On behalf of the Victorian Government, welcome this year’s AFL Masters National Carnival in Geelong.

The AFL Masters Carnival is the premier event for seasoned footballers, and we are delighted to showcase the best of the best in over 30s men’s and women’s competition at Geelong’s iconic Simonds Stadium.

The average age of this year’s carnival is a young 47, and fans can look forward to seeing some top action, where local legends of the game will be turning back the clock by taking some big grabs and showing the younger generation how it is done.

Since it was established in 1980, AFL Masters has grown to 119 teams from around Australia. It is designed for people to keep fit and have fun – whether they are a novice or footy stalwart.

Sporting coups like these also mean serious business for Geelong – they strengthen the local economy and give visitors from around the country an opportunity to see for themselves the best of everything we offer.

It is why the Victorian Government is proud to have secured this significant competition and is working to bring more big sporting events to regional Victoria to drive visitation, create jobs and keep local businesses busy.

With the final upgrade of Kardinia Park now on the horizon, fans can look forward to seeing more big-ticket blockbuster events and some of the world’s best athletes in their backyard.

Congratulations to all the players, coaches and your supporters for your lifelong passion for the game. I am sure you will do your states proud.

I would also like to commend the AFL masters family, the umpires, officials and the volunteers for providing this opportunity for our masters to showcase their skills and love of our fantastic homegrown game.

On behalf of the City of Greater Geelong, we welcome you to the AFL Masters Carnival, Australia’s premier event for masters footballers from across the nation.

Along with Geelong Major Events, the Council is proud to support thiS week-long carnival designed to help keep football players aged 30+ fit and enjoying life.

We are delighted to be welcoming each player, coach, event organiser and supporter, from every state and territory in Australia, to Geelong for this event.

We are glad to be playing host and showing off our fantastic local facilities; Simonds Stadium with its newly completed, world-class Brownlow Stand and fantastic local grounds, Elderslie Reserve and Drew Reserve.

2017 AFL Masters National Carnival Welcome to Geelong

Welcome to Geelong! To all players, umpires, coaches, support staff and their friends and family, welcome to Geelong for the 2017 AFL National Masters Carnival. This year’s event is significant as it marks the 20th anniversary of the first AFL National Masters Carnival, held in Geelong in 1997. Following the success of the inaugural NAB AFL Women’s Competition this year and the introduction of the women’s masters last year, it is expected there will be up to eight women’s teams for this year’s carnival. I’m delighted that Susan Alberti, former Western Bulldogs Vice President and a prominent supporter of women’s football, has accepted the role of Patron for the women’s competition within the carnival. Adelaide, Maroochydore, Sydney, Darwin and the Gold Coast have all hosted Carnivals in recent years and the return to Geelong will be highlighted by the newly upgraded Simonds Stadium, where the majority of matches will be played. Australian Football is truly a game for everyone, from NAB AFL Auskickers through to Masters, and age is no barrier in enjoying our great game. Events of this scale don’t happen without planning, commitment and execution of so many people, so I’d particularly like to highlight the work of the organisers in arranging this year’s AFL National Masters Carnival. Thank you for all your efforts and our best wishes for this success of this year’s event. Finally, I’d liked to wish everyone the best of luck as they take the field this week and hope it’s an enjoyable carnival for all.

