2. PURPOSE

Main reason why the position exists, within what context and what the overall end result is. The Position The Iqaluit International Airport is the single largest piece of infrastructure in Nunavut and is critical to the well-being of the territory. The Iqaluit International Airport Improvement Project (IIAIP) is the first Public Private Partnership (P3) agreement in Nunavut and the most expensive project undertaken by the Government of Nunavut to date. The Project Agreement governing the IIAIP includes the initial four year construction phase as well as the following 30 years of operations and maintenance, and is the most complex commercial agreement ever entered into by the GN. The Manager, Iqaluit Airport Operations acts on behalf of the Government of Nunavut as the GN Representative named in the Project Agreement to ensure that the Private Partner lives up to their contractual obligations and that the Iqaluit Airport continues to serve the best interests of Nunavummiut. This is accomplished through close and continuous management of the IIAIP Project Agreement, planning and managing other airport related initiatives and improvements, providing expert advice to the GN, and participating in development of policies regarding airports and other transportation services in Nunavut.

3. SCOPE

Describe the impact the position has on the area in which it works, or if it impacts other departments, the government as a whole, or the public directly or indirectly. This position includes responsibility for oversight and monitoring of all operation and maintenance activities, regulatory compliance, reporting requirements and service levels delivered by Project Co under the terms of the IIAIP Project Agreement. The Manager, Airport Operations serves as the GN's principle representative on all matters pertaining to operation and maintenance of the Iqaluit Airport. In addition, the Manager is responsible for exploring and undertaking initiatives outside the Project Agreement which may include additional improved infrastructure, services, or operations at the Iqaluit Airport. As a senior advisor in matters of aviation and other modes of transportation, the Manager will be expected to play a key role in advising other senior government

The Manager, Iqaluit International Airport reports to the Assistant Deputy Minister of Transportation located in Iqaluit and has a support staff of two (2) specialists: • Revenue & Contracts Officer • Iqaluit Airport Compliance Officer

4. RESPONSIBILITIES

Describe major responsibilities and target accomplishments expected of the position. Specific Accountabilities

1. Acts as the GN Representative and the key interface between GN and Project Co for all matters of the IIAIP Project Agreement in the following ways: a. Monitor the Project, and Project Co’s performance of the Project Work in accordance with the Project Requirements, by any means, including the system of inspection, testing, surveys, certification, review and audits as set out in the Project Agreement; b. Attend site and other progress and technical meetings (including in the company of such other GN representatives, consultants, contractors, Governmental Authorities and/or advisors as the GN Representative considers appropriate) and receive and review minutes and reports; c. Monitor and review the obtaining and, where applicable, renewal or extension by Project Co of Permits, and the compliance by Project Co with Laws and Permits; d. Request Changes, including Minor Works, in accordance with the Project Agreement, receive and consider Innovation Proposals, and negotiate and make all consequential decisions on behalf of GN, including countersign Change Certificates in respect of such Changes and Innovation Proposals

to ensure any changes under the Project Agreement are fully considered, well substantiated, and properly approved; and that the financial impact to the GN is minimized; e. Make and receive claims of Supervening Events and Disputes pursuant to the Project Agreement, and negotiate and make all consequential decisions on behalf of GN in respect of such claims; f. Monitor the performance by Project Co of Project Co Environmental Obligations; g. Audit and monitor Project Co’s Quality Management System; h. Inspect and audit the Records; i. Monitor the performance by Project Co of the Inuit Content Requirements and attend meetings related to Schedule 24 Advisory Panel; j. Perform all such functions as may be ascribed to the GN Representative under the Project Agreement or any other GN Project Document, or otherwise under the Project Requirements; k. Receive and deal with all matters submitted to the Review Procedure, to the Consent Procedure or for information only pursuant to any provision of the Project Agreement or any other GN Project Document; l. Perform any other functions under the Project Agreement or any other GN Project Document or otherwise under the Project Requirements, which are to be carried out by GN; m. Chair the Joint Operating Period Committee for the purposes of managing the relationship between GN and Project Co at the Iqaluit Airport and reviews all meeting minutes; n. Provide regular and periodic reports to the Assistant Deputy Minister; appropriately identifies issues, proposes options and makes recommendations for the GN Steering Committee's review and decision; o. Ensure that Project Co adheres to all contractually-specified deliverables; acts on any Project Co breaches of the Project Agreement; prepares GN's position for Dispute Resolution. p. Ensure that GN meets all of its contractual obligations.

2. Manages risk and maximizes opportunity to the Government of Nunavut at the Iqaluit Airport in the following ways: a. Receives complaints, concerns and feedback regarding the performance of the airport within and outside the Project Agreement and works to resolve issues on a timely basis. b. Undertakes planning, development and delivery of airport improvement projects outside the scope of the IIAIP. c. Through statutory authority under the Commissioner’s Airport Lands Regulations, oversees the development of business opportunities on Iqaluit Airport lands. d. Interprets policy, analyzes trends, and provides expert advice to GN senior officials and government staff on all matters relating to the Iqaluit Airport. e. Coordinates communication activities on behalf of the GN on issues affecting the public and other stakeholders.

f. Provides leadership in the development and implementation of policies relating to the Iqaluit International Airport.

