SUBJECT: FIFA 2015 – Women’s Soccer World Cup – Proposed Legacy for Women and Girls in Sport and Physical Activity in Vancouver

RECOMMENDATION

A. THAT Council approve the 5 initiatives outlined in the report which will constitute the initial phase of a Legacy Program related to our role as Host City for the FIFA 2015 Women’s Soccer World Cup.

B. THAT Council appoint as the official City FIFA Women’s Soccer World Cup Ambassador.

C. THAT funding for three of the five initiatives of the proposed Legacy Program be allocated as follows:

i. $25,000 to BC Sports Hall of Fame/ProMotion Plus “In Her Footsteps” permanent display and the Women’s Soccer Celebratory Display in 2015 in celebration of our hosting the FIFA Women’s World Cup – source of funding the City of Vancouver Innovation Fund; ii. $15,000 for the establishment of a “Global Coaching House Initiative” in partnership with ICCE for FIFA Women’s World Cup 2015, which will focus on increasing the number of women coaches in sport for women and girls – source of funding the City of Vancouver Innovation Fund; iii. $20,000 for the establishment of a fund for the implementation of the “Club Excellence Program” in Recreational Soccer Clubs and Leagues in Vancouver – source of funding the City of Vancouver Innovation Fund.

REPORT SUMMARY

Vancouver is one of 6 host cities for the FIFA 2015 Women’s World Cup of Soccer, which will commence June 6, 2015, and end July 5, 2015. Other host cities include: Edmonton, Winnipeg, Ottawa, Montreal, and Moncton. Vancouver will host 9 international matches in total during the month, and this includes the tournament final game. Vancouver will also be the headquarters for the national delegations for all countries participating in the event. The FIFA 2015 World Cup event will receive media coverage which is more extensive than the Olympic and Paralympic Games held in 2010. More than 400 million people around the world will be watching the games and activities. This is a first report on the Legacy Program proposed for the City as a Host City for FIFA 2015.

COUNCIL AUTHORITY/PREVIOUS DECISIONS

In 2011, Council approved hosting of the FIFA 2015 Women’s World Cup (WWC), including a $250,000 Sport Hosting Grant, and in November 2012, the Tripartite Host City Agreement was signed by the City, FIFA, and the Canadian Soccer Association.

In 2012, the Park Board approved a motion to focus attention on the state of access for women and girls to public sport facilities in the city. This initiative will build on the commitment to this activity through the opportunity of the FIFA 2015 Women’s World Cup.

CITY MANAGER'S/GENERAL MANAGER'S COMMENTS

This report is the first report on the legacy commitment of the City of Vancouver in its role as Host City for FIFA 2015. This is an unprecedented opportunity to celebrate both the involvement of girls and women in sport, an area where Vancouver has played a leadership role for many years, and as well to leverage other partners in enhancing soccer in our region and city through the hosting of specific activities related to the World Cup competition.

REPORT

Background/Context

Over 98,000 youth participate in soccer in British Columbia on an annual basis, and approximately 41% of these are girls. In Vancouver, through Park Board facilities, over 100 soccer fields are maintained and utilized by the broad recreational and competitive soccer leagues in the city. FIFA 2015 – Women’s Soccer World Cup – Proposed Legacy for Women and Girls in 3 Sport and Physical Activity in Vancouver – RTS 10640

The hosting of FIFA 2015 WWC is a major opportunity for Canada and Vancouver to leverage the participation of women and particularly girls in sport, particularly soccer, as well as work to enhance the engagement of women as referees, coaches and leaders in the sport sector. In Germany in 2011, close to 850,000 spectators attended games across the 8 host cities involved in the Women’s World Cup, and international television coverage brought in a larger audience than the Olympic and Paralympic Games.

Canada 2015™: “TO A GREATER GOAL” is the slogan of the Canadian Soccer Association’s FIFA 2015 program. Canada has a strong history of commitment to women and girls in physical activity and sport. Nationally, through the Canadian Association for the Advancement of Women and Girls in Sport and Physical Activity (CAAWS), and provincially, through the longstanding work of ProMotion Plus, Canada, British Columbia, and the City of Vancouver have had a strong commitment to engaging women and girls in sport.

The Women’s World Cup in soccer presents our City with a remarkable opportunity to celebrate our National Women’s Soccer Team, welcome and support other women athletes from countries around the world, as well as continue to build our commitment to the participation of girls and women in physical activity and sport and as coaches and officials in sport.

To date, the City has approved a Sport Hosting Grant in support of the event and assigned staff to work with the local organizing committee and assist with the coordination of host-city obligations.

