RECOMMENDATION: Authorize Executive Director to issue task orders for installation of on-board InfoTainment and Real- Time Passenger Information systems. Approve priority list of Real-Time Passenger Information Signs for The ®

DISCUSSION: Since November 2015, The Anaheim Transportation Network (ATN) has been developing a vision for the implementation of Mobility of Demand transportation concepts to enhance transportation experience for the patrons of the Anaheim Resort Transportation (ART) system.

On December 5, 2015, ATN released Request for Information (RFI) #2015-009 to solicit proposals to deploy a real-time passenger information system. This system is envisioned as a foundation for all future mobile and on-demand real-time passenger applications for ART, including:

. Third party applications . On demand and service deviations . Real-time transit information and trip planning . InfoTainment system . Real-time passenger information signage . Mobile ticketing . Future functionality and interoperability

At the September 2016 ATN Board of Directors meeting, the Board authorized staff to complete negotiations and enter into agreement with Syncromatics for the implementation and deployment of the real-time passenger information system. On March 2017, ATN secured full funding for the real- time passenger information system from the Anaheim Tourism Improvement District (ATID) Transportation Committee in the amount of $1,250,000.

The first phase of Mobility od Demand system will include two projects – InfoTainment systems and installation on real-time passenger signs.

INFOTAINMENT SYSTEM – TASK ORDER 1

The primary purpose of the video display system on board all ART buses is to provide transportation and destination related information for all ART patrons. Informational content will be displayed on

mounted TV monitors via on-board Wi-Fi system. iBeacon technology is included with the installation to track ridership and, at a later time, push content.

The secondary purpose is to increase advertising opportunities for ART partners and stakeholders and to contribute to the long-term financial stability of the ATN. Initial Performa to ascertain projected revenue from the InfoTainment system, is estimated at $400,000 per year. Approximately $160,000, on an annual basis, will cover costs associated with cellular and Wi-Fi communications and maintenance. The remaining $240,000 represents additional revenue to the ATN.

The projected cost for the installation of the InfoTainment system is $500,750.

DIRECTIONAL WAYFINDING REAL-TIME SIGNAGE SYSTEM – TASK ORDER 2

Installation of the real-time signage system will begin in early 2018. Installations will include signs at 25 ART bus stop locations and at the Anaheim Convention Center Grand Plaza. The cost of installation of signs for The Anaheim Resort® is $207,746.

The first installation will occur at the Anaheim Convention Center Grand Plaza. A liquid-crystal display (LCD) screed will be installed at the current ART bus stop location. Information on the screen will include real-time arrival predictions for all ART routes operating to/from

Anaheim Convention Center Grand Plaza with a passenger alert function. Future functionality may include multi-modal trip planning options. The cost of installation at the Anaheim Convention Center Grand Plaza is $50,237. This installation will provide a foundation and lessons-learned for future deployment for Eastern Gateway Project.

The remaining installations in The Anaheim Resort® will be at 25 ART bus stop locations. Installations will also include iBeacons to track demand for service, assist with demand management, and at a later date, push content. A list of 34 potential bus stop locations in The Anaheim Resort® was reviewed by the City of Anaheim, ATN and Syncromatics. Installation of 25 real-time bus stop locations are presented in Attachment 1.

ATN will be also installing real-time passenger information signs in the City of Costa Mesa and for CtrCity/Platinum Triangle Line. These signs are funded through OCTA’s Measure M Project V program. A budget of $40,000, per location, is available for these installations.

The final phase of the project includes installation at Eastern Gateway. Total budget for this project will be approximately $532,511 from the remaining ATID transportation funds. ANAHEIM TOURISM IMPROVEMENT DISTRICT (ATID) TRANSPORTATION COMMITTEE FUNDING REQUEST

This year ATN is celebrating its 15th year serving guests and passengers in-and-around The Anaheim Resort®. ATN is primarily funded through hotels assessments (mitigation requirement), passenger fares, advertising sales, and grants. In December 2016, ATN’s Board of Directors approved passenger fare increases, in addition to an increase in the hotel assessment fee. Fares were increased $.50 - $3.00, based on fare pass purchased. Hotel assessments were increased from $.48/per room/per day to $.55/per room/per day.

Consistent with ATID’s governing documents and goals, ATN respectfully requests consideration for the following:

1. Operational Funding $1,350,589

Since its inception, ATN has successfully managed it finances, working to ensure it provides safe, dependable, and convenient public transit services. ATN’s contracted bus operators have voted to affiliate with the Teamsters Union Local 952, causing a significant increase in the transit agency’s operational costs. To address the increased cost of operations, passenger fares and hotel assessment fees were increased. In addition, an open and competitive Request for Proposals (RFP) for driver services was conducted. And while fares, fees and a new driver services contract were implemented, an operational shortfall continues to exist.

ATN is respectfully requesting ATID funding for the next five (5) years, which will close the gap that exists on the next five (5) years of its driver service contract obligation.

2. Matching Grant Funding For Bus Acquisition $500,000

Grant funding is a critical component to all federally recognized public transit agencies. ATN has the ability to apply for local, state and federal grant opportunities, many of which required funding matches. Often grant opportunities have a very short turn-around time, requiring transit agencies to submit their

application quickly. ATN respectfully requests ATID funding, up to $500,000, which can solely be used as matching funds by ATN for the purpose of qualifying for and obtaining local, state and/or federal grant opportunities. This funding would be used solely for bus acquisitions that would be used within The Anaheim Resort®.