3. Provides Specialized information and support by: a. Participating as the Iqaluit Airports Division senior representative at intergovernmental and interjurisdictional meeting and forums; b. Advising the ADM Transportation on airport policy and strategic development for the Division; c. Establishing and implementing meaningful goals, objectives and priorities for the Division; d. Interpreting , analyzing and giving expert advise to senior officials and government staff, non government agencies, communities, the public and industry on departmental legislation, policies, strategies, programs, guidelines, services and procedures; e. Contributing to planning and development of an integrated transportation network in Nunavut; f. Liaising with the Director, Nunavut Airports, to provide advice and support in airport operations, training and development and general mutual assistance; g. Developing and distributing operational and training and development manuals, airport program standards and notices of changes in legislation, policies, standards and procedures; and h. Preparing backgrounders, briefing notes, media communications and speeches for the Department relating to the Iqaluit International Airport.

4. Manages Human Resources by: a. Supervising 2 full time specialists b. Ensuring development of annual individual employee work plans based on the annual business plan, completion of periodic performance reviews, and an annual performance review for each staff member at year end; c. Reviewing staff work on a regular basis to ensure conformity to established quality standards; d. Imposing the progressive disciplinary process; e. Building a strong team environment within a safe and respectful workplace; and f. Providing individual on-the-job mentoring and coaching at regular intervals. g. Participating in recruitment; employee retention projects; succession planning; and vacancy management initiatives and grievance response for the Division consistent with the Collective

5. Manage Financial Resources by: a. Developing the Divisions Capital and Operational budget contributing to the overall Branch budget; b. Authorizing expenditures within limitations; c. Monitoring expenditures and analyzing the use of financial resources for various activities throughout the year; and

d. Submitting timely financial and variance reports; and e. Monitors the divisions revenue and contracts;

This knowledge is normally acquired through obtaining a degree from a university in Aviation Management, Aviation Operations, Engineering, Law, Business or other related field. A minimum of 6 years experience in Airport Operations is required with at least 3 years of supervision experience, however, it may be acquired through a varied combination of education, training and recent experience.

6. WORKING CONDITIONS

List the unavoidable, externally imposed conditions under which the work must be performed and which create hardship for the incumbent. Express frequency, duration and intensity of each occurrence in measurable time (e.g. every day, two or three times a week, 5 hours a day).

Physical Demands

Indicate the nature of physical demands and the frequency and duration of occurrences leading to physical fatigue or physical stress. Work normally performed in an office at the airport facility may result in: • Short response times to workload varying from simple to complex; • Longer than normal work days once a week; • Daily work load, clients and the public; • Sitting daily at a desk or in meetings for extended periods; • Daily keyboarding for extended periods; and • Daily reading reports, analysing data or looking at a computer monitor for many hours during the day.

Work performed away from the office may result in exposure to: • Physical endurance to remain functioning during the emergency response up to 16 continuous hours. • Walking over uneven terrain during site inspections; and • Twice weekly participation at and sitting at meetings after normal working hours and/or during weekends when listening to and responding to issues over many hours.

Environmental Conditions Indicate the nature of adverse environmental conditions to which the jobholder is exposed, and the frequency and duration of exposures. Include conditions that increase the risk of accident, ill health, or physical discomfort. Demands are: • Exposure to normal airport aircraft and vehicle operations during inspections; • Exposure to security and emergency services vehicles and equipment and aircraft operations during emergency exercises and responses; • Walking over uneven terrain and riding in vehicles during site inspections; • Frequent exposure to winter temperature extremes in a harsh environment when temperatures drop to in excess of -50C; • Twice monthly winter blizzards lasting for days disrupting work and travel schedules; • Daily exposure to mosquitoes in summer months when conducting site audits and inspections. • Exposure to constant loud noises and vibrations from working in the vicinity of aircraft; • Muscle cramps on larger aircraft monthly flights that exceed 4 hours with limited opportunity for relief; and • Twice monthly participation at and sitting at meetings after normal working hours and/or during weekends when listening to and responding to issues over many hours.

Sensory Demands Indicate the nature of demands on the jobholder’s senses. These demands can be in the form of making judgments to discern something through touch, smell, sight, and/or hearing. It may include concentrated levels of attention to details though one or more of the incumbents’ senses. Conditions include: • Judging state of health through sight, touch, smell and hearing of persons involved in airport emergencies or rescues and determining first aid or CPR response; • Must be alert to touch, smell, sight, and or/ hearing indicators for threats from fire, explosives, projectiles, hot objects, collapsing aircraft and buildings, flammable fuels and vapours and other toxic and noxious substances and dangerous goods during security and emergency exercises or responses; • Must be alert to verbal and non verbal body language to determine if persons are being truthful and/or for the potential for physical violence; • Sight and sound for aircraft, maintenance and servicing vehicles during site inspections; • Hearing concentration to understand radio communications during times of loud conflicting background noise while conducting, inspecting, or auditing airport operations; • Daily extended periods of reading reports or looking at a computer screen; • Daily extended daily periods of keyboarding; and • Daily assessment of verbal indicators, body language and other non-verbal indicators when responding to queries or gathering information.

Mental Demands Indicate conditions within the job that may lead to mental or emotional fatigue that would increase the risk of such things as tension or anxiety.
