Vinta Update 01: Situation Report on Sites affected by STS Vinta (Timben) as of 25 December 2017, 3PM

Situation Update

21 December 2017 at 2 am when STS Vinta (Tembin) entered at the Philippine Area of Responsibility (PAR). 22 December 2017 at early morning, heavy rains and winds were experienced specifically in the provinces of and Lanao del Sur including cities of Marawi, , and City. In said areas, most communities greatly affected by STS Vinta were once survivors of TS Sendong (Washi) and TY Pablo (Bopha). Prior the storm, threat to security was heightened by the rumors of possible attacks by ISIS-inspired groups this holidays. With this, the CFSI team Emergency Response Team was activated on 22 December 2017 forming three (3) teams to monitor the situation and conduct assessment on starting 22nd through 24th December 2017 in three (3) cluster sites – 1st District of Lanao del Sur including Marawi City, 2nd District of Lanao del Sur, and Lanao del Norte including Iligan City.

25 December 2017, CFSI Field Teams completed a two-day assessment of the situation in Iligan City, Sapad, Salvador, , and Tubod in Lanao del Norte of Region X, and Marawi City, Bubong, Tugaya, Bacolod Kalawi, and Balindong in Lanao del Sur of ARMM. The teams concluded that there are needs for food and non- items, drinking water, kitchen sets, sanitation and hygiene (WASH), shelter, clothing and blankets, health, electricity, and transportation. The effects of the storm further exacerbated the situation of the IDPs of the Marawi Crisis in the evacuation centers in Iligan City, Marawi City and those at host communities. CFSI field teams provided psychological first aid and referrals through immediate reporting to concern LGU and concern line agency.

Below are Details of the Report per Site Assessed

LANAO DEL SUR, 1st District (Eastern side of the Lake, Basak Areas)

Bubong, Lanao del Sur 10AM, 23 December 2017, under state of calamity.

Heavy rain started evening of 21 December 2017 and lasted almost evening of 22 December 2017. Vice Mayor estimated 80-90% of whole population of Bubong is affected, likewise MSWO estimated 5,000+ families have been flooded. Most affected barangays are Montiaan, Basingan, Batangan, Pinduguan, Malungun, Rogero, Bansayan, and Sarip. 10 houses were unlivable because they were severely destroyed, and 3 houses were completely nowhere to find: 1 in Batangan, Basingan, and Rogero. 3 mini stores were totally damaged and flashed by the floods. At Brgy. Montiaan, about 176 IDP families staying at Montiaan Evacuation Center evacuated to the second floor of the municipal hall in near the communities. Adults and children have to swim to reach second floor of the Municipal Hall for safety. NFIs and other support received by the IDPs were nowhere to find. Almost whole day on 22 December 2017, these IDPs have no food to eat. The only thing they have saved was their Wakawaka solar lights which helped them brought light in the darkness while at the Municipal Hall. At the assessment time, PLGU provided to the IDPs at Montiaan EC about 100 sacks of grocery packs containing food items and detergent. Mostly affected are live stocks and rice fields. Children caught colds and fever, and diarrhea, and 1 adult injured. During the assessment, almost all households were cleaning. Only Pinduguan Health Station was structurally intact and functioning. Muds and silt in houses reached minimum than a foot hence they requested BFP to rescue for cleaning.

Needs expressed include food and non-food including clean drinking water, clothing and blankets, hygiene kits, plus medicine for fever, colds, and diarrhea. Schools were soaked in flood with muds, and facilities were damaged and some totally destroyed such as books and chairs. Other actors that followed CFSI were PLGU, DSWD, and ICRC. Ditsaan Ramain, Lanao del Sur 23 December 2017, under state of calamity. 80% of 23, 991 populations were affected by flooding. During the assessment, Mayor was around, MDRRM has submitted reports about the damages. Municipal Hall served as evacuation sites. 10 houses damaged, no casualties, no injured. Harvests were flashed by the flood. Adiong Polytechnic State College was greatly destroyed, wall fencing totally destroyed and classrooms severely damaged. Grocery packs were provided by the PLGU and LGU. Needs are food and potable water.

Buadipuso Buntong, Lanao del Sur 23 December 2017 Flooded but no displacement happened. Agricultural products were greatly affected. At the assessment time, 18 barangays were reported to have been affected. Greatly affected is Brgy. Gata.

Poona Bayabao, Lanao del Sur 24 December 2017, under state of calamity

MDRRMO and BLGU of Brgy. Bansayan, Gata and Cadayonan were present. Lunch time when the river overflow. 90+ IDP of Marawi Crisis families staying at Pooni Lomibao CES, moved to Mosque to sleep while others on the tables in schools. IDPs domestic items were flashed. They raised concern on shelter to be provided by ACF. Wakawaka and some clothing were the ones left to them. Expressed needs include water, food, hygiene, kitchen sets, beddings, children’s clothing, medicine, infant formula, diapers and shelter. Greatly affected are Brgy. Pooni Lomibao and Brgy. Cadayonan.

