logan River, an area south of the Logan River in Moreton Bay and in Deception Bay and off the Redcliffe Peninsula in Moreton Bay. The virus is highly contagious and could spread rapidly if not contained. This virus is the causative agent of white spot disease, a devastating disease of decapod crustaceans and is exotic to Australia. lt is a large DNA virus assigned as the only member of the genus Whispovirus (family Nimaviridae). In farmed prawns, white spot disease kills 100% of prawns within a few days. The disease attacks multiple systems in the prawns including the gills and this inhibits their ability to take up oxygen resulting in suffocation . Evidence from overseas outbreaks indicates that the incubation period for white spot syndrome virus in farmed prawn populations could be up to 40 to 45 days.
