Bt Corn (Lepidoptera) Resistance Monitoring Studies Bt corn registrants are required to submit annual resistance monitoring reports for the following lepidopteran target pests: • European corn borer (ECB); • corn earworm (CEW); and • southwestern corn borer (SWCB). These reports have generally addressed two objectives: • bioassay results of pest populations sampled from random locations in the Corn Belt; and • the results of investigations into unexpected pest damage to Bt corn fields. The table below lists the resistance monitoring reports received by EPA. Individual studies are generally identified by MRID numbers, though not all reports have assigned MRID numbers. EVALUATING INSECTICIDES FOR CORN ROOTWORM LARVAL CONTROL USING A NEW RATING SCALE Tim Nowatzki, Jim Oleson, Jon Tollefson Iowa State University, Department of Entomology Researchers estimate that com rootworms, Diabrotica virgifera virgifera LeConte and D. barberi Smith and Lawrence, cost U.S. com growers one billion dollars annually in chemical control costs and crop losses (Metcalf 1986). Between 50 and 60% of the total U.S. com acreage has some chemical control applied for com rootworms (Metcalf 1986). In Iowa, 22% of all com is treated with an insecticide for com rootworm control today (Hartzler et al. 1997). Com rootworms have one generation per year in Iowa. -

Environmental Assessment for Dow/Pioneer Rootworm Resistant Corn APHIS’ Analysis and Response to Comments Received on Petition 03-353-01p and the EA. A total of two comments were submitted during the designated 60-day comment period by a private individual and a national trade association. The comment submitted by the trade association supported deregulation of the Cry34/35 Ab1 corn rootworm resistant corn (CRW). This comment stressed the importance of a different mechanism of control compared to the only CRW resistant corn product on the market while providing a new option for managing insect resistance. The commenter also mentioned that this product would provide a wider range of plant protection. The comment in opposition to deregulation of this product was submitted by a private citizen. This commenter expressed a general disapproval of genetically modified plants and suggested that this product should always be regulated. APHIS disagrees with this comment. The author fails to provide any information to support her assertion that this petition should be denied. The commenter also suggested that APHIS extend the comment period, but failed to provide a reason for the extension. Further, this commenter discussed pesticidal issues related to EPA’s role in the regulation of plant incorporated protectants. Between 1995 and 2010, European countries were involved in international projects to plan pest control strategies. However, since 2011, collaborative efforts have declined and the overview of knowledge on WCR is in great need of updating. Therefore, a review of scientific papers published between 2008 and 2020, in addition to direct interviews with experts responsible for WCR management in several European countries, was conducted to (1) summarize the research conducted over the last 12 years and (2) describe the current WCR distribution and population in the EU, and the management strategies implemented. A considerable amount of new knowledge has been gained over the last 12 years, which has contributed to the development of pest management strategies applicable in EU agricultural systems. There is no EU country reporting economic damage on a large scale. Fax: (662) 325-8441. • Received September 18, 2001 ABSTRACT Southwestern corn borer, Diatraea grandiosella Dyar, is a serious pest of maize, Zea mays L., in the southern USA. When plants are infested during and after anthesis, larvae feed on the husks and developing cars before tunneling into the stalk. Larval feeding also provides potential sites for fungi to enter developing ears. Aflatoxin, produced by the fungus Aspergillus flavus Link: Fr, is a potent carcinogen, and its presence at levels exceeding 20 ng g restricts maize from interstate commerce. Aflatoxin contamination is a chronic problem in maize produced in the southern USA. Little is cur- rently known about the value of resistance to southwestern corn borer in reducing aflatoxin accu- mulation. This investigation was undertaken to compare aflatoxin accumulation in crosses among in- bred crosses with different levels of southwestern corn borer resistance and to study the importance of general and specific combining ability in the inheritance of resistance to southwestern corn bor- er and aflatoxin accumulation in an eight-parent diallel cross. Our results indicated that general com- bining ability was a highly significant source of variation in the inheritance of resistance to stalk tun- neling and ear damage by southwestern corn borer and resistance to aflatoxin accumulation. Stalk tunneling, ear damage, and aflatoxin accumulation were lowest in hybrids with the inbred line MP496 as a parent. -

The western bean cutworm [Striacosta albicosta (Smith); Noctuidae] (Fig. 1) is a lepidopteran species native to western North America; however, this occasionally serious pest of corn (Zea mays L.) and dry beans (Phaseolus vulgaris L.) has been expanding its range eastward (1,2,3,4). From 1998 to 2004, it was reported invading Minnesota, Illinois, and Missouri (2,3,4). Moths were first reported from Indiana in 2005, Wisconsin, Michigan, and Ohio in 2006 (2), and in Ontario, Canada, as well as Wayne Co., OH, less than 150 km from Pennsylvania, in 2008. Fig. 1. Male western bean cutworm moth captured in Franklin Co., PA, 2009. In 2009, we established a statewide trapping network to determine whether western bean cutworm was present in Pennsylvania. We deployed 30 traps among 25 counties (1 to 3 traps per county) weighting the distribution of traps more heavily in the western portion of the state because we hypothesized moths would be dispersing eastward from Ohio. Our network used two types of pheromone traps to detect male moths: milk-jug (2) and tricolor (green, white, yellow) universal traps (Great Lakes IPM, Inc., Vestaburg, MI). -
