When Culture Is for Sale: Tourism and Indigenous Identity in the Andean and Amazonian Regions of Peru When Culture is for Sale: Tourism and Indigenous Identity in the Andean and Amazonian Regions of Peru Jaynah Ross This thesis has been submitted on April 20, 2016 in partial fulfillment of the degree requirements for the NYU Global Liberal Studies Bachelor of Arts degree. 1 Abstract This thesis, titled “When Culture is for Sale: Tourism and Indigenous Identity in the Andean and Amazonian Regions of Peru,” examines the effects of tourism on indigenous communities in Peru. I explore this issue in the context of the Andean and Amazonian regions of Peru examining Machu Picchu Sanctuary, Cuzco, and Iquitos. In particular, I address UNESCO heritage designation in the Andean region, and the performance of indigeneity and ayahuasca tourism in the Amazonian region. Throughout this work, I compare the ways that indigenous cultures interact with tourism, and tourism interacts with indigenous culture. I use the advertisements of Marca Peru and their depiction of indigenous culture as a framework for understanding indigenous tourism in Peru. While there are certain trends that connect different forms of indigenous tourism throughout Peru, I elaborate the distinctions in indigenous tourism in these areas focusing on the different levels of regulation of tourism and the participation of indigenous communities. I also examine the varying levels of autonomy that indigenous communities hold over their participation, paying close attention to the reproduction and representation of indigenous cultures within the tourism industry. Throughout this work, I address the issues of cultural commodification, cultural appropriation, and the romanticization of indigenous culture. 2 Acknowledgements I am extremely grateful to the Global Liberal Studies program for the unique opportunity to pursue individualized research as an undergraduate student. From that assignment, I learned that ever since gaining UNESCO heritage status, the village has not been permitted to change or modernize in any way. One particular statement by Martín Capparós, the author of the chronicle, was striking to me: “Tourism is curious: in order for the tourists to keep coming the villages have to be maintained in this state, they can’t develop in any manner. Thus, tourists bring money, but this money is destined to mummify the village” (Capparós 378).i This quotation has remained in the forefront of my mind throughout my thesis- writing process because I believe it eloquently explains one of the main issues that arises from indigenous tourism—the gap between the lifestyle and culture that tourists expect to see, and the lifestyle and culture that indigenous communities actually live. About a month after reading this chronicle, I travelled to Cuzco and Machu Picchu on spring break. It was an incredible experience, but I spent a significant amount of the trip feeling uncomfortable. The first source of discomfort for me was the obvious level of poverty among the indigenous community, in contrast to the wealth of the tourists. I frequently saw tourists haggling with Quechua-speaking women with babies strapped to their backs for a lower price on a hand- made souvenir that was already outrageously cheap. My second source of discomfort was the imagery used to represent Inca culture. Machu Picchu Pueblo is filled with Inca-themed restaurants and shops which essentialize the culture through images of headdress-wearing Incas next to depictions of Inti, the Inca sun god. I actually felt like I was visiting an Inca-themed amusement park. The crowning moment for me happened during the train ride back from Machu Picchu, when the two attendants were required to dress up in “traditional Inca festival costumes” 5 and dance back and forth through the train as tourists laughed and took photos. My own discomfort with myself as a tourist led me to explore the ways in which indigenous communities are affected by tourism with the aim of encouraging responsible tourism and increasing my own awareness of the impact I have had on the communities I have visited. While I decided to focus on Peru due to the scope of indigenous tourism there, this topic is relevant on a global scale. This thesis addresses the interactions that take place between tourism and indigenous culture in Peru, with a particular focus on cultural commodification, performance, and indigenous autonomy. I examine how identity is exploited, building on the historical devaluing of indigenous cultures, which has evolved into a tourism-based form of commercialization. This issue is not as simple as to say that indigenous populations are being exploited, and that this exploitation is a continuation of colonial times. There are very complex social processes underway through which indigenous populations are exploited and marginalized, but also maintain autonomy over their communities. Methodology The research for this thesis was performed