And Elementary Concussion Protocol MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION YORKVILLE COMMUNITY UNIT SCHOOL DISTRICT 115 KENDALL AND KANE COUNTIES ILLINOIS, ON THE 25th OF NOVEMBER, 2019 AT 7:00 p.m. 1. – Call To Order At Roll Call, the following members were present: Dr. Brenart, Dr. Katula Mr. Kozlowicz, Ms. Shields, and Dr. Burks. Dr. Schumacher and Mr. Senffner were absent. Also in attendance were Dr. Tim Shimp, Superintendent; members of District Administrative staff; community members; and Ms. Anderson, Board Recording Secretary. 1.02 The Pledge of Allegiance of the United States was recited. 4.01 – Heart of the Fox Recognition BGS presented their “BGS Swims Together” program and what the rocks from the book “Only One You” means to BGS. 2. - Public Comment Mr. and Mrs. Hoffmann parents of a student that attended a Special Education program at YIS and believe their child is now being denied a public education because they live in Sandwich. If they lived in Yorkville they would file a complaint against Yorkville but because they live in Sandwich the complaint would have to be filed against the Sandwich school district. The parents claimed the teacher was not experienced and their child is confined in a wheelchair. Yorkville took over two days to file a report with DCFS and that was after Sandwich School District filed a report with DCFS. When Mr. and Mrs. Hoffman met with administration to discuss the situation the district denied the information and asked the parents to leave the meeting. Mrs. Hoffmann thanked Dr. Shimp for taking the time to meet with them. The parents just want to ensure this will not happen to another student and the special education programs have the proper support needed to support their students. 3.01 – Committee Reports Student Success: YHS 2020-2021 Curriculum Guide; YHS Flexible Schedule Update; 2018-2019 Student Achievement Summary; and Elementary Concussion Protocol. Operation Excellence: Electricity Contract Discussion; Discussion of 2019 Tentative Tax Levy; Bus Safety - Stop Arm Camera Update; Policy for Review; Truck Purchase; and Emergency Preparedness Update. Community of Learners: Safe School Security Officer. Partnership with Home & Community: Strategic Initiatives Awareness Plan Update – EVOLUTION 115 Video; and Yorkville Educational Foundation (YEF) Report. 1 5.01 – Consent Dr. Katula moved and Mr. Kozlowicz seconded to approve the minutes of the October 28, 2019 Board of Education Meeting; November 11, 2019 Committee Meeting Meeting; November 11, 2019 Special Meeting; November 11, 2019 Executive Session; the Activities Fund Report for October 2019; the Final Bills and Claims for October, 2019 in the amount of $841,960.71; and the Bills and Claims for November, 2019 in the amount of $1,917,557.04; FOIA request received on October 17, 2019 and responded to on October 23, 2019 from Katie Finlon from the Kendall County Record requesting a list of incidents within the school district for the last 5 years where the district personnel were made aware of students threatening suicide; FOIA request received on October 29, 2019 and responded to on November 4, 2019 from Perparim Osmani requesting school bus video; and destroy the November 13, 2017 and November 27, 2017 Executive Session recordings. Roll Call Vote: Aye: Dr. Katula, Mr. Kozlowicz, Dr. Brenart, Ms. Shields, and Dr. Burks. Nay: None. Motion unanimously carried with 5 aye votes and 0 nay votes. 6.01 – Treasurer Reports Mr. Kozlowicz moved and Dr. Brenart seconded to approve the Treasurer Reports as presented. Motion unanimously carried on a voice vote. 7. – Personnel Recommendations 7.01– Co-curricular Hires Dr. Brenart moved and Dr. Katula seconded to approve the co-curricular hires as presented: Amy Kuczkowski, Intramural Basketball Coach at Yorkville Intermediate School at a stipend of $744.00; Brian Mulvany, Intramural Basketball Coach at Autumn Creek Elementary School at a stipend of $744.00; and Chris Finke, Elementary Yearbook Advisor for Bristol Bay Elementary School at a stipend of $1,034. Roll Call Vote: Aye: Dr. Brenart, Dr. Katula, Mr. Kozlowicz, Ms. Shields, and Dr. Burks. Nay: None. Motion unanimously carried with 5 aye votes and 0 nay votes. 