i EXECUTIVE SUMMARY

In an effort to contribute to effective management of walleye stocks in Alberta, the Alberta Conservation Association (ACA) conducted gill netting surveys on Bourque, Goodfish and Seibert lakes from 19 September to 4 October 2006 using the Fall Walleye Index Netting (FWIN) protocol. FWIN provides an estimate of both stock abundance and population structure and is used by Alberta Sustainable Resource Development as a tool to sustainably manage the sport fishery.

Data from Bourque Lake suggest that in 2006 the walleye population had a broad and stable age‐class distribution, though the catch rate of each year class was low (< 2 walleye/100 m2/24 h). The mean age of walleye sampled was 4.9 years. The fishery was composed of moderately fast‐growing and early‐maturing fish. The catch rate of walleye was 9.3 walleye/100 m2/24 h.

Data from Goodfish Lake suggest that in 2006 the walleye population had a narrow and unstable age‐class distribution. The mean age of walleye sampled was 5.2 years, and the fishery was composed of slow‐growing, moderately early‐maturing fish. The catch rate of walleye was 14.6 walleye/100 m2/24 h.

Data from Seibert Lake suggest that in 2006 the walleye population had a broad age‐ class distribution, primarily supported by three strong age classes. The mean age of walleye sampled was 5.7 years, and the fishery was composed of slow‐growing, early‐ maturing fish. The catch rate of walleye was 14.8 walleye/100 m2 /24 h.

1.0 INTRODUCTION

Angling pressure on sport fish populations in Alberta, especially walleye (Sander vitreus) populations, has been increasing for many years. A large number of licensed anglers, relatively few lakes, and slow‐growing, late‐maturing fish have put Alberta’s walleye population under stress (Sullivan 2003). By 1990, relatively unrestricted fishing pressure on walleye across Alberta had caused many walleye populations to decline to a small fraction of their former abundance (Sullivan 2003). To recover and protect exploited walleye populations, Alberta Sustainable Resources Development (ASRD) created the Alberta Walleye Management and Recovery Plan (AWMRP) in 1995. Under the AWMRP, lakes were classified into one of four general categories based on the fishery’s level of exploitation. The four categories included: collapsed, vulnerable, stable, and trophy (Berry 1995). Using this classification each lake was assigned a corresponding sport fishing regulation (Sullivan 2003).

Gill netting surveys at Bourque, Goodfish and Seibert lakes were conducted by Alberta Conservation Association (ACA) in 2006 to obtain information on the abundance and population structure of walleye in these lakes. The information collected in these surveys will allow ASRD to evaluate the effect of current sport fish regulations on the fisheries at these lakes and will inform future management decisions.

1.1 Bourque Lake

The Bourque Lake walleye fishery is currently classified as vulnerable, and since 1998 has been managed with a possession limit of one walleye ≥ 500 mm minimum total‐ length (TL).

1.2 Goodfish Lake

The Goodfish Lake walleye fishery is currently classified as stable, and is managed with a possession limit of three walleye ≥ 500 mm TL.

1.3 Seibert Lake

Prior to 1975, Siebert Lake was considered by anglers to be an excellent walleye fishery that supported an abundant population of small to medium‐sized fish, and walleye were described as “plentiful” and “easy to catch” (Valastin and Sullivan 1997). In recent years, Seibert Lake has continued to be a popular destination for anglers seeking walleye. From 1995 ‐ 2003 the walleye population of Seibert Lake was not categorized following the AWMRP, and from 1992 the population was managed with a protective slot size regulation (430 – 530 mm TL). In 2003 resource managers listed the population as vulnerable following the AWMRP, and updated the angling regulation to a daily possession limit of one walleye ≥ 500 mm TL.

2.0 STUDY AREAS

2.1 Bourque Lake

Bourque Lake (54°40ʹ N, 110°33ʹ W) is located within the drainage, approximately 215 km northeast of Edmonton, and 30 km northwest of , Alberta (Figure 1). The lake has a surface area of 521 ha (Government of Alberta 2007). It is fed by several small streams on the north end and is drained by Jackfish Creek, which flows from the south into Tucker Lake and on to the Beaver River. Bourque Lake can be accessed by well site roads and unimproved trails on both the south and west sides of the lake. There is a rough boat launch and undeveloped campsites at both points of access.

