Gale Associates, Inc. is pleased to submit this Statement of Qualifications to provide primary engineering services in accordance with the Federal Aviation Administration (FAA) Advisory Circular 150/5100-14E at the Berlin Regional Airport. Our submission highlights successful airport planning, design, construction management, coordination, and administrative services completed by Gale in partnership with our clients and demonstrates the depth and capabilities of our team. Gale is fully qualified to serve the City of Berlin and Berlin Regional Airport with On-Call Engineering and Planning services. Gale’s Aviation Engineering and Planning Group has provided airport engineering and planning services throughout New England for over 30 years. We are currently on-call consultants for several in New Hampshire, including Nashua (Boire Field), Lebanon Municipal, and Mount Washington Regional Airports. We have performed numerous projects for these airports from planning studies to major engineering and construction efforts. Given our proven history of completing projects in New Hampshire and the New England Region, which are similar in nature to those outlined in your Request for Qualifications, Gale is prepared to assist as an extension of the Berlin Regional Airport staff immediately. As a corporation, Gale has been providing planning, engineering, and architectural consulting services for public and private clients for over 56 years. We assist with all aspects of planning, permitting, designing, constructing, and administering both AIP and non-AIP funded projects. These have consisted of a wide variety of projects, including airfield pavement construction, rehabilitation, relocation, and expansion (including runways, taxiways, taxilanes, aprons, etc.), airspace obstruction analyses and obstruction removal, safety area improvements, fence installation, hangar and terminal construction and upgrades, fuel farm installations, hazard beacon installation/replacement/removal, airport Master Plan and Layout Plan updates, environmental permitting, site planning, and the implementation of numerous 2020 Runway 14-32 Reconstruction, Fitchburg Municipal Airport other initiatives for our clients’ facilities.

Many of these projects have been accomplished in complex environments, including significant fresh and saltwater wetlands, marshlands, riverine areas, floodplains, rare species habitats, and sole source aquifer protection areas. These environmental constraints have required careful analysis and implementation of various (and often creative) engineering and environmental mitigation solutions.

Gale has considerable experience working with the FAA, NHDOT/BA, and the myriad of stakeholders and agencies who are critical to a project’s success. Our services include providing clients with assistance throughout the entire program life cycle, from project inception to closeout. Specifically, we will assist with the following assignments, and other tasks if not referenced specifically:

 Development of Airport Capital Improvement Programs (CIPs)  Preparation of Grant Applications and Grant Reimbursement Requests 2021 Jet-A Fuel Installation, Auburn-Lewiston  Project scoping, scheduling, and budgeting Airport  Environmental compliance (NEPA), including local, state, and federal environmental permitting  Planning, engineering design, permitting, bid, and construction phase services (including resident engineering with in-house staff)  Bidding assistance, including bid-tabulation and recommendation of award  Development of FAA DBE Plans and associated reporting  Continuous project and grant management, and administration through project closeout

In addition to these services, the Gale team is comprised of Registered Professional Engineers, Planners, Architects, and Building Enclosure Specialists who are available to the City of Berlin and Berlin Regional Airport, as needed. We have the in-house staff expertise, capabilities, and depth to perform throughout the term of this contract. Where specialty services may be required, we have assembled a qualified team of subconsultants: NewEarth Ecological Consulting (DBE) for environmental services, Holden Engineering and Survey for land survey services, and Nobis Group (DBE) for geotechnical engineering. We have selected these firms for their quality services and their experience working in New Hampshire. In short, Gale will provide the City of Berlin and Berlin Regional Airport the experience and staff of a large firm, and the client service and attentiveness of a small, local firm.

Airport Engineering and Planning – Our Airport Engineering and Planning Group provides planning, navigating the numerous regulatory, permitting, and approval processes unique to the aviation industry. We provide a full range of services for airport and building infrastructure improvements, both airside and landside.

Civil Engineering – Gale’s Civil Engineering Group provides comprehensive land planning and site engineering services. We perform evaluation and design services for public and private facilities including site layout, grading, hydrology and drainage design, flood analysis and mitigation design, landscape design, and utilities planning and design. Gale provides assistance with all aspects of local, state, and federal permitting.

