May 15th, 2002 The Abaconian Page 1 VOLUME 10, NUMBER 10, MAY 15th, 2002 PLP Wins Landslide Victory 29 Seats Give Powerful Mandate from the People The Progressive Liberal Party under the leadership of Mr. Perry Gladstone Christie won the May 2 election in a landslide, win- ning 29 seats of the 40 seat House of Assem- bly. The Free National Movement won seven seats and independents won four seats. The PLP had been out of power since 1992 when the FNM defeated them for the first time since the independence of The Bahamas. They had been in power for 25 years under the leadership of Sir Lynden O. Pindling. They now have won 21 of the 24 Nassau seats, three of the six Grand Bahama seats and five of the seats in the other Family Islands. Two candidates who had previously been cabinet ministers in the FNM government ran independently and won. They were Mr. Pierre Dupuch, former Minister of Agricul- ture and Fisheries, and Mr. Tennyson Well, former Attorney General. Mr. Christie was sworn in on May 3 in a ceremony of pomp and pageantry at Govern- ment House. He pledged to “build a peace- ful, prosperous and just society for all our people.” He is the third prime minister since The Bahamas became an independent coun- try in 1973. ADDRESS BY THE RT. HON. OWEN ARTHUR PRIME MINISTER ON THE OCCASION OF THE RE-OPENING OF THE WEST WING OF PARLIAMENT NOVEMBER 22, 2006 2 In every form of Government known to mankind, and particularly in a Democracy, the land on which the Legislature is located is regarded with some reverence. Trollope captured that reverence well in the sentiments he put in the mouth of one of the characters of his novel “Can You Forgive Her”: “I have told myself, in anger and in grief, that to die and not to have won that right of way, though but for a session – not to have passed through those lamps (on either side of the St. Stephen’s entrance) – is to die and not to have done that which it most becomes an Englishman to have achieved”. Thus, the mere mention of the Palace of Westminster or Capitol Hill to mention two such familiar locations, conjures up in the mind locations which are not mere pieces of real estate, but places of deep constitutional and historical significance, where the people’s business is conducted and the outcome of their democratic right to vote finds practical expression. I am sure therefore that you appreciate as I do, the importance and significance of the reopening of the West Wing of our Parliament Buildings. It bears repeating that within the Commonwealth of Nations, our Parliament, is the third oldest political institution. Only the Parliament at the Palace of Westminster and the Parliament in Hamilton Bermuda are older; and our Parliamentary System of Representative Government is therefore 367 years old. -

The Speaker: Mr. Singh. Mr. M. F. Singh: Mr. Speaker, it is trite knowledge that history is a record of the past. We can only ignore history at our peril. The past informs us, it enables us to live in the present so that we can plan for the future. My experience in this Assembly, however, convinces me that the People's National Congress as a national administration and as it would wish to be known – the Majority Party in Government – is incapable of absorbing the lessons of history, of learning from its own past inefficiencies and mistakes, and of planning for Guyana's future. After 19 years of People's National Congress misrule and incompetency, its Finance Minister in his Party's 20th year of governing and guiding – rather misguiding – this country tells us that: "I can offer no comforting solution which will allow us to survive and prosper." This is a shame. -

(Oxford, England; Santa Barbara, California; Denver, Colorado) Abstract: Antigua and Barbuda, two islands of Leeward Island group in the eastern Caribbean, together make up a single independent state. The union is an uneasy one, for their relationship has always been ambiguous and their differences in history and economy greater than their similarities. Barbuda was forced unwillingly into the union and it is fair to say that Barbudan fears of subordination and exploitation under an Antiguan central government have been realized. Barbuda is a flat, dry limestone island. Its economy was never dominated by plantation agriculture. Instead, its inhabitants raised food and livestock for their own use and for provisioning the Antigua plantations of the island's lessees, the Codrington family. After the end of slavery, Barbudans resisted attempts to introduce commercial agriculture and stock-rearing on the island. They maintained a subsistence and small cash economy based on shifting cultivation, fishing, livestock, and charcoal-making, and carried it out under a commons system that gave equal rights to land to all Barbudans. Antigua, by contrast, was dominated by a sugar plantation economy that persisted after slave emancipation into the twentieth century. Its economy and goals are now shaped by the kind of high-impact tourism development that includes gambling casinos and luxury hotels. The Antiguan government values Barbuda primarily for its sparsely populated lands and comparatively empty beaches. This bibliography is the only comprehensive reference book available for locating information about Antigua and Barbuda. -

