Fort Worth Battelle PPE Decon Site Fort Worth will be the regional site for the Battelle PPE decon unit. Fort Worth has announced and distributed the Battelle process to the region. Battelle should begin decontaminating N-95 masks on Sunday or Monday.

Nursing Home/ SNF - Long Term Care / Assisted & Independent Living Facility The EOC continues to have contact with identified Nursing Home facilities in Fort Worth and is prioritizing PPE distribution to these facilities of concern and plans for additional assistance. Multiple pickups were arranged today. TMOC is leading coordination for this mission to include questionnaires sent out to LTC sites, a list of resources, STAR info, etc to all LTC sites in Tarrant County. EMResource daily updates, similar to what was developed for hospitals may be built out to continue to monitor and best support these facilities. Staffing resources were sent to a facility requesting assistance.

REGIONAL Hospital Surge Monitoring/Mass Fatality Planning/Alternate Care Site The Medical Operations Center continues to monitor for any hospital surge planning needs. The TMOC at the JEOC has developed regional EMResource fields required by hospitals for reporting daily to continue to monitor trends and needs. The new report with the new fields is now being distributed daily. An Alternate Care Site plan has been developed and ready should it be needed.

City Sponsored Testing City of Fort Worth continues to plan to begin testing and will go live on Monday. Deliveries of purchases for site setup were completed today.

First Responder Testing City of Fort Worth has established first responder testing for Tarrant County first responders.

Exposed/Isolation/COVID-19 Positive Facilities for First Responders & Essential Personnel In order to provide options for first responders and other essential personnel who have been exposed to or tested positive for COVID-19, the following have been made available: Data as of Friday, May 1st (Data updated on Fridays) • 51 Hotel rooms for isolation purposes in the case of exposure/waiting for testing results (+ 2 Command Rooms) • 15 RVs on site at Will Rogers Memorial Center for those who have tested positive who are unable or do not wish to isolate at home (+1 Command Trailer) • Contracts with Courtyard Marriott (52) and Extended Stay (45) for city employees/first responders • Regional RV supply is sufficient to order on demand if additional trailers are necessary The operation is being coordinated through the JEOC, and supported by Fire, Police, and MedStar.

Overflow Homeless Shelter On March 18, 2020, a temporary overflow homeless shelter was opened at the Fort Worth Convention Center. Well Homeless residents needing shelter can enter at 4 p.m. each day, and the shelter closes at 7 a.m. daily. Arrangements are made to separate guests by gender and family status, as well as separation by health status (well, exposed/isolation, COVID-19 Positive). The shelter is run by Day Resource Center and the homeless medical outreach unit of JPS. The shelter has been set up in accordance with CDC social distancing guidelines, including 6 feet of separation between people, and medical protocol established by the Office of the Medical Director. A separate area within the Convention Center has been set up to serve those homeless individuals who have been exposed to COVID19 or are in need of isolation because of symptoms or awaiting test results. This area is open 24 hours a day. This area is being run by MHMR and medically staffed by JPS. RVs have been rented and placed near the Convention Center for the purpose of housing homeless individuals requiring isolation or who have tested positive. Shelter nights completed: 44

Back to Work Committee The city has created a committee to recommend guidelines around reopening. These would be departmental city-wide recommendations that departments would use to develop individual detailed plans. The EOC will support in resource allocation and overall support.

Battelle Critical Care Decontamination System (CCDS)

• Battelle arrived in Fort Worth with their equipment this week. They are currently completing their setup and waiting on a few more supplies to be delivered before they begin the process of decontaminating N95 masks for the region. • The service is free to eligible health care facilities and personnel as well as emergency response agencies and their personnel. • Only N95 NIOSH certified respirators will be accepted for decontamination at this time. Any agency wanting to have their masks decontaminated MUST follow the registration process PRIOR to arrival of the masks on site. This process includes registration, preparation, collection, labeling of all masks, and packaging. Once this is completed, the masks can either be shipped or delivered to the testing site. The site location will identified during the registration process. Fort Worth City Facilities

Animal Care and Control Online applications for adopting dogs, adopting cats, or fostering dogs and cats are available. You can pick up your pet at the shelter or Animal shelter staff members are happy to deliver a new, adopted or fostered pet to a resident’s home.

The PetSmart Adoption Centers at Alliance and Hulen are temporarily closed. All dogs and cats are still available for adoption or foster at the main shelter, 4900 Martin St. Social distancing remains a priority. City Buildings Screening for COVID-19 symptoms are in place at public entrances of city facilities with frequent public visitors. Staff is asking all visitors if they are feeling sick and will check temperatures with a forehead thermometer. Anyone with a temperature of 99.6F or greater will be asked to leave and contact a healthcare provider. Anyone who refuses to have their temperature taken will not be allowed to enter.

