PART 1. THE PRIJEDOR GENOCIDE The Prijedor genocide [1][2][3] , refers to numerous war crimes committed during the Bosnian war by the Serb political and military leadership mostly on Bosniak civilians in the Prijedor region of Bosnia-Herzegovina. After the Srebrenica genocide, it is the second largest massacre committed during the Bosnian war in 1992. Around 5,200 Bosniaks and Croats from Prijedor are missing or were killed during the massacre period, and around 14,000 people in the wider region of Prijedor (Pounje). During the war in Croatia, the tension increased between the Serbs and the communities of Bosniaks and Croats. Bosniaks and Croats began to leave the municipality because of a growing sense of insecurity and fear amongst the population which was caused by Serb propaganda which became increasingly visible. The municipal newspaper Kozarski Vjesnik started publishing allegations against the non-Serbs. The Serb media propagandised the idea that the Serbs had to arm themselves. -

UTJECAJ SRBIJANSKE ORU@ANE AGRESIJE NA ETNI^KE PROMJENE U VUKOVARSKO- -SRIJEMSKOJ @UPANIJI OD 1991. DO 2001. GODINE Dra`en @IVI] Institut dru{tvenih znanosti Ivo Pilar, Zagreb UDK: 314.9:323.1>(497.5-35 Vukovar)"1991/2001" Izvorni znanstveni rad Primljeno: 4. 11. 2002. U ovome su prilogu nazna~ene najva`nije promjene u etni~koj strukturi stanovni{tva Vukovarsko-srijemske `upanije izme|u 1991. i 2001. godine. S obzirom na dostupnost podataka iz posljednjega popisa stanovni{tva iz 2001. godine, navedene su se promjene mogle analizirati i prikazati samo na razini `upanije u cijelosti te na razini njezinih upravno-teritorijalnih sastavnica (gradova i op}ina). No i ti su pokazatelji potvrdili da je etni~ki sastav stanovni{tva ove `upanije u posljednjem desetlje}u do`ivio odgovaraju}e promjene, koje se mogu definirati blagim porastom broja i ne{to sna`nijim porastom udjela Hrvata u ukupnom stanovni{tvu `upanije te na razini ve}ine gradova i op}ina; sna`nim padom broja i udjela nehrvatskih etni~kih skupina, me|u kojima se po svojemu demografskom regresu osobito isti~e srpska etni~ka skupina; daljnjom etni~kom homogenizacijom `upanije u smislu sve nagla{enije hrvatske ve}ine, koja se zapravo mo`e pratiti kroz cijelo XX. stolje}e, a koju su nedvojbeno potvrdili i rezultati popisa stanovni{tva iz 2001. godine. Najva`niji vanjski ~imbenik suvremenih etni~kih promjena u Vukovarsko- -srijemskoj `upaniji bila je srbijanska oru`ana agresija, koja je u ovome prostoru potaknula dinami~na migracijska gibanja. Fenomeni prognani{tva, izbjegli{tva, ekonomske emigracije i iseljavanja Srba – uz izravne demografske gubitke zbog rata – uvjetovali su ne samo pad broja pripadnika pojedinih etni~kih skupina u `upaniji nego i depopulaciju ukupnoga stanovni{tva toga kraja. -

UVOD Predmet poslovanja Uprave za ceste Vukovarsko - srijemske županije je upravljanje, građenje, održavanje i rekonstrukcija javnih cesta (županijskih i lokalnih) na području županije, a sve u svrhu ostvarenja sigurnog prometa, poboljšanja kvalitete života na području djelovanja i uspješnog razvoja županije. Kako bi prometna infrastruktura u Vukovarsko - srijemskoj županiji bila u funkciji gospodarskog razvoja i ostalih potreba društva ovog područja, Uprava za ceste Vukovarsko - srijemske županije pomno utvrđuje prioritete kroz strateško planiranje, pa slijedom toga i kroz operativno planiranje. Operativno planiranje izgradnje i održavanja javnih cestaprovodi se kroz godišnje planove građenja i održavanja koji Uprava za ceste Vukovarsko – srijemske županije donosi uz suglasnost Ministarstva mora, prometa i infrastrukture i mišljenja Skupštine Vukovarsko – srijemske županije. Recent Developments Proving Genocide: The High Standards of the International Court of Justice. By Peter Tzeng On February 3, 2015, the International Court of Justice rendered a final judgment in the Croatian Genocide case.' Between 1991 and 1995, ethnic Serbs and Croats had systematically killed, tortured, and raped members of each other's ethnic group on Croatian territory. 2 The Court thus found that the actus reus of genocide (genocidal acts) had been established,3 but it applied very high standards of proof for establishing the dolus specialis of genocide (genocidal intent),4 leading it to dismiss both Croatia and Serbia's claims of genocide.5 Since the Court's first pronouncement of the high standards of proof for genocide in the 2007 Bosnian Genocide case, 6 many commentators have criticized it,7 while others have expressed their support.8 Yet even this latter group of commentators would acknowledge that the standards, even if completely justifiable, have not been adequately justified by the Court. In accordance with the civil law tradition,9 the International Court of Justice has historically refrained from articulating consistent standards of proof°10 Instead, it has employed flexible terminology such as "(in)sufficient, "satisfqying],," 2 "convincing,"' 13 "conclusive,"' 14 and 1.
