9 Not-the-Rector’s Letter At this time of Crisis…

What should be our response to this crisis gripping so many parts of the world and changing our lives in ways most of us would never have envis- aged? Perhaps we shall only really know when the worst is over. However that may be, it is true that we are called at all times to be there for others.

Jesus was once asked, “Teacher, which commandment in the law [of the Bible] is the greatest?” Jesus answered that firstly, we are to love God with all our heart, soul, mind, and strength, and secondly, love our neighbour as well as we love ourselves (Mark 12:30-31). I believe we can do a great deal worse than adopt that piece of wisdom, because it offers a way of life for now, and a roadmap for the future.

It is heartening to see the way that so many people are rediscovering the sheer pleasure of spending more time communicating with one another at this time, albeit remotely in most cases. It is joyful to find neighbours becoming new friends, as almost all who can do so offer their time and effort to help others who are in isolation or need. It is wonderful and humbling to see our keyworkers, across the spectrum from supermarket workers to front line NHS staff, willingly serving us, even at the risk of their own lives.

No doubt all that will continue until, please God, we find a way forward, fulfilling the commandment to love and serve; but my hope and prayer is that we will not forget too soon, and do not slip back into old ways or allow ourselves to be caught up into the over busy, over pressured lives that the modern world lures us into. I pray that instead, and together, we determine to cherish and grow this new spirit of loving togetherness to build a new and better future.

A final thought. From various conversations, I know that some of you who are in self-isolation or fully shielding feel a niggle of guilt that you can play no part in helping others. Some even feel they are an extra burden and find it hard to ask for help. Please, take on board Jesus’ full commandment to us, to love ourselves as well as our neighbour. Many Christians, finding such 10 an idea somehow immodest or selfish, find it hard to accept that Jesus really does want us to do so, but he does! We must do so, it’s a commandment, not a choice, and if that means our only role now is to allow others to serve us, so be it. And don’t forget that in staying safe, we are one less case for health workers to care for; that’s our service for now.

May you know God’s love, strength and peace at this time, both you and your loved ones.

Keynsham Recycling Centre Keynsham Recycling Centre reopened on 27th May while Bath and Mid- somer Norton recycling centres remain closed due to their small sites making social distancing unrealistic. Please note however that there are restrictions on when you can visit - full details on beta.bathnes.gov.uk/keynsham-recycling-centre There are likely to be queues as it is operated on a ‘one out - one in’ basis, you will need to show proof of residency, van permits still apply, staff are not available to assist with large items and there is no pedestrian access. A number plate system is in place meaning that cars with even and odd number plates can visit on alternate days starting with an even day on 1st June. All this is explained more fully on the website. Please only visit this recycling centre if you really need to, otherwise store your rubbish and recycling at home if it’s safe to do so, until social distancing has been relaxed. If storing too much rubbish or recycling at home may cause injury, illness or harm, you can bring it to the recycling centre. Make use of your kerbside collections as much as possible, and only bring recyclable items that are not collected as part of the weekly kerbside collection. Please note that depositting garden waste in our roads and lanes, as has been observed in our parish, constitutes illegal fly tipping.

13 Notes from a Remote Parish Council Meeting held on Tuesday 5th May 2020

War Memorial Update: Quotes for stonework, stone preparation work & engraving, groundworks had been received and figures were circulated. 3 Quotes will be required to satisfy the Parish Councils Standing Orders. Clerk informed the Parish Council that the War Memorials Trust will not offer a grant for a new War Memorial. Clerk will seek advice from the War Memorials Trust regarding a grant towards the engraving works. The final plan had been circulated. It is proposed that the Dry Stone Wall will now be replaced with a mortice and lime as the base for this will not need to be as large. Funding for the project was discussed. It was agreed that the project will be discussed initially with the Hall Committee and the Trustees of the Village Hall. Mr Jones will progress this. Sponsorship of a stone in the wall will be advertised formally at a later stage. The Parish Council unanimously agreed for the Planning Application to be submitted.

Formalise Chairman & Vice Chairman positions: Advice received from ALCA stated that there is no requirement for an Annual Meeting of the Parish Council this year. As no-one else wished to stand for the positions it was proposed and seconded that the Chair & Vice-chair remain in position for another year.

Annual Parish Meeting: The Parish Council agreed that when the “Lockdown” situation is over a meeting for the Parish will be arranged.

To Adopt Supplementary Standing Orders: The Local Authorities have given permission for Parish Councils to hold remote meetings, therefore it is necessary to adopt supplementary Standing Orders which will be in place until May 2021 and support existing Standing Orders which have been previously adopted by the Parish Council. The Clerk had circulated the Supplementary Standing Orders to the Parish Council. The Supplementary Standing Orders were adopted by the Parish Council.

14 National Allotment Society Membership: Parish Council agreed to become members of the National Allotment Society.

August Meeting: There will be no Parish Council meeting held in August 2020.

