EXECUTIVE SUMMARY

Name/Title of Project

The title of Environmental Impact Assessment (EIA) report for this project is “The Proposed 609.14 Hectares (1505.21 Acres) Oil Palm Plantation at Felcra Berhad , Bekok, District of , by FELCRA Berhad ”. FELCRA Berhad is land owner of 609.14 hectares (1505.21 acres) at Mukim Bekok, , Johor. In March 2010, FELCRA Berhad noticed the potential of Mukim Bekok in the Segamat District, Johor and proposed to develop the area via oil palm plantation. In order to proceed with the implementation, FELCRA Plantation Services Sdn Bhd is appointed as a subsidiary company of FELCRA Berhad, will then represent FELCRA Berhad to prepare any requirement by the authority in order to develop and manage the land for oil palm plantation purpose.

Project Description

The Proposed Project covers an oil palm plantation area of about 609.14 hectares (1505.21 acres) at FELCRA Berhad Bekok, Mukim Bekok, District of Segamat, Johor. The land is owned by FELCRA Berhad. This Proposed Project area will divide into two (2) stages during estate development phase, which is the Stage 1 for Plantation 1 and Stage 2 for Plantation 2. The oil palm plantation implementation schedule of the proposed project includes three (3) phases – Estate Development Phase, Estate Maintenance Phase, and Production Phase. The project estimates to plant approximately 87,000 trees of oil palm in the proposed development area.

During Phase 1 – Estate Development Phase, boundary demarcation and positioning will be conducted, along with the construction of accessible roads, site facilities, drainage system and silt trap. Once the site is cleared and vegetation waste properly disposed, cover crop seeding and palm oil tress planting will be carried out. This phase is estimated to be completed in one (1) year. Proper waste management at the project site will be enforced and carried out throughout the whole estate development phase.

The next phase is Phase 2 – Estate Maintenance Phase, which is planned to be three (3) years long. Palm oil trees cares and dead trees replacement will be carried out throughout the 2 nd

Fertilizing work will be done throughout the first year and every two quarters in the subsequent years. The soil will then be tested in the last quarter at the end of this phase. Throughout the three years, weed maintenance and waste management will be carried out.

The last phase is the Production Phase. Phase 3 is planned from the 5 th year to the 25 th year of the Proposed Project. Weed maintenance, soil testing and fertilizing will be done one month once a year, while waste management will be carried out every single month. The yield from the oil palm trees will continuously be collected and sold throughout this phase.

The proposed project will be sited at:

FELCRA Berhad Bekok, Mukim Bekok, District of Segamat, Johor

The proposed project is located within Segamat District with centre coordinates of Latitude N 2° 15’ 57.97” and Longitude E 103° 9’ 49.22” . Figure 1 and Figure 2 show the key plan and location plan of the project site respectively. Some sensitive receptors that are within 5km radius from the proposed project location are shown in Figure 3. The Table 1 show the existing land use profile within 5 km radius from the proposed project site.

The proposed project location is within Mukim Bekok, Segamat District, Johor State. At an area of 785km 2, Mukim Bekok is the largest mukim in Segamat District, located at the eastern side of Segamat, next to Mukim and connected to Mukim . Bekok is well-known especially among nature lovers, since Bekok is the western entrance to Rompin National Park, as well as having a refreshing waterfall known as Sungai Bantang Waterfall. Besides the waterfall and the entrance to the largest state park in Johor, Bekok also houses several aborigine settlements, such as Kampung Kudong and Kampung Kemidak. Mukim Bekok is considered as one of the remote towns in Johor, located roughly about 10km from the junction of the Federal Route 1 and later accessible via railway.

Existing Landuse

The proposed project was deforested since of 31 st December 2016 and has been gazette to the agriculture activity. The existing landuse of the proposed project site consists a major portion of bushes and only small portion of small-sized trees as shown in Figure 4 due to the deforestation in the past years and left over. Figure 5 shows another typical view of the proposed project site bordering Sime Darby’s oil palm and Labis Tengah Forest Reserve.