3 National President’s Welcome

On behalf of the National board I extend a very warm welcome to all competitors, officials and their families to the 2017 Geelong carnival. 1997 was the last time we held the National Carnival in this region so it has been a very long twenty year wait to return. We hope everyone enjoys the local pleasures and tourist highlights the Geelong region has to offer. Let’s hope the weather is kind to us as we know the rest will fall into place throughout the eight days of competition. Vic Country President Wayne Hall and head of the organising committee Charlie Adornetto and Graeme Boyd have worked tirelessly to ensure everything is in place for what looks like being one of our biggest carnivals ever held by AFL Masters. Simonds Stadium is the perfect setting to host our biggest ever carnival, which will compete across six age groups and twelve divisional draws, in both male and female competitions. The draw will be split between three venues on each of the four game days. The Ladies are back this year with their number blossoming to ten teams. NSW will be very keen to defend the inaugural women’s trophy they won last year but will be up against some very tough opposition. This year’s carnival is expected to see in excess of 1000 players and more than 1600 AFL Masters people visiting the Geelong region. The surrounding area has an amazing tourist trail that will keep everyone occupied throughout the eight day plus stay. Our thanks to sponsors, Events Geelong, Victorian State Government, Carlton United Breweries, Sherrin Footballs, Geelong Football Club, St Josephs, St Peters and Newtown football clubs who have generously provided the football ovals. They have all helped ensure that the 2017 AFL Masters National Carnival is not only the biggest ever, but one of the most successful National carnivals as well. There are a number of functions to be held throughout the week. The opening Ceremony as well as the Long Kick and Sprint competitions that will be conducted at Simonds Stadium on Monday evening during the first round of competition. We also have the Welcome Function, Hall of Fame and the SupersClub functions to enjoy, so please refer to your programme or contact your State President for more details. The final night Presentation will be by far the biggest event which celebrates and rewards the week of competition. AFL Masters Victorian Country Presidents Welcome

On behalf of Vic Country AFL Masters and the Geelong Organising Committee, I would like to extend a warm welcome to the AFL Masters National Executive, State Presidents and officials, Umpires, Coaches, all men and women MAF players and their families to the 2017 Geelong AFL Masters Carnival. It’s been 20 years since Geelong held its last Carnival and certainly things have changed a lot since then. I believe there were only 35’s, 40’s and 50’s competing in 1997, with a total of 28 teams. Please enjoy what the Geelong region has to offer during your visit. There are plenty of great attractions, lots of fantastic food and wine at local winery’s and eateries, and the world class Surf Coast with plenty of beaches to surf at or simply relax at. They have a fantastic water park for the kids and keen adults, “And of course the weather will be fantastic in Geelong” Our matches will be played at the newly renovated Simonds Stadium, home of the mighty Geelong Cats, St Joseph’s Football Ground, St Peter’s Cricket Ground and Newtown Football Club (the last three grounds all within walking distance of each other). All have great playing surfaces. 5 CEO Geelong Cats Football Club Welcome

Welcome to the AFL masters national carnival for 2017. This week will be a highlight for all competitors, coaches, support staff and supporters, as you continue to compete, play and watch the game we all love. To be able to play on Simonds Stadium, a ground that has been graced by some of the greatest footballers of all time is sure to be a memorable moment for the participants. With around 50 teams registered for the carnival, this will be one of, if not the biggest celebrations of football in Australia this year. It is great to see so many women’s teams registered to compete. We have all enjoyed the rise in popularity and participation in women’s footy and this is another great example of the reach of footy. Geelong as a region has a storied history in football. As the second oldest club in football history Geelong has been home to footy for over 150 years. There are strong leagues in the region, and off course many great players have enjoyed their start in Geelong. It is wonderful to see AFL Chief Executive officer Gillon McLachlan as the men’s patron, and long-time champion of women’s football, Susan Alberti as women’s patron. From the opening ceremony at Simonds Stadium to the presentation night, we wish you every success and enjoyment in your week doing what we all love to do – being involved in footy.

