INTRODUCTION

The District is divided into three main physical features i.e. (1) Riverain area (2) Canal irrigated area and (3) Desert area which is called Cholistan. The riverain area of the district lies close on the southern side of the mainly falling in the River Bed. The Canal irrigated area lies on the south and is separated by main Minchan Band. The approximate height of the irrigated area is 150 to 200 meters above the sea level. The 3rd art of the area which called Cholistan lies on the south of the irrigated tract upto the Indo Pak Border. The surface of the desert consists of a secession of Sand dunes rising at places to a height of 150 meters and covered with the vegetation peculiar to sandy tracts.

The District Police adopted all possible preventive measures to prevent heinous crime, like looting of Bank, Petrol Pumps and Highway robberies. Comprehensive circular orders were prepared to regulate the police working. At Tehsil Headquarters flying squads were formed to prevent the occurrences in urban areas.

The district possesses predominantly agricultural character. It is inhabited by two categories of people called as locals or “RIASTIS” the original inhabitants of the defunct State (60%) and the “SETTLERS” (40%). Fertile land has much attraction for settlers from other parts of the country. The locals are mostly residing geographically in the northern part of the district i.e. around the Railway line and upto the river while the settlers are mostly residing in the urban area or the South of Railway line extending to the Cholistan.

The structure of the society even at village level is promiscuous. The illiteracy and moral corruption are rampant. The elopement and love affairs are frequent due to non observance of PARDA particularly in rural areas. The cases are contested at investigation level, but normally are compounded in courts. The bulk of murders and attempted murders arise out of the infidelity of women and land disputes.

The District has a considerable industrial potential Lever Brothers Limited, Leghari Beverages, Hye Sons Sugar Mills, Machi Goth United Sugar Mills, Fauji Fertilizer Company, Ahmed Ghee Mills and a large number of cotton ginning factories and oil mills functioning since long in this district. The establishment of these industrial units added labour problems to the already existing agrarian disputes but the overall situations remained under control through vigilance and timely intervention. The overall complex of this district is feudal because the landlords enjoy a lot of influence. The disputes and other cases are dictated as the chieftains of the tribes desires. Consequently, the results in courts are also affected.

The people of this district are generally religious mind and followers of different schools of thought. The religious leaders exercise considerable influence over the people. The religious controversy sometimes creates law and order situation for the district administration. The activities of religious organizations were closely and constantly kept under surveillance and monitoring.

The National Highway (Karachi-Lahore-Peshawar) 160 Kms and Motorway M-5 165 Km passes through the district with a large number of link roads, where thousands of vehicles play round the clock. The poor condition of metal road also contributed toward traffic accidents. Similarly Railway line length of 164 KMs passes through with the main stops at , Khanpur, and Sadiqabad, In order to avoid any acts of terrorism all SDPOs/ SHOs have been directed to have a vigil eye on the activities of Anti Social elements. By the grace of Almighty Allah no incident of sabotage took place so far in this district.

Brief Introduction of Department

District Detail

The District comprises of 5 Police Sub-Divisions i.e Liaqatpur, Khanpur, Sadiqabad, Saddar and City Rahim Yar Khan.

Sub-Division Liaquatpur has been named after the visit of ’s first Prime minister Liaquat Ali Khan. The Liaquat Pur Sub-Division is generally inhabited by Baloch, Jam, Lar, Dashti, Naich, Chandia, Drigh and Arain tribes. It comprises of 5 Police Stations, Liaquatpur, Pacca Laran, Shedani, Tabasum Shaheed and Tranda Muhammad Panah. Four Police Posts Khanbela, Allah Abad, Jan Pur and Feroza are also functioning under Police Stations Shedani, Liaqatpur and Pacca Laran.

