Total 2,388 69 SITREP 05/01/2020 Page 1 North Central Texas Cases Johnson 90 4 Total 1,164 County of Total Tests Number of Deaths Kaufman 87 1 816 Residence Conducted (4/29) Cases Navarro 31 2 221 Collin 766 22 7,343 Palo Pinto 7 1 32 Dallas 3,718 106 28,063 Parker 30 0 1,464 Denton 786 22 7,139 Rockwall 91 3 685 Ellis 184 6 1,549 Somervell 0 0 63 Erath 12 1 296 Tarrant 2,388 69 15,619 Hood 19 3 190 Wise 20 2 340 Hunt 45 2 884 Total 8,274 244 65,868 Regional/ Tarrant County/ CFW Total Cases Day by Day CFW Positive Cases by Day SITREP 05/01/2020 Page 2 JEOC OPERATIONAL OBJECTIVES (ICS 202 FOR 05/01/2020) Situational Awareness • Update numbers of first responder exposures, isolations, quarantines, and confirmed COVID-19 cases to include locations of isolation such as at home, in hotels, or in RVs located at the Will Rogers Complex • Running update in the shelter at the Convention Center • Supplies procurement to support shelter, trailer, first responder, and hospital operations • Manage overflow shelter operations at the FW Convention Center to include the isolation and COVID Positive guest management. • Manage sheltering operations for first responders and essential emergency support personnel • Develop post-pandemic plan to address housing needs of homeless population, including gap housing for shelter populations (both COVID positive and well) • Develop site plan for secondary test site at 5000 MLK FW • Develop a site plan that also identifies a list of site resource needs and any resource gaps for the northwest site located at the North Service Center • Develop a site plan that also identifies a list of site resource needs and any resource gaps for the Kroger test site located at JP Elder Middle School Resources • Verify the supply needs for smaller medical and/or care facilities and determine if the City is able to provide resource needs • Manage all resource needs (order, receive, distribute based on priority need), maintain fluid inventory status • Coordinate assistance and support from VOAD • Work with the City’s return to work committee on procurement of PPE, cleaning supplies, and other identified items needed for protection of employees returning to work • Analyze operation and sheltering needs for the duration of incident • Secure requested items for medical testing facilities TMOC • Create plan to monitor COVID-19 Outbreaks at Senior Living Facilities, support coordination between agencies involved in managing outbreaks, and support requests for resources. • Provide Tarrant County with updated lists of COVID-19 related medical hotlines and websites as new resources are identified. • Create and distribute regional EMResource reports to identified stakeholders daily • Plan an Alternate Care Site (ACS) at the Will Rogers Memorial Center to house approximately 200 low-acuity COVID-19 positive patients in the case of patient surge JIC • Provide the public information on the city’s COVID-19 response • Provide employees information on the city’s updated policies and procedures regarding the COVID-19 response • Provide media and other outlets information on the city’s COVID-19 response. • Provide communications support for the city’s return to work mission • Provide communications support for the city’s testing mission Planning • Establish procedures for site setup and process of mask decon facility SITREP 05/01/2020 Page 3 KEY MISSION TASK STATUS: Fort Worth Battelle PPE Decon Site Fort Worth will be the regional site for the Battelle PPE decon unit. Fort Worth has announced and distributed the Battelle process to the region. Battelle should begin decontaminating N-95 masks on Sunday or Monday. Nursing Home/ SNF - Long Term Care / Assisted & Independent Living Facility The EOC continues to have contact with identified Nursing Home facilities in Fort Worth and is prioritizing PPE distribution to these facilities of concern and plans for additional assistance. Multiple pickups were arranged today. TMOC is leading coordination for this mission to include questionnaires sent out to LTC sites, a list of resources, STAR info, etc to all LTC sites in Tarrant County. EMResource daily updates, similar to what was developed for hospitals may be built out to continue to monitor and best support these facilities. Staffing resources were sent to a facility requesting assistance. REGIONAL Hospital Surge Monitoring/Mass Fatality Planning/Alternate Care Site The Medical Operations Center continues to monitor for any hospital surge planning needs. The TMOC at the JEOC has developed regional EMResource fields required by hospitals for reporting daily to continue to monitor trends and needs. The new report with the new fields is now being distributed daily. An Alternate Care Site plan has been developed and ready should it be needed. City Sponsored Testing City of Fort Worth continues to plan to begin testing and will go live on Monday. Deliveries of purchases for site setup were completed today. First Responder Testing City of Fort Worth has established first responder testing for Tarrant County first responders. Exposed/Isolation/COVID-19 Positive Facilities for First Responders & Essential Personnel In order to provide options for first responders and other essential personnel who have been exposed to or tested positive for COVID-19, the following have been made available: Data as of Friday, May 1st (Data updated on Fridays) • 51 Hotel rooms for isolation purposes in the case of exposure/waiting for testing results (+ 2 Command Rooms) • 15 RVs on site at Will Rogers Memorial Center for those who have tested positive who are unable or do not wish to isolate at home (+1 Command Trailer) • Contracts with Courtyard Marriott (52) and Extended Stay (45) for city employees/first responders • Regional RV supply is sufficient to order on demand if additional trailers are necessary The operation is being coordinated through the JEOC, and supported by Fire, Police, and MedStar. Overflow Homeless Shelter On March 18, 2020, a temporary overflow homeless shelter was opened at the Fort Worth Convention Center. Well Homeless residents needing shelter can enter at 4 p.m. each day, and the shelter closes at 7 a.m. daily. Arrangements are made to separate guests by gender and family status, as well as separation by health status (well, exposed/isolation, COVID-19 Positive). The shelter is run by Day Resource Center and the homeless medical outreach unit of JPS. The shelter has been set up in accordance with CDC social distancing guidelines, including 6 feet of separation between people, and medical protocol established by the Office of the Medical Director. A separate area within the Convention Center has been set up to serve those homeless individuals who have been exposed to COVID19 or are in need of isolation because of symptoms or awaiting test results. This area is open 24 hours a day. This area is being run by MHMR and medically staffed by JPS. RVs have been rented and placed near the Convention Center for the purpose of housing homeless individuals requiring isolation or who have tested positive. Shelter nights completed: 44 SITREP 05/01/2020 Page 4 Back to Work Committee The city has created a committee to recommend guidelines around reopening. These would be departmental city-wide recommendations that departments would use to develop individual detailed plans. The EOC will support in resource allocation and overall support. FORT WORTH CONTINUITY OF OPERATIONS • Plans have been updated and are on the JEOC SharePoint COOP tab • COOP Dashboard has been developed and Department Liaison must report DAILY by 10AM • City staffing questionnaire was modified to capture positive COVID cases SITUATIONAL AWARENESS Email: [email protected] Battelle Critical Care Decontamination System (CCDS) • Battelle arrived in Fort Worth with their equipment this week.