7.02 – Resignations Mr. Kozlowicz moved and Dr. Katula seconded to approve the resignations as presented Jennifer Sternberg, Certified School Nurse for Yorkville High School, effective December 20, 2019; Jennifer Martin, Paraprofessional for Yorkville Intermediate School, effective November 12, 2019; and Catherine Roller, Special Education Teacher for Yorkville High School, effective December 5, 2019. Motion unanimously carried on a voice vote. 7.03 - Hires Mr. Kozlowicz moved and Dr. Katula seconded to approve the new hires as presented: Joseph Grimaldi, Safe School Security Officer for Yorkville CUSD 115, Salary: $34.50 per hour; Susan Perez, Custodian (evening) for Yorkville High School, Salary: $15.56 per hour; Ivan Morales, Bilingual Paraprofessional for Yorkville High School, Salary: $15.00; and Jacqueline Garretson, 2nd Grade Teacher for Grande Reserve Elementary 2 School, Base Salary: $49,128.00 (BA+0, level 9) prorated for 113 days ($30,558.43). Roll Call Vote: Aye: Mr. Kozlowicz, Dr. Katula, Dr. Brenart, Ms. Shields, and Dr. Burks. Nay: None. Motion unanimously carried with 5 aye votes and 0 nay votes. 8. – Old Business 8.01 - 2018-2019 Audit Review – Klein Hall CPAs LLC In accordance with regulations, an outside firm will audit district finances each year. Klein Hall CPAs LLC has completed the District’s FY19 audit. Mr. Andy Mace with Klein Hall CPAs LLC presented an overview of their audit of Yorkville CUSD 115. Mr. Kozlowicz moved and Ms. Shields seconded to approve the Annual Financial Report for the Fiscal Year Ended June 30, 2019, and place it on file. Motion unanimously carried on a voice vote. 8.02 - Approval of 2019 Tentative Tax Levy The levy for the 2019 tax year must be filed with the County Clerk by the last Tuesday of December, 2019. Due to this date falling on New Year’s Eve (December 31st) this year, the required filing date is no later than December 30, 2019. The levy calculation is based on a combination of CPI, estimated EAV growth, new construction and program needs. Beginning with the 2013 tax year, the District started adopting a tentative tax levy in November in advance of adoption of the district’s final tax levy in December. This action is designed to increase transparency and provide additional opportunities for public education on the levy process. On the day of the final levy adoption, a levy presentation will be given by Mrs. Bradford. This year, the levy presentation and final approval is scheduled for December 16th, 2019. After the levy is adopted, it will be filed with the Kendall and Kane County clerks prior to the December 30th deadline. Actual tax extension information will not be known until late March, 2020. Adjustments may be made at that time and those figures are then verified by the Kendall and Kane County clerks before bills are mailed to taxpayers. The first tax distribution normally is received at the end of May/beginning of June. Prior to FY19, the District balloon levied above the limitation of the greater of the previous year CPI increase or 5%. As the District strives to continue its improved transparency and tighten the levy process, it is believed that a balloon levy is no longer required. Instead, the District is proposing a tentative levy of 4.99%. Given that EAV and New Construction estimates have been recently received from both Kendall and Kane Counties, the 4.99% levy is expected to provide more than enough capacity to ensure that all available levy extension dollars are captured by the District for the upcoming year. Within Board Policy 4.20 Fund Balances, the School District seeks to maintain year-end fund balances no less than the range of 20 to 30 percent of the annual expenditures in each fund. As part of the District’s ongoing multi-year financial projection modeling efforts, the District will continue to review the annual levy allocation and annual 3 spending by fund to determine if any re-allocations of levy dollars will need to be made before the final levy is approved on December 16th, 2019. Mrs. Bradford will prepare a 2019 Final Levy presentation that will be shared during the Regular Board Meeting on December 16th, 2019. After the presentation and after answering any questions from the BOE or the community, the District will seek BOE approval of the Final 2019 Tax Levy. Mr. Kozlowicz moved and Dr. Brenart seconded to approve the 2019 Tentative Tax Levy as presented. Roll Call Vote: Aye: Mr. Kozlowicz, Dr. Brenart, Dr. Katula, Ms. Shields, and Dr. Burks. Nay: None. Motion unanimously carried with 5 aye votes and 0 nay votes. 