Women’s AFL Masters Patron 2017

I am delighted to be the patron of the Women’s AFL Masters National Carnival to be played in Geelong, the home of the Mighty Cats. Early in life I developed a love of AFL football and it has brought me and my family much pleasure. In recent years I have also enjoyed supporting the development of Women’s AFL and we could not be more delighted with the development of the national AFL Women’s League, which will provides greater promotion of Women’s AFL and provides us with wonderful role models for young girls. In combination with AFL Masters, we now have pathways for female players to play from junior to elite and then onto masters football for those of you who love the game, want to stay fit and healthy and don’t want to give it away as you travel through life’s exciting journey. I have been a director of the Western Bulldogs for twelve years, Western Bulldogs Vice President for three years and last year we reached the ultimate heights by winning the AFL Premiership. Football brings about wonderful camaraderie and lifelong friendships. I hope that this is the start of a long lasting enjoyment of national carnivals that will take you all around Australia and renew those friendships each year. 11 Rules for AFL Masters National Carnival Revised Rules for 2017 Carnival

Scoring: To be on the following basis; 1.1: - Behind - kicked by any type of kick is 1 point 1.2: - Goal - kicked by any type of kick is 6 points Rucking: 2.1 At all times the ball shall be thrown up and not bounced. 2.2 Only one player from each team to contest all ruck knocks 2.3 Involvement in contest of a third or subsequent player shall result in a free kick against third or subsequent player. 2.4 A free kick shall be awarded against any ruckman who raises his knee or leg against his opponent when contesting any ruck knock. 2.5 At boundary throw ins only one player from each team to contest the ruck. However if throw-in is poor or misdirected the umpire is to immediately call play on and not recall the throw-in. If throw-in is satisfactory any third or subsequent player involvement in the rucking contest will result in a free kick against such player.

Marking: The player in front of a pack competing for a mark is to be given every protection and opportunity to take the mark. Any unnecessary or deliberate interference by opponent player/s in attempting to mark or prevent the player in front of the pack from taking the mark shall result in a free kick being awarded to the player in front of the pack. The interference could take the form of a knee or boot being put into a player’s body.

Holding the ball / Prior Opportunity Rule: These rules replace the previous barging rules. 4.1 A player in possession of the ball who has had reasonable time (prior opportunity) to dispose of the ball MUST when legally held by an opponent firmly enough to retard his progress, dispose of the ball by a kick or handball with in a reasonable time of being held, otherwise a free kick shall be awarded against the player for failing to dispose of the ball in a legal manner. 4.2 The field umpire shall throw the ball up when the player with the ball has the ball held to his body by an opponent, unless the player has had a reasonable time (prior opportunity) to dispose of the ball prior to being tackled, in which case a free kick shall be awarded for . 4.3 Holding the ball in: A player who elects to dive on the ball and or drag the ball under him when he is on the ground will be penalised for holding the ball if he does not immediately hit the ball clear when held legally. 4.4 When a player is fairly bumped in the side and the ball falls from his hands - the call is play on. Likewise when a player is either knocked on the arms causing him to drop.

Player protection: 5.1 All players making the ball their objective are to be given the utmost protection by the umpire. Any contact other than a legal side bump or legal (between knee and shoulder) shall be deemed unduly rough play and a free kick awarded. 5.2 Charges (shirt front) are banned irrespective of ball proximity. A charge means an act of colliding with an opposition player where the amount of physical force used is unreasonable or unnecessary, irrespective of ball proximity. 5.3 Slinging players to the ground, whether the player is in possession of the ball or not is illegal and shall result in a free kick being awarded or if it happens after the ball has been disposed of, a free kick shall be awarded down the field where the ball lands. 5.4 Late contact, in any form, when the ball has been disposed of, will result in a relayed free kick being paid down the field. 5.5 Chopping with a clenched fist will result in a free kick being awarded. 5.6 A free kick shall be granted against a player who deliberately kicks at the ball whilst an opposing player (s) has his hand on or near the ball or is on the ground in the immediate vicinity of the ball. Penalties: 6.1 50 metre penalty - A 50 metre penalty only shall be applied in all instances. 6.2 AFL Advantage Rule - To be paid at all times Advantage Rule 6.2.1 The ball shall be kept in motion. The field umpire shall call “Play On” even though a free kick should have been awarded, but by doing so would penalise the team offended against. 6.2.2 If the field umpire has sounded his whistle for a free kick, he may cancel such a free kick by calling “Play On” or “Advantage” if the side offended against will be penalised by enforcing the free kick. Should the field umpire cancel a free kick, he may reverse the decision if it is obvious that it is not to the advantage of the team concerned. Order Off Rule: Field umpires shall carry YELLOW and RED for all matched. Players shown a YELLOW or RED card can be replaced for the set duration of the penalty period relating to the card colour. In addition to an umpire, a controlling body (being in this case the AFL Masters Board) may authorise a person or persons to report any player or official who commits or engages in conduct which may constitute a Reportable Offence. Any person so authorised shall have the same powers and duties as imposed upon an umpire under this law. 7.1 Players can be ordered off for the following indiscretions:- Yellow Card Penalty: Any player who commits any of the following offences:- • using audible abusive, insulting, obscene or threatening language to another person which may be an opposition play, a team mate or a spectator. • throwing a player to the ground after the ball is out of play • attempting to strike another player

