There is always an imperativ~ need to improve the potential of Rail Tmosportatit1n in the state to overoome the congestion in the roads, environmental degradation due to the excessive use of fossil fuels and for meeting theM~~ 'I ransportatiou ~eds of the State. Realising all th~-sc aspt!Cts, Kerala Government has incorporated a Joint Venture Company~ namely Kcrala Rail DevdQPment Corporation Ltd. on 3n1 JantterY 2017 with its regi&tered office in Thiruvanantnapuram with a paid up capital ofR.s. 100 cro~. ·rhe effbrts in these directions are not producing results in the State as expected due to lw;k of supr.urt from zonal office of Ratlways which is tocated at . As you would be aware, as a first step towards the formation of Peninsular Railway Zone in Kerala, a post of CAO was created and an office was setup in Kerala at Eranakulam to facilitate the smooth execution of all Railway Construction Projects in the State. However most of the decisions (Financial and Administrative) regarding rail development in Kcrala needed approval from the Southern Railway Head Quarters at Chennai and so Kerala is not getting due importance and due share in its railway development programmes. Now it has came to understand that lobbying arc in full swing to curve out Nemom (Thiruvananthapuram) to Thirunelveli and Nagarcoil to Kanyakumari lines from the Thiruvananthapuram Railway Division for joining with Railway Division. Nemom lies in the Thiruvananthapuram Corporation limits, the capital city of Kerala. Above all Nemon is considered for developing satellite facilities to reduce the burden on the Thampanoor railway station in the heart of Thiruvananthapuram city which is highly congested. These em)rtS will he an additional blow to the State of Kerala in its sincere effort to develop rail H1cilitics in the state through the Joint Venture Company, Kerala Rail Development Corporation Ltd. In these circumstances, I would request you to kindly intervene in the matter personally and issue urgent directions for the formation of Peninsular Zone with Head Quarters in Eranakulam where railways is having a 42 acre of prime land adjacent to High Court in the Central Business District and stop the efforts to transfer Thiruvananthapuram­ Thinmclvcli and Nagarcoil-Kanyakumari lines to Madurai division from Thiruvananthapuram division.