Sub- Division Khanpur was the administrative district during the reign of Abbasi State, It is called Khanpur Katora due to its geographical design. It has 5 Police Stations City Khanpur, Sadar Khanpur, Zahir Pir, Sehja and Isalm Grah. The jurisdiction of Police Station Zahirpir and its Police Post chacharan Sharif touches the area of Police Station Kot Mithan of District, while Police Station Isalm Grah on the south, linked with Cholistan Desert beyond which lies Indian state Jasilmir. Sub- Division Saddar Rahim Yar Khan is the part of administration of Sub-Division Rahim Yar Khan based upon mostly rural area of the Tehsil. It consists of 6 Police Stations, Saddar Rahim Yar Khan, Kotsamaba, Rukanpur, Abadpur, Manthar and Iqbal abad. Similarly City Sub-Division composed on urban population has 5 Police Stations City “A”, “B” “C” Divisions, Air Port and Ab-e- Hayyat.

Sub- Division Sadiqabad, was coined as sub-division given priority over Ahmad Pur Lamma and has been named on the name of Nawab Sadiq V. It consists of 6 Police Stations City Sadiqabad, Saddar Sadiqabad, , Ahmed pur Lamma, Kotsabzal and Machka added in District Rahim yar khan. Police Station Kotsabzal has its boundaries with Ghotki of Province of ( Sindh),. Likewise, Police Station Machka in the form of two islands & is bounded by Kashmoor and Ghotki districts of Sindh Province and is detached from the main link of Rahimyar khan.

In order to combat crime and criminals, the possible routes of influx have to be constantly kept under watch. In this regard, Sub- Division Sadiqabad is most affected by its contiguity with province of Sindh and Rajanpur District. The bandits from Sindh Province, Sonmiani, and Shah –Wali District Rajanpur, use to commit heinous crime of Dacoity, Robbery and Abduction for Ransom and make their escape good by adopting unfrequented routes. In order to curb their nefarious activities, 10 Check Posts have been set up, on the eastern bank of the river Indus. Two main check posts have been established at Kot Sabzal and Dauwala to control movement of contraband between Punjab and Sindh- Baluchistan. Furthermore Riverine check posts have also been established where proper strength of police officials is deployed with 01 vehicle at each riverine check post.

Brief History/Geography of District

The District derives its name from its head quarters town Rahim Yar Khan. The previous name of this District was Naushera which was built in 1875 A.D by Fazal Elahi Halani on the ruins of the ancient Phul-Wadda during the sumra supremacy in Sindh. In the year 1881, the Railway Authorities desired to change the name of a Railway Station in Peshawar District. Consequently, Nawab Sadiq Khan-IV named it after his first son, Rahim Yar Khan” This District lies between 27-40 and 9-16 north longitudes and is surrounded on the north Muzaffar Garh District, on the east by Bahawalpur District, on the south by Jesilmir (India) and Ghotki District of Sindh Province and on the west by Rajanpur District. The total area of the District is 11880 square Kilometers. The total population of this district is about 48 lacs souls.

OBJECTIVE OF POLICING

During the last year comprehensive measures were taken for maintenance of law & order. Security plans for smooth functioning of Muharram and Eid events were implemented.

Disasters management plan has also been prepared and implemented to deal with any emergency, flood and terrorist incidents etc. As a result no untoward incident took place during the last year. More meaningful and comprehensive measures will be taken during next year, keeping in view present law & order situation. Furthermore a close liaison will be maintained with Ulamas, Notables, traders and press to avert any law & order situation.

Prevention and detection of crime.

Prevention and detection of crime is the basic duty of police and arrest, recovery and subsequent award of deterrent punishment by courts is the most effective way of crime control. In this district crime against property i.e dacoities, robberies are committed mostly in rural area. During the year 2020-21 all the untraced cases will be the first priority to be traced by interrogating Habitual Offenders, arrest of POs and CAs involved in heinous crime especially in property cases will be given tough time. In this regard targets have been given to SDPOs/SHOs failing which departmental action will be taken. All the criminal cases especially related to property will be got prosecuted on priority basis and accused will be got punished exemplary. In the year 2019-20 these cases were got prosecuted on priority basis and the accused were got punished deterrently creating good impact and as a result crime under this dead remained under control.

