Into Three Main Physical Features I.E ANNUAL POLICING PLAN FOR THE YEAR 2020-21 DISTRICT RAHIMYAR KHAN DISTRICT POLICE OFFICER RAHIMYAR KHAN INTRODUCTION The District is divided into three main physical features i.e. (1) Riverain area (2) Canal irrigated area and (3) Desert area which is called Cholistan. The riverain area of the district lies close on the southern side of the Indus River mainly falling in the River Bed. The Canal irrigated area lies on the south and is separated by main Minchan Band. The approximate height of the irrigated area is 150 to 200 meters above the sea level. The 3rd art of the area which called Cholistan lies on the south of the irrigated tract upto the Indo Pak Border. The surface of the desert consists of a secession of Sand dunes rising at places to a height of 150 meters and covered with the vegetation peculiar to sandy tracts. The District Police adopted all possible preventive measures to prevent heinous crime, like looting of Bank, Petrol Pumps and Highway robberies. Comprehensive circular orders were prepared to regulate the police working. At Tehsil Headquarters flying squads were formed to prevent the occurrences in urban areas. The district possesses predominantly agricultural character. It is inhabited by two categories of people called as locals or “RIASTIS” the original inhabitants of the defunct Bahawalpur State (60%) and the “SETTLERS” (40%). Fertile land has much attraction for settlers from other parts of the country. The locals are mostly residing geographically in the northern part of the district i.e. around the Railway line and upto the river while the settlers are mostly residing in the urban area or the South of Railway line extending to the Cholistan. The structure of the society even at village level is promiscuous. The illiteracy and moral corruption are rampant. The elopement and love affairs are frequent due to non observance of PARDA particularly in rural areas. The cases are contested at investigation level, but normally are compounded in courts. The bulk of murders and attempted murders arise out of the infidelity of women and land disputes. The District has a considerable industrial potential Lever Brothers Limited, Leghari Beverages, Hye Sons Sugar Mills, Machi Goth United Sugar Mills, Fauji Fertilizer Company, Ahmed Ghee Mills and a large number of cotton ginning factories and oil mills functioning since long in this district. The establishment of these industrial units added labour problems to the already existing agrarian disputes but the overall situations remained under control through vigilance and timely intervention. The overall complex of this district is feudal because the landlords enjoy a lot of influence. The disputes and other cases are dictated as the chieftains of the tribes desires. Consequently, the results in courts are also affected. The people of this district are generally religious mind and followers of different schools of thought. The religious leaders exercise considerable influence over the people. The religious controversy sometimes creates law and order situation for the district administration. The activities of religious organizations were closely and constantly kept under surveillance and monitoring. The National Highway (Karachi-Lahore-Peshawar) 160 Kms and Motorway M-5 165 Km passes through the district with a large number of link roads, where thousands of vehicles play round the clock. The poor condition of metal road also contributed toward traffic accidents. Similarly Railway line length of 164 KMs passes through with the main stops at Liaquatpur, Khanpur, Rahim Yar Khan and Sadiqabad, In order to avoid any acts of terrorism all SDPOs/ SHOs have been directed to have a vigil eye on the activities of Anti Social elements. By the grace of Almighty Allah no incident of sabotage took place so far in this district. Brief Introduction of Department District Detail The District comprises of 5 Police Sub-Divisions i.e Liaqatpur, Khanpur, Sadiqabad, Saddar and City Rahim Yar Khan. Sub-Division Liaquatpur has been named after the visit of Pakistan’s first Prime minister Liaquat Ali Khan. The Liaquat Pur Sub-Division is generally inhabited by Baloch, Jam, Lar, Dashti, Naich, Chandia, Drigh and Arain tribes. It comprises of 5 Police Stations, Liaquatpur, Pacca Laran, Shedani, Tabasum Shaheed and Tranda Muhammad Panah. Four Police Posts Khanbela, Allah Abad, Jan Pur and Feroza are also functioning under Police Stations Shedani, Liaqatpur and Pacca Laran. Sub- Division Khanpur was the administrative district during the reign of Abbasi State, It is called Khanpur Katora due to its geographical design. It has 5 Police Stations City Khanpur, Sadar Khanpur, Zahir Pir, Sehja and Isalm Grah. The jurisdiction of Police Station Zahirpir and its Police Post chacharan Sharif touches the area of Police Station Kot Mithan of Rajanpur District, while Police Station Isalm Grah on the south, linked with Cholistan Desert beyond which lies Indian state Jasilmir. Sub- Division Saddar Rahim Yar Khan is the part of administration of Sub-Division Rahim Yar Khan based upon mostly rural area of the Tehsil. It consists of 6 Police Stations, Saddar Rahim Yar