VERN LOEN yL-- SUBJECT: Representative-elect George Hansen, R-Idaho · Contested Election Rep. Bill Dickinson called today to ask that the White House lean on the Justice Department to complete its report on alleged election ir regularities in Hansen's apparent victory. Rep. Wayne Hays already has served notice that he will demand Hansen stand aside unless an exonerating report is filed by Friday of this week. Dickinson is fearful that this will lead to other such demands from both sides of the aisle in closely contested races. For example, Rep. -elect Virginia Smith, R-Neb., finds her opponent has gone directly to Hays' House Administration Committee to demand ad judication of that narrow victory. Vince Rakestraw of Justice CR says they have been pressing the Criminal Division for six weeks to expedite its investigation. That Division will not divulge anything until its report will be completed inasmuch as prosecutorial charges appear to be involved. Rake- straw has no way of knowing whether the Criminal Division is deliber ately dragging its feet or whether it will file its report before Tuesday. In view of the sensitive nature of this matter, I thanked him for the ·report and advised him to take no further action in response to our inquiry.
