Discrimination against believers and the clergy of the canonical Ukrainian Orthodox Church 7. Violations of social and economic rights of the population of South-Eastern Ukraine This report is a further effort by the Ministry to draw attention of the international community to a grim human rights situation in Ukraine with no signs of its improvement at this point. On the contrary, there continue systemic violations of basic human rights and freedoms. There is no respect for the right to freedom and personal integrity. There have been multiple instances of unlawful detention, as well as tortures, intimidation, and ill-treatment, including with a view to extorting confessions from detainees. Under the pretext of combating "Russian aggression" and separatism, there continue repressions against political opponents, independent journalists and media companies, as well as members of civil society organizations unsuitable to authorities. To that end, the Ukrainian government actively engages radical nationalist groups. Undue restrictions apply to the rights of internally displaced persons, Russian speaking citizens and national minorities. -

EU-LISTCO investigates the challenges posed to European foreign policy by identifying risks connected to areas of limited statehood and contested orders. Through the analysis of the EU Global Strategy and Europe’s foreign policy instruments, the project assesses how the preparedness of the EU and its member states can be strengthened to better anticipate, prevent and respond to threats of governance breakdown and to foster resilience in Europe’s neighbourhoods. Continuous knowledge exchange between researchers and foreign policy practitioners is the cornerstone of EU-LISTCO. A special thanks to Marian Rubchak for her careful reading of this piece Abstract: Female-led migration is usually explained by a “push-pull” framework. Poverty “pushes” Third World women desperate to feed their children to work abroad where higher salaries “pull” even professional women into domestic labor in First World countries. In this paper I broaden this framework by thinking of gender as “constitutive” of migration and placing the migration of Ukrainian women to Italy in a larger context of post-Soviet transformation. The coming of capitalism has forced many women out of the labor market and necessitated a shift from extended families with working-mothers, peripheral men, and grandmothers as primary caregivers of their grandchildren to nuclear families with mother-housewives, father-breadwinners, and displaced grandmothers. Yet men’s salaries are unable to sustain this new gender order which relies on grandmothers, doubly marginalized from the labor market and their families, to work abroad. Gender is constitutive of migration and the construction the “new” Ukraine. At a time when the definition of Ukrainian nationhood is highly contested, migrant women are working towards a vision of Ukraine as “Europe,” a utopia of consumer capitalism. -

BECOMING SOVIET: LOST CULTURAL ALTERNATIVES IN UKRAINE, 1917-1933 Olena Palko, MA, BA (Hons.) In addition any quotation or extract must include full attribution.’ Abstract This doctoral thesis investigates the complex and multi-faceted process of the cultural sovietisation of Ukraine. The study argues that different political and cultural projects of a Soviet Ukraine were put to the test during the 1920s. These projects were developed and executed by representatives of two ideological factions within the Communist Party of Bolsheviks of Ukraine: one originating in the pre-war Ukrainian socialist and communist movements, and another with a clear centripetal orientation towards Moscow. The representatives of these two ideological horizons endorsed different approaches to defining Soviet culture. The unified Soviet canon in Ukraine was an amalgamation of at least two different Soviet cultural projects: Soviet Ukrainian culture and Soviet culture in the Ukrainian language. These two visions of Soviet culture are examined through a biographical study of two literary protagonists: the Ukrainian poet Pavlo Tychyna (1891-1967) and the writer Mykola Khvyl'ovyi (1893-1933). Overall, three equally important components, contributing to Ukraine’s sovietisation, are discussed: the power struggle among the Ukrainian communist elites; the manipulation of the tastes and expectations of the audience; and the ideological and aesthetic evolution of Ukraine’s writers in view of the first two components. -

01 September 2008 ORIGINAL: English INTEGRATED REGULATORY REVIEW SERVICE (IRRS) TO UKRAINE Kiev, Ukraine 9 to 20June 2008 DEPARTMENT OF NUCLEAR SAFETY AND SECURITY 2 INTEGRATED REGULATORY REVIEW SERVICE IRRS Under the terms of Article III of its statute, the International Atomic Energy Agency (IAEA) has the mandate to establish or adopt, in consultation and, where appropriate, in collaboration with competent organizations, standards of safety for protection of health and minimization of danger to life and property (including such standards for labour conditions), and to provide for the application of these standards to its own operations as well as to assisted operations and, at the request of the parties, to operations under bilateral or multilateral arrangements or, at the request of a State, to any of that State’s activities concerning peaceful nuclear and radiation activities. This includes the publication of a set of Safety Standards, whose effective implementation is essential for ensuring a high level of safety. As part of its providing for the application of safety standards, the IAEA provides Safety Review and Appraisal Services, at the request of Member States, which are directly based on its Safety Standards. In the regulatory framework and activities of the regulatory bodies, the IAEA has been offering, for many years, several peer review and appraisal services. THE UKRAINIAN LEFT DURING AND AFTER THE MAIDAN PROTESTS Study requested by the DIE LINKE. delegation in the GUE/NGL Volodymyr Ishchenko [email protected] ABSTRACT The paper seeks to present a balanced, well documented and nuanced discussion covering the full range of positions of the Ukrainian left and activities in relation to the Maidan and Anti-Maidan movements and the war. It covers all the major groups and parties who at least identify with the socialist and/or anarchist tradition: from ‘old left’ parties originating from the Communist Party of the Soviet Union (CPSU) to ‘new left’ organisations, unions and informal initiatives that did not have any relation whatsoever to the CPSU. The paper gives a brief overview of the most important (and often still unresolved) questions about major political events in Ukraine starting from 2013. Then it describes and explains the positions and political activities of the various Ukrainian organisations on the left towards the Maidan uprising, the Anti-Maidan movement and the war in eastern Ukraine. The paper attempts to answer the following questions. How did different left wing organisations try to intervene in the Maidan and Anti-Maidan movements and how successful were their interventions? To what extent were they able to defend the left agenda against liberals and (both Ukrainian and Russian) nationalists? To what extent did they rather follow the agenda of their political opponents? Enclosed information material is submitted by Human Rights Platform "Uspishna Varta" Human Rights Platform "Uspishna Varta" Human Dimension Implementation Meeting 2019 Shadow Report by “Uspishna Varta” Human Rights platform SITUATION WITH THE OBSERVANCE OF THE RIGHT TO FREEDOM OF CONSCIENCE AND CONFESSION IN UKRAINE Recommendations to the state of Ukraine In accordance with its international human rights obligations, the state of Ukraine should not only ensure the right to profess its religion and belief, but also take effective measures to ensure that no one is discriminated against on the basis of religion or belief by the state, an institution, or a group of persons or individuals. In order to ensure the right to freedom of conscience and worldview, enshrined in Article 35 of the Constitution of Ukraine, as well as in Article 18 of the International Covenant on Civil and Political Rights, the state of Ukraine should take the following measures: Recognise that government officials interfering in the internal affairs of the church is unacceptable. Stop exerting political and administrative pressure on the priests and believers of the UOC for the purpose of forcing them to accept the project of creating a local church. Revise in Parliament laws No. 2662-VIII and No. 2673-VIII, which directly violate Article 35 of the Constitution of Ukraine and the right of citizens to freedom of conscience and worldview. Oblige the MCU to grant the status of a legal entity within the statutory deadlines and to ensure the registration of amendments to the charters of legal entities, including those founded by the UOC.
