Proposal 1.1. Listed Building Consent is sought for the demolition of two outbuildings and confirmation of the demolition of a further structure. 1.2. This submission proposes the demolition of a single storey detached building within the centre of a complex of stables/outbuildings to the side of Pype Hayes Hall, the principal listed building, together with a single storey air raid shelter directly in front of the Hall. A further building to the rear of the stables has previously been demolished and this application seeks to regularise this change. 1.3. Since the application’s submission the plans have been amended to remove two further structures from the proposed demolition proposals as consideration of their demolition would be premature at this time. 1.4. A Heritage, Design and Access Statement together with a Demolition Site Plan have been submitted in support of this application. Demolition Site Plan 2. Site & Surroundings 2.1. The application buildings comprise of an air raid shelter to the front of the main hall and a single storey building within the courtyard of the outbuildings. The buildings are flat roofed and of red brick construction. 2.2. The wider application site comprises of Pype Hayes Hall, a Grade II listed building, with a collection of associated outbuildings within its curtilage. The hall sits within Pype Hayes Park and as such is surrounded by open space. This is provides a mix Page 1 of 5 of treed and open areas together with a more formal sensory garden and sports facilities such as tennis courts. Levels generally fall towards Plants Brook to the north. The principal elevation of the hall faces towards the south and due to the openness of its surroundings there are distant views of this prominent building. The application site and surrounding open space are designated Green Belt. 2.3. Pype Hayes Park is accessed off Chester Road, a dual carriageway. This part of Chester Road is largely fronted by residential properties. Location Streetview 3. Planning History 3.1. Current application elsewhere on your Committee’s agenda – 2014/08512/PA – Application for prior notification of proposed demolition of two outbuildings. 4. Consultation/PP Responses 4.1. English Heritage – No comments to make on the application. 4.2. Site and Press Notices posted. Amenity Societies and Ward Members consulted without response. 5. Policy Context 5.1. Birmingham Unitary Development Plan 2005; the draft Birmingham Development Plan; Regeneration through Conservation SPG; and the National Planning Policy Framework 2012. 6. Planning Considerations BACKGROUND 6.1. Pype Hayes Hall and the surrounding outbuildings were recently sold on a leasehold basis by the City Council to a private developer subject to clauses requiring the refurbishment of the building. The new owner has re-roofed the majority of the outbuildings to ensure their short term survival and is currently working towards developing a long term redevelopment proposal for the site, potentially as a hotel / spa resort. HERITAGE IMPLICATIONS 6.2. In considering this application special regard should be had for the desirability of preserving the building or its setting or any features of special architectural or historic interest. Whilst the hall is the primary building on this site, the outbuildings are listed and therefore designated heritage assets. 6.3. My Conservation Officer raises no objection to the proposed demolition of these two structures following the receipt of amended plans. She considers that in both instances they obscure views of the principal heritage assets and have a negative impact on their setting. Page 2 of 5 6.4. I concur with this conclusion and consider that the proposed demolition would, in combination, improve the setting of the principal hall building and assist in the future redevelopment of this wider site with a view to ultimately securing its long term use. I therefore raise no objection to the demolition of these buildings and consider that these works would enhance the character and appearance of the principal designated heritage asset. 7. Conclusion 7.1. The proposed buildings to be demolished have little historic merit and largely benefit from listing due to their siting within the curtilage of the principal listed building, Pype Hayes Hall. The removal of the air raid shelter would greatly improve the setting of the main listed building. The other outbuilding to be demolished within the courtyard has no architectural or historic merit and its loss is likely to facilitate the future reuse of the Hall in the long term. Finally, the building already demolished to the rear of the stable block had previously been identified as having little historic, communal and/or aesthetic value and therefore I raise no objection to its loss. 7.2. I therefore recommend that this application for listed building consent is approved. 8. Recommendation 8.1.