LANAO DEL SUR, 2nd District (Southwest bound)

Tugaya, Lanao del Sur 23 December 2017, 9AM – 3PM

Entire municipality had no electricity and no water because sources of water coming from the elevated area of the municipality which suffered from huge soil erosions. 28 barangays, only 5 barangays were directly affected (along hi-way and riverbanks): 1. Pandi a Ranao, 70 families, 100% of the – 2 casualties (male and female adults), 1 Madrasa nasira; 28 IDP families from Marawi were also affected (seek help at Lumbac) 2. Putad, 28 families affected, 30% of the Barangay – 2 casualties, 5 (mother and 4 children hospitalized in APMC) 3. Gurain – displaced within the barangay, hi-way, 4 houses natabunan, in accessible; more than 10 houses flooded

4. Ingud Poblacion – none displaced, 3 houses flooded, near tulay in Inged Poblacion (concrete) 5. Sugod Mawatan – none displaced, flooded houses, 4 houses submerged in water, landslides along the hi-way, agricultural products (charcoal and coffee) were carried by the floods. 6. Bubong – 130 families, 25 houses Neighborhood provided support to the affected families. LGU helped in the search and rescue of the casualties and hospitalization. AFP helped rescue in Pandi a Ranao. At the assessment, Municipal Councilor, Arham Abdulaziz and former ABC, Moh’d Sharief Arompong were around and were said to have helped the constituents.

Recommendation: Drinking water is needed in these five barangays due to the landslides Though these families are sheltered by their relatives, they still need support such as hygiene kits, beddings, clothings, kitchen utensils. In addition, replacement of livelihood source and their lost houses must be provided. IDPs from Marawi must be given equal attention like other constituents of Tugaya. Grieving family must be provided with psychosocial support. No security concerns were noted. Actions taken: PFA listening session to grieving family Advised to link with LGU for support to hospitalization. Team: Bamer, Solaiha, Nazrifa, Asraf, Mohaima, Anipah, Jerry During the assessment, road to southbound municipalities via Tugaya hi-way is inaccessible due to landslides. Tugaya has 23 barangays with total 23,814, 5th class muncipality

LANAO DEL NORTE

Iligan City

Evening of 21 December 2017, Iligan City Disaster Risk Reduction and Management Council (ICDRRMC) facilitated preparedness to communities in low lying, along riverbanks, and shorelines to stay safe at sturdy buildings and for preemptive evacuation to designated evacuation centers. 7AM of 22 December 2017, the Iligan City Mayor advised suspension of classes and public offices. Subsequently, people evacuated to designated evacuation centers such as Tambacan Central Elementary School (for Tambacan), City High School, SPED and City Central (for Mahayahay), and North Central School (for Tibanga). Similar scenario was monitored in the upland barangays of Iligan, specifically those once affected by TS Sendong. IDPs of the Marawi Crisis at Sta. Elena Evacuation Center (EC) in Iligan called the Marawi City Social Welfare and Development Office (CSWDO) requested tarpaulin and food to protect them against the heavy rain and cold. In the afternoon of 22 December 2017, monitored damages included the weakened bridge in Brgy. Mandulog and agricultural products at farming communities of Iligan. Some tents of IDPs in Buadi Itowa in Marawi City were damaged by the strong winds and rains. Two (2) families moved to the Barangay Hall nearby. An elderly who was injured was attended to by the nurse at the site. Around 1PM, Marawi City Information Office reported that these IDPs were responded with ready to eat food and tarpaulin. Early IDPs of Marawi Crisis at Bubong in Lanao del Sur informed CFSI staffs of their transfer from the Montiaan Evacuation Center to the Municipal Hall due to the overflowing of Shakba River.

Tubod, Lanao del Norte 24 December 2017

114 families or 480 individuals were displaced, 27 individuals missing, 18 verified dead were found at Salvador. 4 persons were injured, 24 were elderly, and 2 were persons with disabilities. 103 houses were totally destroyed, 1 hanging bridge devastated as well as agricultural lands and livestocks were damaged. Communities evacuated at Dalama Elementary School and National High School where they have no electricity, no food, no drinking water. The whole community usually experienced flooding, but not the same as today. All houses totally damaged, washed out by logs and boulders. The huge flash flood caused the river split in to two. Hanging bridge was destroyed. Live stocks were left dead. A survivor father named Danilo Canete with 6 children, the youngest is 1 month old, and eldest is 10 yr old lost his 13 family members including his grandparents and parents were missing as well his 3 nephews, and 1 godchild, and his wife. Of the 13 lost family members, only his wife was found dead in Brgy. Dalama. A survivor mother with 4 children, was raging in anger during the rescue because accordingly, her house and sari-sari store were looted by both authority and common people. A family with 9 members were all lost. A survivor mother with a PWD husband and 7 children, endure hours waiting on their rooftop for rescue and subsiding of the water. Her children especially the youngest were able to survive hypothermia. Needs expressed include shelter, food, domestic sets, safe drinking water, medicines, clothings, blankets. Actions taken: AFP rescued them. MDRRM was the one open and available that time. DSWD provided food; BLGU and MLGU provided food ready to eat, clothing; Religious groups (Church from Malingaw) Lacson family, clothings and groceries. Dalama – 100% non-muslim community is located along Dalama river, it’s topography is lowland and basin-alike, and it’s more than 2 hours ride away from the hi-way.

Sapad, Lanao del Norte

MSWO reported 11 barangays affected by rain and strong winds. The team visited two (2) barangays affected: 1. 188 households of Brgy. Mapurog were greatly affected, a barangay along the river, with 8 houses totally flashed by flood, 7 casualties: 5 children, 1 woman, and 1 man were found in the barangay but not resident of such municipality, suspected to have been coming from Salvador. Totally damaged are corn fields, live stocks such as horses, including harvests. They also lost their legal documents. Facilities at Mapurog Elementary School were damaged. Portion of populations stayed temporarily with their relatives within their barangay. 2. 147 families Brgy. Poblacion were flooded but not displaced. LGU and BLGU provided hot meals and food packs. Needs expressed include shelter, food, domestic sets, safe drinking water, medicines, clothing, blankets. LGU and BLGU provided rice, biscuits, and drinking water good for few days.
