Item 1/ Agenda Item 84 Parish Council Meeting 30 November 2020 WYMONDLEY PARISH COUNCIL REMOTE MEETING OF THE PARISH COUNCIL: MONDAY 30 NOVEMBER 2020 84: To receive the Clerk’s Report Part I: Actions from last meeting (numbering refers to minutes of previous meetings) 22: Legionella risk assessment etc The further quote received needs to be considered. Any action needs to time with reopening of the Pavilion (current government guidance advises against use of changing and showering facilities wherever possible but indicates toilet facilities should be provided). Action: Ongoing 36: Repairs etc at Little Wymondley Recreation Ground The need to undertake the fencing repair is being reviewed following the restart of grassroots football. If necessary, a third quote for fencing work will be sought. Action: Ongoing 38: Planning: WY1 Site/ request for a screen opinion Decision on screening opinion now made, see item 2. Action: Closed 43: Provision of a new playground Clerk to advise on undertaking a community engagement exercise and its scope. Action: Ongoing 51 and 67: Recreation Grounds Committee Approved signage now collected and erected at little Wymondley Recreation Ground. Investigating the purchase of a new litter bin for the MUGA. Action: Ongoing 57: Designated key holder for the Pavilion Signed consultancy agreement received from appointed contractor. Action: Closed 68: Planning matters No objection comment submitted in relation to planning application ref 20/02215/FPH. 70: To receive updates on the Community Garden, Community Orchard and Garden Plots The Clerk received the press coverage from Mrs Carter. The format prevents it from being uploaded to the website or posted to Facebook, as it is a link to an online publication. Action: Closed 72: To agree dates for the 2021 Full Council and Recreation Grounds Committee meetings The Clerk has publicised the 2021 meeting dates on the Council’s website and in the proposed Winter newsletter, as well as informing the contacts for the Comet publication and the Great Wymondley Village Hall. Action: Closed 76: To receive a report relating to COVID-19 issues and the Pavilion (confidential) This had been dealt with in full. Action: Closed Part II: Matters arising since the October Parish Council meeting Road Safety: Following recent correspondence with a resident concerned about speeding in Little Wymondley, local MP Bim Afolami has received a response from Hertfordshire County Council’s (HCC) highways department which suggests that it is open to discussing the installation of a new speed indicator device (SID) for westward bound traffic on Stevenage Road. County Councillor Thake has also indicated his willingness to consider its inclusion in his locality budget next year. Drivesafe Scheme: Related to the above, a reminder of an existing scheme previously highlighted to Parish Councillors via the PCSO earlier this year, and now being promoted by the local MP. The scheme involves volunteers being provided with speed display equipment to monitor passing vehicles. Speeding motorists are sent an advisory letter, with those who speed frequently receiving a visit from a police officer. Hertfordshire-wide 20sPlenty campaign group: Again relating to road safety, Hertfordshire 20sPlenty are campaigning for HCC to implement ‘default 20’ 20mph zones in towns and villages. The national 20sPlenty organisation website is at: http://www.20splenty.org/. They are looking for people who would be willing to engage with their County councillors to ensure that the benefits of default 20 are properly understood. Support will be provided to do this. Change.org petition: Further related to road safety, a local resident has started a petition on www.change.org to try to get a speed restriction camera or signs to stop vehicles speeding on Stevenage Road, Little Wymondley. This follows the death of her cat last year and an injury to her other cat this year. A countywide letter has been posted to all affected residents reminding them of the availability of support via HertsHelp. New Winter Support Package: HM Government has announced a new £170m Covid Winter Grant Scheme to support children, families and the most vulnerable over winter. This will see the extension of the provision of free school meals during the Christmas holidays and February half term. The Scheme will be run by councils in England, with funding ring-fenced and with at least 80 per cent earmarked to support with food and bills. Stansted Airport: The operators of Stansted Airport are appealing to the Secretary of State against Uttlesford District Council’s refusal of planning permission to expand the airport to 43 million passengers a year and carry out further building works, ref UTT/18/0460/FUL. The appeal is accompanied by an Amended Environmental Statement, which can be viewed at https://www.uttlesford.gov.uk/article/6906/Stansted-Airport-planning-application-Amended- 2 Item 1/ Agenda Item 84 Parish Council Meeting 30 November 2020 Environmental-Statement. Baldock, Bygrave and Clothall Neighbourhood Plan: NHDC are consulting on proposed changes to the Neighbourhood Plan following the receipt of the examiners’ report. The submission version of it, the examiners’ report and the schedule of proposed amendments can all be found on NHDC’S website: https://www.north- herts.gov.uk/home/planning/planning-policy/neighbourhood-planning/baldock-bygrave-and- clothall-neighbourhood-plan. ONS Census 2021: The Census Engagement Manager for North East Hertfordshire has contacted the Parish Council in relation to the 2021 Census. He is keen to engage with representatives from the Parish Council to ensure completion of the questionnaire by all residents, and would like to discuss how best to support any parishioners that may be less likely to complete the census questionnaire. London Luton Airport: A consultation has now been launched on arrivals flight path changes, which will have an impact on communities north-east, north and north-west of the airport - see https://consultations.airspacechange.co.uk/london-luton-airport/ad6_luton_arrivals/ The deadline for response is 5 February 2021. The Clerk is to attend a virtual meeting in early December to better understand the impact on local residents. Ashbrook Culvert: A resident reported that the culvert screen at Elms Close was blocked with leaves. After reporting to the relevant contact at NHDC, this was speedily dealt with. Overgrown hedge on Stevenage Road, Little Wymondley: The same resident reported an overgrown hedge along Stevenage Road from Siccut Road towards Hitchin making it difficult to walk on the footpath. HCC’s contractors have now dealt with this. North Hertfordshire Local Plan Examination hearing sessions postponed: A reminder that these recommenced on Monday 23 November 2020. Wymondley Parish Council is represented and directly involved in the sessions on 1,7 and 8 December. Fallen tree on Wymondley Footpath 8 (Behind Bucks Head): This has now been dealt with by HCC’s appointed contractor. Electrical repair works at the Pavilion: A further repair is necessary to a second emergency light and to fix a grille over the vent, see quote under agenda item 91(d). Assuming the quote is accepted, all four repairs will be completed at the same time. Local Restrictions Support Grant: NHDC has now opened applications for the grant from businesses that occupy premises and have been told to close by the government during the second national lockdown period, including sports facilities. The RFO is pursuing this on behalf of the Parish Council. If awarded, the Parish Council can expect to receive a payment of £1,334 per 28 day qualifying restriction period, based on the rateable value of the Pavilion. Fallen tree at Great Wymondley Recreation Ground: The Clerk is in correspondence with the highways department at HCC regarding the position of the boundary on the southern edge of Great Wymondley Recreation Ground. Based on initial correspondence, it would appear the 3 Item 1/ Agenda Item 84 Parish Council Meeting 30 November 2020 tree belonged to the Parish Council but it is to be noted that none of the trees on this boundary are currently on the Parish Council’s tree map and subject to annual survey and inspection. It would appear that some trees are likely to belong to the highways authority, whereas others belong to the Parish Council and should be added to its tree map. Unauthorised use of Little Wymondley Recreation Ground: The Parish Council’s grounds contractor and a resident have reported unauthorised use of the football pitches by groups of young men to the Clerk, the first on Friday, 20 November and then again over the weekend.