through the analysis of both primary and secondary sources, as well as research undertaken or conducted during my travels. At times, the line was blurred in my own positioning as a tourist versus a researcher. I traveled to Cuzco and Machu Picchu in April 2015, before I knew I would be writing this thesis. Thus, my observations from this trip were largely from the point of view of a tourist, although I have returned to examine these observations through an analytical framework. In January 2016, I travelled to Iquitos Peru on a research trip. During this trip I was very much positioned as a researcher; all of my activities were directed at research, but I still participated in these activities as any other tourist would—visiting an indigenous village with a tour group, going on guided tours of markets and 6 museums, and immersing myself in the local tourism scene. My observations from these trips, as well as photographs and conversations with both tourists and locals, played a major role in shaping my understanding of the effects of tourism on indigenous communities in Peru. Important Terms Throughout this thesis I use the term “indigenous” to describe any person whose heritage is native to the Americas, but with awareness that this is not a term that all people who fit into this group accept; the term has been imposed on populations by colonizers, but it does not reflect any accepted unity within the group. I use the term indigenous to imply that a person’s heritage is native to the Americas, but it will not refer to any one culture or set of beliefs. In the course of my research I have studied many different indigenous groups within Peru who will be differentiated accordingly in this thesis. I use the term “heritage” to mean any historical process, idea, tradition or belief which forms an important part of the identity of a group. I discuss many different and intersecting forms of heritage on a scale from international to community heritage. I use the term “cultural tourism” to indicate tourism which is driven by tourists’ desire to interact with a foreign culture, and “indigenous tourism” to indicate tourism which is driven by tourists’ desire to interact with

La investigación es descriptiva, con un diseño no experimental trasversal, con un muestreo no probabilístico aleatorio simple, quedando representado la muestra por 132 personas, a quienes se les aplico técnicas cualitativas y cuantitativa, se utilizó como técnica cualitativa la entrevista a profundidad semi estructurada y la técnica cuantitativa la encuesta, ambos instrumentos se validaron en contenido bajo juicio de expertos, y el cuestionario se le aplicó la confiabilidad del alfa de Cronbach, mediante el programa estadístico SPSS V23. Obteniendo como resultado un nivel de impacto bajo en la gestión del patrimonio cultural en el desarrollo turístico de la zona arqueológica de Huaycán de Pariachi. Además de un nivel de significancia bajo indicando que no hay relación entre las variables. Por lo que es necesario ejecutar mejoras en la gestión del patrimonio cultural para el desarrollo turístico.

    Participatory Democracy? Exploring Peru’s Efforts to Engage Civil Society in Local Governance Stephanie McNulty ABSTRACT As institutions are created to engage citizens and civil society organizations more directly, who participates, and what effect does participation have? This article explores two of Peru’s participatory institutions, the Regional Coordination Councils and the participatory budgets, created in 2002. Specifically it asks, once these institutions are set up, do organizations participate in them? and what effect does this participation have on the organizations? The data show that the participatory processes in Peru are including new voices in decisionmaking, but this inclusion has limits. Limited inclu- sion has, in turn, led to limited changes specifically in nongovernmental organizations. As a result, the democratizing potential of the participatory institutions is evident yet not fully realized. s institutions are created around Latin America to engage citizens and civil soci- Aety organizations directly, who participates? Increasingly, local, regional, and national governments around Latin America are designing new institutions that allow citizens and civil society organizations (CSOs) to participate directly in policy decisionmaking with voice and vote. Partic- ipatory institutions (or PIs), such as development councils, participatory perform- ance monitoring, and participatory budgets, have been implemented around the region in countries such as Mexico, Brazil, Venezuela, Colombia, Ecuador, the Dominican Republic, Guatemala, Honduras, Nicaragua, and Peru.1 Often, these institutions are created to complement existing representative democratic institu- tions that are failing to meet the needs and demands of citizens. Reformers hope to increase transparency and accountability, as well as to encourage a more active and engaged civil society.