Play Area: The Quarterly Inspection is due to be carried out shortly. It was reported to the Clerk that the closure signs had been removed from the locked gate. B&NES Parks Department advised that if we cannot sensibly fence just the play equipment then it is ok to keep it closed. New notices were put back up. The gates top and bottom were padlocked. The Parish Council have a duty of care and these measures had to be taken.

Neighbourhood Plan: The Inspector has all the documentation needed and is happy that the revised Consultation Statement meets the regulations. An online only 6 week Regulation 16 consultation, making it clear that it is only this document out for consultation is expected to take place.

Odd Jobs in the Parish: The Odd Jobs in the Parish have been started. The new Neighbourhood Watch signs have been put up. The noticeboards have been started. The Noticeboard from Highfields has been refurbished and put back up. The Noticeboards by the Primary School and the Village Hall will be back up shortly.

It’s a Knockout Bench: A very kind parishioner has taken it upon themselves to repair and re-varnish the bench. The Parish Council have extended their thanks.

Signs for Bus Shelter: Will be completed once the current Lockdown has been lifted.

Replacement Rubbish Bins: No new bins have been put up.

Village Halls: Details of funding support for Village Halls was received from ALCA. This was forwarded to the Chairman of the Village Hall for information.

15 Cemetery Maintenance: The grass at the Cemetery was reported to be still quite low. It will be checked regularly and cut an strimmed as necessary.

Footpaths: A broken bridge on a footpath off of Tarnwell was reported to B&NES. A “Caution” sign was put up until B&NES could repair it. A footpath with a broken bridge at Stanton Wick was also reported to B&NES. As this was received on the day of the Parish Council a reply was awaited from PROW.

Garden Waste: Collections re-started Week Commencing 27th April, the details were circulated and added to the Web Site.

Mobile Library: The revised Mobile Library Routes that came into operation on 24th February. 4 weeks after the Library had to withdraw the service due to the developing COVID 19 situation. Parish Magazine: The Parish Council have noted that future copies of the Parish Magazine will be online and can be read at www. stantondrew.org and also on the Lakeside Group www.lakesidegroup. org.uk A link will be created from the Parish Council Web Site to these. www.stantondrewpc.co.uk

Defibrillators: South Western Ambulance Service apologised for not being in touch but understood that an e.mail had been sent detailing the Reporting Instructions. Clerk informed them that nothing had been received. All details were then sent through and have now been passed to the Guardian Mrs Tibbs who will start the reporting process.

Allotments: Further rentals have been paid into the Parish Council account. The Allotments have remained open.

Parishioner Query: The Parishioner who submitted a hedge query last month e.mailed Clerk and thanked her for the reply. It has since been found out that the hedge has been left long deliberately as they will lay the hedge

16 next year which will be lovely.

Calor Rural Community Fund: No update to report apart from confirmation of receiving the application. 590 Applications had been received. Finalists are notified on 4th August and Winners notified on 19th August.

Accounts Audit 2019/2020: Clerks have received notification from PKF Littlejohn External Auditors with all the instructions for this year. The Audit process will be activated by Clerk. An Audit Agenda item will be added to the June Agenda. The Audit process has to be completed by 1st September 2020 as opposed to July 2020.

VAT: Payment is still awaited for the claim for Financial Year 2018-2019. 2019/2020 is nearly complete.

People living in Bath and North East Somerset are being advised not to let worries about coronavirus stop them asking for medical help for themselves or their children if they become ill, have a serious accident or have a concern about their health.

They are also being warned that not seeking medical help for symptoms that could be the early warning signs of serious conditions such as cancer could be putting lives at risk.

The warning comes as new data shows a considerable drop in the number of people coming forward to ask their GP for help and advice during the coronavirus outbreak.

Recent statistics show that, in Bath alone, the total number of weekly refer- rals from GPs to the Royal United Hospital have fallen from around 2,000 at the beginning of March to 300 at the end of April.

Dr Ruth Grabham, Medical Director at BaNES, Swindon and Wiltshire CCG, said the statistics made for worrying reading because the drop in numbers “is not because people are not experiencing symptoms.”

“While it may seem that coronavirus has put a stop to most aspects of every- day life, the one thing it hasn’t stopped is what’s going on inside our bodies,” she says. “Now more than ever, we need to pay attention to anything that isn’t normal and seek help early on.

“For example, if you notice blood when going to the toilet, or if you’ve found a lump that wasn’t there previously, or if you’ve just noticed something odd that is causing you to worry, you need to speak to your GP.

“Should the symptom be the early warning sign of something serious like cancer, that delay in seeking help could have serious implications for how successful possible treatments may be.”

Although GP practices across the region have adopted new ways of work-

20 ing, such as establishing isolated clinics for potential coronavirus patients, the practices themselves are still open to offer care, treatment, advice and peace-of-mind.

The same also goes for emergency departments at the three hospitals in Bath, Swindon and Salisbury, all of which continue to be open 24 hours a day for people with a genuine and life-threatening health concern.

Additionally, all healthcare facilities in the region, as well as those else- where in the country, have put in place stringent infection control measures to ensure that the risk of contracting coronavirus while visiting a hospital or GP surgery remains low.