Khan, Kotsamaba, Rukanpur, Abadpur, Manthar and Iqbal abad. Similarly City Sub-Division composed on urban population has 5 Police Stations City “A”, “B” “C” Divisions, Air Port and Ab-e- Hayyat. Sub- Division Sadiqabad, was coined as sub-division given priority over Ahmad Pur Lamma and has been named on the name of Nawab Sadiq V. It consists of 6 Police Stations City Sadiqabad, Saddar Sadiqabad, Bhong, Ahmed pur Lamma, Kotsabzal and Machka added in District Rahim yar khan. Police Station Kotsabzal has its boundaries with Ghotki of Province of ( Sindh),. Likewise, Police Station Machka in the form of two islands & is bounded by Kashmoor and Ghotki districts of Sindh Province and is detached from the main link of Rahimyar khan. In order to combat crime and criminals, the possible routes of influx have to be constantly kept under watch. In this regard, Sub- Division Sadiqabad is most affected by its contiguity with province of Sindh and Rajanpur District. The bandits from Sindh Province, Sonmiani, and Shah –Wali District Rajanpur, use to commit heinous crime of Dacoity, Robbery and Abduction for Ransom and make their escape good by adopting unfrequented routes. In order to curb their nefarious activities, 10 Check Posts have been set up, on the eastern bank of the river Indus. Two main check posts have been established at Kot Sabzal and Dauwala to control movement of contraband between Punjab and Sindh- Baluchistan. Furthermore Riverine check posts have also been established where proper strength of police officials is deployed with 01 vehicle at each riverine check post. The previous name of this District was Naushera which was built in 1875 A.D by Fazal Elahi Halani on the ruins of the ancient Phul-Wadda during the sumra supremacy in Sindh. In the year 1881, the Railway Authorities desired to change the name of a Railway Station in Peshawar District. Consequently, Nawab Sadiq Khan-IV named it after his first son, Rahim Yar Khan” This District lies between 27-40 and 9-16 north longitudes and is surrounded on the north Muzaffar Garh District, on the east by Bahawalpur District, on the south by Jesilmir (India) and Ghotki District of Sindh Province and on the west by Rajanpur District. The total area of the District is 11880 square Kilometers. The total population of this district is about 48 lacs souls. The current research intends to study the hydro morphologic features (meanders, shape, and size) of Indus River, Pakistan by using remote sensing (RS) and geographical information science (GIS) techniques to calculate the temporal changes. Landsat satellite imagery was used for qualitative and analytical study. Satellite imagery was acquired from Landsat Thematic Mapper (TM), Enhanced Thematic Mapper Plus (ETM+) and Operational Land Imager (OLI). Temporal satellite imagery of study area was used to identify the variations of river morphology for the years 1988,1995,2002,2009 and 2017. Research was based upon the spatial and temporal change of river pattern with respect to meandering and flow pattern observations for 30 years’ temporal data with almost 7 years’ interval. Image preprocessing was applied on the imagery of the study area for the better visualization and identification of variations among the objects. Object-based image analysis technique was performed for better results of a feature on the earth surface. Model builder (Arc GIS) was used for calculation of temporal variation of the river. In observation many natural factor involves for pattern changes such as; floods and rain fall.

    MONITORING ARSENIC CONTAMINATION IN DRINKING WATER OF DISTRICT RAHIM YAR KHAN By Aftab Ahmad1, M. Jahangir2 and A. M. H. Kango3 Abstract Arsenic contamination was observed in the drinking water of Pakistan in different studies conducted by the national and international agencies. It was observed that southern Punjab and central Sindh are the most affected areas in Pakistan. For the first time in Pakistan UNICEF took initiative and conducted Arsenic Testing Survey in 1998. It was decided to have blanket survey in the affected areas and collect and analyze 24088 water samples from the three Tehsils of district Rahim Yar Khan in the year 2005. In the present study drinking water sources were monitored in those union councils which were found contaminated with Arsenic in the previous study. 31 union councils were monitored out of total 122 UCs from three tehsils of district Rahim Yar khan covering a total of 599 villages/basties. These were the union councils (except Amin Ghar and Jeetha Bhuta) where arsenic above 50 ppb was found in drinking water sources (2004). Three Tehsils of district Rahim Yar Khan i.e. Rahim Yar Khan, Sadiqabad and Khan Pur were monitored. All the samples were collected by the Health Department field staff with the collaboration of HRDS and supported by UNICEF. Local community was also involved in this activity. Three different Arsenic field testing kits were used i.e. Merck, Wegtech and PCRWR. All the data collected by the field teams was stored in DHO Office Rahim Yar Khan. 23234 samples were tested by the kits in field where as 1141 samples collected for validation and sent out to PCRWR Bahawalpur laboratory.