2.2 Goodfish Lake

Goodfish Lake (54°16ʹ N, 111°49ʹ W) is located approximately 140 km northeast of Edmonton and 100 km west of Cold Lake, Alberta (Figure 2). The lake has a surface area of 870 ha (Government of Alberta 2007). The majority of the shoreline is bordered by farmland; however, the small community of Goodfish Lake occurs on the lake’s northeast shore. The lake is accessed by gravel roads on the south side of the lake, and development at the lake includes a small parking area and a crude boat launch.

2.3 Seibert Lake

Seibert Lake (54°43ʹ N, 111°18ʹ W) is located within the Beaver River drainage, approximately 265 km northeast of Edmonton and 100 km east of , Alberta (Figure 3). Seibert Lake has a surface area of 3790 ha (Government of Alberta 2007). Past records indicate that the lake has a maximum depth of 11 m, with most of the lake having a depth less than 9 m. Several intermittent streams feed the lake and one outlet flows from the south end of the lake into the Sand River which joins the Beaver River (Mitchell and Prepas 1990). The lake is accessed by a graded truck trail north of Highway 55. Development at the lake is limited to the Seibert Lake Forest Recreation Area located on the southeast shore. The recreation area offers camping sites and a boat launch.

3.0 MATERIALS AND METHODS

The status of walleye was assessed on Bourque, Goodfish, and Seibert Lakes between 19 September to 4 October 2006 using the Fall Walleye Index Netting (FWIN) protocol developed by the Ontario Ministry of Natural Resources (Morgan 2000). Any modifications to this method were taken from the Alberta Walleye Index‐netting Protocol (Sullivan and Park 2004). FWIN provides a precise snapshot of the population structure by minimizing variance associated with growth of fish over a longer survey period (Morgan 2000). FWIN catch data were validated as an appropriate index of walleye abundance using population density estimates and angler total catch rate data (Sullivan and Park 2004). The metric catch/net was highly correlated with catch/angling‐hour (r2 = 0.90, df = 6, P = 0.001) and, therefore, is a reasonable surrogate for estimating walleye abundance.

Following these protocols, a 1.8 m deep by 61 m long, monofilament gill net was used to sample walleye. The net was comprised of eight 7.6‐m long panels in the following order of mesh size: 25, 38, 51, 64, 76, 102, 127, and 152 mm (stretched measurements). Sampling effort was determined by monitoring sampling precision, and biological sample size. For this assessment, a ≤ 20% level of standard error between catches or a biological sample size of approximately 200 walleye was considered adequate following Morgan (2000). However, the standard error between catches was monitored and if a ≤ 20% level was not achieved with the prescribed effort and biological sample size, netting was stopped and the existing level of standard error was used.

To ensure uniform catchability, nets were set at stratified, randomly selected locations following the process set out in Morgan (2000). Each lake surface was divided into 1 km2 sampling units (i.e., 1, 2, 3…) corresponding to a Universal Transverse Mercator (UTM) grid. Each UTM grid was numbered sequentially and sub‐divided into 0.25 km2 quadrats (i.e., A, B, C and D). Both UTM grids and quadrats were randomly selected. Bathymetric data was used to assign selected quadrats into either shallow (2 – 5 m depth) or deep (5 – 15 m depth) strata. Based on the ratio of shallow to deep quadrats, a proportional number of nets were set in each stratum.

To ensure high precision in catches, nets were set in fall when the surface temperature was between 10°C and 15°C. To ensure fish were caught throughout a full circadian cycle, nets were set for approximately 24 h, though a range of 21 ‐ 27 h was accepted. To minimize potential bias due to seasonal population changes, each survey was completed on consecutive days with nets being pulled and reset each day.

Once on the lake at the pre‐determined sample locations, specific site selection was made following Morgan (2000). First, a depth sounder was used to locate the appropriate depth range and suitable topography. To reduce possible sampling bias from variations in the lake habitat, areas along steep gradients, drop‐offs, or heavy vegetation were avoided. Nets were set perpendicular to the shore. If the desired depth or topography was not found within 250 m of the selected quadrat centre, that quadrat was replaced with the next randomly selected quadrat in the sequence. To reduce effects of local fish depletion, nets were set no less than 500 m apart.

