I declare that my thesis, including footnotes but excluding references, consists of 97,090 words. 2 Abstract This thesis analyses the contribution of economics and statistics in the transformation of Ghana from colonial dependency to socialist one-party state. The narrative begins in 1948, extending through the years of decolonization, and ends in 1966, when the first postcolonial government led by Kwame Nkrumah was overthrown by a military coup d’état. Drawing on insights from political economy, the history of economics and the sociology of science, the study is constructed as a series of microhistories of public institutions, social scientists, statistical enquiries and development plans. -

The Parliament of Ghana: a Countervailing Force in the Governance Process?
The Parliament of Ghana: A countervailing force in the governance process? By Ernest Darfour Ghana (or the Gold Coast at the time), established its first semblance of a Parliament (Legislative Council) in 1850 with representatives appointed by the British colonial government. The Legislative Council consisted of the Governor and at least two other person appointed by the colonial administration. The Legislative Council was required to make laws and ordinances necessary for the peace, order and governance of the Gold Coast. The legislature at the time was merely an advisory body and had no oversight power over the colonial government. Various agitations against the colonial authorities for equal representation and universal suffrage led to the transformation of the non-elected legislature into an elected Legislative Assembly in 1954. After gaining independence in March 1957, Ghana saw four Parliaments under four different Republics (i.e. First Republican Constitution of 1960, the Second Republican Constitution of 1969, the Third Republican Constitution of 1981 and the Fourth Republican Constitution of 1992). The incessant interventions of the military in politics truncated the terms of the first three Parliaments in 1966, 1972 and 1981. The democratic instability that was witnessed over the period ensured that Parliament was an unstable governance institution until 1993, when democracy was finally restored under the Fourth Republic. Since then, Ghana has conducted six multiparty elections that have been described as free and fair by both international and local observers. Five Parliaments have been elected and 1 completed their terms successfully, with the Sixth Parliament gradually approaching its expiration in January 2017. -

G.Anebo* Abstract In the 1996 presidential and parliamentary elections, Ghana's two major opposi- tion political parties - the New Patriotic Party (NPP) and People's Convention Party (PCP) - which are traditionally very bitter opponents, formed an electoral alliance to defeat Rowlings and his National Democratic Congress. This paper analyses the factors that influenced the electoral alliance of the two traditional antagonists, and explains the reasons for their failure, in spite of their alliance, to win the elections. It argues, among other things, that changes in existing political alignments as well as voting patterns accounts for the electoral victory of Rowlings and his NDC in the elections. Introduction Common opposition to the Rawlings regime has made possible electoral co- operation between the country' s two major political antagonists, the New Patriotic Party (NPP) and People's Convention Party (PCP). In whatever way it is viewed, the electoral alliance between the NPP and PCP into what they refer to as "The Great Alliance" is politically very significant. The two parties come from two divergent political traditions and were historically bitter enemies. The PCP traces its ancestry to Kwame Nkrumah's Convention People's Party (CPP) which in its hey days was associated with radical nationalism, Pan-Africanism and socialism. -

AMIDU Introduction On 17th May 2021, a friend called my attention to the fact that he had heard a radio discussion on Oman FM in which I was being blamed for the Government’s inability to prosecute the Members of Parliaments’ double salary case which the Office of the Attorney General had allegedly transferred to my office for prosecution, and I had failed or refused to prosecute same before my resignation. This was certainly a deliberate and knowing concoction of fake news from the newly minted Office of the Attorney General to assassinate my integrity and character. My researches led me to the Daily Guide Network report in its publication of 10th May 2021 under the heading: “MPs Double Salary Bounces Back” in which it attributed the inability of the Attorney-General’s Office to prosecute the suspects in the case that has come to be known as the Members of Parliament Double Salary Scandal to the infantile and banal fact that: “the Office of the Special Prosecutor which was headed by former Attorney General Martin A.B.K. In hindsight I can see that the actual writing of my dissertation only seemed so tedious and mind-numbing at times because it kept me away from the people who brought so much joy to the practice of discovery which surrounded all those solitary hours behind the computer. These individuals bear no responsibility for the mistakes I have made in cobbling together a social story of Ghanaian party politics, but they deserve much of the credit for whatever the dissertation’s redeeming qualities. During my field work in Ghana I simultaneously incurred so many debts of gratitude and was such a poor record keeper that there are many people who deserve thanks but will not receive it individually. To all the random Ghanaians in Odododiodio, Bantama, and Nabdam constituencies who took time out of their busy schedules to answer a survey questionnaire I give thanks. As the section of the country that was most recently appended, the territory has often seemed the most likely candidate for the eruption of separatist tendencies. The comparative weakness of such tendencies, in spite of economic crisis and governmental failure, deserves closer examination. This study adopts an approach which is local in focus (the area being Likpe), but one which endeavours at every stage to link the analysis to unfolding processes at the Regional and national levels. -
