All road authorities have agreed to adopt the Austroads Guides as the primary technical reference, together with the relevant Australian and New Zealand Standards. The Australian Capital Territory has adopted the Austroads Guides, and has issued a revised series of documents to reflect this development in standards and specifications for practice in the ACT. This present document is part of the ACT Trunk Road Infrastructure Standard (TRIS) series spanning the broad scope of road infrastructure development in the ACT: • TRIS 01 – Road Planning • TRIS 02 – Road Design • TRIS 03 – Traffic Management • TRIS 04 – Road Safety • TRIS 05 – Asset Management • TRIS 06 – Pavement Design • TRIS 07 – Bridges and Structures • TRIS 08 – Road Tunnels • TRIS 09 – Project Delivery • TRIS 10 – Project Evaluation. The key points of our submission are as follows: 1. The Planning Institute of Australia (PIA) supports investment in public transport to diversify transport options and provide transport choice. 2. The proposal to create the light rail network as part of the National Triangle and through the Parliamentary Zone is within an area of national significance. 3. The Commonwealth, via the National Capital Authority has planning responsibility for Designated Areas, recognised as areas of national significance. The design quality, breadth of consultation and planning outcomes should represent the significance of the area, in particular the Parliamentary Zone. 4. The National Triangle framed by Commonwealth Avenue, Constitution Avenue and Kings Avenue (including City south, Russell and the Parliamentary Zone) is the centre of the public transport network, providing connections to the rest of the Canberra network. Connecting light rail to the Parliamentary Zone south of the lake also opens up future corridors in Canberra’s south. 5. The PIA supports long term infrastructure planning that integrates land use and transport and is informed by strategic planning and high quality urban design. 												  Light Rail UpdateGungahlin to Woden (via Barton) Light Rail Update DATE: 15 June 2018 Artist impression Artist impression STATEMENT FROM THE MINISTER FOR TRANSPORT AND CITY SERVICES Canberra is one of the world’s most liveable cities – a destination of choice to live, work, visit and invest. As Australia grows, so too will Canberra. The ACT Government is planning for our city’s growth by ensuring we have sufficient transport infrastructure in place before increasing congestion critically impacts our highly regarded urban amenity and quality of life. Canberra’s light rail network is a transformational city-shaping project for the Territory, providing an attractive, reliable and convenient public transport choice that connects families, students, communities and cultures. The initial corridor between Gungahlin and Woden via the City and the Parliamentary Zone will form the backbone of the network, linking activity centres north and south of Lake Burley Griffin. In time it will be intersected by a future east-west corridor operating between Belconnen and the Canberra International Airport and other network extensions. This light rail update focusses on the development of the City to Woden (via Barton) portion of Canberra’s overall light rail network. Since the last light rail update, the ACT Government has reaffirmed its commitment to developing the project with $12.5 million to be invested in progressing the project throughout the 2018-19 financial year. The ACT Government also welcomes the upcoming inquiry into the project to be conducted by the Commonwealth’s Joint Standing Committee on the National Capital and External Territories. The ACT Government will continue to engage with the Canberra community as the City to Woden light rail project develops, and as the City to Gungahlin light rail alignment draws closer to completion.

The enclosure hereto provides the more important elements of a case against any extension of the light rail network planned by the ACT Government, particularly Stage 2 Option B that is expected to traverse major parts of the Designated Areas. For any major project, a Business Case is an essential and fundamental document which, among other things, needs to set out the economic case for the project in terms of real benefits and costs. Its importance cannot be overstated. The JSCNCET should insist that there be a proper and valid Business Case raised for Stage 2 and that it be made available in its entirety for review before any decision by the Federal Parliament. Should the Federal Parliament approve Stage 2, it could well expect a claim from the ACT Government to fund the Federal portion (about 65 per cent) of the Stage 2 Option B route and a significant ongoing Federal commitment to subsidise operations over the life of Stage 2.

The ACT Property sector is the second biggest industry in Canberra – behind the public and health services – employing 1 in 7 Canberrans – driving economic growth and renewal across our city. Our sector is critical to the diversity of the economy and contribute 57.5% of all government revenue which funds our schools, hospitals, municipal, community and government services. Our contribution to renewing our city at a time of transformation and growth is immense. Many of our members work on a daily basis with members and officials within the government to drive development and renewal across the city – from townhouses to mixed use developments, multi-residential sites and commercial and retail projects – to whole estates and suburbs and precincts from the local shops to the high-rise developments in our town centres. Our members include developers, financers, architects, property law specialists, retirement living operators, town planners, heritage consultants, universities, government agencies at both the Federal and Territory level and local utilities. Our advocacy priorities include: • Encouraging urban renewal that is vital to the future of Canberra’s economic and social wellbeing. • Planning and Sustainable Development polices which are outcomes focused. • Transport Orientated Development that delivers density and liveability in the major transport corridors and in our town centres.

This Supplementary Evidence is intended to address Questions on notice. Key proposal issues and other view points raised at the PWC Hearing. These responses focus is on the intersection proposal and more directly connected issues, in preference to broader Canberra planning matters. A number of specific issues have been addressed in Ms Annabelle Pegrum's concluding comments at the Hearing. Many of the wider National Capital planning issues have otherwise been considered via Amendments 59, 60 & 61 to the National Capital Plan. The Supplementary Evidence supports the need and benefits of the proposed intersection works. In particular, this evidence confirms that Current and future traffic and transport needs warrant intersection improvement. Community and consequent cost benefits accrue. Appropriate analysis has been applied to developing the proposal. The scale and configuration of the new intersection is consistent with other grade separated traffic movements in Central Canberra. The NCA has prepared this Supplementary Evidence to assist the Committee in its assessment of the proposal. Further clarification or background NCA reports can be provided as may be required by the Committee.

												  Section 1 - Summary of Your Proposed ActionSubmission #4301 - Commonwealth Park to Woden Light Rail Project, ACT Title of Proposal - Commonwealth Park to Woden Light Rail Project, ACT Section 1 - Summary of your proposed action Provide a summary of your proposed action, including any consultations undertaken. 1.1 Project Industry Type Transport - Land 1.2 Provide a detailed description of the proposed action, including all proposed activities. The proposed action (the Project) comprises the development of light rail between Commonwealth Park and Woden. The Project would require the construction of a new light rail bridge over Lake Burley Griffin, in between the existing road bridges. This would provide a light rail service across the lake and through the Parliamentary Zone. The Project is located on both Territory and National Land and crosses Designated Areas and the Parliamentary Zone as shown in Appendix A. The Project is being progressed as a separate and independent action from the City to Commonwealth Park light rail project as further discussed in section 1.16.1. KEY PROJECT FEATURES The key Project features are: •A nine kilometre light rail track from Commonwealth Park to Woden via State Circle (east) that would be mainly built within the existing road reserve. •Nine new light rail stops (Appendix A), which will be subject to further design development. They would form a combination of side and island platforms depending on the final design and existing constraints at each proposed stop location. Each stop would include a north and southbound platform that would be 33 metres long however it would include space to extend the platforms to 45 metres in the future depending on the expected patronage.
