Lynott Unsettling conditions surrounding the contemporury practice of archaeology have generated un urgent need for clear ethi- cal guidelines. The Principles of Archaeological Ethics wre developed to help meet this need and provided in draft form to the Society for American Archaeology membership for review as purr of a Special Report (Lyworr and wlie 1995b). Since that initial publicurion, two additional principles have been developed, and the originul six principles have been revised und published in rhis journal (61:451-452). DOI: https://doi.org/10.5334/jcaa.48 POSITION PAPER Ethics in Archaeological Lidar Anna Cohen*, Sarah Klassen† and Damian Evans‡ Airborne laser scanning or lidar has now been used by archaeologists for twenty years, with many of the first applications relying on data acquired by public agencies seeking to establish baseline elevation maps, mainly in Europe and North America. More recently, several wide-area acquisitions have been designed and commissioned by archaeologists, the most extensive of which cover tropical forest environments in the Americas and Southeast Asia. In these regions, the ability of lidar to map microtopographic relief and reveal anthropogenic traces on the Earth’s surface, even beneath dense vegetation, has been welcomed by many as a transformational breakthrough in our field of research. Nevertheless, applications of the method have attracted a measure of criticism and controversy, and the impact and significance of lidar are still debated. Now that wide-area, high-density laser scanning is becoming a standard part of many archaeologists’ toolkits, it is an opportune moment to reflect on its position in contemporary archaeo- logical practice and to move towards a code of ethics that is vital for scientific research. The papers in this Special Collection draw on experiences with using lidar in archaeological research programs, not only to highlight the new insights that derive from it but also to cast a critical eye on past practices and to assess what challenges and opportunities remain for developing codes of ethics.

GILL Swansea University Forty years have passed since the 1970 UNESCO Convention on the Means of Prohib- iting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property. In spite of this there have been major scandals relating to the acquisition of recently-surfaced antiquities by public museums and private individuals. The Italian government has obtained the return of over 100 antiquities from North American col- lections and these have been displayed in a series of high profile exhibitions. Greece and Egypt have made successful claims on other material. Some dealers appear to be willing to handle material that surfaced along similar routes in spite of this increased awareness of the problem of looting. North American museums have now adjusted their acquisition policies to align them with the 1970 Convention. The first decade of the 21st century has seen a major change in the attitude to recently- surfaced antiquities. The seizure of the photographic archive in premises belonging to Gia- como Medici in the Geneva Freeport has allowed Italy to request the return of well over 100 objects (Watson 1997; Watson and Todeschini 2006; Gill and Chippindale 2007b; Silver 2009). A series of high profile North American museums have been handing over millions of dol- lars’ worth of acquisitions without resorting to the courts (Gill and Chippindale 2006; Gill and Chippindale 2007a; Gill and Chippindale 2008; Gill 2009e). The defence that the objects were purchased ‘legally’ whether in Switzerland, the United Kingdom or North America no longer holds.

Lidar provided control of spatial parameters in a way that had not been previously possible. But, the introduction of this technology has also involved researchers in a series of broader ethical debates. While archaeology has always provided huge data sets for processing, the digital lidar files are even larger and also need appropriate long-term storage and management considerations. It is here that there are differences of opinion worldwide on how to treat lidar data as scientific and open yet national and pro- tected datasets. Some countries do not want fully public access to these files because of the potential danger posed to the looting of their heritage and security or military concerns. Yet, to a large extent, technology is overtaking some of the debate over accessibility, especially as newer satellite technology will surely alter the perceived physical boundaries and challenge the sovereignty of modern nation-states. However, how lidar is used and accessed in the future has become a cross-national issue that is worthy of being addressed in greater detail.

The purpose of this activity is to expand upon the important issues of ethics by allowing students to research ethical dilemmas based on true stories and then to debate in groups. Ethics in archaeology is a wide topic addressing issues such as the preservation and recording of artefacts, accountability, commercialization, the relationship between native people and archaeologists, reburial and repatriation, looting, theft and more. These issues are not easy to solve but must be dealt with on a regular basis by archaeologists. Goals The goals of this lesson are for students to: • Gain an understanding of the various ethical issues in the field of archaeology. • Recognize how archaeologists (both past and present) have dealt with the ethical issues in their field. • Appreciate the complexity of ethics in archaeology.
