Where there are no policies relevant to the application or relevant policies are out of date at the time of making the decision then the Council will grant permission unless material considerations indicate otherwise – taking into account whether: Any adverse impacts of granting permission would significantly and demonstrably outweigh the benefits, when assessed against the policies in the National Planning Policy Framework taken as a whole; or Specific policies in that Framework indicate that development should be restricted. POLICY OS2: LOCATING DEVELOPMENT IN THE RIGHT PLACES Main service centres, rural service centres and villages A significant proportion of new homes, jobs and supporting services will be focussed within and on the edge of the main service centres of Witney, Carterton and Chipping Norton. A number of site allocations are proposed to ensure identified needs are met. The distribution of development is set out in Policy H1. Due to the size of the settlement and its proximity and connections to Oxford City, Eynsham will also make a significant contribution towards meeting the identified housing needs of the District and Oxford City with a strategic urban extension to be provided to the west of the village. A new rural service centre – Oxfordshire Cotswold Garden Village – will be created to the north of Eynsham and contribute towards Oxford City’s needs.

    Excavations at Callow H ill, Glympton and Stonesfield, Oxon. By NICHOLAS THOMAS INTRODUCTION HE excavations described in this report were carried out by the Oxford University Archaeological Society in order to throw new light on the problemsT posed by the group of Roman villas that lies in the area defined by the north Oxfordshire Grim's Dyke. It was agreed that this could best be done by investigating the ditch which enclosed one of these villas-Callow Hill, 3! miles NW of Woodstock ( ational Grid: 42/40919s)-and the prominent earthworks immediately to the east of it. These earthworks appeared to have much in common with Grim's Dyke itself, which runs through Blenheim Park about one mile farther towards Woodstock. It was hoped that it would be possible to deduce some relationship, either chrono­ logical or political, between the villa at Callow Hill-and hence, to some extent, between the other villas hereabouts-and Grim's Dyke. The work was carried out during the first three weeks of September, 1950, under my direction, assisted by Mr. Alan Hunter.' No previous research had been undertaken at Callow Hill. The site has long been known because of the amount of Romano-British building debris and potsherds which lie about on the surface.