Johnson Chairman of the Integrity Commission, Dominica th Tuesday 26 June, 2012 Caribbean Small States Conference, St Vincent and the Grenadines June 25 th – 26 th , 2012 ________________________________________________________________________________ “POLITICAL CORRUPTION AND THE IMPLEMENTATION OF INTEGRITY LEGISLATION IN THE ORGANIZATION OF EASTERN CARIBBEAN STATES (OECS) WITH PARTICULAR REFERENCE TO DOMINICA” BY JULIAN N. JOHNSON 1. INTRODUCTION I have been invited to write a “practitioner’s paper” relating to the work of the integrity commissions in the member states of the OECS. It is taken that the Commonwealth Secretariat’s instructions, properly construed, require me to examine the recent anti-corruption statutes passed by the OECS governments and the performance of the integrity commissions focusing on the activities of the Integrity Commission of the Commonwealth of Dominica and drawing on my experiences as Chairman thereof over the past three years. Though my invitation is to produce a “practitioner’s paper” it would be remiss of me if I did not, at the outset, draw your attention to the study just published by an eminent regional academic and fellow practitioner in the field of the oversight of public sector ethical infrastructure – the former Contractor General of Jamaica, Dr. Derrick V. McKoy. In his book entitled “CORRUPTION: Law, Governance and Ethics in the Commonwealth Caribbean” (Hansib Pub., May 2012) the author sets out to address the issues of corruption in the Commonwealth Caribbean, the emerging law on the subject and the institutions established by member states to discourage corruption or to promote anti-corruption initiatives. -

Received by NSD/FARA Registration Unit 07/09/2021 11:33:58 AM HAITI: FACT SHEET 2016 Election • President MoYse received 32.8% of votes in the first round of the 2015 elections held on October 25, 2015, qualifying for a runoff with the second-place finisher, Jude Celestin. • Jude Celestin subsequently raised, without evidence, allegations that the votes for President MoYse in the October poll were fraudulent. Violence was instigated by his supporters and in turn caused the cancellation of the second round. o These claims emerged despite the Organization of American States, who had "125 observers from 27 countries present from the opening of the polls up to the counting of the votes in all 10 departments of the country, visiting 487 voting centers", officially declaring that "in spite of some isolated instances, Haitian citizens with the will to vote were able to cast their ballots." o "Schools that serve as election centres and voting stations in various towns have been attacked and set on fire in recent days, and election materials in a border town were hijacked by gunmen" Haiti cancels presidential election as violence erupts. Associated Press, Jan 23, 2016 • Following the cancellation of the 2015 elections due to the violence, the former head of Haiti's Senate and National Assembly, Jocelerme Privert, was elected interim president by Parliament following a vote that took nearly 12 hours on February 14, 2016. • Fresh elections were re-run on November 20, 2016 and overseen by the Provisional Electoral Council (CEP). President MoYse won 55.6% of the popular vote and was inaugurated on February 7, 2017. -

Colonial-style Grabbing of Natural Resources but New Grabbers By Janette Bulkan Paper presented at the International Conference on Global Land Grabbing 6-8 April 2011 Organised by the Land Deals Politics Initiative (LDPI) in collaboration with the Journal of Peasant Studies and hosted by the Future Agricultures Consortium at the Institute of Development Studies, University of Sussex ‘Red Star over Guyana’: colonial-style grabbing of natural resources but new grabbers Paper prepared for The Land Deals Politics Initiative International Conference on Global Land Grabbing Introduction China has arranged free trade agreements (Coxhead 2007, Jenkins et al. 2007) which lay out in some details what is to be traded and on what terms in a WTO-compatible framework with large supply countries such as Chile and Peru, both significant for minerals. Smaller countries, including former colonies of European powers, may have experience of one-sided trading arrangements during colonial times and more recently are likely to have enjoyed the various trade shelters arranged by the European Commission, such as the Lomé Convention (1976-1999) and its successor the Cotonou Agreement (2003-2023). How are small countries now relating to a China hungry for renewable and non-renewable natural resources? After decades of lectures and conditionalities imposed by the donor agencies of the former colonial powers, how does the Chinese approach of an unconditional commercial relationship actually work out in practice? This paper deals with the case of Guyana, a small and politically isolated semi-socialist country, the only anglophone in South America. Through association in the Non-Aligned Movement from the time of independence in 1966, Guyana has had formal diplomatic links with China since 1972. -

IN THE SUPREME COURT OF BELIZE, A.D. 2005 CLAIM NO. 376 SAID MUSA Claimant BETWEEN AND ANNMARIE WILLIAMS HARRY LAWRENCE REPORTER PRESS LIMITED Defendants __ BEFORE the Honourable Abdulai Conteh, Chief Justice. Mr. Kareem Musa for the claimant. Mr. Dean Barrow S.C. for the defendants. __ JUDGMENT Introduction Given the dramatis personae in this case which, by any account, contains an unusual cast, I had during the hearing constantly to remind myself that this was a trial of a claim in a court of law and not a political trial, whatever this may mean. On the one hand, is arrayed the Prime Minister and leader of one of the political parties (the PUP), who has his son as his attorney. Ranged on the other side is the Leader of the Opposition and the leader of the other main political party (the UDP) as the attorney for the defendants of whom the second defendant, Mr. H. 1 Lawrence admitted, albeit, under cross examination, that he was a founding member of the UDP. Mr. Lawrence who struck me as an honest witness now says his newspaper, The Reporter, supports no political party and has no partisan agenda. However, given the persons involved in this case, the political overtones of the case could not be missed. However, I need hardly say that this is a court of law and the issues joined between the parties are to be decided only in accordance with the law and evidence, and nothing more and nothing less. 2. Mr. Said Musa, the claimant in this case, is the Prime Minister of Belize, the Area Representative of the Fort George Division in the House of Representatives, leader of the People’s United Party (PUP), one of the two main political parties in the country, as well as a member of the bar with the rank of a Senior Counsel.
