Economic impacts This new supply of energy has led to falling gas prices and a reduction of energy imports. Low gas prices have benefitted households and industry, especially steel production, fertilisers, plastics and basic petrochemicals. The production of tight oil is costly, so that a high oil price is required to make it economically viable. -

The $300m Christophe de Margerie carried a cargo of liquefied natural gas (LNG) from Hammerfest in Norway to Boryeong in South Korea in 19 days, about 30% quicker than the conventional southern shipping route through the Suez Canal. The tanker was built to take advantage of the diminishing Arctic sea ice and deliver gas from a new $27m facility on the Yamal Peninsula, the biggest Arctic LNG project so far which has been championed by the Russian president, Vladimir Putin. On its maiden voyage, the innovative tanker used its integral icebreaker to cross ice fields 1.2m thick, passing along the northern sea section of the route in the Russian Arctic in a record six-and-a-half days. “It’s very quick, particularly as there was no icebreaker escort which previously there had been in journeys,” said Bill Spears, spokesperson for Sovcomflot, the shipping company which owns the tanker. “It’s very exciting that a ship can go along this route all year round.” A Russian tanker has carried a cargo from Hammerfest in Norway to Boryeong in South Korea in 22 days, about 30% quicker than the conventional southern shipping route through the Suez Canal Environmentalists have expressed concern over the risks of increased ship traffic in the pristine Arctic but Sovcomflot stressed the tanker’s green credentials. -

The multibeam survey along the ridge crest shows a maximum sill depth of about 1870 m. A previously hypothesized exchange of deep water from the Amundsen Basin to the Makarov Basin in this area is not confirmed. -

ABSTRACT Title of Thesis: CLASSIFYING BIAS IN LARGE MULTILINGUAL CORPORA VIA CROWDSOURCING AND TOPIC MODELING Team BIASES: Brianna Caljean, Katherine Calvert, Ashley Chang, Elliot Frank, Rosana Garay Jáuregui, Geoffrey Palo, Ryan Rinker, Gareth Weakly, Nicolette Wolfrey, William Zhang Thesis Directed By: Dr. David Zajic, Ph.D. Our project extends previous algorithmic approaches to finding bias in large text corpora. We used multilingual topic modeling to examine language-specific bias in the English, Spanish, and Russian versions of Wikipedia. In particular, we placed Spanish articles discussing the Cold War on a Russian-English viewpoint spectrum based on similarity in topic distribution. We then crowdsourced human annotations of Spanish Wikipedia articles for comparison to the topic model. Our hypothesis was that human annotators and topic modeling algorithms would provide correlated results for bias. However, that was not the case. Our annotators indicated that humans were more perceptive of sentiment in article text than topic distribution, which suggests that our classifier provides a different perspective on a text’s bias. Prince Michael of Liechtenstein The myth of cheap Russian gas Dr. Frank Umbach Russia & Central Asia Sept. 05 2017 The desolate Arctic landscape of Gazprom’s Bovanenkovo gas field on the Yamal peninsula, 4,300 kilometers away from West European customers (source dpa) A frequent but unquestioned claim about the controversial Nord Stream 2 (NS-2) gas pipeline and the latest round of American sanctions against Russia is that Russian natural gas is much cheaper than that of rival suppliers. This particularly applies to liquefied natural gas (LNG) exports from shale producers in the United States. According to this argument, the European Union should leave it to the market price to determine which gas suppliers European importers choose. But Russia’s cheap gas from its mature fields in Western Siberia are rapidly dwindling, while output from the new gas fields in the Yamal peninsula must be heavily subsidized to offset higher production and transport costs. This question is far from academic at a time when gas prices in Europe and Asia are declining rapidly, and the LNG exports from the U.S. are getting cheaper. In fact, Europe is now entering a new era when Russian gas (if not subsidized) is no longer cheap, and LNG from the U.S. and other producers is no longer expensive. Different product From 2012 to 2016, the average price of Russian natural gas exports to Europe dropped from more than $400 per 1,000 cubic meters (cm) to just $167. That significantly undercut prices at Europe’s main gas hubs (the Netherlands’ TTF and Germany’s NCG), which averaged about $243-$245 per 1,000 cm last year. -

