The Kennebec Estuary Focus Area contains more than 20 percent of Maine’s tidal marshes, a significant percentage of Maine’s sandy beach and associated dune Biophysical Region habitats, and globally rare pitch pine • Central Maine Embayment woodland communities. More than two • Cacso Bay Coast dozen rare plant species inhabit the area’s diverse natural communities. Numerous imperiled species of animals have been documented in the Focus Area, and it contains some of the state’s best habitat for bald eagles. Executive Summary Concord River Diadromous Fish Restoration FEASIBILITY STUDY – DRAFT REPORT EXECUTIVE SUMMARY Project Purpose The purpose of this project is to evaluate the feasibility of restoring populations of diadromous fish to the Concord, Sudbury, and Assabet Rivers, collectively known as the SuAsCo Watershed. The primary impediment to fish passage in the Concord River is the Talbot Mills Dam in Billerica, Massachusetts. Prior to reaching the dam, fish must first navigate potential obstacles at the Essex Dam (an active hydro dam with a fish elevator and an eel ladder) on the Merrimack River in Lawrence, Middlesex Falls (a natural bedrock falls and remnants of a breached dam) on the Concord River in Lowell, and Centennial Falls Dam (a hydropower dam with a fish ladder), also on the Concord River in Lowell. Blueback herring Alewife American shad American eel Sea lamprey Species targeted for restoration include both species of river herring (blueback herring and alewife), American shad, American eel, and sea lamprey, all of which are diadromous fish that depend upon passage between marine and freshwater habitats to complete their life cycle. Reasons The impact of diadromous fish species extends for pursuing fish passage restoration in the far beyond the scope of a single restoration Concord River watershed include the importance and historical presence of the project, as they have a broad migratory range target species, the connectivity of and along the Atlantic coast and benefit commercial significant potential habitat within the and recreational fisheries of other species. -

November 2017 Vol XXXIII, No 3 Thurs Nov 9 James Dufresne: They Met at Appomattox Court House “From present indications, the retreat of the enemy is rapidly becoming a rout.” So wrote Philip H. Sheridan to Lt Gen Ulysses S. Grant on April 5, 1865, from Jetersville Depot, Virginia, three days after Lee’s army had abandoned the trenches of the fallen cities of Richmond and Petersburg and begun its flight west. From the start, Grant’s goal was not merely to pursue Lee’s army but to intercept it: to cut it off and prevent Lee from veering south and joining the Confederate army of Joseph Johnston in North Carolina. Grant wanted to bring this war to a conclusion, so he ordered his two top generals, Sheridan and Sherman, to keep Lee’s Army of Northern Virginia constantly on the move. Lee’s army was in dire straits with very little food and ammunition remaining. Lee had planned to resupply his army at various points along his march west; however, he had little to no success. Grant had sent Sheridan and his command ahead with orders to destroy any supplies or ammunition that Lee might be able to acquire on his route west. He was also to intercept Lee’s army on its route wherever the time and place would allow. Sheridan did get the opportunity to stop Lee and his army at a place called Appomattox Court House. Gen Grant had been corresponding with Gen Lee for a couple of days previously while both were on the march. -

A string of successful projects, from the opening of the St. Croix fishway to the renewal of commercial fishing on Card Mill Stream in Franklin, have fueled growing momentum for restoration of rivers and streams, big and small. This report is an update on the status of river herring runs in eastern Maine. It describes the value of river herring and some of the many projects underway to allow river herring to swim upstream to their spawning habitat. Because river herring are a keystone species in freshwater and marine systems—and are so responsive to restoration efforts—they have become a focus of the Downeast Fisheries Partnership effort to restore fisheries in eastern Maine. -

