He has over 30 years of experience providing and managing geotechnical and environmental investigations, earthwork operations, and pavement reconstruction projects, including runways, taxiways, fuel farms, hangars, and terminal buildings at airports throughout Michigan. Phil Johnson, AAE Phil is the Airport Group Manager responsible for managing and enhancing the group’s performance, client relations, and offering value-added airport management consulting services. Phil joined P&N’s airport team in 2017 following his retirement from the Gerald R. Ford International Airport as Senior VP & COO. He has 28 years of airport experience and over 37 years of professional aviation-related experience. Bob Nelesen, PE, MBA Bob has over 16 years of experience in airport consulting. In addition to assisting clients with program development and troubleshooting, he is responsible for the management and design of airport development projects, including planning, environmental, airfield, landside, cost estimating, construction safety/security issues, and construction management. John Stroo, PE John has been with P&N for more than 20 years, focusing primarily on airport design and construction. He has managed projects at both general aviation and commercial airports, including runways, taxiways, site development, navigational aids, roads, stormwater management, and airport layout plan updates. Mike Borta, PE Mike joined P&N in 2019 after his firm, QoE Consulting, joined forces with P&N. As a Senior project Manager, Mike’s 48 years of experience in Michigan airport development and background in airport electrical systems allows him to bring strong expertise to aviation projects. He knows what questions to ask to keep a project and governing agencies moving in the right direction. Gordy Bogner, PE Gordy joined P&N in 2019 after his firm, QoE Consulting, joined forces with P&N. He has 50 years of experience in airport development at approximately 80 Michigan airports. As a Senior Project Manager, he is responsible for overseeing all of the planning and engineering efforts of a project. Scott Smith Scott joined P&N in 2019 as a CADD Technician for the Airport team. With 17 years of experience, Scott is responsible for drafting as-needed design plans and providing specifications on various aviation projects. Jon Van Duinen, PE Jon has 17 years of airport consulting experience in Michigan. He works as a designer, planner, and project manager. He is a senior civil/airport engineer that has worked with a wide variety of Michigan airports, from commercial airports to small general aviation fields. Experience includes pavement design, approach clearing, Navaid sighting, stormwater design, and building design. Stephanie Green, CM Stephanie is an airport planner and has provided services to more than 20 airports in the last 16 years. Stephanie’s experience includes airport management and planning, including master plans, environmental assessments, terminal demand/capacity analysis, and ALP updates. Brian Merk, PE (as of June 2019) Brian joined P&N in 2015 after graduating from Michigan State University with a Bachelor of Science in Engineering, focusing on transportation. He provides construction observation and supports the other members of the team. Neil Beachy, EIT Neil joined P&N in 2017 after graduating from University of North Dakota with a Bachelor of Science in Civil Engineering. (1) On the first day of each month, the state 2 treasurer shall make a distribution from the fund in the following 3 order of priority: 4 (a) To the state aeronautics fund created in section 34 of the 5 aeronautics code of the state of Michigan, 1945 PA 327, MCL 259.34, 6 an amount that equals a total of $6,000,000.00 per state fiscal 7 year. The funds distributed subject to this subdivision shall be 8 used exclusively for safety and security projects at state HOUSE BILL No. 5154 03643'05 LBO 2 1 airports, including reimbursement to the comprehensive 2 transportation fund of amounts used to pay principal and interest 3 on bonds issued on or before December 31, 2007 by the state 4 transportation commission under section 18b of 1951 PA 51, MCL 5 247.668b, AND to provide the matching funds by this state for 6 federal funds to be used for safety and security at state airports.

The airport received the designation for its efforts associated with the rehabilitation and extension of its east-west runway last fall. The nearly $14 million project - which including completely repaving the runway and extending it by 115 feet, bringing its total length to 7,015 feet - will allow airlines to accommodate more passengers in the summer. Passengers were previously being bumped to lessen the cargo load in planes so that aircraft could achieve lift on the shorter runway in the thinner hot air. The project, initially estimated to take 162 days, was completed in just 21.     Michigan DOT User Guide for Mechanistic-Empirical Pavement Design Interim Edition March 2021 CONSTRUCTION FIELD SERVICES DIVISION Engineering Preamble This manual provides guidance to administrative, engineering, and technical staff. Engineering practice requires that professionals use a combination of technical skills and judgment in decision making. Engineering judgment is necessary to allow decisions to account for unique site-specific conditions and considerations to provide high quality products, within budget, and to protect the public health, safety, and welfare. This manual provides the general operational guidelines; however, it is understood that adaptation, adjustments, and deviations are sometimes necessary. Innovation is a key foundational element to advance the state of engineering practice and develop more effective and efficient engineering solutions and materials. As such, it is essential that our engineering manuals provide a vehicle to promote, pilot, or implement technologies or practices that provide efficiencies and quality products, while maintaining the safety, health, and welfare of the public. It is expected when making significant or impactful deviations from the technical information from these guidance materials, that reasonable consultations with experts, technical committees, and/or policy setting bodies occur prior to actions within the timeframes allowed. It is also expected that these consultations will eliminate any potential conflicts of interest, perceived or otherwise. MDOT Leadership is committed to a culture of innovation to optimize engineering solutions. The National Society of Professional Engineers Code of Ethics for Engineering is founded on six fundamental canons. Those canons are provided below. The meeting was called to order at 9:00 a.m. by Chair Brenda Ricksgers 2. Public Comment Undersheriff Dean Pratt read a written statement (see attached pgs. 7-8) regarding the actions taken by the Sheriff’s Department during the March 10, 2018, homicide investigation. Mr. Pratt also read the following statement from a relative of the 15-year-old survivor: “I strongly feel that all the law enforcement involved including the Antrim County Sheriff Department, Kalkaska County Sheriff’s Department, Michigan State police, EMS, fire dept, Munson hospital did a great job with such a tragic situation. I am confident that law enforcement had it handled. If any of you want to do anything helpful and kind, keep all involved in your thoughts and prayers, especially for the man who passed from his injuries and his wife and family. If you don’t have anything nice or helpful to say, keep it to yourself. There is a lot of families hurting from this tragedy and I want to remind you to be kind to one another and keep in mind most posts on social media regarding this tragedy have not been accurate. I wish I had known about this meeting so I could share my thoughts. ” Jim Janisse, Antrim County Detective Sergeant, stated that he was downstate during the incident but reminded the Committee the suspect was captured within eight hours.

OPENING REMARKS The January 30, 2020 Michigan Aeronautics Commission (MAC or Commission) meeting was called to order by Chair Roger Salo at 9:00 a.m. Chair Salo welcomed all those present. He asked for a moment of silence to honor former Commissioner James (Jim) Collins, who passed away December 20 at the age of 91. He thanked 01/30/2020 Page 1 all in attendance, then asked everyone to rise, and the Pledge of Allegiance was cited. Roll call was taken. II. COMMISSION BUSINESS A.