By Peruvian history of Peru I mean a history that studies the past of this land from the point of view of the formation of Peru itself. We must insist upon an authentic history ‘of ’ Peru, that is, of Peru as an idea and entity that is born, grows, and develops. The most important personage in Peruvian history is Peru. Jorge Basadre, Meditaciones sobre el destino histórico del Perú Although many gifted historians graced the stage of twentieth-century Peru- vian letters, Jorge Basadre Grohmann (1903 – 1980) was clearly the dominant figure. Today Basadre is universally celebrated as the country’s most sagacious and representative historian, and he is commonly referred to as “our historian of the Republic.” Libraries, avenues, and colleges are named after him. Advisor: Christopher Udry Abstract This essay evaluates the context and persistence of extractive colonial policies in Peru on contemporary development indicators and political attitudes. Using the 1571 Toledan Reforms—which implemented a system of draft labor and reg- ularized tribute collection—as a point of departure, I build a unique dataset of annual tribute records for 160 districts in the Cuzco, Huamanga, Huancavelica, and Castrovirreyna regions of Peru over the years of 1571 to 1812. Pairing this source with detailed historic micro data on population, wages, and regional agri- cultural prices, I develop a historic model for the annual province-level output. The model’s key parameters determine the output elasticities of labor and capital and pre-tribute production. This approach allows for an conceptual understand- ing of the interaction between mita assignment and production factors over time. Ithenevaluatecontemporaryoutcomesofagriculturalproductionandpolitical participation in the same Peruvian provinces, based on whether or not a province was assigned to the mita. I find that assigning districts to the mita lowers the average amount of land cultivated, per capita earnings, and trust in municipal government Introduction For nearly 250 years, the Peruvian economy was governed by a rigid system of state tribute collection and forced labor. By combining named vegetative and geomorphological habitat designations, the Matses can distinguish 178 rainforest habitat types. The biological basis of their habitat classification system was evaluated by documenting vegetative ch<lracteristics and mammalian species composition by plot sampling, trapping, and hunting in habitats near the Matses village of Nuevo San Juan. Highly significant (p<:O.OOI) differences in measured vegetation structure parameters were found among 16 sampled Matses-recognized habitat types. Homogeneity of the distribution of palm species (n=20) over the 16 sampled habitat types was rejected. Captures of small mammals in 10 Matses-rc<:ognized habitats revealed a non-random distribution in species of marsupials (n=6) and small rodents (n=13). Mammal sighlings and signs recorded while hunting with the Matses suggest that some species of mammals have a sufficiently strong preference for certain habitat types so as to make hunting more efficient by concentrating search effort for these species in specific habitat types. Differences in vegetation structure, palm species composition, and occurrence of small mammals demonstrate the ecological relevance of Matses-rccognized habitat types. Dass, Art History William Morgan, M.F.A. Department of Visual Arts ABSTRACT Steeped in ancient traditions, modern day Peru can boast the continuation of cultural heritage dating back before 1000 BC. The coastal desert climate is perfect for the preservation of textiles long buried in the sacred graves of past peoples. From these artifacts we can see how important the textiles of the Incan culture were to its people. Some argue that internal strife was the main factor for the ease with which the Spaniards were able to conquer the advanced civilization of the Incas. Others argue that the empire was already in decline. Perhaps the textile– based economy of the Incan empire was the prime factor. History of the Incan Empire: Geographical and Political The area of South America, which once sustained the mighty Incan empire during the early half of the 10th millennium, is a diverse, breathtaking and often inhospitable land. As the Incans, led by Manco Capac, spread their empire across the South American continent they conquered numerous small tribes scattered throughout an awesome array of nature's wonders. They started their reign in the area surrounding Lake Titicaca, still considered a sacred place by their modern day ancestors, taking control of the local Tiwanaku peoples. From this region nestled in the Andes Mountains they battled their way across mountain ridges that draw a line down the coastal areas of South America.