KELIHER GOVERNOR COMMISSIONER Shellfish Harvesting Area Classification-Notification of Changes October 18, 2020 This notice is in effect until repealed or replaced Ladies and Gentlemen: Under the authority of 12 M.R.S.A. § 6172; the Commissioner has made the following change to Area No. 500, Maine Coast Flood Closure: This notice reopens the Bagaduce River and from Eggemoggin Reach to Morgan Bay due to water quality returning to approved standards. Martin Pt (Friendship) to the Weskeag River, eastern Penobscot Bay, and from the Union River Bay to the Rt. 3 bridge in Trenton remain closed. All existing pollution and biotoxin closures remain in effect. City of Biddeford, Maine Open Space Plan Biddeford Pool Marshes & Wildlife Habitat Prepared by the City of Biddeford Open Space Committee November 2012 PREFACE When I was first asked to be on the Biddeford Open Space ad-hoc Committee by Marcel Polak of the Maine Association of Conservation Commissions on behalf of then, Mayor Joanne Twomey, I ĞŶƚŚƵƐŝĂƐƚŝĐĂůůLJƐĂŝĚ͞LJĞƐ͘͟ I was reasonably excited but cautiously optimistic. I have a very strong passion for land conservation and my knowledge of the subject is constantly evolving. After the introductions and brief conversations in our first meeting back in January 2009, the topic of the need for a chairperson came up. I now ƌĞĐĂůůĞǀĞƌLJďŽĚLJ͛ƐĞLJĞƐƚƵƌŶŝŶŐƚŽǁĂƌĚŵĞĂŶĚĂƐƚŚĞLJƐĂLJ͞ŝƚŝƐĂůů ŚŝƐƚŽƌLJ͘͟ I graciously accepted and the reality of taking charge of organization, delegation, research, setting meetings and pushing for a draft of the Open Space Plan took hold. Now, close to three years later, and countless number of meetings, walks, and drafts, we have an Open Space Plan for the citizens of Biddeford. As you read through this document, it is fluid and can be modified, added and changed. The data will need to be updated as time goes by. Parcels will be sold, merged, conserved, developed or remain the same. Land is static. dŚŝƐƌĞƉŽƌƚŝƐŐŽŝŶŐƚŽďĞĞůĞĐƚƌŽŶŝĐĂůůLJƌĞƉƌŽĚƵĐĞĚŽŶŝƚLJŽĨŝĚĚĞĨŽƌĚ͛ƐǁĞďƐŝƚĞ where changes can be made. We have had public input and we are looking for more feedback. EXHIBIT 20 (AR L.29) NOAA's Estuarine Eutrophication Survey Volume 3: North Atlantic Region July 1997 Office of Ocean Resources Conservation and Assessment National Ocean Service National Oceanic and Atmospheric Administration U.S. Department of Commerce EXHIBIT 20 (AR L.29) The National Estuarine Inventory The National Estuarine Inventory (NEI) represents a series of activities conducted since the early 1980s by NOAA’s Office of Ocean Resources Conservation and Assessment (ORCA) to define the nation’s estuarine resource base and develop a national assessment capability. Over 120 estuaries are included (Appendix 3), representing over 90 percent of the estuarine surface water and freshwater inflow to the coastal regions of the contiguous United States. Each estuary is defined spatially by an estuarine drainage area (EDA)—the land and water area of a watershed that directly affects the estuary. The EDAs provide a framework for organizing information and for conducting analyses between and among systems. To date, ORCA has compiled a broad base of descriptive and analytical information for the NEI. Descriptive topics include physical and hydrologic characteristics, distribution and abundance of selected fishes and inver- tebrates, trends in human population, building permits, coastal recreation, coastal wetlands, classified shellfish growing waters, organic and inorganic pollutants in fish tissues and sediments, point and nonpoint pollution for selected parameters, and pesticide use. Analytical topics include relative susceptibility to nutrient discharges, structure and variability of salinity, habitat suitability modeling, and socioeconomic assessments. America's Color Coded War Plans and the Evolution of Rainbow Five

Louis Morton argued in Strategy and Command: The First Two Years that “The early war plans were little more than abstract exercises and bore little relation to actual events.” 1 However, this thesis will show that the long held belief that the early war plans devised in the late 19 th and earlier 20 th centuries were exercises in futility is a mistaken one. The early color coded war plans served purposes far beyond that of just exercising the minds and intellect of the United States most gifted and talented military leaders. Rather, given the demands imposed by advances in military warfare and technology, contingency war planning was a necessary precaution required of all responsible powers at the dawn of the 20 th century. Also contrary to previous assumptions, America’s contingency war planning was a realistic response to the course of domestic and international affairs. The advanced war plan scenarios were based on actual real world alliances and developments in international relations, this truth defies previous criticisms that early war planners were not cognizant of world affairs or developments in U.S. bilateral relations with other nations. 2 This thesis reveals that the U.S. military’s color coded war plans were part of a clear, continuous evolution of American military strategy culminating in the creation of Rainbow Five, the Allied plan for victory during the Second World War.