Ten nets (2 shallow and 8 deep) were set in Bourque Lake between 2 and 4 October 2006 and were fished for an average of 23.0 h (range = 22.0 – 23.8 h) (Appendix 1). Ten nets (3 shallow and 7 deep) were set in Goodfish Lake between 28 and 30 September 2006 and were fished for an average of 23.1 h (range = 21.5 – 23.8 h) (Appendix 2). Sixteen nets (4 shallow and 12 deep) were set in Seibert Lake between 19 and 23 September 2006 and were fished for an average of 24.1 h (range = 23.3 – 25.5 h) (Appendix 3).

When a gill net was sampled, the number of each species captured was recorded and fish were separated into bags labelled with mesh size and net location (i.e., 102 mm mesh, grid 10, quadrat C). Once on shore, data on FL (± 1 mm), total weight (± 1 g), sex, state of maturity and age were collected following Morgan (2000). Fish were recorded as sexually mature if they appeared able to spawn during the next spawning season (Duffy et al. 2000). Ageing structures from each walleye were collected including otoliths and the first three rays of the left pelvic fin. Ages were determined according to Mackay et al. (1990).

Age‐class and length‐class distributions and length‐at‐age relationships were calculated from net catches. Following the AWMRP, 500 mm FL is the provincial standard for

assessing length‐at‐age relationships. Weight‐length and length‐age relationships were plotted to identify and investigate any outliers. Outliers were omitted if they were suspected to result from a measurement or recording error.

The length of the average walleye at a given age was predicted using the von Bertalanffy equation (von Bertalanffy 1938).

t0 = theoretical time, in years, when fork length would be 0 mm

L∞, k, and t0 were calculated using the Fishery Analysis and Simulation Tools ver. 3.0 (Slipke and Maceina 2006). The length‐at‐age data were fitted to the growth model by applying the equation independently to each average fork length per age‐class. Following Sullivan (1994), and Berry (1995) the walleye length‐at‐age data was plotted as FL at a given age.

A “bootstrap” technique was used to estimate mean catch rate (i.e., walleye/100 m2/24 h) and 95% confidence intervals (CI). Sullivan (2004) summarized that bootstrapping is a statistical procedure whereby an original sample of a population is subsequently re‐ sampled and a new mean calculated. Bootstrap samples are assumed to approximate the distribution of values that would have arisen from repeatedly sampling the original population (Haddon 2001). Re‐sampling thousands of times provides a distribution of possible means describing the likelihood of the true (population) mean being within that distribution (Sullivan 2004). This group of means from replicated data sets represents the distribution of possible means from data with the same scale of variation as observed in the original data set. In this study, 5000 possible means were created for each parameter. Empirical confidence intervals were then calculated following Haddon (2001). The final proportions (i.e., probability densities) were standardized to range between 0 and 1 (Paul et al. 2003).

All data collected during this study were stored in the Fisheries Management Information System (FMIS) maintained by ASRD.

4.0 RESULTS

4.1 Capture data

4.1.1 Bourque Lake

Nets set at Bourque Lake captured 98 walleye (Appendices 4 and 5). Estimated catch rate of walleye was 9.3 walleye/100 m2/24 h (95% CI = 4.8 ‐ 13.8, n = 10) (Figure 4). In addition, 72 yellow perch (Perca flavescens), 40 northern pike (Esox lucius), 72 lake whitefish (Coregonus clupeaformis), 12 cisco (Coregonus ardeti), 11 white sucker (Catostomus commersoni) and 1 longnose dace (Rhinichthys cataractae) were also captured (Appendices 4 and 5).

4.1.2 Goodfish Lake

Nets set at Goodfish Lake captured 155 walleye (Appendices 6 and 7). Estimated catch

rate of walleye was 14.6 walleye/100 m2/24 h (95% CI = 9.8 – 19.0, n = 155) (Figure 5). Also captured were 182 yellow perch, 123 northern pike, 5 lake whitefish, 1 burbot (Lota lota), 25 cisco, and 3 white sucker (Catostomus commersoni) (Appendices 6 and 7).

4.1.3 Seibert Lake

Nets set at Seibert Lake captured 260 walleye (Appendices 8 and 9). Estimated catch rate of walleye was 14.8 walleye/100 m2/24 h (95% CI = 11.0 – 18.0, n = 260) (Figure 6). Also captured were 282 yellow perch, 30 northern pike, 306 lake whitefish, 11 white sucker, and 13 spottail shiners (Notropis hudsonius) (Appendices 8 and 9).

4.2 Walleye population structure

4.2.1 Bourque Lake

Walleye sampled from Bourque Lake displayed a broad and generally stable age‐class distribution with ages‐0 to 13 being represented (Figure 7). The mean age (± SE) of walleye was 4.9 ± 0.35 y (n = 98). Ages‐0, 7, 10 and 11 were the age‐classes least represented in the sample. Catch rates of the younger age‐classes (ages‐1 to 6) were relatively higher than older classes (ages‐7 to 13). Catch rate of each age‐class was < 2 walleye/100 m2/24 h.

The youngest walleye sampled from Bourque Lake to reach 500 mm fork length (FL) was age‐8 (Figure 8). The average fish sampled reached 500 mm FL between ages‐10 and 11.

Of fish sampled, 32% (n = 31/98) of males and 5% (n = 5/98) of females were mature in 2006 (Figures 9 and 10). No male walleye sampled had reached maturity at age‐4, but 100% of males had reached maturity at age‐5 (Figure 9). No female walleye sampled had reached maturity at age‐6, but 100% were mature at age‐7 (Figure 10).

4.2.2 Goodfish Lake

Walleye sampled from Goodfish Lake displayed a narrow and unstable age‐class distribution with ages‐3, 5, and 6 supporting the fishery. Ages‐2, 4, 7, 8 and 9 were not abundant. No walleye older than age‐10 was represented (Figure 11). The mean age (± SE) of walleye was 5.2 ± 0.12 y (n = 155).

The youngest walleye sampled from Goodfish Lake to reach 500 mm FL was age‐8 (Figure 12). Very few large fish were caught and the average fish sampled did not reach 500 mm FL, with the predicted maximum FL of the average walleye being 488 mm (Figure 12).

Of fish sampled, 80% (n = 52/155) of males and 70% (n = 63/155) of females were mature in 2006 (Figures 13 and 14). No male walleye sampled had reached maturity at age‐3, but 100% of males had reached maturity at age‐4 (Figure 13). The earliest female walleye to reach maturity was age‐4, and > 50% of females were mature by age‐5. All females were mature by age‐6 (Figure 14).

4.2.3 Seibert Lake

Walleye sampled from Seibert Lake displayed a broad and unstable age‐class distribution with ages‐0 (young of the year, YOY) to 16 being represented (Figure 15). The fishery was supported by the three strongest age‐classes (ages‐7 to 9). The relative abundance of YOY walleye likely indicates a very successful spawning year and potentially high recruitment to the population. The mean age of walleye was 5.7 ± 0.24 y (n = 260).

The youngest walleye sampled from Seibert Lake to reach 500 mm FL was age‐8 (Figure 16). The average fish reached 500 mm FL between ages‐13 and 14 (Figure 16).

Of fish sampled, 67% (n = 63/260) of males and 64% (n = 102/260) of females were mature in 2006 (Figures 17 and 18). Greater than 50% of male walleye sampled had reached maturity at age‐4, and 100% of males had reached maturity at age‐5 (Figure 17). More than 50% of females reached maturity by age‐6, and 100% were mature by age‐9 (Figure 18).

4.3 Stock assessment summaries

Walleye sampled from Bourque Lake displayed a broad and generally stable age‐class distribution, with the abundance of each age‐class being low and variable. The mean age of walleye sampled was 4.9 years. Walleye in Bourque Lake had moderate to slow growth with walleye reaching 500 mm FL between ages‐8 and 13. Female and male walleye were fully mature at age‐7 and 5, respectively.

Walleye sampled from Goodfish Lake displayed a narrow and unstable age‐class distribution with three of the nine age‐classes supporting the population. The mean age of walleye sampled was 5.2 years. Very few old and large (> 500 mm FL) walleye were caught and the average size of fish captured was less than 500 mm FL. All males were mature at age‐4. Greater than 50% of females were mature at age‐5 and all were mature at age‐6.

Walleye sampled from Seibert Lake displayed a broad and unstable age‐class distribution with YOY (age‐0) to age‐16 being represented. The age‐classes that were supporting the population were ages‐7 to 9 with all other age‐classes being weak (< 1 walleye/100 m2/24 h). The abundance of YOY walleye indicates a successful spawning season and a strong recruiting year‐class. The mean age of walleye sampled was 5.7 years. Walleye in Seibert Lake were slow‐growing reaching 500 mm FL at ages‐13 to 14. Greater than 50% of female and male walleye sampled were mature at age‐6 and 4, respectively.