Athletic Facilities Planning and Design – Gale’s Athletic Facilities Consulting Group provides comprehensive athletic campus condition evaluations, program demand assessments, and master planning services. Our services include programming, planning, design, permitting, bid and construction phase consulting. We are experienced in designing high-use athletic fields, including natural and synthetic turf, and hard-court facilities. We specialize in planning well- integrated athletic campuses, including high-efficiency lighting, irrigation, scoring/timing infrastructure, and amenities buildings.

Building Enclosure Design and Consulting – Gale’s Building Enclosure Group conducts forensic evaluations, designs repairs, and provides construction phase services for the renovation/repair of roofs, walls, windows/glazing, and waterproofing. We specialize in all issues related to air and moisture intrusion, and the effects of weather on exterior envelope assemblies and components. We assist architectural firms and clients with peer review consulting on new construction projects including building enclosure commissioning, forensic and expert witness services, and preventative maintenance programs.

Structural Engineering – Gale’s Structural Engineering Group provides forensics, analysis and design of steel, concrete, masonry, and wood and composite structures of varying types for both existing and new construction. We specialize in concrete foundation design, waterproofing, structural stabilization, structural strengthening, effects of wind and snow load, seismic retrofits, concrete and timber repair, and parking garage restoration/protection.

FEATURED PROJECT JET-A AND AVGAS FUEL SYSTEM UPGRADES – AUBURN-LEWISTON AIRPORT (KLEW)

The Project Gale provided RFP Development and OPM services for this project, which consisted of upgrading their existing fuel farm by siting and constructing a new skid type above-ground fuel system with a storage capacity of 20,000 gallons of AvGas and 30,000 gallons of Jet-A fuel. The project included all stainless-steel piping and hardware, as well as separate pump and safety systems, tank monitoring, and distribution systems. The airport selected a non-traditional design-build method for the project to exercise more authority over the design to minimize costs and save time. Cost was a major issue because the system was entirely funded by the airport. Completed System Ready for Use

The Project Gale prepared an update to Nashua’s Airport Master Plan and Airport Layout Plan (last published in 2000). Nashua Airport is a towered facility with approximately 80,000 aircraft operations per year, making it the second busiest General Aviation airport in New England. The Airport supported an active aviation program operated during the planning process by Daniel Webster College, as well as a significant range of aircraft types and on-airport businesses Project Challenges . Daniel Webster College closed during plan preparation, significantly Maintenance and Rehabilitation of Pavements decreasing the airport’s annual aircraft operations . There were significant membership changes to the Airport Commission and Airport Management during the planning process

Route 5 Bridge (Hurricane Deck Bridge), Sunrise Beach, MO Performed Level I and Level III underwater assessments of four bridge piers and caissons on a five- span steel-truss bridge originally constructed in the 1930s. Inspections were performed off a work platform barge where water depth varied from 40 feet to greater than 75 feet. Services involved visual inspection of below water elements for signs of deterioration, scour, debris build-up, etc. As part of the Level II assessment, extracted concrete cores from piers below the water to be subjected to laboratory testing, including chloride ion content, petrographic examination and compressive strength testing.

Deerfield Wind Substation Reconstruction, Searsburg, VT Geotechnical engineer for the reconstruction of an existing fill slope supporting the project substation/interconnect. Responsible for the global stability evaluation of the as-constructed and as-designed slopes; and over-sight of the reconstruction of the 30- to 50-foot high 1.5H:1.0V, riprap armored slopes.

Groton Wind Substation, Holderness, NH Geotechnical engineer for the design and construction of an 80-foot soil cut slope associated with the substation/interconnect for the Groton Wind project. Site challenges included global stability analyses and slope stabilization within the constrained site limits, erosion protection and groundwater seepage from the granular river terrace and glaciofluvial deposits.

