Specifically, the book focuses on the substantial changes in the method of funding Texas public schools, aimed at creating a more equitable system of educational opportunity. The author, Dr. Jose A. Cardenas, founded the Intercultural Development Research Association, which is dedicated to the principle that all students are entici,:d to eaual educational opportunities. Dr. Cardenas has been actively involved in school finance reform since the early 1970s when he was superintendent of the Edgewood Independent School District, a poor Mexican American district in San Antonio, and when the historic Rodriguez vs. San Antonio ISD litigation (involving Edgewood) was settled. The book begins with a description of the Texas system of school finance from 1950 through 1973, focusing on its major flaw--"local enrichment"--and on myths and misconceptions of school finance. The remainder of the book details court cases, legislation, and advocacy efforts and concludes with the current status of school finance reform. Dr. Cardenas' recollections, impressions, and opinions are substantiated by a collection of documents compiled during the 27-year period that includes correspondence and memoranda, reports of meetings and conferences, financial records, legal records, and publications. The book contains 159 references on school finance, a list of 142 court cases, and an index. JAC PREFACE In the 27-year period between 1968 and 1995, there was a substantial change in the method of funding public schools in Texas. In general, the changes reflect a movement toward a more equitable funding system which provides a stronger fiscal foundation for equality of educational opportunity. Judging by the number of inquiries about this change being received at our IDRA offices, historians, soci- ologists, political scientists and other social scientists have a strong interest on the who, what, when and how of the Texas reform. Unfortunately, there is little public information available on the catalytic forces respon- sible for the reform. Little is known about who did what during these 27 years of change. Not surprising, in the absence of accurate information, a substantial amount of erroneous information is surfacing concerning actors and roles during the period of reform. Persons who performed in trivial roles are being credited with leadership roles; persons who made substantial contributions are being ignored. In this publication, the author purports to provide extensive information on the reform of public school fi- nancing in Texas. The author participated in the reform movement, from the preparation for the trial of Ro- driguez v. San Antonio ISD, to the enactment of the current statutes for the funding of schools. The author's recollections, impressions and opinions are strongly substantiated by an organizational col- lection of documents compiled during the entire 27-year period. These documents include correspondence and memoranda, reports of meetings and conferences, financial records, legal records and publications. When ap- propriate, references have been made to these sources in the publication. We trust that this information will be useful not only for historical purposes, but that it can provide a blue- print for persons and groups interested in bringing about future reform in schools and other social institutions. Cardenas Intercultural Development Research Association San Antonio, Texas January 1997 VII 7 TEXAS SCHOOL FINANCE REFORM: AN IDRA PERSPECTIVE Fighting the Good Fight FOREWORD Only an indefatigable optimistwhich Jose Cardenas clearly iscould have undertaken a task as ambitious as a history of Texas school finance reform. And only a true story-tellerwhich Jose clearly is as wellcould have pulled it off. The subject is Texas-sized, which is reflected in the book's length and heft as well as the 27 year time period it covers. In less capable hands it would be as dull as a long stretch of West Texas highway on a hot summer day. Yet even as Jose tells the full story, in all its richness and detail, he tells it with the same intensity and enthusiasm he brought to the reform effort itself. Indeed, it may be best to think of this imposing tome as a "professional" autobiography. It is, to be sure, professional in the fullest sense of that term (it "professes," and what it professes is an abiding belief in simple equity) and it is autobiographical, as it must be to tell the story. Photo: Billy Calzada /San Antonio Express-News We see a lot of potential good in a compromise between VIA Metropolitan Transit and Mayor Ron Nirenberg about how to deploy future sales tax dollars. This compromise, which voters will have to approve in November, would dedicate the city’s 1/8-cent sales tax to workforce development before shifting to improve public transit. In a world often framed in either/or terms, it was initially disheartening to see VIA’s board attempt to push ahead on a sales tax vote without any public consideration for workforce development in this COVID-19 moment. Yes, VIA has historically been underfunded, receiving far less in sales tax dollars than similar transit authorities in other major markets. And, yes, before the COVID-19 pandemic, Nirenberg and Bexar County Judge Nelson Wolff were moving forward to shift sales tax dollars to VIA. But this pandemic has revealed stark inequities across San Antonio and a dire need to invest in workforce training. Roughly 160,000 San Antonians are out of work, and we have no idea when the people who support the hospitality industry will be comfortable flying again, much less eating in restaurants or attending conferences. The economic recovery is going to be a long slog, and this is an opportunity to create new skills for disenfranchised workers.

MESSAGE: The 20 percent reduction in education funds represents an unacceptable withdrawal of the federal commitment to the education of exceptional children. His zest for teaching and love of history was infectious, but it was his compassion and care for his students that made a nontraditional student like me dream bigger. There was no one more excited about my decision to go to graduate school than Pat Kelly.

It involved conflicts between a dominant white power elite and workers who were culturally, ethnically, linguistically, and religiously different. The power elite separated and suppressed Tejano workers, who were seen as inferior. The five-week strike was an attempt to shake off that suppression. As newspaper reports from the period showed, the power elite responded to picketers with brutal police tactics, but nightsticks, ax handles and tear gas failed to curb worker resistance. The strike was important, therefore, because unlike other Southern labor actions, workers in San Antonio succeeded, with the help of external actors, in getting pecan plant operators to agree to some demands.

    San Antonio’s Missions designated a World Heritage Site San Antonio’s five Spanish colonial missions have been designated a World Heritage Site by the United Nations Educational, Scientific and Cultural Organization (UNESCO) on July 5. World Heritage Sites are extremely exceptional cultural and natural properties nominated voluntarily by signatory nations, which are then approved by the World Heritage Committee. The city’s missions officially join the global ranks of Stonehenge, the Great Wall of China and the Gizeh Pyramid of Egypt. This prestigious designation comes as Texas’ first and the 23rd in the United States. Other U.S. sites include the Statue of Liberty, Independence Hall, the Grand Canyon, Yellowstone National Park, Louisiana’s Poverty Point (2014) and others. The designation was confirmed today at the 39th annual session of the World Heritage Convention in Bonn, Germany. The U.S. and San Antonio were well represented in Bonn with a delegation of public and private entities led by the U.S. Ambassador to UNESCO, Crystal Nix- Hines, the U.S. Department of State, the U.S. Department of the Interior National Park Service and the National Parks Conservation Association. The San Antonio delegation included San Antonio Mayor Ivy Taylor, Councilwoman Rebecca Viagran (District 3), Bexar County Judge Nelson Wolff and representatives from the San Antonio River Authority, Archdiocese of San Antonio, Greater San Antonio Chamber of Commerce, Hispanic Chamber of Commerce, The University of Texas College of Architecture, Construction and Planning and the National Park Foundation. The lengthy and technical nomination process began in 2006 at the initiation of the San Antonio Conservation Society, and has truly been a massive communitywide effort with significant support from many organizations.