Strategic Analysis

There are 5 components under 2 key themes in the Legacy Program being proposed:

1. Celebration of local women heroes in sport:

i. Appointment by Council of an official City FIFA Women’s World Cup Ambassador:

The large number of girls participating in soccer in our city is a reflection of the accessibility of the sport for children and youth from all parts of our City. There are a number of local heroes who will be playing on the Canadian Women’s Team during the Tournament, all of whom will be very busy training in the run up to the Tournament. However, in our City we have in our midst one of the most decorated soccer players Canada has ever produced.

Andrea Neil is currently in her first season as the head coach of the women's soccer program at the University of British Columbia (UBC). A UBC graduate and former Thunderbirds standout player, Neil made 132 career appearances in a Canadian jersey and represented her country at four World Cups (1995, 1999, 2003, 2007). She retired from international competition in 2007 and since then she has FIFA 2015 – Women’s Soccer World Cup – Proposed Legacy for Women and Girls in 4 Sport and Physical Activity in Vancouver – RTS 10640

been busy coaching, has achieved her UEFA (Union of European Football Associations) 'A' professional coaching license, and has worked as an assistant coach for the Canadian Women's Senior and U20 national teams up to 2011.

Andrea is a Vancouver native and played at UBC from 1989-1995 where she led the Thunderbirds to a CIAU National Championship in 1994. She was named the Marilyn Pomfret Award winner in 1993 as UBC's top female athlete and graduated with a Bachelor of Human Kinetics in 1996.

As well as being a member of the Canadian Women's National Team from 1990- 2007, she also played six seasons with the Vancouver Whitecaps Women's FC (2001- 2006), leading the club to two W-League Championships in 2004 and 2006.

Andrea began her coaching career as an assistant under Dick Mosher at UBC from 1997-1999. From there she went on to work as the head coach of the Vancouver Whitecaps FC Girl's Elite Youth Program (2004-06), an assistant coach with the Vancouver Whitecaps Women's FC (2004-06), and as an assistant coach for the Canadian Women's Senior National Team and U20 National Team (2009-2011). Following her playing career, Andrea Neil has been inducted into the UBC Sports Hall of Fame (2009), the Canada Sports Hall of Fame (2011), the BC Sports Hall of Fame (2012), and the Canadian Soccer Hall of Fame (2012).

Staff recommend that Council appoint Andrea Neil as the official City’s FIFA Women’s World Cup Ambassador. If approved by Council, senior staff will work with Andrea on a program designed to highlight the participation of girls and women in soccer and coaching, involve other leaders in this area as well as raise awareness of the FIFA 2015 competition.

ii. Grant $25,000 to BC Sports Hall of Fame and ProMotion Plus to leverage an equal grant from ViaSport for the establishment of: a permanent display in the BC Sports Hall of Fame for the “In Her Footsteps” exhibit and a temporary celebratory Women in Soccer display in the run-up to and during the time of the FIFA 2015 Women’s World Cup.

In Her Footsteps is an annual recognition program organized by ProMotion Plus, the provincial organization with the mandate for the promotion of girls and women in sport and physical activity. The event honors women athletes, coaches, officials, judges, pioneers, or advocates who have made significant contributions to girls and women in sport and physical activity. These women have created opportunities for participation in sport and recreation in British Columbia, inspiring others through their own achievement, passion and dedication. Their stories are featured in the In Her Footsteps exhibit at the BC Sports Hall of Fame.

During the renovation of BC Place, the Hall of Fame was temporarily moved and on its return to renovated space, was unable to afford the permanent exhibit for the In Her Footsteps program (see Appendix C).

The proposed grant of $25,000 would leverage an equal match from ViaSport and significant in-kind from the BC Sport Hall of Fame and ProMotion Plus to allow the establishment of a permanent exhibit in the Hall of Fame celebrating the In Her FIFA 2015 – Women’s Soccer World Cup – Proposed Legacy for Women and Girls in 5 Sport and Physical Activity in Vancouver – RTS 10640

Footsteps honorees and the development of a Women’s Soccer Celebratory Display in 2015 to commemorate our hosting of the FIFA Women’s World Cup. In addition, the Hall of Fame and ProMotion Plus would undertake outreach activities around the province to raise awareness of these honorees as part of the work to promote girls and women in physical activity and sport. The source of the Grant Funding would be the City of Vancouver Innovation Fund.

2. Building on the commitment to equity in the Vancouver Sport Network and Park Board Facilities:

i. Development of Gender-based Policy and ongoing collection of Gender related Metrics on facility use by the Board of Parks and Recreation in the City of Vancouver:

The Park Board has a strong commitment across its recreation network to inclusion and equity. This Legacy will include both the establishment of a gender inclusive policy for all Park Board facilities as well as the tracking of metrics toward the goals identified in the policy. The City is currently procuring a replacement of the legacy information and registration system (Safari) which is the business system used across all facilities in the recreation network. With a new system, the collection of data will be greatly enhanced. Public reporting on an annual basis will be an ongoing commitment. Park Board staff are working with ProMotion Plus on the framework for an updated gender inclusion policy and metrics.

ii. Hosting of a Global Coaching House Initiative for FIFA 2015:

The International Council for Coaching Excellence (ICCE) has approached Vancouver and FIFA 2015 to propose the establishment of a Global Coaching House for FIFA Women’s World Cup in Vancouver. The ICCE is an international non-profit organization, committed to promoting coaching as a profession.