Record of habitual offenders has been computerized along with their present status so that their activities could be watched closely and regularly. In this regard particulars of criminals involved in property cases during last 10 years have been compiled, who will be picked up and interrogated to trace the untraced cases.

Effective system of patrolling on highway and in crime infested areas has been devised and implemented which will continue with minor adjustment from time to time in the next year. Record of C.R.O has been updated and computerized which is being used to trace the culprits.

Police Camps have been established in the Katcha Area to control activates of criminals involved in kidnapping for ransom. These camps will continues during the next year.

Preserve and Promote Public Peace i. Free registration of FIR & Fare investigation.

During the last year, it was ensured that every crime must be registered. In this regard every complaint for non registration of FIR and court order were monitored. The defaulter officers who delayed registration of FIR were proceeding against. It was also ensured that every case is investigated on merit. Regular monitoring of each case was conducted and circle wise meetings of IOs were held in which each case file was examined to ensure fare and impartial investigation. No pressure from either corner was accepted in this process. SP/Investigation has also given task to ensure free registration of FIR as well as fair investigation. It was also ensured that no torture based investigation be carried out and it was also ensured that investigation be conducted according to the modern techniques. Same procedure will continue in the next year. i. Improvement in detection of cases.

During the next year percentage of detection of cases under head crime against person, property and local & special law will be enhanced and it is decided to launch effective campaign for detection of un-traced cases by arresting criminals at large. ii. Transfer of investigation.

The procedure laid down in article 18(6) of Police Order 2002 for the transfer of investigation, is being fallowed. Meeting of District Standing Board is being held on regular basis. Process of Transfer of investigation will be made more Transparent during the next year.

Arrest of POs/CAs

Unless the criminals are not brought to book and punished, the police task is not completed. It is very easy to finalize a case by declaring the accused as PO but in the long run these POs form gangs and become active and commit series of crime and disturb peace of society. During the encounters with POs / valuable lives of innocent persons, Police officials/officers are lost, as well as POs / Criminals are also eliminated but this whole affair is termed as extra judicial killing. To avoid such incidents, it would be better to arrest accused soon after the commission of crime and not to allow them to become POs at large. In this district POs/CAs after commission of offences take refuge in katcha area of this district. They also continue commission of crime in this District. At present various POs are residing in Katcha area of Rajan pur District. As regard presence of POs/CAs in katcha area, during the year 2020-2021 operations were launched resulting arrest of number of POs/CAs recovery of illicit weapons. This practice of raids, arrests and eliminating the hideouts of POs in katcha area as well as other area will be followed in the year 2020-2021.

Illicit Arms.

Most crimes are committed with fire arms which has become basic instrument for this purpose, particularly auto weapons like K/Kove etc. made hundreds of peoples incapacitated, Rocket Launcher, Assault Rifles are being used like ordinary weapons by criminals. However, due to the proximity with Kacha Area, illicit weapons are still in abundance. Raids are planned to be conducted in area of infested with illicit arms. In the year 2020-21 more raids will be conducted in these areas. Special targets will be given to SDPOs/SHOs failing, which departmental action will be taken.

Safety of Highways.

Unless the Highways are safe, people cannot travel without fare. Safe Highways are also necessary to support commercial activities and trade. Due to effective patrolling incidents of Highway Dacoities/Robberies have been reduced during last year as compared to previous years. All the cases committed at these places have been detected and challaned. During the next year more preventive measures will be adopted to control the crime on roads. Highways Patrolling posts are also functioning for the safety of highways.

Measures to reduce violent crime, Murders, Dacoities / Robberies.

As already discussed in preceding paragraphs, in the year 2019-20 concrete steps were taken to reduce violent crime, resultantly it remained well under control and no increase noticed. Strategy adopted was i.e. immediate registration of cases without Burking, chase of culprits till their arrest and early completion of investigation as well as trial of cases on priority basis. By using these methods crime under this head remained under control. Gangs involved in violent crime were also busted and same strategy will be adopted during the year 2020-21 likewise effective patrolling in the crime infested areas as well as interrogation of Habitual Offenders will continue.

