Murrieta Police Department Murrieta PD Policy Manual CHIEF'S PREFACE The Murrieta Police Department has adopted this policy manual as an official reference guide to assist all Murrieta Police Employees, both sworn and civilian, in the performance of their official duties. Our policy manual defines our procedures and this department' s expectation for your behavior. This Manual is an important tool and a reference source for you. It has been created to provide you with proper guidance in the performance of your official duties. These standards are provided to you with the expectation that you understand that you are accountable for delivering proper service to the community in a manner consistent with our official policies and procedures. It is your duty to comply with these policies. The policies in this manual define professional performance standards that are consistent with all federal and state constitutional rights and are in compliance with all known published case law. These practices and procedures will help to promote your officer safety and are designed to create consistent operational practices which will maintain our high professional standards for the proper delivery of law enforcement service to our community. This manual will be under a continual review process to ensure that our policies and procedures remain legal, desirable, professional, and continue to promote good service and the safety of our police officers and the public that they serve. The manual is always accessible to you. It is stored electronically on the department' s shared computer drive for your immediate reference. As the manual is periodically updated, all officers will be notified by the training bureau of any new or refined sections in it. Our policy manual will always be a living document which has to be updated from time to time as new technologies emerge, new laws are created, new situations are encountered, or new policies are developed and our service capabilities or our mission priorities are changed. The manual cannot regulate every possible situation that you may come across or predetermine every decision that you will have to make. Therefore, it will always be your duty to use your professional training, your experience, your education, and your own ability to make good common sense judgment decisions during the performance of your duties. The manual provides a uniform operating procedure that will help define many of these decisions and guide you in the process. You still must make the decisions. You also have your supervisor to assist you. The public expects and deserves the highest level of professional and personal service. Your job is to serve and protect them in a professional, consistent, ethical, lawful, compassionate, and safe manner. Each of us ultimately defines who we are as an organization, and how well we accomplish this mission. You are professionally, morally, ethically, and legally accountable for all of your actions. This manual sets standards of behavior for you and provides you with guidance to properly perform your duties. It is your responsibility to become familiar with the practices, policies, and procedures within this manual. I expect every officer' s actions to comply with this manual and to exhibit these defined standards of performance. Additionally, I thank you for representing this department and for personally accepting this challenging responsibility.