Main themes identified for 5th International Arctic Forum The business programme working group of the Organizing Committee of the 5th ‘Arctic: Territory of Dialogue’ International Arctic Forum held a meeting in Moscow chaired by Adviser to the Russian President Anton Kobyakov. The meeting was attended by representatives of agencies and institutions involved in organizing the event and creating its business programme. The main theme of the upcoming Forum is ‘The Arctic. An Ocean of Opportunities’. The business programme will consist of three sections: ‘Coastal Territories’, ‘The Open Ocean’, and ‘Sustainable Development’. The central event will be the plenary session attended by Russian President Vladimir Putin. “The programme of the 2019 International Arctic Forum will cover the full range of focuses for the development of the Arctic regions. Experts invited to take part in the Forum’s sessions and discussions will devote attention to both the current state of affairs and the immediate prospects for using these territories to develop industry, energy, construction, shipping, tourism, education, research, and other sectors. I am certain that the topics raised at this international discussion platform will provide an impetus for the further development of the Arctic and the full use of the enormous opportunities offered by this region”, Adviser to the Russian President Anton Kobyakov said. At the same time, Russian Presidential Aide Igor Levitin presented information about the need to invite representatives of the Indian government and business circles to take part in the Forum in order to discuss issues concerning the development of trade and economic relations on an international scale as part of the project to develop the North–South International Transport Corridor. -

Age and origin of the Lomonosov Ridge: a key continental fragment in Arctic Ocean reconstructions Christian Marcussen, Christian Knudsen, John R. Hopper, Thomas Funck, Jon R. Ineson, and Morten Bjerager Geological Survey of Denmark and Greenland (GEUS), Copenhagen, Denmark The Lomonosov Ridge is a trans-oceanic seafloor high that separates the Eurasia Basin from the Amerasia Basin. It extends for a distance of almost 1800 km across the Arctic Ocean from the Lincoln Shelf off Greenland and Canada to the East Siberian Shelf. Although known from the ACEX drilling expedition to be a sliver of continental crust, it remains an enigmatic feature and many details of its history are unknown. In the summer of 2012, GEUS recovered dredge samples from two locations along the flank of the ridge facing the Eurasian Basin. The samples comprise 100 kg and 200 kg of rocks and rock pieces ranging in size from 0.1 to 80 kg which were recovered from two different scarps associated with rotated continental fault blocks. A significant quantity of rocks with identical structures and isotopic fingerprints show that they formed at the same time and from the same geological material. This combined with the broken and angular nature of many of the pieces recovered indicates that the material is from in situ bedrock and does not represent dropstones brought to the area by drifting ice. Two main sedimentary rock types were recovered - an arkosic metasedimentary rock, and a quartz rich non-metamorphic sandstone. -

7/2019 From Cold War to Civil War: 75 Years of Russian-Syrian Relations — Aron Lund PUBLISHED BY THE SWEDISH INSTITUTE OF INTERNATIONAL AFFAIRS | UI.SE Abstract The Russian-Syrian relationship turns 75 in 2019. The Soviet Union had already emerged as Syria’s main military backer in the 1950s, well before the Baath Party coup of 1963, and it maintained a close if sometimes tense partnership with President Hafez al-Assad (1970–2000). However, ties loosened fast once the Cold War ended. It was only when both Moscow and Damascus separately began to drift back into conflict with the United States in the mid-00s that the relationship was revived. Since the start of the Syrian civil war in 2011, Russia has stood by Bashar al-Assad’s embattled regime against a host of foreign and domestic enemies, most notably through its aerial intervention of 2015. Buoyed by Russian and Iranian support, the Syrian president and his supporters now control most of the population and all the major cities, although the government struggles to keep afloat economically. About one-third of the country remains under the control of Turkish-backed Sunni factions or US-backed Kurds, but deals imposed by external actors, chief among them Russia, prevent either side from moving against the other. Unless or until the foreign actors pull out, Syria is likely to remain as a half-active, half-frozen conflict, with Russia operating as the chief arbiter of its internal tensions – or trying to. This report is a companion piece to UI Paper 2/2019, Russia in the Middle East, which looks at Russia’s involvement with the Middle East more generally and discusses the regional impact of the Syria intervention.1 The present paper seeks to focus on the Russian-Syrian relationship itself through a largely chronological description of its evolution up to the present day, with additional thematically organised material on Russia’s current role in Syria. -