3. Real-Time Management and Passenger Information $1,250,000*

Like most businesses and public agencies, it’s critical that ATN incorporates new technology to adequately meet services required of their guests and passengers. ATN is seeking ATID investment for the purpose of developing and installing of a real-time passenger information system that will allow ATN to better manage its operations and provide our guests and passengers with the information they require related to ATN’s transit services. The funding would be used to develop, install, and acquire necessary communication hardware (such as a reader sign boards, etc.) that will provide real-time arrival and departure information. This includes electronic signage on-board ATN’s fleet, as well as at the bus stops and transportation hubs located within The Anaheim Resort®.

* NOTE: Return of ATID Investment in Real Time Management System - ATN believes that the real-time passenger information system will provide significant advertising revenue opportunities. Therefore, ATN proposes to reimburse a portion of their investment based on increased advertising sales that are generated through the new system. During the first three (3) operational years of the new system, ATN will provide ATID 50 percent of net advertising revenue generated from the new system, not to exceed ATID’s initial investment in the system. ATN anticipates total annual net advertising revenue to be approximately $400,000.

Pursuant to the Request for Information (RFI #2015-009) evaluation process, authorize staff to proceed into Best and Final Offer (BAFO) negotiations and upon completion of BAFO negotiation execute an agreement with Synchromatics Corporation for Real-Time Passenger Information Project.

DISCUSSION:

Since November 2015, The Anaheim Transportation Network (ATN) has been developing a vision for the implementation of Mobility of Demand transportation concepts to enhance transportation experience for the patrons of the Anaheim Resort Transportation (ART) system.

Initiative #1:

On December 5, 2015, ATN released Request for Information (RFI) #2015-009 to solicit proposals to deploy a real-time passenger information signage program. The RFI sought proposals for integration with and facilitation of:

. Current system of General Transit Feed Specifications (GTFS) . Enhanced ability for 3rd part applications (Transit APP, Rome-to-Rio, Google Transit, Bing, etc.) . Content creation . Scheduling/programming for various facilities . Real-Time transit trip planning . Integration with Text2Go, GPS/AVL, voice annunciation, etc. . Safety announcements . Web- and APP- based passenger information and trip planning functions . Adherence to esthetic standards of Disneyland® and The Anaheim Resort® Specific Plans . Ability to feed media and/or digital content . On-board InfoTainment system

RFI #2015-009 requested budget estimates for software development and hardware installation of real-time passenger information system at:

. Anaheim Convention Center Grand Plaza and Disneyland® Resort Main Transportation Center . All ART bus stop locations . ART operations/dispatch control center . Video displays on ART buses with connectivity and interoperability for the entire ART fleet

The primary purpose of this solicitation was to obtain proposals from firms who could provide technical expertise for the development and implementation of real-time passenger information system, unify content presentation, streamline distribution of transit information, enhance passenger waiting areas, and establish a foundation for a single-point payment system for multi- modal mobile ticketing application. The RFI also sought integration with current system and utilization of GTFS to allow for 3rd part applications, real-time scheduling/programming of various facilities and transit trip planning for all available travel modes.

On January 25, 2016, ATN received six (6) proposals. Upon review of the received proposals, ATN invited firms to further discuss ART vision and if our vision coincided with technical capabilities of the firms. ATN invited to the interview four (4) firms -- Redmond Group, Syncromatics, Clever Devices, and TouchSource. Based on the interview process, a short list of firms was developed and included the Redmond Group and Syncromatics. Based on discussions between ATN, The Redmond Group and Syncromatics, staff recommendation is to enter into a contractual discussion with Syncromatics.

Syncromatics is a Los Angeles-based firm. Syncromatics was founded 10 years ago at USC, as a demonstration project for the USC campus transit system. A suite of easy-to-use tracking and dispatch tools were then used throughout colleges across the country and numerous small and mid-size municipal agencies. Recently, Syncromatics, added the City of Los Angeles Department of Transportation and LA Metro to their client list.

Initiative #2:

The ATN submitted a grant funding application request to the Federal Transit Administration (FTA) Mobility on Demand Program. The grant application included the following partners:

. Castart . Trillium Solutions . Passport . Swiftly . TransDev

ATN is awaiting FTA’s decision. FTA plans to release a list of funded projects shortly.

It is the intent of the ATN to deploy real-time passenger information system in a phased approach. Phase I would include upgrade of the on-board AVL/GPS and WiFi systems to support communication between ART fleet and the signage system throughout The Anaheim Resort®. The following phase would include installation of signs at ART bus stop locations, Anaheim Convetion Cetner Grand Plaza and an on-board InfoTainment System. The on-board InfoTainment system will provide a revenue source to support communication costs, such as cellular and wireless fees, as well as warranty and ongoing maintenance and operations. The final phase would include directional wayfinding real-time signage system at major transportation hubs in The Anaheim Resort.

While the ATN is working to further define project scope and secure necessary funding, agreement terms pertaining to intellectual property, phased implementation, and other general parameters of the project have been agreed upon. Respective legal counsels approved the enclosed document, which includes non-monetary terms and conditions.

Approval of the proposed agreement will allow the ATN to proceed with budgetary discussions. Once financial terms are settled, ATN Board of Directors will be able to review and approve these terms, prior to initialization.
