Foreward The year 2015 was a remarkably year for , new governments were elected at the National and State levels, and had a new administration with the election of Rt. Hon Aminu Bello Masari as the State Governor. For Umaru Musa Yar’adua University we had our own transitions and we can correctly term the year a transition year. A new Vice Chancellor in the person of Professor Idris Isa assumed office half way into the year after the completion of tenure of Professor Mu’utasium Ibrahim. Three government representatives in the Governing Council, Professor Danjuma Maiwada, Professor Halima Sa’adiya Idris and Dr. Rabe Nasir were appointed to replace three external members who completed their tenure. Earlier in the year the Bursar, Mallam Abubakar Mohammed and the University Librarian, Mallam Misbahu Na’iyya assumed duties. The University achieved 100% success with the presentation of 25 undergraduate programmes for accreditation that was conducted by the National Universities Commission (NUC). This was a remarkable achievement and it increased the confidence in several multiples by all stakeholders in the overall standing of the University. Additional postgraduate programmes were introduced in the Faculties of Education, Humanities and Natural and Applied Science with a resultant increase in the postgraduate students in the University. A lot was also achieved during the year in terms of physical infrastructure with the completion of several projects that included three student hostels for female, male and post graduate students. Also completed and put into use is a 500 seat capacity computed based testing centre. The funding of the projects came largely from Federal Government NEEDS Assessment Fund. Overall Umaru Musa Yar’adua University had a successful year with timely completion of the academic year. There were improvements in the standard and quality of teaching as a result of dedication from staff. Staff were actively involved in research, seminars, attendance to conferences and community service. The mutual relationships within and outside the university community were maintained. The students displayed high level of commitment to their studies as attendance to lectures, practical and other academic activities were high. The University continue to benefit from the full support of the State Government through regular funding of its budget. Overall UMYU had a successful and eventful 2015.

1. INTRODUCTION

Umaru Musa Yar’adua University, formerly known as University, was established under the Katsina State Law No.7 of September, 2006. The Katsina State University was conceived to serve as a nucleus for socio-economic, technological and political development of the State by producing highly skilled human resource through conventional face-to-face and distance learning modes. It is the hope and aspiration of the Government and people of Katsina State to establish, nurture and develop a World Class University driven by modern information and communication technology (ICT) culture. The Katsina State House of Assembly on April 08, 2009 passed a Law that changed the name of the University from Katsina State University to Umaru Musa Yar’adua University, Katsina. The renaming was in honour of the then immediate past State Governor and the then President of the Federal Republic of Nigeria, Umaru Musa Yar’adua. The permanent site, a land of 1029.33 hectres along Dutsen Ma Road, Katsina was commissioned on April 09, 2009, a day after the renaming, by His Excellency, Alhaji Umaru Yar’adua, the Late President of Federal Republic of Nigeria. Umaru Musa Yar’Adua University is well established with good infrastructure and is significantly ICT driven, meeting the objectives for which it was established. The momentum of growth and development of the University achieved from its planning has been significantly sustained.

1.1 VISION Umaru Musa Yar’adua University aspires to be one of the best Universities in Nigeria with an established reputation for high quality teaching and research and innovative learning delivery techniques and to be in full harmony with its host community as the formulator of its hopes and aspirations and the promoter of its core cultural and spiritual values. 1.2 MISSION The mission of the Umaru Musa Yar’adua University is to produce well grounded, sound, God-fearing and entrepreneurially minded graduates, equipped with problem- solving and other skills attuned to the demands of the 21st Century environment, who can be self-employed, and whose skills and knowledge would accelerate community development in particular and nation building in general through the regular and distance education modes using information and communication technology as a tool, thereby widening access to higher education significantly.

2. GOVERNANCE

Governing Council

The Governing Council for the University as provided by the Law establishing the University is the highest governing body of the University with overall responsibility for the policy and control of the finances and properties of the University. Functions of the Council include approval of the annual budget, annual accounts, annual reports and other documents which shall reflect the result of the University’s activities. Other provisions on functions and procedures of the Governing Council are detailed in the third schedule of the University Law. The Council consist of: Pro-Chancellor (Chairman); Vice-Chancellor; Deputy Vice- Chancellor(s) two persons appointed by the Senate from the members of that body; one person elected by the Congregation from among the members of that body not being a member of the Senate; one member elected by the Convocation from among members of that body; three persons to be appointed by the Visitor; the Commissioner or Chief Executive in charge of Higher Education in the State; the Permanent Secretary, Katsina State Ministry of Finance and the Registrar serve as the Secretary.

University Senate The general function of the Senate is to organise and control teaching, promote research in the University and to maintain these with the highest degree of excellence. The Senate controls admission into the University and generally provide for the welfare and discipline of the students. Specific functions of the Senate are provided by the Law and the Statue establishing the Senate of the University. The Senate consist of the Vice-Chancellor; the Deputy Vice-Chancellors; the Deans of Faculties, Postgraduate School and Student Affairs; Professors; Head of Academic Departments/ Institutes/Centres and/or Units; the University Librarian and such teachers not being below the rank of Lecturer I and not being more than one third of the total number of non-elected members of the Senate elected by the Congregation and at least one of whom shall come from each Faculty. The Registrar serves as Secretary to the Senate.

