Election of Chair – Sir Michael Carlisle was elected as Chair for 2017. 2. Welcome – the Chair welcomed everyone to the meeting. 3. Notes of the meeting held on 11 October 2016 were agreed. 5. Matters Arising - None 6. Public Question Time i. Hutton le Hole and Rosedale have asked that mobile infrastructure is still a major issue and should remain on the Forum watch list. Much is made of the increase in broadband coverage but many items that link to this rely on something more than a broadband infrastructure affecting the economic development and safety in the Park. Damage is also experienced as a result of visitors being unaware that the safety devices for dogs do not work with no infrastructure – at a time of calving and lambing this causes additional economic impact and distress. ii. We have been in liaison with various people at the Home Office over some months, about the coming EE contracted Emergency services system to be employed countrywide. An up to date information mail ( 28th March) informs us the National Park is in negotiations with the bodies for 7 masts in the National Park subject to talks with land owners. As we are not aware of any general public information being issued; could the Park update us as to the negotiated position and possible locations? Such that the various areas do not have the last minute "Arqiva type shock" that caused known problems last year. Rob Cattle Lastingham Parish. The Home Office contacted the Authority on 11 April to arrange a meeting with our Planning Department to discuss progress and provide detail on potential site design. The Home Office also confirmed they are working with the Department of Culture, Media and Sport to identify potential areas where it would be worthwhile building a mast to an enhanced design to encourage future site sharers. This is ongoing and planning considerations will need to be included. Actual sites which the Home Office are considering are understood to be confidential at this stage but Rosedale and Lastingham areas are understood to be two of the priority search areas for improved mobile phone coverage in the North York Moors. Lastingham Parish indicated they had received a response directly from the Home Office following their direct enquiry and would share this with the Forum. David Jeffels (NYCC) agreed to take up the issue with NYnet. The Forum agreed that this was a priority issue and that it should be a regular update item on future Agenda. Update on BT telephone box removal: Following the consultation carried out by the Authority, responses were sent to the relevant Borough Councils for inclusion in their final report to BT. The Authority also sent its own response to BT based on the comments received by Parish Councils and residents (although BT’s decision on whether to remove or retain will be based on the response of the local council). Although a final confirmation or response hasn’t yet been made by BT, as we understand it, where an objection has been made by the Borough Council, BT will not remove the phone box. Where a request has been made to adopt a phone box, BT will contact the relevant Parish Council to progress. Where no objections have been made, then the phone box will be removed. 7. Ryedale District Council and the New Community Team Angela Jones and Faye Snowden introduced the new Community Team of 6 officers covering Ryedale whose role is to liaise with communities and provide information on services for residents and visitors. The team will contact and visit Parish Councils direct but contact details are provided at the end of these notes. 8. North Yorkshire Police - Rural Task Force A presentation was given by PC Clapcott on the role of the Scarborough Area Rural Task Force and an introduction to the team’s work within the rural community. Update on National Park Authority Business by Ena Dent, Parish Member: This Exploited Land of Iron launch and photographic exhibition Ryevitalise Project LEADER funding available Tour de Yorkshire New Staff - Briony Fox (Director of Polyhalite Projects)and Rob Smith (Senior Minerals Planner) 10. Suggestions for new agenda items – 1. Mobile and Broadband 2. Litter issues (large events). Please contact Judith Seaton with any suggestions [email protected] 11. Any Other Business i. A discussion was held around rural grass verges, maintenance and responsibility for ditches flooding, mud on roads and creation of passing places. Highways have reported lack of funding to do this work. Farmers and landowners have in the past created larger gate access areas with hard surfacing which can act as a passing place but Highways have objected to this and requested reinstatement. David Jeffels (NYCC) indicated he would look in to this. ii. Maggie Farey advised the Forum that as from 1 April 2017 Rural Action Yorkshire has amalgamated with North Yorkshire Forum and is now known as Community First Yorkshire.