8.03 - Bus Safety - Stop Arm Camera Update Ms. Banovetz provided a bus safety – stop arm camera update: 245 reported number of stop arm violations that have been recorded since December 3, 2018 and only 7 reported number of recorded violations for the month of November. 8.04 – 2018-2019 Student Achievement Summary The Teaching and Learning Department and Dr. Nick Baughman presented a summary of the student achievement results from the 2018-2019 school year. The report included an analysis of the following state and national assessments given during the 2018-2019 school year: Illinois Assessment of Readiness (IAR); Preliminary Scholastic Aptitude Test (PSAT); Scholastic Aptitude Test (SAT); and Advanced Placement (AP). A discussion took place related to the 2019 Illinois Report Card school designations. Each year the Illinois State Board of Education issues each Illinois public school one of the following designations: Exemplary, Commendable, Underperforming, and Lowest- Performing. This designation is based on a variety of academic and school quality indicators.

    YHS BASEBALL PROGRAM 2020 INFORMATION Program Overview The Yorkville High School baseball program is a highly competitive athletic program. Selection, participation and playing time are not guaranteed. The selection process is conducted by professional, experienced, school board-appointed coaches. There are three teams: freshmen, sophomore, and varsity. Roster sizes vary year to year based on the pool of student-athletes trying out. The tryout/practice schedule is based on the availability of the YHS and YMS gymnasiums. As soon as it is available, the schedule will be posted at YHS, at the Academy, and on the baseball website. Please note: 1. The gym schedule for the first week is tentative and may change based on the practice times and results of the boys’ basketball regional playoff games. 2. Regardless of the scheduled practice (gym) time, if there is any day we can go outside, we may practice at a time different than what is posted. Athletes should listen to the school announcements and sign up for Remind notifications for updates/changes to the daily practice schedule and be prepared for practicing outside after school on any given day.

Mr. and Mrs. Lippy are building a new home on Garfield avenue. Mr. and Mrs. LeRoy Schilling are parents of a son born Friday, Dec. 30, at the Copley Memorial hospital. A boy was born to Mr. and Mrs. George M. Valentine at the Copley Memorial hospital Dec. 30. Eight year old Jim Wormley, son of Mr. and Mrs. Myron Wormley, who underwent an emergency appendectomy Dec. 25, came to his home four days later and was able to return to school Jan. 3 when the “think factory" reopened after the all too brief holiday vacation. Russell Rink underwent an operation at St. Luke’s hospital in Chicago Dec. 28, when a thin slice of bone was removed from the hip bone and wired between two vertebrae. He suffered intensely for four days but by Jan. 2 had begun to improve. Mrs. Rink has been going to Chicago every day. Roger does the chores and necessary work about the farm. Janice attends school, though she’d much prefer to visit her dad. The annual reunion of the Leonard Shoger descendants, the brothers and sisters and their families, met with Mrs. Emma Shoger Jan. 2. Mr. and Mrs. Wayne Fosgett and three children took his father William Fosgett to his home in Midlands, Mich. Dec. 30 and stayed over for New Years. Jan. 12: Miss Shirlee Strothman, daughter of Mr.
