    Steelhead/rainbow trout resources of Monterey County Salinas River The Salinas River consists of more than 75 stream miles and drains a watershed of about 4,780 square miles. The river flows northwest from headwaters on the north side of Garcia Mountain to its mouth near the town of Marina. A stone and concrete dam is located about 8.5 miles downstream from the Salinas Dam. It is approximately 14 feet high and is considered a total passage barrier (Hill pers. comm.). The dam forming Santa Margarita Lake is located at stream mile 154 and was constructed in 1941. The Salinas Dam is operated under an agreement requiring that a “live stream” be maintained in the Salinas River from the dam continuously to the confluence of the Salinas and Nacimiento rivers. When a “live stream” cannot be maintained, operators are to release the amount of the reservoir inflow. At times, there is insufficient inflow to ensure a “live stream” to the Nacimiento River (Biskner and Gallagher 1995). In addition, two of the three largest tributaries of the Salinas River have large water storage projects. Releases are made from both the San Antonio and Nacimiento reservoirs that contribute to flows in the Salinas River. Operations are described in an appendix to a 2001 EIR: “ During periods when…natural flow in the Salinas River reaches the north end of the valley, releases are cut back to minimum levels to maximize storage. Minimum releases of 25 cfs are required by agreement with CDFG and flows generally range from 25-25[sic] cfs during the minimum release phase of operations.

    San Luis Obispo County Public Works Department Water Years 2001-02 and 2002-03 Hydrologic Report Final Report May 16, 2005 Executive Summary This report includes a summary of the hydrological conditions for San Luis Obispo County for the 2001-02 and 2002-03 Water Years. Data is presented for precipitation, evaporation, stream flow, groundwater and reservoir operations. The County’s data collection and record keeping program is operated by the Water Resources Unit of the County Public Works Department. The program is funded by and administered through the San Luis Obispo County Flood Control and Water Conservation District. Hydrologic data for San Luis Obispo County has been collected by various Federal, State and local agencies, including the County Public Works Department, for decades. Rainfall and temperature records for some stations date back to the late 1800’s. Much of the data has been collected by volunteer citizens throughout the County. The County Public Works Department maintains many of the records and regularly furnishes information to local public agencies, consultants and the general public. The goal of assembling and organizing the records in this report was to allow more efficient public distribution of the data. In recent years, the County has maintained the monitoring program but lacked adequate resources to publish a regular hydrologic report. Thus, this is the first such report produced in over two decades. A great deal of effort went into the preparation of this report and it was intended to serve as a boilerplate for future editions. With this in mind, an Administrative Draft version of the report was published in Adobe Acrobat format and circulated among a cross section of local professionals in August and September of 2004 to solicit comments and suggestions regarding both the usefulness of the information and the presentation format.

Local units are responsible for completing a “Scooper Water Body Coordination Worksheet” (appendix B) for each body of water that may be used for water- scooping operations. The Process Upon receiving a dispatch to a wildfire, the dispatcher will determine the closest two bodies of water to the incident. The primary body of water contacts will be notified if required; if the AWSA has been dispatched to a wildfire, request confirmation of permission for use of the body of water. The final decision regarding safe utilization of a body of water will rest with the Water Scooper Pilot-in-command. The authorities for the body of water used will be notified when scooping operations cease. SALINAS RESERVOIR is located on the upper Salinas River, approximately nine miles southeast of the community of Santa Margarita. 2. DROUGHT UPDATE The project was originally built by the War Department 3. MAINTAINING YOUR IRRIGATION SYSTEM to ensure an adequate water supply for Camp San 4. CLEANUP WEEK Luis Obispo and the City of San Luis Obispo. The City of San Luis Obispo has used Salinas Reservoir as a drinking water source since 1942, effectively making it the City's oldest surface water supply, followed by Whale Rock Reservoir and Nacimiento Reservoir. Prior to the utilization of Salinas Reservoir, the City received the majority of its drinking water from San Luis Obispo Creek. To learn more about Salinas Reservoir, check out page 2… SPRING 2017 | VOLUME 21 | ISSUE 2 Salinas Reservoir Continued CONSTRUCTION AND HISTORY The construction of Salinas Dam was first recommended in April 1941 by Raymond A. Hill to the Office of the Quartermaster General. He advised that the Salinas River Project be approved as a source of water supply for Camp San Luis Obispo and for other adequate uses in time to impound the flood run-off during the winter of 1941–1942, and to deliver water by the summer of 1942. Amazingly, construction of the dam was undertaken and completed in less than a year during 1941. DELIVERY TO SAN LUIS OBISPO Today, water is delivered from the Salinas Reservoir through 9.2 miles of 24-inch diameter pipe to a booster station near Santa Margarita.

The drainage rises to a maximum elevation of approximately 2,800 feet above mean sea level with steep topography categorizing much of the western portion of the watershed. The watershed contains two major drainages; Atascadero Lake and Parole Canyon. The watershed contains a mix of urban and rural residential land uses as well as agricultural land uses. A portion of the Los Padres National Forest is also contained within the watershed along the western boundary. The City of Atascadero is located at the northern end of the watershed boundary and the community of Santa Margarita is located within the central and southern portions of the watershed. Other land uses include two quarries, Atascadero Lake, and a wastewater treatment plant. Water supply for the watershed area is dominated by wells, including those used by the Atascadero Mutual Water Company to supply urban residents and commercial uses. The drainage rises to a maximum elevation of approximately 2,800 feet above mean sea level with steep topography categorizing much of the western portion of the watershed. The watershed contains two major drainages; Atascadero Creek and Parole Canyon. The watershed contains a mix of urban and rural residential land uses as well as agricultural land uses. A portion of the Los Padres National Forest is also contained within the watershed along the western boundary. The City of Atascadero is located at the northern end of the watershed boundary and the community of Santa Margarita is located within the central and southern portions of the watershed. Other land uses include two quarries, Atascadero Lake, and a wastewater treatment plant. Water supply for the watershed area is dominated by wells, including those used by the Atascadero Mutual Water Company to supply urban residents and commercial uses. Existing Watershed Plans: Salinas