City Secretary Public information requests Due to the shelter-in-place order that went into effect at 11:59 p.m. on March 24, 2020, Fort Worth City Hall is not fully open for business and is only operating with a limited crew of essential personnel.

Therefore, in accordance with the guidance issued by the Office of the Texas Attorney General, this is not a “business day” for purposes of Chapter 552 of Texas Government Code, the Public Information Act and all PIA-related processes are currently paused.

On the date that the city resumes “business days” under more normal operations, all previously received requests will resume processing and any requests submitted during the period of limited personnel will be officially noted as being received and begin being processed.

All educational presentations for children and adults have been suspended until further notice. EnVision Center The EnVision Center at MLK Community Center is closed, and all public events are canceled until further notice. These include EnVision Success Orientations, Signing Days, Tuition Assistance Outreach, Rising Stars Youth Leadership Academy, Job Fair, Education Fairs and Soft Skills Training.

There are delays in processing applications for the EnVision Tuition Assistance Program. Applications are not being accepted and in-person intake is not available.

EnVision Center personnel are available to provide in-depth consultations to discuss the EnVision Tuition Assistance Program by phone, email, Skype or WebEx Monday-Friday between 9 a.m. and 5:30 p.m. Staff will be available to discuss eligibility, the application process and required documentation, workforce training and short-term certification programs, High School Equivalency (HSE/GED) completion, apprenticeships, literacy education and ESL programs.

The Fort Worth Fire Department is taking additional steps to ensure the health of firefighters and residents. These steps include limiting exposure by sending one crew member into a situation to evaluate, wearing a P100 mask and taking in as little equipment as possible. If there is any reason to believe the call may be related to COVID-19, fire personnel will don a gown or Tyvek suit. Library All Fort Worth Public Library locations are closed. Book drops are locked to help prevent the potential spread of the COVID-19 virus. Hold onto library materials until facilities reopen. There are no late fines for materials returned in good condition after the due date.

eCards allow Fort Worth residents to access the Library’s digital resources. Apply for an eCard online. Library cards due for renewal have been automatically extended for two months. To resolve problems, email the Library. • Digital library: Go online to browse and check out eBooks, audiobooks, videos, music and more. Enjoy them from your computer or personal device. • Material due dates. The Library is not accepting materials for return since facilities and book drops are closed. Keep the materials until libraries reopen. The Fort Worth Public Library stopped charging fines for late materials last year. If materials are from inter-library loan or a MetrOPAC library and were borrowed through the Fort Worth Public Library, there will be no late fines. • On-hold items. Judges will not be available for walk-in court effective immediately. • Parking hearings in person are suspended until further notice. • All appearance, hearing, court and due dates are extended until May 15, 2020. • We will continue to serve the public by phone, online, email, drop box and mail. Fingerprinting Exceptions will be made for fingerprinting to individuals that need their fingerprints taken on fingerprint “hard cards” for healthcare licensing purposes. If the fingerprints are required to be sent electronically, they will need to contact an “electronic” fingerprint vendor to have these prints taken and submitted. A search online can provide the closest vendor.

Police reports: To file a police report, use the Fort Worth Police Department’s online report tool. This tool allows anyone to submit a report immediately and print a copy of the report for free.

Online police reports must meet certain criteria: • The reported incident is not an emergency. • The incident occurred inside the Fort Worth Police Department’s jurisdiction/city limits. • Once a report has been generated, the reporting party will see the words, “Your online police report has been submitted.” The party will be provided a report number and the option to print a copy of the report for personal records.

The online reporting tool is limited to certain crimes: • Harassing phone call • Identity theft • Theft • Theft from a vehicle • Shoplifting (with no suspect information) • Vandalism • Theft of service packet Additional report types may be added in the near future.

Warrant/Identification. The Warrant/Identification Unit office at 350 W. Belknap St. is closed to the public. Purchasing For Procurements currently out for bid and new bids: so long as the bid is received in Purchasing by the deadline, bids are being accepted by mail, or in the lobby at the South End of City Hall from 8:30 a.m.-1:30 p.m. on Thursdays.

