STUDENT LIAISON COMMITTEE Terms of Reference 1 Constitution and purpose 1.1 The University recognises that, in the interests of staff and students, it is important to continually advance the excellence of the student experience and the teaching, learning and research environment it provides. The voice of the student community is represented by the Students’ Union. 1.2 To this end and, in accordance with the provisions of the Articles of Government (paragraph 5.4), the University’s Governing Body has established a Student Liaison Committee (SLC). 1.3 The SLC provides a forum for students to raise views with the Board of Governors and members of the Academic Board and to: • consider and inform (the Board of Governors) on matters of concern and to advise the student body (Articles of Government paragraph 5.4); • receive reports on student satisfaction and the student experience and report to the Board of Governors; • provide communication channels between the student community and Governors; 2 Remit 2.1 To advise the University’s governing body on its statutory obligations with regard to the Students’ Union (SU), particularly the requirements of the Education Act 1994, and specifically: a) all matters concerning the SU’s Constitution which the SLC should review every five years (last reviewed 2011); b) all matters concerning the UWL/SU Code of Practice which the SLC should review every five years (last reviewed 2011); c) receive reports on the election of Officer Trustees in accordance with requirements of the Education Act 1994 (it has been agreed that these reports will only be brought forward if a substantial item needs to be brought to the Board’s attention). -

Hansard Society evidence to the House of Lords Liaison Committee: Review of investigative and scrutiny committees Submitted: May 2018 Authors: Dr Ruth Fox (Director) and Dr Brigid Fowler (Senior Researcher) 2 Summary This submission covers: • Strengths and weaknesses of the current House of Lords committee structure • Possible changes to the current structure, focusing on: the quality of the legislative process; devolution; and policy foresight/horizon-scanning • Brexit-related considerations • Trade policy • Public engagement We recommend: • On the quality of the legislative process: the creation of a Legislative Standards Committee and a Post-Legislative Scrutiny Committee, and that the remit of the Delegated Powers and Regulatory Reform Committee be amended • On devolution, the creation of a new permanent committee • On policy foresight/horizon-scanning, the creation of a new ‘Future Forum’ or Committee • On Brexit-related matters, that the European Union Committee will need to continue to operate during any post-Brexit transition period as provided for in the draft UK-EU Withdrawal Agreement • On trade policy, that the Lords committee structure will need to change to accommodate scrutiny of this new policy area, and that the House will need to develop a view, ideally sooner rather than later, on how this might best be effected, in cooperation with the Commons. Submission Strengths and weaknesses of the current House of Lords committee structure 1. The House of Lords committee structure has a number of important strengths that should be retained in any reformed system: • It is more flexible than the Commons’ system: the fact that the committee structure is not tied to the shadowing of government departments allows the Upper House more discretion. -

New Labour, Old Morality. In The IdeasThat Shaped Post-War Britain (1996), David Marquand suggests that a useful way of mapping the „ebbs and flows in the struggle for moral and intellectual hegemony in post-war Britain‟ is to see them as a dialectic not between Left and Right, nor between individualism and collectivism, but between hedonism and moralism which cuts across party boundaries. As Jeffrey Weeks puts it in his contribution to Blairism and the War of Persuasion (2004): „Whatever its progressive pretensions, the Labour Party has rarely been in the vanguard of sexual reform throughout its hundred-year history. Since its formation at the beginning of the twentieth century the Labour Party has always been an uneasy amalgam of the progressive intelligentsia and a largely morally conservative working class, especially as represented through the trade union movement‟ (68-9). In The Future of Socialism (1956) Anthony Crosland wrote that: 'in the blood of the socialist there should always run a trace of the anarchist and the libertarian, and not to much of the prig or the prude‟. And in 1959 Roy Jenkins, in his book The Labour Case, argued that 'there is a need for the state to do less to restrict personal freedom'. And indeed when Jenkins became Home Secretary in 1965 he put in a train a series of reforms which damned him in they eyes of Labour and Tory traditionalists as one of the chief architects of the 'permissive society': the partial decriminalisation of homosexuality, reform of the abortion and obscenity laws, the abolition of theatre censorship, making it slightly easier to get divorced. -

It is part of the UCL School of Public Policy. THE CONSERVATIVE Robert Hazell founded the Constitution Unit in 1995 to do detailed research and planning on constitutional reform in the UK. The Unit has done work on every aspect AGENDA of the UK’s constitutional reform programme: devolution in Scotland, Wales, Northern Ireland and the English regions, reform of the House of Lords, electoral reform, R parliamentary reform, the new Supreme Court, the conduct of referendums, freedom eform Prof FOR CONSTITUTIONAL of information, the Human Rights Act. The Unit is the only body in the UK to cover the whole of the constitutional reform agenda. REFORM The Unit conducts academic research on current or future policy issues, often in collaboration with other universities and partners from overseas. Trustees The Chairman thanked Flora Fraser for her service as Vice Chairman. • THE TRUSTEES agreed to the appointment of David Cannadine as her successor as Vice Chairman. 3. Minutes of the Last Meeting The minutes of the meeting held on 21 November 2002 were approved. 4. Matters Arising The Director reported that the Management Statement/Financial Memorandum, the framework agreement between the Gallery and the DCMS, had now been signed, subject to a letter being appended to the document, with the agreement of the DCMS, clarifying the fact that the document could not be taken to override the Gallery's status as an exempt charity.Trustees would be sent a copy of the agreement and appended letter. 5. Director's Report The Director reported that it is proposed to bring the drawing of Lucian Freud, currently in David Hockney's exhibition at Annely Juda, to the May meeting of Trustees. The innovationof circulating a selection of press cuttings to Trustees was generally welcomed. There was a discussion of our expectations of the Americans and the JuliaMargaret Cameron exhibitions and the Trustees complimented Hazel Sutherland on her achievement in obtaining such extensive coverage for Cameron. -

Labour Loses out to Lara as Britain's Youth Fails to Spot the Cabinet August 1, 2000 It 's Pokemon vs. the Politicians! 1 August 2000, London: Video games characters are more recognisable to Britain's youth than the country's most powerful politicians, including Tony Blair. That is the shock result of a new survey of 16-21 year olds released today by Amazon.co.uk, Britain's leading online retailer, which commissioned the research as part of the launch of its new PC and Video Games store. When asked to identify photographs, 96% correctly named Super Mario and 93% the Pokemon character Pikachu, whereas the Prime Minister was correctly identified by only 91%. Lara Croft, pin-up heroine of the Tomb Raider games, was identified by 80% of respondents. However, Tony Blair has a far higher profile than his cabinet colleagues. Less than one in four (24%) of 16-21 year olds recognised Chancellor of the Exchequer Gordon Brown, Home Secretary Jack Straw was correctly identified by just 33%, and Foreign Secretary Robin Cook by 42%. Other members of the cabinet fared even less well - Mo Mowlam was correctly identified by only 37% of respondents and Peter Mandelson by a meagre 18%, despite their recent high media profile. Donkey Kong, the gorilla hero of video games since the 1980s, was the least recognisable video games character at 67%, but still polled 25% higher than any cabinet member except for the Prime Minister himself. When asked how important a role the politicians and video games characters played in their lives, despite the politicians polling higher than the video games characters, nearly one in three (29%) said that Tony Blair was either not very important or not all important to their lives.