Measures to reduce Auto Snatching and Theft.

Auto snatching and theft is an organized crime. Very skilled criminals are involved in this offence as only snatching / theft of vehicle is useless, unless there is codified system, for its disposal. In Punjab, the stolen / snatched vehicles are taken to Sindh & Katcha Area of Rajan pur District for its disposal, where these vehicles are modified with new chassis, number plates and even the fake registration books are also prepared. Then these vehicles are again brought to Punjab and other parts of the country for sale. During the next year concrete measures will be adopted to control this crime, check posts on the boundaries of Sindh will be provided computers having data of all stolen and snatched vehicles as will as other facilities etc. to control this crime. Routs used for deposal of stolen / snatched vehicles will also be identified and plugged of.

To Improve Police Efficiency

Meeting will be held with police of boundary districts and joint operations will be conducted for the arrest of accused.

Forensic science laboratory must be set up at each district headquarters so that the load of work at provincial / divisional forensic science laboratories may be reduced and the inordinate delay caused in finalization of investigation may also be curtailed. In this district a Mobile Forensic Science Libratory in order to lift the finger prints and moulds from the place of occurrence has been set up. i. Close liaison with Judicial Magistrates & Monthly Meetings.

It has been observed that due to less interaction with the Illaqa Magistrate / Judicial Officers the gap between the police and judiciary is widening. Interaction between the SHO/local police and Illaqa Magistrate will be increased. ii) As per provisions of Article 167 of Police Order, 2002, meetings of Criminal Justice Coordination Committee headed by the Learned District & Sessions Judge Rahim yar khan are being held every month regularly. During these meetings, the working of criminal justice system, promotion of coordination amongst various units of the system, formulation of priorities and plans, promotion of good practices, convictions in the criminal cases and implementation on the decisions of the committee are reviewed. The following issues have been discussed during previous meeting of criminal justice coordination Committee.

1. Submissions of challan within stipulated period.

2. Disposal of narcotics / cases properties.

3. Early disposal of cancellation reports and directions of judicial magistrate to prepare challans in cancelled cases.

4. Prioritization of under trial property cases.

5. Disposal of illicit arms in decided cases.

6. Timely grant of adjournments to under trials produced in police custody, if these are not fixed for evidence.

7. Disposal of petitions u/s 22-A/B Cr.P.C.

8. Consolidation of various cases of under custody criminals on single dates by the courts.

9. Nomination of judicial officer as chairman of committee constituted for auction of unclaimed property.

10. Construction of rooms for placement of case property (Malkhana) at Rahim yar khan and provision of iron racks in these Malkhanas.

11. Transfer of investigation.

Control of Religious Extremism.

Religious extremism is the main root cause of terrorism. Therefore in order to control terrorism, control of religious extremism is necessary. As sectarian clash also generates the terrorist and terrorism. Therefore to avoid such situation religious activists have been brought under strict surveillance / control.

 47 activists of prescribed organizations have been got placed in 4 schedule of ATA 1997 and are kept under strict surveillance.

 Peace committees have been activated and their meetings are being held regularly to maintain religious harmony and to resolve local disputes.

 Hard core committee of religious scholars of all sects is also functioning for resolving sectarian issues and keeping harmony among different sects. As a result sectarian situation is normal and well under control.

Traffic Management.

In this district although there is no major traffic problem. Traffic is controlled by the traffic staff, whose strength is inadequate. Higher authorities have been approached to increase the traffic strength so that its presence can be ensured in other towns of the district. District Govt. would be requested to install hoardings containing traffic education signs etc.

Improvement in the image of Police.

Authority of police cannot be enforced in society without the cooperation of general public. In the new police reforms, public policing system has been introduced. In this district police public committees / masalhatee committees have been established which are functioning in each PS for redressal of public complaints as well as taking action against police officers / officials involved in misconduct.