The proposed replacement bridge consisted of an 86-foot single span bridge supported in integral abutments and inline wingwalls. Rochester WWTF Biosolids Dewatering Building, Rochester, NH Mr. Carter was the geotechnical engineer responsible for coordinating the subsurface investigation and evaluating site conditions at the Rochester WWTF for the design of a new, approximately 15,000 square-foot, biosolids dewatering building. Performed analyses and prepared reports presenting recommendations for design and construction including evaluation of preloading with vertical wick drains of the underlying very soft marine clay and deep foundations options for support of the structure. James Way Bridge, Hudson, NH Performed inspection of pile installation to verify materials and final driving criteria for a two- lane single-span bridge. Piles consisted of Grade-50 steel H-piles with an HP 10x42 section driven to achieve a specified 57-ton design compression capacity.

5. AVAILABILITY OF FIRM’S RESOURCES

Gale’s Aviation group is currently under contract with approximately 13 airports in the New England Region and Florida to provide on-call engineering and planning consulting services. Our current workload consists of approximately 15 aviation projects in various stages of study, design, and construction. Ongoing planning and engineering projects include runway, taxiway, taxilane reconstruction and realignment, fuel farm construction, T- hangar construction, airfield pavement rehabilitation, obstruction removal, environmental assessment, and Master Plan and Airport Layout Plan updates.

We project a gradual increase in workload throughout the term of the continuing contract with the City of Berlin. We continually monitor our projects and workload to that of staff obligations. Gale’s annual hiring practice includes entry level personnel to augment depth and workload requirements. Our forecasts indicate that staff availability over the term of the continuing contract will remain near the availability shown in the Availability of Selected Staff chart, below.

We anticipate sufficient capacity to handle workload assignments by the Berlin Airport Authority, while maintaining sufficient staff depth and flexibility to provide services in unplanned situations. Gale has personnel at all staff levels with availability to handle the scope of services presented in the RFQ. Project managers, design engineers, field engineers, and administrative personnel will be accessible to the Berlin Airport Authority and Airport staff on a daily basis.

CASE STUDY 1: Runway 14-32 Reconstruction Fitchburg Municipal Airport, Fitchburg, MA

During preliminary site investigations, design, and construction, this project was confronted with unique challenges that threatened the project schedule. These challenges included the discovery of an abandoned landfill where a runway extension was planned; the need for an updated Exhibit ‘A’ Property Map; and significant erosion of the riverbank along the Nashua River in proximity to the Runway 32 end that jeopardized the long-term integrity of the Runway. Gale was able to seamlessly coordinate with the funding agencies, City officials, permitting agencies, and contractors to address each challenge and maintain the project schedule while completing the project under budget.

CASE STUDY 2: Runway 06-24 Reconstruction Biddeford Municipal Airport, Biddeford, ME

This project included design, permitting, bidding, and construction phase services for the full-depth reconstruction of Runway 06-24 and its Runway Safety Area. This project was originally intended to be divided into two separate grants: one for design, permitting, and bidding, and the other for construction. On behalf of the Airport, Gale submitted an application to the FAA for Supplemental Appropriations funding for approval to fund the project at 100%, negating the need for the City to allocate a “local share” of funds to the project. The runway reconstruction and compliant Runway Safety Area were completed on time and under budget.

CASE STUDY 3: Installation of New Aboveground Fuel Storage Tank and Self-Service Avgas Fueling System Fitchburg Municipal Airport, Fitchburg, MA

Due to funding constraints, this project was designed in Phase I and constructed in Phase II. Gale’s services included design, bidding, and construction phase services for a new aboveground fuel storage tank (AST) with tank monitoring and self-service AvGas dispensing system. The AST is a “skid type” system on a concrete pad, surrounded by bollards. The system features a credit card activated fuel management system. Included in the project was the installation of underground electrical facilities, area lights, and tank monitoring and alarm system.

CASE STUDY 4: Tower Apron Reconstruction Nashua Airport, Nashua NH

The construction of the tower apron at Boire Field was performed under the American Recovery and Reinvestment Act of 2009 (ARRA). As such, the project was required to be “shovel-ready” and to start construction within 30-days of the issuance of funding. The project included slurry sealing, remarking the entire apron, and installing heated tie-downs. Gale coordinated with the Airport, tenants, airport users, and funding agencies so that this project could start within 30-days of the funds being issued. This project was closed out within 30-days of the completion of construction – 60 days earlier than scheduled.

