Alternative Sites Site Ref: KN095 Site OP1 Proposal: 75 homes and 1ha employment land (Smaller Site), East of Glenfarquhar Road, Auchenblae Comments Effects should be assessed in terms of Effect – SEA Topics Effect • reversibility or irreversibility post • risks mitigation • duration (i.e. permanent, temporary, long-term, short-term and medium-term) Air 0 o For the most part, air quality is likely to have short to medium-term temporary insignificant effects. 0 - o The WTW is insufficient for this site. This issue will be identified in the development requirements for the site. 0 o Some localised impacts on watercourses would occur during the development phase of this site i.e. change in water table, stream flows, site water budgets, silt deposition and water-borne pollution. The impact is likely to be short term. Water o The site is adjacent to Burnie Shag and a buffer strip would be required to mitigate against any effects. If allocated, the development requirements of the opportunity site would include a statement, e.g. “A buffer strip will be required adjacent to the Burnie Shag and should be integrated as positive feature of the development.” - o The development could have a long-term negative impact due to the potential for increased travel requirements (the need to -/0 Climatic Factors travel long distances to services) and increased emissions, however the inclusion of 1Ha of employment land within the site could provide employment within the town, thus minimising travel to work. - o The proposed development is likely to have short-term adverse effects on soil through soil erosion, desegregation, - compaction and pollution during construction phases. Soil o The proposed development would result in the loss of prime agricultural land. o Prime agricultural land is a limited resource and cannot be replaced. No intervention is available to mitigate against this loss. + o The development of a greenfield site is unlikely to have long-term adverse impact on biodiversity through the loss of habitats + and/or habitat fragmentation and/or disturbance to species that use the site as a habitat. Biodiversity o Mitigation measures, such as a buffer strip next to the Burnie Shag to the east would reduce potential negative effects and provide biodiversity enhancement opportunities. 3 0 o Significant scale development that would further

(See pages 9-11 Section 4 Educational Benefits Statement 4.6.1 – 4.6.4) Each cluster will have a primary and a secondary Enhanced Provision Centre and each Area will have a Community Resource Hub. The aim is to provide support for all learners in the local schools through universal and targeted support and to ensure that Enhanced Provision is located where the need is greatest. At present the Enhanced Provision Centre for the Portlethen and Stonehaven cluster is located at Newtonhill School, Newtonhill. It is proposed that the primary Enhanced Provision Centre at Newtonhill will be relocated to Portlethen Primary School where the need is greatest. The only remaining cluster without primary Enhanced Provision is Stonehaven and the proposal is to develop a new primary Enhanced Provision Centre at Mill O’ Forest School, Stonehaven. The new Enhanced Provision model aims to increase capacity at a school and cluster level for all learners to ensure greater consistency of, and equity of access to, an improved quality of provision across the authority.

The land which is the subject of this Development Bid is owned by The Dickinson Trust Ltd ) and is under option to Cabardunn Development Company Limited. Dunecht Estates are a major landowner in the North East of Scotland with in excess of 50,000 acres of land and associated properties. Their main interests are in farming and forestry, but they are also a major provider of affordable rented housing in the Aberdeen and Aberdeenshire Housing Market Areas. They have also released land for residential development and seek to work with communities to ensure that development is sympathetically designed, sustainable, integrated with existing settlements and provides a lasting benefit for those communities. The land is under option to Cabardunn Development Company Limited, a development company established by the Estate to promote and develop land for residential, business, and commercial uses.
