Jhargram Zilla Parishad Order JHARGRAM ZILLA PARISHAD Jhargram :: 721507 ORDER A sum of Rs. 62,44,875.00 (Rupees sixty two lakh forty four thousand eight hundred seventy five) only is being released to the Executive Officer of all Panchayat Samities as administrative cost of Banglar Awaas Yojana (PMAY-G) to meet up the incentive to facilitators engaged under Banglar Awaas Yojana (PMAY-G) and other eligible items of expenditure under administrative expenses for the financial year 2016-17 from the administrative cost of 2016-17 received from District Magistrate,k4ch;fir tee=1.8L Executive Officer,Z4A;p4M111-Zilla Parishad out of the fund received from the end of Joint Secretary, to the Govt. of West Bengal, Department of Panchayat & Rural Development Department, Joint Administrative Building, Block HC-7, Sector-III, Salt Lake City, Kolkata — 700 106 vide order no. 2733-RD/PMAY- G/17F-03/2016 dated 24.05.2017. The Executive Officer wise distribution of fund is shown in the Annexure — B. The incentive to the facilitator has to be given as per order no. 461-RD/PMAY-G/17S-03/2016 dated 24.01.2017. Blocks will have the flexibility to change the quantum of incentive associated with each stage keeping the total amount of Rs. 400/- (Rupees four hundred) only constant. Eligible items of other expenditures under administrative expenses:- 1. Administrative expenses should be used for IEC activities for preparation of IEC material including electronic material especially on different design and technology options. 2. Administrative expenses should be used for social audit. 3. Imparting habitat and housing literacy to beneficiaries. 4. Construction of prototypes and preparation of small scale models for demonstration. 5. Cost of photographs of the house at various stages and of uploading them. 6. Cost of quality supervision and monitoring through visits. 7. Cost of hardware/software for MIS. 8. Engagement of contractual Data-entry operator for IAY & meeting his/her honorarium for cost of data entry in AwaasSoft. 9. Training of master masons and beneficiaries providing labour, including training on maintenance practices. 10. Training of officials and elected representatives of Panchayats. 11. Conduct of assessments and evaluation studies. UC of the allotted fund must be submitted to this end on 3"I day of every month. India has shown a remarkable increase in its crude literacy rate since its independence. But still it is well under the average literacy rate of the world. West Bengal being one of the most populous states of India has shown the same increasing trend in literacy rate. Paschim Medinipur is a very highly populated district of West Bengal. The western part of this district consists of Jhargram Subdivision which is economically very backward compared to the other Subdivisions of this district. This paper analyses the trend of literacy rate in different C.D Blocks of Jhargram Subdivision spatio- temporally over a period of forty years. It is found that the literacy rate is continuously increasing in the area but has remained lower than that of National and State levels. It has been found that although the educational level has increased in the area but in reality a large number of population of Binpur I, Binpur II, Gopiballavpur II and Nayagram, who are included in literate group, cannot write anything other than their names. Thus there exists a gap between actual number of educated people and literacy rate produced by Census of India. Study Area: 3.1 Total geographical Area Paschim Medinipur, situated in the southern portion of West Bengal, has been fixed from the former Medinipur district, the then biggest district of India, and approached into existence in the present form since 1st January 2002. It is located between 22° 57' 10" and 21° 36' 35" North latitude and between 88° 12' 40" and 86° 33' 50" East longitude. Paschim Medinipur is restricted by the Bankura district from the northern side and the Purba Medinipur district from the southeastern side. The southern boundary of the district is merged with Balasore and Mayurbhanj district of Orissa and western boundary is merged with Singbhum and the eastern district of Jharkhand. According to Survey of India, the entire geographical range of Paschim Medinipur district in 2001 (9.75 thousand sq. km.) accounted for 11.01 % of the entire geographical part of the state (88.75 thousand sq. km). The total forest region of the district was 1.70 thousand sq. km. Which accounted for 14.31 % of the entire forest part of the state (11.88 thousand sq. km.). Inhabited villages (over 7500) of the district show highly differential features and indicators of human development. While there are pockets agglomerations of highly prosperous and developed villages in the eastern portion of the district, there are also villages of distress in the western part. 637 villages have been identified by the Government of West Bengal as backward villages that belong mostly to the western part.

K.College, Purba Medinipur, W.B. 2Associate Professor Department of Applied Geography, Ravenshaw University, Cuttack (Corresponding Email: [email protected]) Abstract Agricultural growth leads to broad-based economic growth and development as linkages between farm and non-farm economies generate income and growth. Agricultural growth, in true sense denotes a change in crop area and production over different time periods. It plays a key role in alleviation and eradication of rural poverty and hunger. Paschim Medinipur district is predominantly an agricultural district of West Bengal where more than 80 percent of the total population resides in the villages, with surplus production of paddy, vegetables and potato. The cultivators constitute 22.80 percent of the total working population of 25.91 lakhs in the district; small and marginal farmers comprise 31.14 percent of the total cultivators and contribute 28.39 percent to Net District Domestic Product. Present study is focused upon the changing growth pattern and instability in area and yield of major paddy varieties (aus, aman, boro) in Paschim Medinipur district from 1992-93 to 2012-13, at district and blocks. Growth and instability in paddy have been measured by growth rate (%) and Cuddy Della Valle Index (CDVI) respectively. The study reveals that positive growth rate in area was found in case of boro, whereas growth in area under aus and aman was found to be negative.
