Text je rozdČlen do pČti základních kapitol (vyjma úvodní a závČreþné kapitoly), ve kterých se autor práce snaží o zhodnocení a klasifikaci tohoto systému a jeho ústavního vývoje. StČžejní þást práce zkoumá protektorátní dČlbu moci, jednotlivé politické instituce a stranický systém. Jelikož se jedná o více, než šestileté období nesvobody pod pĜímou okupací NČmecké ěíše, je taktéž dĤležité v práci zhodnotit mezinárodnČ- politické pĜedpoklady, které SĜedcházely vzniku Protektorátu, jak domácí tak i exilový odboj a v neposlední ĜadČ kolaboraci. V závČreþné þásti autor shrne své dosavadní poznatky a pokusí se nastínit GĤsledky tohoto období na následný politický vývoj v našich zemích. Klíþová slova: Protektorát, Emil Hácha, Edvard Beneš, odboj, okupaþní správa, Národní souruþenství, protektorátní vláda. This thesis deals with the political system of the Protectorate of Bohemia and Moravia, which functioned in our country between 1939 and 1945. The text is divided into five main chapters (except for initial and final chapter), in which the author tries to work on assessment and classification of the system and its constitutional development. The central part of the thesis examines the Protectorate division of powers, the various political institutions and party system. Since this is more than six years without freedom under the direct occupation of the German Reich it is also important to evaluate the international political conditions, which preceded the establishment of the Protectorate, both domestic and exiled resistance and finally collaboration. In the final part the author summarizes his findings and tries to outline the implications of this period on the political developments in our country. Úvod 7Ĝicátá léta minulého století a pĜedevším jejich závČr znamenala pro ýeskoslovenskou republiku zásadní zvrat v jejím budoucím uspoĜádání. Prvorepublikové demokratické ideje a pĤvodní stranický systém se otĜásly v základech. Nejprve se uskuteþnila Mnichovská konference a díky výsledné dohodČ pĜišla naše zemČ o znaþnou þást pohraniþního území. NáslednČ zaþaly být opouštČny nČkteré demokratické standardy a došlo k zahájení vnitropolitické transformace. Období tzv. Druhé þeskoslovenské republiky (chápána jako systém autoritativní demokracie) netrvalo ani pĤl roku a 16. bĜezna 1939 zaþalo oficiálnČ fungovat nové uspoĜádání v naší zemi, a sice Protektorát ýechy a Morava. ZámČrem autora bude zhodnocení a klasifikace politického systému a ústavního vývoje mezi léty 1939 až 1945. Autor si je zároveĖ plnČ vČdom skuteþnosti, že se jedná o velice obsáhlé téma a tudíž nebude moci kvĤli omezenému rozsahu práce zpracovat všechny kapitoly dostateþQČ podrobnČ. Práce není historiografickou studií, ale spíše komplexnČjší analýzou politického systému v Protektorátu ýechy a Morava. V úvodní kapitole se autor práce zamČĜí na mezinárodnČ- politické pĜedpoklady vzniku Protektorátu, již zmiĖovanou Mnichovskou konferenci a tzv. Druhou þeskoslovenskou republiku, odtržení Slovenska a na cíle QČmecké okupace. NáslednČ bude rozebrán samotný vznik Protektorátu. Hlavní þástí této práce bude dČlba moci v Protektorátu. DĤraz bude kladen na politické instituce (autonomní i nČmecké) a stranický systém. Co možná nejpodrobnČji se autor práce zamČĜí na moc zákonodárnou, moc výkonnou (osobu státního prezidenta, protektorátní vládu, zástupce u Ĝíšské vlády-tzv. vyslance), moc soudní a následnČ na strukturu okupaþní správy (Ĝíšského protektora, státního tajemníka a policii). Téma stranického systému je ovlivnČno skuteþností existence pouze jediné oficiální organizace, která na území Protektorátu fungovala. Kapitola tedy bude vČnována pouze tzv. Národnímu souruþenství a jeho vývoji. DĤležitými pojmy, které mají s protektorátním obdobím velkou souvislost, jsou kolaborace a odboj (exilový a domácí) a proto jim bude YČnována taktéž samostatná kapitola. V závČru budou shrnuty dosavadní poznatky, samotný konec Protektorátu a dĤsledky více než šestiletého období nacistické okupace na následný vývoj v našich zemích. 7 První kapitola se tedy vČnuje základním mezinárodnČ- politickým pĜedpokladĤm vzniku Protektorátu, nástupu Adolfa Hitlera k moci a ýeskoslovenské republice v jeho zahraniþní politice. NáslednČ bude rozebrána Mnichovská konference, její dĤsledky a vznik tzv. Druhé ýeskoslovenské republiky. Kapitolu zakonþí odtržení Slovenska a vytvoĜení samostatného Slovenského štátu. Obsahem druhé kapitoly je vznik Protektorátu ýechy a Morava a klasifikace politického systému v následujících mČsících. Je zde také popsána návštČva prezidenta Háchy v BerlínČ, která bezprostĜednČ pĜedcházela a prĤEČh prvních protektorátních dní. StejnČ jako v ostatních kapitolách, i zde bude nastínČn vliv okupaþních úĜadĤ na autonomní politické instituce. 7Ĝetí a þtvrtá kapitola jsou pro tuto práci stČžejní. Ve tĜetí kapitole je detailnČ rozebrána protektorátní dČlba moci, role moci výkonné a vliv okupaþních orgánĤ na ni. V jednotlivých podkapitolách je rozebrána postupnČ moc zákonodárná, moc soudní, okupaþní správa (Ĝíšský protektor, státní tajemník a policie) a moc výkonná (protektorátní vláda, osoba státního prezidenta a zástupce u Ĝíšské vlády- tzv. vyslanec). The sermons which he delivered focused primarily on themes of reform, and called for a renewal within the church. Despite a sustained popularity with the lay populace of Prague, Milí č faced opposition to his practice from many individual members of the city’s clergy. Eventually he was the subject of twelve articles of accusation sent to the papal court of Avignon. Because of the hostility which Milí č faced, historians have most often written of him as a precursor to the Hussites. As a result he has been identified as an anti-establishment rabble-rouser and it has been assumed that he conducted his career in opposition to the court of the Emperor Charles IV. This thesis, over four body chapters, examines the careers of both Milí č and Charles and argues that instead of being enemies, the two men shared an amicable relationship. The first chapter examines Milí č’s career and will prove that he was well-connected to Charles and several members of his court. It will also examine the most common reasons given to argue that Charles and Milí č were at odds, and disprove them.