 Mohallah committees are also functioning for helping police in action against crime and criminals.

 In order to improve police image 9 short course / workshops have been held in police lines during the last year in which prominent Lawyers, Doctors, Professors and experienced police officers delivered lectures for the purpose. This practice will also continue during next year. .

 Open katchries are being held regularly to redress the public complaints.  All SDPOs and GOs also conduct surprise visits to police stations to check the police excess as well as illegal confinement / torture upon any accused / person.

 Accountability is being ensured in cases of corruption, highhandness and mal treatment with public. During year 2020-21, all the aforesaid measures will continue which will result into changing of police image. CPLC will be established during the next year to maintain co-ordination between public and police.

Analysis of crime

The above tables depict that during the year 2020/2019, the crime against person has shown increase trend. However, there is decrease under head Murder 23% & Abduction for Ransom 67%. The crime against property, Robbery, Burglary, Cattle theft and Other theft increased about 32%.

During the last year property valued Rs. 382212185/- was stolen, out of which property valued Rs. 296851646/- was recovered. The percentage of recovery remained 78%.

It is further mentioned that the average detection percentage of the crime against persons & property remained 84%, which is not only satisfactory but also remarkable.

Illicit Arms recovered

During the last year 773 cases of Illicit Arms were registered and following illicit arms were recovered from the accused.

During the last year 1391 cases of Narcotics were registered and following quantity of Narcotics was recovered from the accused.

Stolen Property Recovered.

During the last year property valued Rs. 382212185/- was stolen, out of which property valued Rs. 296851646/- was recovered. The percentage of recovery remained 78%.

Proclaimed Offender Arrested.

During the last year 5778 Proclaimed Offenders were on the list, out of which 2608 were added, 2917 Proclaimed Offenders were arrested, living the Balance 5469.

Court Absconder Arrested.

During the last year 1619 Court Absconder were on the list, out of which 207 were added, 454 Court Absconder were arrested, living the Balance 1372.

COMMENTS BY DPO

District police fought against crime diligently throughout the year 2019-20. It is heartening to note that District Police acquitted of its responsibilities in a befitting manner. District Police also remained occupied with other miscellaneous duties, in connection with visits of VVIPs and dignitaries. Ashoora Moharram, Chehlum, Eid and other festival security. Pesticides adulteration control, recovery of revenue, control on electricity & water theft. The prevention of any terrorist attack remained priority of the district police. The performance of District Police remained satisfactory. In addition to the preventive aspects, detection of cases and recovery of stolen property is also to be kept in view which is not discouraging at all.

There was peace and tranquility during the year under review. The law and order situation remained under effective control and the District Police achieved successes in the field of prevention and detection of crime. There was close coordination and cooperation with the District Administration, Judiciary and other Government institutions.

I am indebted to Mr. Ali Shahzad the Deputy Commissioner Rahim yar khan for their healthy cooperation in matters relating to administration. I do express my thanks to Mr. Muhammad Saeedulllah Mughal District & Sessions Judge for his valuable cooperation, as a result a sizeable number of cases were disposed of with better rate of conviction. All matters of administrative nature were resolved in the larger public interest after consultation with these two wings of Administration and Criminal Justice. I am also grateful for the valuable guidance from Mr. Zubair Draishak the Regional Police Officer Bahawalpur from time to time to control law and order situation. The officers showing better out- puts were amply rewarded and their work was assessed during the monthly crime meetings. The welfare of the force was also given its due attention and the problems raised during the mess meetings were resolved.

The District Police has now ascertained its priorities in combating with the crime especially against dacoities, robberies and involved in abduction for ransom. It is hoped that more guarantee for protection of life, property and honour shall be provided to the citizens in the forthcoming days and the lot of common man will be up lifted.

It is prayed to “AL-MIGHTY ALLAH” to bless the Police Department courage and enthusiasm to protect the honour, life and Property of the Public at large and to achieve other goals to curb the crime. (Aameen).