13 • engaging in a melee • engages in rough play • including shoulder charges to the back of an opposing player, • charges on shepherding player • or unnecessary, vicious pushes and shepherds. • May be replaced - Yellow Card Penalty shall be automatic send-off until end of current quarter plus one additional quarter. Red Card Penalty Any player who commits the following offences:- • unduly interferes with or assaults or uses threatening language to an umpire or behaves in a threatening manner towards an umpire • assaults another player or official • kicks or attempts to kick another player or official • intentionally or attempts to trip by foot or leg • front on shoulder charging (shirt front) • May be replaced - Red Card Penalty shall be automatic send-off for remainder of game the remainder of the current game day with player to face tribunal. If the player is found guilty of offence player’s team will incur mandatory two point loss and tribunal will decide if further penalty is required for offending player. Players can be replaced. A second offence of a Yellow Card will automatically attract a Red Card. 7.2 When an emergency umpire is in attendance, he shall have the power to issue cards for any indiscretions. 8. Racial Abuse 8.1 No player, spectator or official shall act towards or speak to any other person in a manner, or engage in any other conduct which threatens, disparages, vilifies or insults another person on the basis of that person’s race, religion, colour, descent or national or ethnic background. 8.2 In the event that a person has contravened Rule 8.1 an umpire, club or player may lodge a complaint in writing within 24 hours to the Executive Director, who shall call a tribunal meeting. 9. Best and Fairest Any player receiving a RED or 2 YELLOW Cards during the Carnival is not eligible for a fairest and best award. 10. Judicial Proceedings Should any umpire submit a written report following the red carding of a players, the National Board or it’s appointed Tribunal shall meet to adjudicate on the case as per Rule 7.1 11. Blood Bin 11.1 No person - i.e. players, umpires, trainers, runners, etc. shall participate in a game if he is bleeding or has blood on his uniform or person. A bleeding person will leave the field when directed by the field umpire and may be replaced.