Curieových 901/7, 116 40 Praha1, Czech Republic [email protected] The Paris Peace Conference (1919–1920) was expected to resolve all the contemporary is- sues, which were extremely numerous. World War I had been (with the exception of World War II) the most brutal war in human history. Moreover, it broke out after a very long period of relative peace, and society was not prepared for a war. World War I was terminated by a series of separate armistices with the defeated Central Powers. The first state was Bulgaria (at the end of September 1918), followed by Turkey, Austria-Hungary, and finally Germany. The rapid end of the war surprised the Allied victors in many ways, as the fighting had been expected to move to Germany in 1919. However, the German imperial regime swiftly collapsed at the beginning of November, and the new political leaders desired peace. At any rate, towards the end of 1918, the situation was rather chaotic in many parts of Europe, characterised by a hasty creation of new states in the large area between Germany, Italy, and Russia, as well as by revolutionary conditions in many regions. The former tsarist Russia was in a state of complete disorder and confusion, with severe fighting involving the Bolsheviks, their opponents of various political inclinations, as well as nationalists seeking separation from the hated country.

It returns to the constitutional history of the Austro-Hungarian Empire — a subject whose heyday had passed by the late 1920s — to offer a new history of sovereignty in Central Europe. It argues that the imperatives of imperial constitutionalism spurred the creation a rich jurisprudence on the death, birth, and survival of states; and that this jurisprudence, in turn, outlived the imperial context of its formation and shaped the “new international order” in interwar Central Europe. “Law, Time, and Sovereignty” documents how contemporaries “thought themselves through” the transition from a dynastic Europe of two-bodied emperor-kings to the world of the League of Nations. The project of writing an imperial constitution, triggered by the revolutions of 1848, forced jurists, politicians and others to articulate the genesis, logic, and evolution of imperial rule, generating in the process a bank or archive of imperial self-knowledge. Searching for the right language to describe imperial sovereignty entailed the creative translation of the structures and relationships of medieval composite monarchy into the conceptual molds of nineteenth-century legal thought. While the empire’s constituent principalities (especially Hungary and Bohemia) theoretically possessed autonomy, centuries of slow centralization from Vienna had rendered that legal independence immaterial.

Milan, may I start by asking where and when were you born? MM I was born in July 1932 in a small Moravian village called Hošťálková close to the border with Slovakia. My father was a forester, my mother was teaching at the local elementary school, which provided me with a good background to become interested in everything related to natural sciences. During my childhood and prior to the WWII (1932–1939) this part of Czechoslovakia was rather poor. This region also had a strong Protestant religious tradition, since it was settled by the so called Moravian Wallachians who have defended the freedom of their religion from the 17th century and fought against Catholic Habsburgs. Thus, Catholic families such as mine were in minority. Wallachians strongly defended what they believed in, irrespective of any personal profit, so this was a good example for me at the beginning of my life. Then, after the German occupation in 1939 I recognised what fascism means. One of my best friends was a Jewish boy named Oscar Pollitzer.

Further copies made in accordance with such instructions may not be made without the written permission of the Author. i Abstract The subject of the present thesis is a political instrumentalization of the scientific institution with the interwar socialist democratic legacy by German occupying power in the Protectorate of Bohemia and Moravia between 1939 and 1945. It is argued that the expertise of the Human Labour Institute in scientific management was instrumentalized by Nazi Germany to secure victory in the war. Further it is posited that instrumentalization of the Institute by Germans was in direct connection to the so-called Production Miracle that supervened in the Reich between 1942 and 1944 after introducing the rationalization methods into the war production. Because of Czechoslovakia’s interwar prominence in the Central European technocratic movement there was a strong institutional foothold on which Germans could capitalize. Thus, these two factors: the positive experience of Germans from the Reich and the existence of the institutional scientific structure in the Protectorate were conducive to the political instrumentalization of the Human Labour Institute by Germans.
