Sri Lanka was not part of the raj, and always had a more civilian- oriented government system under colonial rule. Like India, Sri Lanka too has had a long and virtually unbroken tradition of democratic rule since independence; both countries have had an unbroken record of subordination of the military to the civil authority. Unlike in India, Sri Lanka has had two abortive coup attempts in 1962 and 1966. -

31 October 2012 SRI LANKA A hidden displacement crisis More than three years after the end of the 26-year armed conflict between the Sri Lankan armed forces and the Liberation Tigers of Tamil Eelam (LTTE), nearly 470,000 people displaced during its various stages have returned to their home areas. This does not mean, however, that there is no internal displacement in the country any more. As of the end of September 2012, more than 115,000 internally displaced people (IDPs) were still living in camps, with host communities or in transit sites, A cyclone hits the return areas in northern Sri Lanka where people who had been or had been relocated, often against their displaced by the armed conflict continue to live in make-shift shelters constructed from old tin sheets and tarpaulins several months after their return. will, to areas other than their places of (Photo: NRC/October 2012) origin. Among those registered as having returned, many have not been able to achieve a durable solu- tion but continue to face difficulties in accessing basic necessities such as shelter, food, water and sanitation, in rebuilding their livelihoods, and in exercising their civil rights. De-mining op- erations are still ongoing in livelihood areas. Unresolved land issues have been a major obstacle to durable solutions for IDPs and IDP returnees. Conflict-affected areas remain highly militarised, which has made progress towards achieving durable solutions more difficult. The military has become an important economic player and a key competitor of local people including returnees in the areas of agriculture, fishing, trade, and tourism. -

The security forces commenced this humanitarian operation in August 2006 by liberating the Maavil Aru Anicut with the objective of wiping out terrorism from the country. An area of 15,000 square kilometres was controlled by the LTTE terrorists by 2006. Now the forces have completely liberated the entire territory of Sri Lanka from the LTTE terrorists. After liberating the Eastern Province from the clutches of terrorism on the 11th of July in 2007, the troops launched the Wanni humanitarian operation to liberate the innocent civilians from the terrorists in 2007.” “The operation was launched by three battle fronts. REPORT OF THE SECRETARY-GENERAL’S PANEL OF EXPERTS ON ACCOUNTABILITY IN SRI LANKA 31 March 2011 REPORT OF THE SECRETARY-GENERAL’S PANEL OF EXPERTS ON ACCOUNTABILITY IN SRI LANKA Executive Summary On 22 June 2010, the Secretary-General announced the appointment of a Panel of Experts to advise him on the implementation of the joint commitment included in the statement issued by the President of Sri Lanka and the Secretary-General at the conclusion of the Secretary-General’s visit to Sri Lanka on 23 March 2009. In the Joint Statement, the Secretary-General “underlined the importance of an accountability process”, and the Government of Sri Lanka agreed that it “will take measures to address those grievances”. The Panel’s mandate is to advise the Secretary- General regarding the modalities, applicable international standards and comparative experience relevant to an accountability process, having regard to the nature and scope of alleged violations of international humanitarian and human rights law during the final stages of the armed conflict in Sri Lanka. The Secretary-General appointed as members of the Panel Marzuki Darusman (Indonesia), Chair; Steven Ratner (United States); and Yasmin Sooka (South Africa). The Panel formally commenced its work on 16 September 2010 and was assisted throughout by a secretariat. Framework for the Panel’s work The provision in the Panel’s mandate referring to the “nature and scope” of the allegations required it to analyse information from a variety of sources in order to characterize the extent of the allegations, assess which of the allegations are credible, based on the information at hand, and appraise them legally. -

These stated intentions to use development assistance to influence the outcome of elections have not unsurprisingly been perceived justifiably as deeply controversial just as parliamentary elections are scheduled, with Mallawarachchi having had to write to the Election Commissioner justifying his actions3. 8 May 2015 Mallawarchchi was questioned by the Financial Crimes Investigation Division (FCID) over alleged corruption in the Ministry of Sports during his tenure4. It pertained to the financial misappropriation of Rs 39 million in connection with the purchase of carrom and draught boards in 2014. The goods were alleged to have been distributed as an incentive during the 2015 Presidential Election as part 1 Maj Gen Mallawaarachchi has held a variety of Command appointments including company commander - 1st Battalion Sri Lanka Light Infantry, Second in Command 3rd Battalion Sri Lanka Light Infantry, Commanding Officer 3rd Battalion Sri Lanka Light Infantry, Brigade Commander 7 Brigade in Elephant Pass, GOC 52 Div in Northern area, GOC 23 Div in Eastern area and the 1st Security Forces Commander of Eastern area of operation.
