Research Report 2016 Research Report 2016 Cover photo: Optical Coherence Tomography (OCT) is a non-invasive research method for use with partly reflective materials with which images (cross-sections) can be constructed. The method is comparable with echography, but based on light instead of sound. OCT is often used in ophthalmology to study the retina of an eye. The resolution is as small as 10 µm; hence tiny details can be made visible. The picture shows an OCT scan (cross-section) of a healthy retina showing – in the middle – the macula: the part which enables an eye to see small details. Professor Anneke den Hollander (Molecular Ophthalmology) is an expert in age-related macular degeneration. She has identified most of the genetic causes of congenital blindness. A major achievement in her recent work was identifying defects in the complement system in age-related macular degeneration, the most common cause of vision loss in the elderly. We will therefore further consolidate and improve the quality of our research, based on the significant progress we have achieved in the past. In addition, we will intensify the impact of our research, particularly internationally. We will also strengthen our collaboration with strategic partners, both in the university context and in other parts of society. A key aim is to ensure we continue to employ highly talented staff and that there is an optimal climate for performing high-quality research. In particular we concentrate on Synthesis, Physical Organic Chemistry and the Life Sciences. Most of the latter research takes place at the Institute for Molecules and Materials, but it also includes the Radboud Institute for Molecular Life Sciences. The research infrastructure and facilities in both institutes are excellent. Numerous prestigious grants awarded over the years reflect the high quality of the research in Organic Chemistry. These include ERC Grants, NWO Spinoza Prizes, Vici grants and – together with the Eindhoven University of Technology and the University of Groningen – one of the 12 highly prestigious ‘Gravitation’ programmes for major projects that will be extended for at least 10 years. In 2016, the international peer review committee that assessed IMM concluded that the quality of research within the theme Molecular Life-like Systems is ‘world leading and excellent’. From Indifference to Entrapment deals with the question of how the Netherlands faced up to this challenge during the years 1990-1995. It was during this period that the crisis erupted into armed conflict and the single worst war crime in Europe since the end of World War II took place in the ‘safe area’ of Srebrenica. The role of the Netherlands is particularly interesting, as the country held the EC/EU Presidency during the recognition debate in 1991 and supplied the peacekeeping presence in Srebrenica. The questions addressed in this book include: Did early warning work? What role did the Dutch Presidency (July-December 1991) play in the recognition debate? Carol Fuller to the Permanent Council, Vienna May 5, 2011 The United States would like to express its deep condolences to the family, friends, and colleagues of Max van der Stoel, who passed away on April 23, 2011, in The Hague. Max van der Stoel spent his life championing for the basic human rights of those who had been deprived of them. He set a high standard as the OSCE's first High Commissioner on National Minorities by effectively defending Roma, who he said faced discrimination across Europe; by mediating between combative Albanian and Macedonian communities; and by seeking to ease tensions in the Baltic countries — newly freed from the collapsed Soviet Union — with their ethnic Russian minorities. But he was much more than our first HCNM. As just one example, as the Netherlands’ foreign minister, he visited Prague in 1977, shortly after a band of "dissidents" had written and signed "Charter '77" which called for Czechoslovakia’s implementation of the 1975 Helsinki Final Act. He was struck by the courage of the dissidents. One day when he went back to his hotel, a member of Charter '77, Professor Jan Patocka, was waiting for him. Here was a foreign minister of a Western European democracy in effect recognizing an opposition movement to a Communist government. With the tape recorders rolling, he said a government was not allowed to interfere in the affairs of another state, but that the government of the Netherlands supported the implementation of the Helsinki Final Act in all respects and expected the government of Czechoslovakia to do the same.

Het kabinet wil hiermee komen tot een kwalitatief hoogwaardig hoger onderwijs dat bovendien aansluit bij de economische ontwikkeling van Nederland en bij de topsectoren. Voor de industrie is vooral het bètatechniekonderwijs van groot belang. Het tekort aan bètatechnisch opgeleide werknemers wordt door ondernemers gezien als de grootste bedreiging voor toekomstige groei. Alle reden om hier dan ook hard aan te trekken. Dat is het afgelopen halfjaar ook gebeurd. Zo hebben de topteams, naast innovatiecontracten per sector, ook Human Capital Agenda’s opgesteld en is 13 februari het Masterplan Bèta en Technologie gepresenteerd: een aanvalsplan van het bedrijfsleven om het tij te keren en meer jonge mensen te laten kiezen voor techniek. Tijdens Industriepoort op 28 maart zal staatssecretaris Halbe Zijlstra zijn visie geven op het onderwijs en de samenwerking met het bedrijfsleven. Wat betekent het onderwijsbeleid van dit kabinet voor de industrie? Welke gevolgen heeft dit voor ondernemers? Wat zijn de effecten voor de kenniseconomie? En hoe zal hij met name omgaan met de bètatechniekopgave?