3. HUMAN RESOURCE

The University has come a long way in the recruitment of staff (both Academic and Non-Academic) for the smooth running of the system. As a policy, only relevant and qualified staff are employed through competitive interviews with the aim of having a highly quality human resource to effectively and efficiently render services towards the overall achievement of the University set goals and objectives.

The University had a total of 1024 staff this year (Academic and Non-academic) as summarized below:

Security services are provided by Messrs Lynx Security Consultants and Messrs De- law Security Services for the University. They provide the Security personel that manned the various units of the University.

In a similar manner Messrs Immaculate Facility Managers are engaged to provide facility management services to Umaru Musa Yar’adua University. These to a very large extent had reduced the number of supporting staff of the University.

4. ACADEMIC ACTIVITIES

In line with the university’s vision to be one of the best environment for high quality teaching, research and innovation, Staff engage in different researches, workshops, attendance to conferences and community development projects where the outcome of all these were published as journal articles or book chapters.

During the year under review, some of the researches carried out at the Ibrahim Shehu Shema Centre for Renewable Energy Research (ISSCeRER) are the Model Solar-Wind Hybrid Power System for Off-grid Rural Areas in Katsina State. The aim of the research project was to develop a prototype 1 KW micro solar-wind hybrid power system.

Another research carried out in the year is the Development of Model Biogas Generation Pilot Scheme. The aim of the project was to design and construct a 20m3 biogas digester that can produce biogas that could be utilized in the University and to exploit avenues for possible pressurizing it into containers for use in other laboratories in Secondary Schools around the state. The project have completed the construction of the bio-digester pit tank.

The University also caried out research project on Development of CSP System for off-grid power generation. The aim of the project was to develop a micro CSP power

Page 8 of 60 system for micro grid electricity generation. This project was initiated in collaboration with the National Solar Research Centre in Niger Republic.

Research on Development of Micro-fluch Toilet from locally sourced materials was also carried out in the University. The aim of the research was to develop a hybrid bio- gas/micro-flush toilet for water conservation and provision of limited fuel for modular power system integration.

Another research was also carried out on the Development of Micro Wind turbine for low wind speed applications. This research was conceived in order to address the problem of low wind speed yield. The University is collaborating with the University of Cranfield on this research funding for this project. During the year under review, the University Community benefited from the EU Grant Project on Sustainable Development of Farm-agroforestry and fuel wood Conservation System in North-West Katsina. The project has successfully established 230 private nurseries across the 5 LGAs through PPP arrangements with private nursery owners with total production capacity of 1 million seeding per annum.The direct employment level generated by this activity was about 1500, the indirect employment was about 3000 people and net income to the communities.

In terms of training and training and development, the ISSCeRER has trained four (4) Mechanical Technologists on CNC lathe and milling machines operation using a team of experts from BUK, ABU and Kaduna Polytechnic as resource persons for the training.

The University together with the Department of Chemical Engineering of ABU, Zaria and the National Research Institute for Chemical Technology, Zaria arranged bench work for four (4) weeks, to enable its staff acquaint themselves with the analytical methods employed in bio-fuel instrumentation.

The Entrepreneurship Study Centre in collaboration with Network for African Students' Entrepreneurs during the year organized a Workshop were Entrepreneurs within Katsina were invited who delivered papers on their experiences as business men.

During the period under review, a number of publications were made in the year among them is the Journal titled” Alma’arif Journal of Arabic and Islamic Studies”.by the Arabic Department. The department of Islamic Studies also successfully published Vol. 3 No. 1 of Al-Hikmah Journal. A bi-annual Journal, HIMMA: Journal of Contemporary Hausa Studies Volume 4 No.1 was also published by the department of Nigerian Languages of the University. Also in the year, a staff of the department of Mathematics was assigned to write a book on Mathematics; which was published by the Katsina State Government and copies of the book have been in circulation across the state secondary schools. Further academic activities of the university included, the accreditation exercise for Twenty Five (25) undergraduate academic programmes that were due for the re-visit of National Universities Commission (NUC) was carried out where all the programmes got full accreditation.

The year under review was another successful year as all the academic activities went smoothly and courses were adequately covered. The university conferred a total of 986 degrees in different classes for the 2014/2015 academic session.

1. UNIVERSITY LIBRARY

The year under review was a particularly challenging one for the Library but amidst these challenges there were important achievements. The Library continued to utilize innovative measures to create users awareness, upgrade and remodel facilities while at the same time maximizing the use of information resources available. With strong commitment from staff members, many targets of the 2015 session were achieved.

Users of the Library benefited from ongoing physical modifications. The continuing upgrades resulted in increased seating capacity, provision of spaces for group and individual study, improvement in computer facilities, and the provision of specialized spaces for postgraduate students.

6. STAFF DEVELOPMENT

In keeping the hopes and aspirations of the founding fathers of the University, the University had, since inception, vigorously pursued the issue of Staff Training and Development. As a policy, first degree holders employed as Graduate Assistants by the University are placed on a three-year probation within which to obtain Masters Degree or have their appointments determined. A summary of academic staff undergoing various degree programmes under University sponsored Staff Training and Development (STD) and Tetfund is presented below.
