(A) Anderson Road Quarry Joint Cavern Development (SKDC(HPDC) Paper No. 99/20) (9:35 a.m. – 10:35 a.m.)

III. Matters Arising (10:35 a.m. – 12:45 p.m.)

(A) Request the Transport and Housing Bureau in co-ordination with non-government organisations to examine other alternative locations in Sai Kung and Tseung Kwan O with priority, such as Area 8, Tseung Kwan O, etc., for the provision of transitional housing, and request the Home Affairs Bureau and the Leisure and Cultural Services Department to kick-start the heated swimming pool project (SKDC(HPDC) Paper Nos. 100/20 and 101/20)

(B) Extension of fibre-based networks to villages in remote areas

(C) Object to the excessive allocation of land for small house development in the draft Pak Lap Outline Zoning Plan No. S/SK-PL/3 and urge the Government to improve the plan in order to protect the country park enclaves (SKDC(HPDC) Paper No. 102/20)

(D) Request to resolve the access congestion at Estate and to install an elevator or escalator at the appropriate location (SKDC(HPDC) Paper No. 103/20)

(E) Request to install digital monitoring system (“sky eye”) at Shin Ming Estate, Sheung Tak Estate and Kin Ming Estate (SKDC(HPDC) Paper No. 104/20)

(F) Situation Report on Itinerant Hawkers Urge government departments to coordinate their efforts in solving the problem of itinerant hawkers in Tseung Kwan O (SKDC(HPDC) Paper No. 105/20)

(G) Request for thorough inspection of fresh water pipes in public housing estates and carrying out regular replacement or comprehensive rehabilitation of fresh water pipes

(H) Request the Housing Department (HD) to assist District Council members and ensure that ward offices can be set up within the constituencies

(I) Request the HD to solve the problem of rust stains on newly installed laundry rods in housing estates in the district

(J) Urge the Planning Department to impose restrictions on rural development of Sai Kung and reserve the site at Heung Chung for social welfare purposes to ensure protection of landscape and ecological features in Sai Kung rural areas

(K) Request the HD to enhance participation in estate management matters and retrieve management information from relevant property management companies for reporting to the District Council regularly

(L) Request HD to install fresh air supply fans at appropriate locations at the escalators in Kin Ming Estate

(M) Request HD to tackle the problems of insufficient water pressure in flats on upper floors and noise caused by pump rooms in Estate, Sheung Tak Estate and Ming Tak Estate

(N) Request the Electrical and Mechanical Services Department to strengthen monitoring of lift contractors of housing estates in Hang Hau, Sai Kung and Tseung Kwan O and improve the control mechanism of lift maintenance

(O) Planning standards for social welfare facilities in Sai Kung rural areas (SKDC(HPDC) Paper Nos. 106/20 and 107/20)

(P) Enquiry about whether the Planning Department has considered the needs of boat dwellers in the future planning of Sai Kung Town 2

(Q) Enquiry about the development plans of various departments for Sai Kung town centre and implementation progress of the Sai Kung Town Outline Zoning Plan

(R) Request various departments to give a breakdown of data and statistics of Tseung Kwan O and the rural areas of Sai Kung (within Q01 to Q05 constituency areas) in the papers to be submitted and to formulate and adopt different policies in planning the development of the areas so as to address different needs in the district (SKDC(HPDC) Paper No. 110/20)

(S) Request HD to conduct comprehensive inspection of fresh and salt water mains in Kin Ming Estate as soon as possible to ensure quality and resolve the problem of frequent suspension of fresh and salt water supply

(T) Object to the rent increase of public rental housing and request the Housing Authority to freeze the rent for two years as well as to provide a three-month rent waiver Strongly oppose the increase of 10% in the rent of public rental housing and request HD to provide a rent waiver of two months or above and freeze the rent in parallel

(U) Request the Post Office to set up an iPostal Station at Lohas Park Community Hall and a post office at an appropriate location in the new shopping mall as early as possible

(V) Request the Home Affairs Department to listen to public opinion and oppose the provision of an off-course betting branch of Jockey Club in the shopping mall at LOHAS Park

(W) Request the Government and relevant departments to resolve the problems of wet floors and rain puddles at covered walkways in public housing estates in Hang Hau as well as to formulate specific measures to cope with the rainy season

(X) Suggest rezoning the idle “Government, Institution or Community” site beside University Road in Clear Water Bay as a small pet garden

(Y) Request HD and the Food and Environmental Hygiene Department to work with estate management companies to proactively tackle hygiene problems in public spaces

(Z) Request HD to strengthen supervision of outsourced management service providers and recruit additional maintenance and administrative staff

(2) Request representatives of the Home Affairs Department and Housing Authority to proactively step in to facilitate the conduct of meetings of The Incorporated Owners of Choi Ming Court and its management committee as soon as possible, and request the Housing, Planning and Development Committee to lodge a complaint with the Office of The Ombudsman against the representatives of the Housing Authority for not making their best efforts to assist in convening the meetings (SKDC(HPDC) Paper No. 112/20)

(3) Request HD to allocate additional resources to provide sufficient supply of anti-epidemic items for frontline workers in public housing estates (SKDC(HPDC) Paper No. 113/20)
