They are worth supporting and worth treasuring. They are our National Forests. The National Forest Foundation exists to perpetuate the wide-ranging values of National Forests and Grasslands. In the quest to conserve and enhance our public lands, the NFF frames our work within a core set of values that help us to perpetuate the forest and watershed benefits of importance to us all. This letter is a summary and explanation of the enclosed Colorado Parks and Wildlife (CPW) 2020-2021 OHV Trail Grant funding recommendations for Parks and Wildlife Commission (PWC) approval during the May 2020 meeting. We are requesting approval for 60 grants for a total award amount of $4,273,860. BACKGROUND INFORMATION: The Colorado Parks and Wildlife Division’s (CPW) Trails Program, a statewide program within CPW, administers grants for trail-related projects on an annual basis. Local, county, and state governments, federal agencies, special recreation districts, and non-profit organizations with management responsibilities over public lands may apply for and are eligible to receive non- motorized and motorized trail grants. Colorado’s Off-highway Vehicle Trail Program CPW’s OHV Program is statutorily created in sections 33-14.5-101 through 33-14.5-113, Colorado Revised Statutes. The program is funded through the sale of OHV registrations and use permits. It is estimated that almost 200,000 OHVs were registered or permitted for use in Colorado during the 2019-2020 season. The price of an annual OHV registration or use- permit is $25.25. Funds are used to support the statewide OHV Program, the OHV Registration Program and OHV Trail Grant Program, including OHV law enforcement. The OHV Program seeks to improve and enhance motorized recreation opportunities in Colorado while promoting safe, responsible use of OHVs.

    "A Pleasant Winter for Lew Wilmot" BY LUTHER PERRY WILMOT In 1860 on the 1st of July, Father and I1 mined in Georgia Gulch. Having worked all summer, most of the time improving a Claim we had leased for three years, Father wanted to stay in the Gulch all winter and do what he could toward getting ready for the early run of water in the spring.2 1 The author, Luther P erry Wilmot, was born in Freeport, Illinois, in 1839. His father, Benjamin Robinson Wilmot, was native to Kentucky, while his mother, Virginia Hawkins Wilmot, was born in Virginia. See Norman B. Adkison, The Nez Perce Indian War and Original Stories (Grangeville, Idaho: Idaho County Free Press, 1966), p. 20. According to information written to the Librarian of the State Historical Society of Colorado by Wilmot's last surviving child, Cynthia Ann (Mrs. Miles) Ramsey of Olympia, Washington, the Wilmots were living in Atchison, Kansas, when Luther came to Colorado with his father. His account of the winter of 1860-61 is presented here with his own vigorous observations and spellings. 2 The mining area of Georgia Gulch lay below 11,598-foot Georgia Pass in the Park Range on the northwest slope. It sprang up coincidentally with mines of the Blue River and South Park. The Canon City Times on February 16, 1861, p. 2, reported that about four hundred people were wintering in the Gulch, 175 being in the camp called Georgia, where provisions were available.