The opportunity to host a Global Coaching House will provide an unprecedented high profile opportunity for local soccer coaches to accelerate their development in the context of one of the most prestigious international sport events in the world. The initiative is intended to have a focus on women coaches and soccer. The City will provide support in the form of facilities for the Coaching House and a small amount of financial aid - $15,000. The source of funding would be the Innovation Fund.

iii. Implementation of the Club Excellence Program in Recreational Soccer Clubs and Leagues in Vancouver:

The Club Excellence Program is a national certification program in Canada which supports any and all sports. The Club Excellence Program is administered by the Canadian Centre for Ethics in Sport. The mission is building a network of healthy, strong and sustainable sport clubs and sport organizations, across Canada. The organization is supported by membership FIFA 2015 – Women’s Soccer World Cup – Proposed Legacy for Women and Girls in 6 Sport and Physical Activity in Vancouver – RTS 10640

fees and during its development phase, the program was generously supported by Canadian Heritage (Sport Canada) and the Ontario Trillium Foundation.

The program is designed to help clubs build capacity in quality of their operations and policies. The program is third party operated with a fair and transparent process for certification. The Club Excellence Program assures that a sport club achieves certain standards associated with a healthy organization. Key areas of benchmarking include: quality philosophy, long-term athlete development, safety in the facility and environment, accessibility and inclusion, sport system, coach training and certification, coach ethical training, coach athlete safety and coach attire. The program also enhances governance, operational effectiveness and other key areas.

This program is specifically targeted at municipalities who have clubs utilizing their facilities and providing opportunities for residents. The number of children and youth and young adults involved in soccer in clubs in the City make this certification program commitment a strategic place to start as we work to ensure that our recreation programs and facilities are promoting excellence and a quality experience for all involved. There are a number of competencies required for certification which integrate a gender lens which will contribute to building a club system in which training and policy is established which will both impact and support girls and women in sport. The City, as part of the legacy of FIFA 2015, will provide an opportunity fund of $20,000 for clubs to access to help them become certified with the Program. The Park Board will work with Vancouver sports clubs and leagues to help them achieve Club Excellence certification and affiliation.

Implications/Related Issues/Risk (if applicable)

Financial

The total commitments for this first phase of the legacy for FIFA 2015 is $60,000; source of funding to be the City’s Innovation Fund (see Appendix A and B). This financial commitment leverages significant dollars and in kind commitments through involved partners as outlined below:

• Contribution to BC Sport Hall of Fame/ProMotion Plus for permanent “In Her Footsteps” exhibit and associated celebratory exhibit for women in soccer : o COV contribution $25,000 o ViaSport: $25,000 o BC Sport Hall of Fame in kind value: $12,500 o ProMotion Plus in kind value $ 8,000

Accreditation fee per club still being reviewed by Canadian Centre for Ethics in Sport . In kind Club volunteer commitment related to policy development and training of staff and coaches

The City’s Innovation funding support of $60,000 will be matched by external funding of $75,500 plus additional Club in-kind contribution, a leverage ratio of 1.3 to 1. As outlined in Appendix A, this project aligns fully with the guidelines for the City’s Innovation Fund.

CONCLUSION

The Women’s World Cup in soccer presents our City with a remarkable opportunity to celebrate our National Women’s Soccer Team, welcome and support other women athletes from countries around the world, as well as continue to build our commitment to the participation of girls and women in physical activity and sport and as coaches and officials in sport. The commitment of the City in its role as host for FIFA 2015 Women’s Soccer World Cup provides a significant opportunity to leverage partners in advancing this important public policy agenda and highlighting our commitment to inclusion and the advancement and celebration of girls and women in physical activity and sport in our community.

APPENDIX A – Alignment to Innovation Fund

The City’s Innovation funding support of $55,000 will be matched by external funding of $75,500 plus in-kind Club support. As outlined below, this project aligns fully with the guidelines for the City’s Innovation Fund.

As part of the 2012, 2013 and 2014 Operating budgets, Council has approved an Innovation Fund, at a level of $2 million per year. Currently there is an unallocated balance of $3,356,200 in the Innovation Fund. Information about the City of Vancouver Innovation Fund, including the criteria and guidelines for accessing this funding, is contained in Appendix B.