11.2 The bleeding person cannot return to the field, until the cause of the bleeding has stopped, the injury is securely covered and blood has been cleaned from the uniform and body to the satisfaction of the field umpire. 11.3 PROCEDURE: Only the field umpire in charge of play has the esponsibilityr to send bleeding person from the ground. On noticing the blood or having the matter brought to his attention the field umpire shall stop play at the next available break in the play (score, out of bounds, throw up) and then direct the person from the field. Person leaving the ground must do so from the nearest point with field umpire acknowledging entry of replacement player, if the bleeding person is a player. Such replacement player may enter the field of play and take up his position before the bleeding player has left the field of play. 12. Audible Bad Language Due to the age of our participants the National Board of Masters Australian Football encourages the involvement of families. To that end any player who engages in the use of bad language that the umpire deems could be heard beyond the boundaries of the playing field shall pay a free kick against the offending player and advise continuance of such behaviour could incur a more severe penalty i.e. Send Off YELLOW Card. 13. 60’s Comp. Only Should there be any player who wishes to not be tackled they wear fluoro coloured plastic tape (arm bands) on both arms. In the case of the player who can’t be tackled (wearing tape), this player can only be blocked. If so, they then have a reasonable time to dispose of the ball (not unlike the existing rules), failing to do so would incur a free kick to be paid against them, in other words they they can’t just stand there and hold the ball. 14. No time on. The only exception is when a stretcher enters the ground or an ambulance is required on the ground, this shall be determined by match management. See below. Time clocks will stop in the event of a stretcher or ambulance being called by Trainers, resumption of play when injured person is off the ground; This will be determined by the National Board administration at the ground as to how it will be managed. Player stretchered off the ground may not play again in the carnival unless cleared to do so by the carnival doctor. 15. No Penalties No penalty for deliberate rushed behinds. No penalty for deliberate out of bounds. 16. No Boundary Umpires If no boundary umpires are present and the ball crosses the boundary and is deemed out of bounds the umpire will bring the ball in 10 metres from the boundary line and a ball up will take place.

The History of VIC Country Masters

The idea of Superules started back in August 1980 by John Hammer and the first match was played as a curtain raiser before the Ballarat League Grand Final between Country Wimmera region players and Melbourne based players on the 27th September 1980. Victorian Country Superules officially started in 1981 and an official game was played between Vic Country team and a Melbourne based team as a curtain raiser to VFA Preliminary Final on the 12th September 1981. In 1982 a Victorian Country combined team played a South Australian team. Geoff Gosper won the Superules Best and Fairest that year. In the early stages of Superules the attitude was somewhat casual with the “lads” coming together for a social game of football on the odd Sunday where possible and in most cases it was a loosener from playing on the Saturday prior. Although there were 8 fixtured games played during the 1981 season it was always the zone or interstate games that were the pinnacle of the Superules year. This inevitably led to a regular interstate carnival, as it is now known today, which of course has now evolved into the annual AFL Masters Australian Football Carnival which this year reaches its 33rd year. In,1982,1983 &1984 some of the Victorian country towns that were fielding teams were Riverland, Navarre, Mildura, Echuca, Mt Gambier, Portland, Naracoorte, Shepparton, Kyabram, Swan Hill and Sunraysia. Then in 1983 as the word spread, Werribee, Sunbury, Bendigo, Bacchus Marsh, Melton, Ballarat and Maryborough decided to join the competition. These teams eventually become the nucleus of Vic country Superules. Over time with the increase of travel and administrative demands, some teams disappeared but then re-joined the competition over time, such as Bendigo, Maryborough, Shepparton and Samaria. In 1983 the first major carnival was held at Camberwell in Victoria. This carnival was basically the start of what we now know as AFL Masters Carnival in which we know and enjoy. Victorian Country Masters has never played for premiership points and played the majority of time in true Superules Spirit “Footy For Fun” Over the years Victorian Country “Superules” Masters Footy has been successful in many carnivals with age group premierships and numerus all Australian players. Also over the years we have had inductees into the Hall of Fame and Legends Status. We are extremely proud of our heritage and reputation as close knit competition with the emphasis on non-competitive football for fun, and these days AFL Masters provides plenty of support within our communities for persons with mental issues and physical problems which include pro-active support for Prostate Cancer and the One Punch Can Kill Programs and of course we could not do this without our family involvement, because without the support of our families and friends we would not be able to continue our love of AFL Footy and it’s comradery that is provides. Now within Vic Country AFL Masters we have around 18 clubs throughout the state with a number of teams in the 35’s and 45’s competition with our oldest players in the early 70’s and we continue to grow, over the last five years we have increased club numbers by 20% which is fantastic for our competition. “To be continued as years go on”

Harro was a much loved member of the football family in the Northern Territory, having played at all levels in the 30 years he called the Territory home.