9. PROJECT APPROACH

Gale’s philosophy is: “Make our client’s project a reality.” This philosophy is the catalyst and driving force for every project that we undertake. To guide projects toward successful completion, we partner with our clients and become an extension of their staff. Our goal is to complete the project while leaving the airport staff free to manage the day-to-day business. Gale has the ability and desire to assist the Berlin Airport Authority and the Berlin Regional Airport to complete airport projects in a seamless, timely, and effective manner.

Project Development / Preliminary Phase Before initiating services on a project, Gale’s project team will meet with Airport Management and its stakeholders to discuss all aspects of the proposed project. The purpose of this meeting will be to review development limitations, gather relevant information (e.g., operational requirements, user and tenant considerations, protected natural resources), agree upon project expectations, and assemble information necessary to apply for funding assistance. We will use this information to develop grant applications including a detailed scope of services, schedule, and budget to successfully complete the project.

Design Phase Once the scope, schedule and budgets are established, Gale will begin the design phase. In this phase, we gather information, evaluate options, and develop alternatives necessary to meet Berlin Regional Airport’s needs. We validate and identify project constraints and FAA and NHDOT/BA requirements. The objective of this phase is to design a project that is understandable to non-engineer stakeholders and meets the requirements of the funding agencies.

A project phasing plan is an important component of an airfield construction project, especially for projects that present operational impacts or facility closures. Gale’s team has extensive experience assisting clients with the development of project phasing plans. The project phasing plan is a critical part of the overall project design as it will be used to manage and minimize the impact of construction on airport operations and staff.

Depending on a project’s size and complexity, Gale generally utilizes the 30%/60%/90%/100% design process for our design projects. Throughout the design phase, we will coordinate, prepare for, and attend design review meetings and other meetings with Berlin Regional Airport to provide updates on project status, and we will review, research, and evaluate design options and industry standards that fit the Airport’s project requirements.

Bidding After the design is complete, the bid documents (plans and specifications) are finalized to include new information and to incorporate the requirements of the FAA, NHDOT/BA, and Berlin Regional Airport. We will assist the Airport with publicly bidding the project by preparing the required documentation. Gale has significant experience with the bid requirements and processes for public sector airport renovation projects. We have successfully assisted our clients with bidding hundreds of public projects and will assist the Airport with the administration of the bid process.

Gale will work with Airport staff to advertise, post, issue addenda if needed, and conduct pre-bid and bid opening meetings. Once bid, we will contact references, review and confirm the bid, prepare a Notice of Award and contracts for review by the client, request a detailed construction schedule, coordinate a pre-construction meeting with the contractor, client, and other stakeholders as requested, and assist with issuing a Notice to Proceed to the contractor.

Grant Administration Gale understands the administrative processes required for AIP and DOT funded projects. We will aid with the preparation of grant applications, submitting federal and state requests for reimbursement and financial updates, as well as, the development and implementation of Disadvantaged Business Enterprise (DBE) Plans, among numerous other administrative tasks required. We will provide administrative support to the City of Berlin and the Berlin Regional Airport throughout the lifespan of the project.

Construction Phase Once the project has been awarded, we will assist the Airport in preparing for construction. Quality Assurance Testing & Environmental Monitoring and Compliance We have teamed with local firms, Nobis Group (DBE) to provide geotechnical engineering services, Holden Engineering to provide survey services, and NewEarth Ecological (DBE) to provide environmental monitoring and compliance services during construction. Each of these firms are well-respected in their individual fields and have provided services to airports throughout New Hampshire and New England.

Project Closeout Phase Gale will assist the Airport in properly closing AIP grants and has done this for hundreds of AIP funded projects. Throughout the construction process, we will prepare and organize the required documentation (i.e., as-built plans, material testing summaries, construction photographs, operations, and maintenance manuals, etc.) necessary for the final closeout submission. Once all contractual and construction requirements are complete to the satisfaction of the Airport, we will prepare the required closeout documentation for submission.