Bid Opening Beginning on April 2, 2020, the public will be able to watch public bid openings via livestream on Fort Worth TV. The city opens bids at 2 p.m. on Thursday. The four drop-off stations and the Environmental Collection Center are open, but residents are asked to remain in their vehicle and show an approved identification (CFW water bill or driver’s license) through the window upon entering. Compost 101 and Master Composter classes are canceled. Check online for rescheduled dates. Stormwater In addition to COVID-19 changes, the increased rain has also caused some flooding. To report street flooding or clogged storm drains, please use the MyFW app or call 817-392-1234. Transportation & Public Works Construction continues as normal on all projects; however, public meetings related to upcoming capital improvement projects have been canceled or postponed. Presentations for meetings currently on the calendar will be recorded and will be available on project pages. All administrative services provided by Transportation & Public Works that are deemed “essential” will be conducted by appointment only. Appointments with the public will initially be scheduled on Mondays, Wednesdays, or Thursdays. Bike to Work Week has been postponed to Sept. 21-27, with Bike to Work Day coinciding with Car- Free Day on Sept. 22. Learn more. VITA Volunteer Income Tax Assistance (VITA) sites are operating. Call 211 to get updates on phone numbers and hours to complete income taxes remotely. The federal income tax due date has been extended to July 15, 2020. Water Nonpayment: Fort Worth is ensuring customers have continued access to potable water for handwashing and personal hygiene during this emergency by temporarily halting disconnections due to nonpayment, with the overriding goal to halt the spread of COVID-19. This applies to all active residential, commercial and industrial accounts.

Utility staff will continue to review accounts each billing cycle, water bills will continue to be sent out and delinquency notifications will be sent out under the normal process. Service interruptions for nonpayment will resume at a later date. • Late fees: Knowing some customers are unexpectedly unemployed because of COVID-19, Fort Worth is suspending charging late fees on its utility bills. This measure applies to bills with due dates from April 1 through June 30. The action does not forgive past late fees owed. Customers experiencing financial hardship due to the COVID-19 event should call 817-392- 4477 between 7 a.m. and 7 p.m. to make payment arrangements.

Customer service walk-in lobby: The Water customer service lobby is closed until further notice. There are several alternate payment options available, as outlined below.

Restaurants Visit Fort Worth unveiled a webpage to showcase Fort Worth restaurants that offer curbside and delivery service during social distancing. The page features more than 300 restaurants and will be refreshed daily. Texas Department of Motor Vehicles The 16 Regional Service Centers will be closed to the public for in-person transactions. When possible, TxDOT will look to offer virtual participation strategies for public input. TxDOT has closed the lobbies of its 12 Travel Information Centers until further notice. Texas Health and Human Services The agency is encouraging Texans to submit benefit applications and other paperwork online and to reduce foot traffic in the state’s more than 250 eligibility offices. Since Monday, March 23, Trinity Metro will be doing temporary service adjustments to reduce the COVID-19 risk for customers and employees. Additionally, Trinity Metro will offer free rides on bus routes, ACCESS and TEXRail to significantly minimize the amount of contact between operators and customers, as well as conductors and riders.

This service change is expected to last two weeks, and then the status will be re-evaluated to see if any additional changes are needed.

Below is more information about service reductions: Trinity Metro Bus Service All regular bus service will operate on a modified Sunday schedule seven days a week. This means that the schedule those routes use on Sunday will be duplicated throughout the week. • Routes that do not operate on Sunday, such as downtown Lunch Line and 71-Forest Hill, will be temporarily suspended. • Express routes 63X/64X and 65X will continue to operate on their regular schedules.

Trinity Metro TEXRail TEXRail will shift to an hourly service, which is based upon the current schedule, seven days a week. Check the temporary modified TEXRail schedule.

Trinity Railway Express TRE will operate six days a week with modified weekday schedule, its standard Saturday schedule and no service on Sundays. Check the TRE Saturday schedule. Because TRE is a shared service with DART, those passengers will need a ticket to ride.

Trinity Metro ACCESS The number of ACCESS rides will be reduced, with a focus on only making essential trips. To reserve a trip, please call 817-215-8600.

Trinity Metro ZIPZONE ZIPZONE services are not impacted by this temporary change. If you need service in the Mercantile Center area, use the ZIPZONE app to request your ride. If you need service in the Alliance area, use the Lyft app to request your ride. If other alterations are needed, Trinity Metro will provide updates three days before changes are implemented.