In 2011, Council approved hosting of the FIFA 2015 Women’s World Cup (WWC). The legacy program fully aligns to the goals of this event. The program also supports the following policies: Aligns with City Priorities Healthy City Strategy, Vancouver Sport Strategy, Vancouver commitment to Sport for Life, the Vancouver Park Board Strategic Plan.

The City’s contribution of $55,000 leverages external funding of Leverages minimum 1:1 3rd party $75,500 plus other in-kind support. Leverage ratio of 1.3 to 1. investment

One-time opportunity (2 year This is phase 1 of the legacy program; it is one time funding maximum) specific to the 2015 Women’s World Cup. Specific outcomes of this Phase 1 legacy program include: 1) “In Her Footsteps” exhibit and associated celebratory exhibit for women in soccer 2) Global Coaching House 3) Club Excellence Fund Demonstrates clear outcome and Hosting the WWC and supporting this legacy program is an transformation towards CoV goals unprecedented opportunity to celebrate both the involvement of girls and women in sport, an area where Vancouver has played a leadership role for many years, and as well to leverage other partners in enhancing soccer in our region and city through the hosting of specific activities related to the World Cup competition.

APPENDIX B - City of Vancouver Innovation Fund

Increasingly, more opportunities exist to work with other parties to leverage expertise, funding and access to various in kind resources in order to focus on strategic areas important to the city. This form of leverage allows the City to continue to advance its policy priorities at a lower cost to taxpayers.

The Innovation Fund is expected to build on the City’s experience in leveraging funding and expertise with outside agencies, other levels of government, private sector, universities and not-for-profits to advance key City priorities through aggressive leveraging of external partners.

Some examples of these types of unique opportunities would include: Enhancing the success of our urban aboriginal residents; enhancing our local economy with an emphasis on social enterprise particularly in the green sector; innovative child care programs for children at risk; cultural programs which enhance the community and create local jobs for artists; enhancing the involvement of our seniors in community; enhancing our sport strategy through partnerships o significant sporting initiatives; sport for youth at risk; and others.

Guidelines for accessing City of Vancouver Innovation Fund:

With the establishment of an Innovation Fund, one time innovative projects can be funded to advance key agendas in the city. Accessing the City of Vancouver Innovation is at Council discretion; however, the following guidelines have been established to optimize the use of the fund: • Aligns with Council Agenda (Housing, Public Safety, Economy, Environment) • Demonstrates clear outcomes • Matching requirements – target leverage of 3:1 (minimum 1:1) 3rd party investment (cash and in-kind) to City funding • Size of CoV contribution should enable a broad range of programs to be supported by fund (Guideline - maximum project size of $250,000 recommended). • Projects which are one-time innovative opportunities; maximum commitment for expenditure of funds - up to 2 years • Supports transformation and innovation in meeting City goals; shines a spotlight on Vancouver

To date, Council has approved the following uses of the innovation fund:

1. The City’s contribution of $148,800 toward the Vancouver Rent Bank (RTS #9484), which leveraged resources from the Vancouver Foundation and Streetohome Foundation. The Vancouver Rent Bank aims to increase housing stability by preventing evictions or loss of essential utilities. 2. Council earmarked $1,000,000 of the fund for an addition of $1 million dollars to the Community Social Services and related grant funds to help meet the existing and emerging funding gaps (RTS # 9991). 3. In May 2013, Council approved two grants from the Innovation Fund over a two year period (2013 & 2014) totalling $380,000. This was comprised of a grant of $300,000 to the Vancity Community Foundation’s Social Enterprise Portfolio Program to support social enterprises with business and management development, marketing and small capital costs, and a grant of $80,000 to Potluck Café Society’s Recipes for Success

Program, to provide resources and support to social enterprises and small businesses in the DTES, and to hire and retain residents who have encountered barriers to employment. (RTS #10053) 4. In May 2013, Council approved a contribution of $200,000 towards the 125th anniversary celebrations of Stanley Park. The Vancouver Park Board requested the City’s matching funds to undertake the 125th anniversary celebrations for the citizens of Vancouver and visitors to the City. The City’s contribution of $200,000 will be used to pay for artistic fees, infrastructure costs, and production staff. (RTS #10120) 5. In July 2013, Council supported the initiatives of Truth and Reconciliation Canada (TRC) and Reconciliation Canada (RC) during Reconciliation Week by approving an overall budget amount of up to $535,000 to off-set eligible City service costs. (RTS #10216) 6. In December 2013, Council supported restoration of the Mungo Martin Centennial Pole, budget amount of $200,000. (RTS10267) 7. In February 2014, Council approved a Vancouver Police Department Cadet Program, budget amount of $180,000, $60,000 annually for 2014, 2015, 2016. (RTS#10463)
