Murrieta Police Department Policy Manual Murrieta Police Department Murrieta PD Policy Manual CHIEF'S PREFACE The Murrieta Police Department has adopted this policy manual as an official reference guide to assist all Murrieta Police Employees, both sworn and civilian, in the performance of their official duties. Our policy manual defines our procedures and this department' s expectation for your behavior. This Manual is an important tool and a reference source for you. It has been created to provide you with proper guidance in the performance of your official duties. These standards are provided to you with the expectation that you understand that you are accountable for delivering proper service to the community in a manner consistent with our official policies and procedures. It is your duty to comply with these policies. The policies in this manual define professional performance standards that are consistent with all federal and state constitutional rights and are in compliance with all known published case law. These practices and procedures will help to promote your officer safety and are designed to create consistent operational practices which will maintain our high professional standards for the proper delivery of law enforcement service to our community. This manual will be under a continual review process to ensure that our policies and procedures remain legal, desirable, professional, and continue to promote good service and the safety of our police officers and the public that they serve. The manual is always accessible to you. It is stored electronically on the department' s shared computer drive for your immediate reference. As the manual is periodically updated, all officers will be notified by the training bureau of any new or refined sections in it. Our policy manual will always be a living document which has to be updated from time to time as new technologies emerge, new laws are created, new situations are encountered, or new policies are developed and our service capabilities or our mission priorities are changed. The manual cannot regulate every possible situation that you may come across or predetermine every decision that you will have to make. Therefore, it will always be your duty to use your professional training, your experience, your education, and your own ability to make good common sense judgment decisions during the performance of your duties. The manual provides a uniform operating procedure that will help define many of these decisions and guide you in the process. You still must make the decisions. You also have your supervisor to assist you. The public expects and deserves the highest level of professional and personal service. Your job is to serve and protect them in a professional, consistent, ethical, lawful, compassionate, and safe manner. Each of us ultimately defines who we are as an organization, and how well we accomplish this mission. You are professionally, morally, ethically, and legally accountable for all of your actions. This manual sets standards of behavior for you and provides you with guidance to properly perform your duties. It is your responsibility to become familiar with the practices, policies, and procedures within this manual. I expect every officer' s actions to comply with this manual and to exhibit these defined standards of performance. Additionally, I thank you for representing this department and for personally accepting this challenging responsibility. M.A. ***** The Ohio State University 2008 Dissertation Committee: Approved by Professor Timothy Jon Curry Professor Paul Bellair _________________________________ Professor Steven Lopez Advisor Graduate Program in Sociology ABSTRACT The following dissertation explores the symbolic meaning of guns, and the ways in which the meaning of gun ownership, as well as the symbolic meaning imbued in individual guns influences aspects of social interaction. This ethnographic research effort applies thick, descriptive methods of observation and grounded theoretical techniques to this largely unexplored aspect of U.S. gun culture. A total of 52 interviews of varying length were conducted with a range of gun owners in venues that included gun collectors’ homes, shooting events, and public gun shows in the Midwest. Subjects were asked to share the stories of their guns, and explore the value of guns in their collections. The data reveal some interesting patterns, which are not limited to the following: 1) Guns, as an aspect of culture, or product of social interaction, are rich with symbolic values; 2) For many gun owners, the value placed on guns is far more emotional in nature than monetary; 3) The value ascribed to guns by their owners appears to influence the way in which gun owners interact with their guns as well as their social audience; 4) Gun owners recognize a unique type of stigma associated with these cultural products, and respond through a complex series of stigma management techniques; and 5) U.S.

    Thirty years ago, Tom Clancy was a Maryland insurance broker with a passion for naval history. Years before, he had been an English major at Baltimore’s Loyola College and had always dreamed of writing a novel. His first effort, The Hunt for Red October, sold briskly as a result of rave reviews, then catapulted onto the New York Times bestseller list after President Reagan pronounced it “the perfect yarn.” From that day forward, Clancy established himself as an undisputed master at blending exceptional realism and authenticity, intricate plotting, and razor-sharp suspense. He passed away in October 2013. Mike Maden grew up working in the canneries, feed mills, and slaughterhouses of California’s San Joaquin Valley. A lifelong fascination with history and warfare ultimately led to a Ph.D. in political science, focused on conflict and technology in international relations. Like millions of others, he first became a Tom Clancy fan after reading The Hunt for Red October; he began his published fiction career in the same techno-thriller genre with Drone and continued with the sequels, Blue Warrior, Drone Command, and Drone Threat.