The another oil palm plantation within 5 km radius are Ladang Kelebang and Ladang Chan Wing. The only entities within 5 km radius from the proposed project site are Kampung Bekok and Kampung Sri Tembayan. The forest within 5 km radius from the proposed project site are Hutan Simpan , Hutan Simpan Labis and Hutan Lipur Sungai Bantang. Figure 6 shown the landuse map within 5km radius surrounding the proposed project site. Table 1 show the existing land use profile within 5 km radius from the proposed project site.

The detention pond

The estimated stora ge volume required for the detention pond is 33000 cubic meter. Assuming that the shape of the pond is rectangular and the depth of the pond not exceeding 3.0 meter , the proposed size of the pond. Based on this required storage volume, the outlet for the pond is designed in order to develop the Storage Indication Curve. The outlets need to be design appropriately so that the discharge would meet the storm water control objective (less than pre-plantation discharge). The proposed outlet from the ponds should either consist of a culvert or an orifice to regulate the storm water flow up to 50 year ARI (major storm). The outlet should also consist of abroad crested weir to cater for rare storm of 100 years. The trial size of the outlets (culvert and broad creste d weir) and pond size were used initially in order to determine the appropriate size. Using these trial data, the flow routing for the community pond is modeled using HEC-HMS. After a few model trial runs, the selected size of the pond size and outlet dime nsions for various detention ponds is listed in Table 8.1.5.1( k) and Table 8.1.5.1(l). The adopted detention ponds storage volume is about 80% more than the initial estimate. The results of the routed flow through the catchments and detention ponds are shown in Table 8.1.5.1(m). The result also clearly shows that the post-plantation with pond outflow is less than the pre-plantation flow.

The percentage of peak flow reduction is 32 percent. The detention ponds should also be designed to be able to withstand rarer flood (100 year ARI). The designed flood detention pond should be capable of draining the 100 year ARI peak flow from the ponds with its emergency spillway. The result of 100 year ARI discharge from the detention ponds is shown in Table 8.1.5.1(n). The outflow from the detention ponds is slightly more than the pre-plantation level . It is important that the spillway is capable to drain the 100 years flood flow in order to prevent it from overtopping the detention pond. The maximum water level is slightly below the crest level but higher than the free board level (2.9 m).

Monitoring Program

The project proponent shall undertake the above monitoring programme, as stated according to the DOE Environmental Impact Assessment (EIA) approval letter COAs as in sampling frequency, sampling stations and format of reporting to ensure compliance of all environmental standards and to avoid adverse environmental impacts. The above monitoring programmes will be initiated during the estate development phase and estate maintenance and production phase of the proposed project. The monitoring programmes proposed are subjected to the amendments and approvals by the DOE.

The proposed monitoring site shall be decided after consultation with DOE. However, as a guide, the monitoring stations which have been used in the baseline monitoring shall be made reference for future monitoring. The proposed monitoring is Compliance Monitoring (CM), Impact Monitoring (IM) and Performance Monitoring (PM) will be explain on below.

Performance Monitoring (PM) is the monitoring to ensure that the pollution control systems and other mitigation measures are perform in a good condition to reduce the adverse impacts from the proposed Project at a minimum level. This project not involve Performance Monitoring (PM) because this project is oil palm plantation only without industrial effluent treatment systems, sewage treatment systems or others to monitor.

Compliance Monitoring (CM) is the monitoring activities to be carried out to ensure that the EIA condition of approval (COAs) are complied. An environmental audit may also be carried out to assess the overall project compliance. An appointed Department of Standards accredited laboratory shall carry out on-site sampling and laboratory analysis. The Compliance Monitoring (CM) is also monitoring of Pollution Prevention and Mitigation Measures (P2M2) within this Project site such as silt trap monitoring and ecology monitoring.

Impact Monitoring (IM) is the monitoring activities will be conducted once the proposed Project is approved for implementation to verify that the findings of the EIA study of the potential impacts identified during EIA preparation stage are correct, appropriate mitigation and prevention measures are properly implemented and the measures are effective in mitigation the adverse impacts to the environment. An appointed Department of Standards accredited laboratory shall carry out on-site sampling and laboratory analysis. The Impact Monitoring (IM) is only required in
