Traffic and Transport Arrangements for the Legislative Council Complex at Tamar

Aim

1. This Paper aims at briefing Members the external traffic and transport arrangements including pedestrian access upon the opening of Legislative Council Complex (LCC) at Tamar.

Traffic Arrangements

2. LCC will have its own vehicular and pedestrian accesses. New roads and pedestrian crossing facilities will be available in the area of Tamar to support its future operations.

3. The access to the LCC members’ car park is located at Tim Mei Avenue and the public vehicular access for boarding or alighting of passengers is located at the new Legislative Council Road. Motorists coming from the east of Tamar, have to route through Lung Wui Road and then Tim Mei Avenue/Legislative Council Road. Traffic coming from its west can choose either Lung Wo Road or for access to Tim Mei Avenue/Legislative Council Road, while those from the Mid-Levels can use Garden Road and Harcourt Road for access. Return trips to the east can make use of Lung Wui Road while those to its west and the Mid-Levels can be made via Lung Wo Road. Figure 1 shows the suggested arrival/departure routings. As the remaining section of Lung Wo Road will be opened in stages from July to September this year, routings before and after the full opening of Lung Wo Road are also given in the Figure.

4. Pedestrian can access Tamar either by the elevated walkway across Harcourt Road at the north of Admiralty Centre, or the elevated walkway system linking the nearby commercial centers to Tim Mei Avenue. Figure 2 indicates the pedestrian routings including the barrier free facilities for people with disabilities.

5. Appropriate directional signs will be erected to guide motorists and pedestrians the routes for accessing Tamar and LCC.

Public Transport Arrangements

6. The public can take MTR, franchised bus, minibus or tram to Admiralty for access to Tamar. Other than the public transport services in Admiralty, the public can also make use of the bus stops at Lung Wui Road and the one outside the Academy for Performing Arts and Admiralty Centre at Gloucester Road or to take the

1 taxi service for direct access to LCC. In addition, a new taxi stand will be provided at Lung Wui Road near Tim Mei Avenue.