Frontline staff and chain of command (Police, Fire, and MedStar) are operating under Medical Directive 2003004– COVID March (3/24) and has been distributed. Fort Worth Fire Department The department will work to limit exposure to any possible coronavirus by only sending one crew member into situations to evaluate. That one crew member will wear a P100 mask and will carry in as little equipment as possible. If there is any reason to believe the call may be related to COVID- 19, the crew members will add a gown or Tyvek suit. Fort Worth Police Department Fort Worth police will stop arresting people for low-level crimes if a ticket can be issued instead.

The department made the decision in an attempt to shield their officers from getting infected with or spreading the COVID-19 virus.

Officers will not be able to make Class C misdemeanor arrests without getting approval from a watch commander, according to a source within the police department. MedStar The MedStar System is operating under DSHS Criteria to Guide Testing of PUIs for COVID19 (PDF, V.5.0, updated 3/11/2020)

Fort Worth Hospitals - Updated – 5/01/20 EM Resources is being monitored for daily and a hospital monitoring dashboard has been developed to monitor trends. Due to sensitivity of data, this is currently monitored in the JEOC and data is only distributed to need to know individuals. Overall capability and PPE allocations are adequate but continued work for expected peak surge.

Fort Worth Schools/Higher Education

FWISD is also canceling all activities, including travel for both adults and children, through that time frame. SITREP 05/01/2020 Page 15 Fort Worth ISD Career & Technical Education (CTE) is producing 300-350 face shields a day to be donated to healthcare professionals at Texas Health Resources, the Fort Worth Fire Department, and the Joint Emergency Operations Center serving Fort Worth and Tarrant County. CTE’s goal is to produce approximately 4,000 face shields in the coming weeks and reassess any additional needs at that point.

More than 11,500 employees of the Fort Worth Independent School District will continue to receive wages at least through May 4 under a plan authorized by Superintendent Kent P. Scribner. You can read the entire document outlining pay and expectations on the FWISD website.

At its scheduled online meeting on Tuesday, April 14, the Fort Worth ISD Board of Education ratified the emergency purchase of thousands of Chromebook computers. The Board also approved the purchase of thousands of internet hotspots.

Beginning the week of April 13, the meal distribution will be adjusted from daily (Monday through Friday) to a two-day a week schedule (Monday and Thursday). The District will provide six meals per child on each distribution day. This will improve the efficiency of providing more meals to children, while better practicing CDC guidelines of social distancing. The first distribution day under this new format will actually be on Tuesday, April 14 because Monday, April 13 is a student holiday. The second meal distribution day will be Thursday, April 16. The regular Monday and Thursday distribution cycle will begin the week of April 20.

The President of Texas Wesleyan University announced that the university is planning for students to safely return to campus for the fall 2020 semester. He stated that because of the small classroom sizes, the university will be able abide by government and public health guidance.

The residence halls will remain open only for students who do not have other suitable accommodations available to them.

The decision has been made to finish the spring semester in an online-only format. All summer classes will be offered virtually. Until further notice, all Texas Wesleyan events and activities hosted on campus are canceled. These includes activities being held at, among others: Sid Richardson Gym and pool, West Library, Morton Fitness Center. The University has decided to continue in an online learning environment for almost all courses offered from May through August of 2020.Texas Christian University Chancellor Victor J. Boschini, Jr. announced to students, parents, faculty and staff that the university intends for students to safely return to campus for the fall 2020 semester, with a planned start date of Aug. 24. Chancellor Boschini stated that TCU will continue to abide by government and public health guidance and that under his direction, the Fall 2020 Campus Readiness Task Force will oversee the safe return of residential life and on-campus instruction.

TCU has now suspended all University-sponsored domestic and international travel until August 1, 2020 or until further notice.

A second construction worker at the TCU Music Center has tested positive for COVID-19. The individual was in a work team and had direct contact with the individual who tested positive for COVID-19 on April 17. The building is new construction and is not open to faculty, staff or students. This individual was last at the work site April 16. The area was cleared of personnel and sanitized at that time and construction at the building is paused until May 1 (14 days from the time the individuals were last at the work site).

The general risk to the TCU community from this case is considered low, given that the construction site is a new building and closed to anyone other than construction personnel. This is the second

• JEOC Risk Management plan is in effect with (FOR ESSENTIAL STAFF ONLY) o Increased janitorial services o Hand sanitizing stations o Increased signage o Required check-in and checkout in/out of the EOC o Temperature/screening monitoring upon entry and before lunch o OEM staggered schedules o Required mask use in the EOC • EOC entry is being limited to ONLY assigned positions. • Additional screening questions added to front screening for Texas executive order, additional travel concerns, and for work in the last 7 days in frontline first responder work to continue to minimize vulnerability to EOC staff.
