Uttar Pradesh, a key state in the race for power in New Delhi, is witnessing a resurgence of communal politics after a brief lull in the early 2000s. While the Samajwadi Party’s attempts to win back Muslim support seem to have hit a roadblock after the Muzaffarnagar riots, the Bharatiya Janata Party hopes to revive its earlier appeal by promoting Narendra Modi and the Hindutva agenda. Though the earlier weakening of identity politics was expected to bring in a development-oriented politics, the state remains underdeveloped and caught between political parties that still play the same old electoral cards of division and promotion of strife. The election campaign for the Lok Sabha elections is a highly contested one with many different, often contradictory, issues being stridently debated by political parties, their candidates, and the public. On the one hand, with liberalisation, the rise of a large middle class, and urbanisation, issues such as governance, corruption, and the need for welfare or neo-liberal reforms have been raised by civil society movements, which political parties and the electorate have to contend with. On the other, the politics of identity, which was widely felt to have abated in recent years in the key state of Uttar Pradesh (UP), has reared its head once again. In the 1990s, UP experienced changes that transformed national politics – the rise of the Hindutva ideology, Mandal and the dalit upsurge.

The most important contribution to knowledge this dissertation makes is the analysis of the fatwā issued on Egyptian author and intellectual, Dr. Faraj Fodah, who was murdered in 1992. Next to no research or media coverage exists in western sources about Fodah‘s life, publications, accomplishments, and assassination.

NCPUL was declared a national Nodal Agency for promotion of Urdu in the country and recognized as an important autonomous organization of Ministry of Human Resource Development, Government of India devoted to promotion of Urdu language and mainstreaming of Urdu education. NCPUL has been given the role of networking of Urdu organizations throughout the country so as the policies of the Government could be implemented in all Urdu speaking areas of the country. For past few years NCPUL has emerged as an effective coordination mechanism for promotion of Urdu language and Urdu medium education in India. Including also deputies from three local parties, the BJP formed the third National Democratic Alliance govern- ment of India. Since then the BJP party and the government are often perceived as targeting the Muslim minority for political gains. The revocation of the special autonomy status of the Muslim majority state of Jammu and Kashmir under article 370 of the Indian constitution on 5 August 20192 and the accompanying extensive security and police operations sparked a wide range of Muslim protest from the political to the civil and militant spectrum. The Citizenship (Amendment) Act, 2019 (CAA) which legalised Hindu, Sikh, Buddhist, Jain, Parsi, and Christian migrants from neighbouring states fleeing persecution before 2014 pointedly exclud- ed Muslims from its application. The introduction of a National Register of Citizens (NRC), meant to distinguish between legal and illegal citizens and based on a 2003 amendment of the citizenship act,3 had already sparked unrest in 2019 when first implemented in Assam. Muslims of migrant origin were now required to prove their citizenship which raised significant FORUM questions for parts of the Muslim population of Northeast India many of whom had arrived from Bangladesh or former East Pakistan.
