This project proposes to rebuild Victory Road in Nampa Idaho between Sugar Street and Happy Valley Road. The corridor lies south of the Nampa Municipal Airport, neighboring three schools, and is in the vicinity of the Gateway Mall and St. Alphonsus Hospital.

PROJECT DESCRIPTION

This project was previously identified as the highest scoring for the City but was not funded in the last round of applications. Victory Road between Sugar Street and Happy Valley Road is a high volume, congested arterial in failed condition with inadequate pedestrian facilities. This project will rebuild and overlay 1.2 miles of roadway and add 5' wide shoulders for pedestrian and student safety. Improvements include road excavation, road ballast, asphalt surfacing, pedestrian facilities, lighting, signage and striping. The added pedestrian facilities are critical to protect students traveling to Endeavor Elementary located on Victory Road. Widened shoulders will accommodate cyclists and improve visibility for pedestrian traffic. This regional corridor was scheduled for improvement in 2015 but funding was not

available. Intersections at Victory/Happy Valley and Victory/Kings are already planned to be improved with roundabouts in the next two years. This project will complement these intersection improvements providing 1.2 miles of improved corridor.

Victory Rd (Sugar St to Happy Valley Rd) is a congested arterial in a failed condition. This project will rebuild 1.2 miles of roadway adding 5' shoulders for student and pedestrian safety.

PURPOSE AND NEED

Victory Road between Sugar St. and Happy Valley Rd. serves over 5,000 vehicles per day. The deteriorated two lane roadway serves as a regional corridor for residential, commercial, and industrial traffic between Nampa and Ada County. Pavement Condition Index is 20 out of 100, indicating the roadway is severely failed and in need of full rebuild. The failed roadway surface, lack of shoulders, and minimal street lighting are safety concerns. Potholes and major cracking require frequent Street Division maintenance efforts. Victory Road is one of only three east/west streets south of I-84 to connect Nampa and Ada County. It provides critical access to the Nampa Municipal Airport, Gateway Mall area, St. Alphonsus Hospital, and downtown Nampa. The corridor will see increased demand as planned development continues in east Nampa, Meridian, and Kuna. This maintenance project is a critical need according to both the Transportation Master Plan and Bike and Pedestrian Master Plan.

City of Nampa is the lead agency and will work closely with stakeholders including Nampa School District, Nampa Highway District (for corridor signage and speed limit coordination), COMPASS, Nampa Bike and Pedestrian Committee, and neighborhood stakeholders. Engineering Division will provide project management services and Streets Division will support on-going maintenance efforts.

Victory Road is a priority corridor in the 2019 Transportation Master Plan, 2019 Bike and Pedestrian Master Plan, Nampa Comprehensive Plan, 2009 Pavement Management Report and the Airport Master Plan. Extensive public outreach was included in developing each of those plans.

The project will rebuild a section of Victory Road from Sugar Street to Happy Valley Road. Victory Road is classified as a minor arterial that is currently in failed and poor condition. The project will widen the road to include a 12 foot lane each direction and 5-foot wide shoulders. The pedestrian facilities are critical to protect students traveling to Endeavor Elementary located on Victory Road. The widened shoulder will accommodate cyclists and improve visibility for pedestrian traffic.This is a priority project in the Bike and Pedestrian Master Plan and the Pavement Management Plan.

COMPASS Complete Streets Policy is incorporated into the Victory Road Rebuild project via the shoulder widening associated with the project. The widened shoulders allow for a safe, efficient and economic solution for bicyclists and pedestrians to utilize while traveling along this mostly rural section of Victory Road.

Provide information on crashes or incidents at this location. In addition, list all applicable Crash Modification Factors (CMF) (Crash Modification Factor Clearinghouse).

There have been 33 crashes at this location from 2015-2019. This project will improve safety by providing a new pavement surface, a countermeasure which will reduce crashes by 47% according to FHWA-SA-10-005. We will also include new pavement markings and signs within the project limits.

Regarding the answers in Question #6, how did you get these numbers?

Traffic count numbers were taken from City and ITD traffic count data due to COMPASS traffic count data being unavailable at this location. Pedestrian counts are approximated based on student population and school district data.

8. Explain how the facility is currently congested and how this project will mitigate the congestion issues, if applicable:

Include as much data as possible.

Being a regional secondary arterial roadway, Victory Road has seen increased traffic counts and congestion as the valley has grown in recent years. It is heavily used for work and school commutes. Victory Road provides an alternative to congested Garrity Boulevard for commuters traveling east and west to the interstate and provides access to the east side of the city. Rehabilitation of the roadway and widening of the shoulders will improve safety and efficiency for vehicles and pedestrians alike.

There are two planned future projects to improve the intersections at Victory Road and Kings Road as well as Victory Road and Happy Valley Road. The intersections will not be rebuilt with this project as they will be reconfigured with future projects.

The life cycle cost is estimated to be $1,515,000 The initial rebuild costs are estimated to be $1,395,000, the maintenance cost for 20 years is estimated to be $120,000 in chip seal. The estimate is based on a two city performed chip seals with 2% increase in costs every year with an estimated $0.20/SF current costs. The estimate assumed chip seal would occur 3 years and 10 years from this year, 2021.

Data pulled from the City of Nampa's GIS system is indicated to be from 2017. The listed pavement condition index within the project limits is as low as 37 at the eastern limit, 45 towards the middle of the intended rebuild, and 69 at the western limit of this rebuild project. It's an opportunity to replace a failed roadway and maintain the integrity of portions of the roadway that is still in adequate condition.
