DST CONSULTING ENGINEERS INC. (OE-OT-017749) Landfill Impact Assessment – Domicile Navan and Renaud Road Development 1 December 2013

1.0 Introduction DST Consulting Engineers Inc. (DST) was retained by Domicile Developments Inc. (Domicile) to conduct a Landfill Impact Assessment for the Navan and Renaud Road Development (the Site) (Figure 1). The Landfill Impact Assessment is required because the Site falls within the 500 m operational buffer around the Navan Waste Recycling and Disposal Facility, a landfill operated by BFI Canada Inc. (BFI) (formerly Waste Services Inc.) at 3354 Navan Road (the Landfill) (Figure 2).

2.0 Background The Site consists of 2.55 hectares of developable land on which Domicile intends to construct approximately 11 residential buildings with approximately 146 units, as well as associated indoor and outdoor parking. The area to be developed is located at 3143 Navan Road and is bounded by Navan Road to the south, Renaud Road to the north and Glenlivet Avenue to the east. This property is located within the development reserve zone, according to the zoning information provided by the City of Ottawa (Ottawa 2013). The Landfill Impact Assessment is required as portions of the site fall within the 500 m operational buffer around the Landfill (Figure 2).

The Ministry of Environment (MOE) guideline entitled Land Use on or Near Landfills and Dumps (Guideline D-4) requires that land designated for development within 500 m of a landfill site be assessed to determine any potential adverse effects associated with the landfill’s operations. Guidelines applying to land development within the vicinity of landfills and dumps are designed to help protect the health, safety, convenience and welfare of the residents near these facilities (MOE 1994). The MOE considers there to be a significant risk of discharges and visual impacts for residences located within 500 m of the perimeter of a landfill area, and hence MOE regulations require a study to be undertaken to evaluate any adverse effects or risks to health and safety, and to ensure that necessary remedial measures are taken when land use proposals are considered within the 500 m buffer (MOE 1994). The City of Ottawa has incorporated MOE requirements into their submittal requirements for site plan applications, and the City requires proponents to conduct a Landfill Impact Assessment to determine the potential impact of residential development for any sites within 500 m of a landfill (Ottawa 2013; EXP 2013).

DST CONSULTING ENGINEERS INC. (OE-OT-017749) Landfill Impact Assessment – Domicile Navan and Renaud Road Development 2 December 2013

The Landfill is currently operated by BFI and it was granted permission to expand its lifespan in April of 2009, under Certificate of Approval (C of A) A460702 (EXP 2013; MOE 2013). With their current approvals, the Landfill would remain in operation for another 10-12 years from the C of A issuance date, and will continue to operate by increasing the Landfill’s height and expanding its footprint to the east. The Landfill will continue to accept a projected 234,750 tonnes of dry solid, non-hazardous and asbestos waste annually. This excludes putrescible wastes (EXP 2013; MOE 2013). The Landfill’s footprint is currently 31.9 hectares and the total site area is 92.85 hectares (Golder 2012). The Landfill’s total approved capacity is 7,600,000 cubic meters (MOE 2013).

3.0 Objective The objective of this report is to assess any actual or potential impacts on the Site and future residents of the Site, from the waste disposal activities at the Landfill.

4.0 Scope of Work The scope of work included the following:  An inspection of the buffer area with identification of potential environmental impact concerns;  Identify the potential environmental impact concerns associated with the Landfill within the 500 m operational buffer;  Review all accessible monitoring reports for the Landfill following the approval of its expansion, including but not limited to, water quality (both groundwater and surface), air quality, particulate emissions, landfill gas, traffic and noise, odorous landfill gases, design and operations, litter, pest control, fires and complaint records related to the Landfill/buffer area, and identify any potential environmental impairment issues;  Contact the MOE to confirm environmental compliance performance with regards to terms, conditions and reporting requirements through an MOE Freedom of Information Request;  Identify remedial efforts that have been or should be developed by BFI that offer mitigation to impacts from the Landfill;  Obtain an ECOLOG Environmental Risk Information Service (ERIS) Database Report for the Site;  Within the buffer and proposed property development, identify land use development/restrictions that should be implemented due to landfill-derived impacts; and  Prepare a study summarizing this information which the City can reference when reviewing the site plan application for 3143 Navan Road.

5.0 Methodology

5.1 Reconnaissance A random site reconnaissance review was completed on November 14th, 2013 by DST staff. Site photographs are shown in Appendix A. DST staff conducted a site walk through as well as

DST CONSULTING ENGINEERS INC. (OE-OT-017749) Landfill Impact Assessment – Domicile Navan and Renaud Road Development 6 December 2013 interviews of available nearby residents of the Landfill. Complaints and comments from nearby residents are documented in Section 6.5 (below).

5.2 Documents Requested and Reviewed DST requested and received information from the following sources:  EXP (2013) Buffer Zone Study Update: Ashcroft’s Eastboro Phase 2A and 2B Lands, Navan Road and Renaud Road area, Ottawa, Ontario; o Recently completed Landfill Impact Assessment for an adjacent landowner  Environmental Risk Information Service (ERIS) (2013) Ecolog Database Report o Summary of Federal and Provincial Database Searches for the Site  MOE Freedom of Information (FOI) Request Release Package; o Documents released by MOE pertaining to the Site including groundwater, surface water, leachate, sediment, landfill gas, odours, dust, noise, incident reports, MOE hazardous waste information, etc.  Golder Associates Inc. (Golder) (2012) 2011 Monitoring and Reporting: BFI Canada, Inc. Navan Waste Recycling and Disposal Facility, Ottawa, Ontario o The most recent monitoring report for the Landfill submitted to MOE. Includes information on groundwater, surface water, leachate, sediment, landfill gas, odours, dust, and noise.

6.0 Results of Review

6.1 Landfill Compliance Reporting As previously mentioned, the Landfill operates under C of A 460702 and is required to monitor factors such as groundwater, surface water, leachate and sediment sampling (as per conditions 109, 112, 135 and 136), landfill gas (and odour) monitoring (as per condition 110), dust monitoring (as per condition 10.7 and 10.8) and noise monitoring (as per condition 9.5) (Golder 2012). The 2011 Monitoring Report for the Navan Landfill was made available and the following information in Sections 6.2 and 6.3 was gathered from this report.

6.2 Hydrogeology, Groundwater, and Surface Water The 2011 Monitoring Report indicates that the Landfill site consists of four geological layers: a) A shallow surface sand layer, b) An upper weathered crust, c) A deeper intact clay layer, and d)

DST CONSULTING ENGINEERS INC. (OE-OT-017749) Landfill Impact Assessment – Domicile Navan and Renaud Road Development 7 December 2013 a glacial till/upper bedrock zone. Groundwater and leachate monitoring wells are distributed across the Landfill site and indicate that impacted groundwater and leachate exist within the Landfill footprint. However, the regional groundwater flow direction is from north to south, with water flowing towards the Mer Bleue (Golder 2012; EXP 2013). As such, Domicile’s Site is cross-gradient of the Landfill, and so it is unlikely that groundwater and leachate impacts within the Landfill will affect Domicile’s property (Golder 2012; EXP 2013).

Surface water flows east to west and then south towards Mer Bleue. As such, Domicile’s Site is also cross-gradient from the Landfill with respect to surface water. No cross-gradient surface water impacts were noted in the 2011 Monitoring Report (Golder 2012).

6.3 Traffic/Noise Noise monitoring was carried out in 2011 by Golder at the Landfill (Golder 2012). The monitoring was carried out to fulfill the requirements of Section 9.5 of the Design and Operations Report Navan Landfill Site Expansion Approvals (January 2008) (Golder 2012). Noise monitoring took place at the nearest residential locations (to the Landfill) where locals may be exposed to excessive noise, using two Larson Davis 720 sound level meters (s/n 0481 and 0490). Note that the locations of these monitoring stations are closer to the Landfill than Domicile’s Site. Data recorded in 2011 was very similar to data recorded in previous years. During the time that this study was done, noise level limits were 55 dBA/hr for landfilling operations during the day (0700 – 1900), and 45 dBA/hr during the night (1900 – 0700). Stationary sources of noise had noise limits of 50 dBA/hr during daytime hours, while nighttime hours required a limit of 45 dBA/hr. These limits come from the MOE’s Noise Guidelines for Landfill Sites (October 1998) report.

Results of the 2011 monitoring report state that the two noise monitoring stations received similar levels of noise. The results appear to have higher than recommended sound level limits, however, the report states that the majority of this noise originated from traffic on Navan Road and not from the landfilling operations. In 2008, Golder predicted that the actual sound levels coming from the landfill were between 27 dBA/hr and 37 dBA/hour, well under the recommended sound level limits, and that noise levels from the landfill have not adversely added to noise levels at residential receptors (Golder 2012).

DST CONSULTING ENGINEERS INC. (OE-OT-017749) Landfill Impact Assessment – Domicile Navan and Renaud Road Development 8 December 2013

6.4 Odour/Dust The Landfill accepts dry wastes and does not permit wet organic waste. However, when odours from the waste pile do occur, they are from isolated locations occurring as elusive emissions at surface level in areas of recent activity (3 – 10 months from waste placement). Some areas have not been covered by clay covering materials, and these areas provide good ventilation and prevent the buildup of odorous landfill gases. The 2011 Monitoring Report reported detectable concentrations of landfill gas at various locations, yet no listed compliance issues were identified (Golder 2012; EXP 2013). Prevailing winds in the area blow in a southeasterly direction, away from Domicile’s Site and hence are not likely to impact the Site under most prevailing weather conditions (OLW 2013).

Occasionally, odours have been noted at the leachate collection system (perimeter of waste footprint). However, the odour quickly depletes and is scarcely noticeable a short distance away from the source. It should be noted that the olfactory assessment was based off of subjective interpretations by Golder staff making site visits and by BFI staff members on-site (Golder 2012).

Golder (2012) identifies the mitigation measures undertaken at the Landfill to address odour concerns. Should olfactory issues arise, BFI will record and file the event along with the associated measures taken to clear the problem. If City staff or the MOE receive any complaints regarding offensive odours originating from the Landfill, they will immediately contact BFI site staff, who will then take immediate action to fix the problem (Golder 2012).

A dust monitoring program was conducted in consultation with the MOE, the City of Ottawa and the National Capital Commission (NCC) in 2011 with the use of eight dust fall monitors situated around the Landfill. Consultation with the above authorities determined that monitors were to be placed around the site at the Mer Bleue Bog, and monitored from April to October, as well as in areas of potential high off property impacts (Golder 2012).

The MOE’s guideline for dust fall in Ontario is 7.0 g/m2/30 days (Ontario MOE Regulation 419/05 Air Pollution – Local Air Quality Regulatory Limit). The results from 2011 state that total dust levels were higher than this at some monitoring locations, however these results were reflective of dust from traffic on Navan Road. One monitoring station, on the eastern side of the

DST CONSULTING ENGINEERS INC. (OE-OT-017749) Landfill Impact Assessment – Domicile Navan and Renaud Road Development 9 December 2013

Landfill property, was also found to have a higher dust fall count. However, it was deemed that this was from external factors that vary seasonally. Two monitoring locations in the Mer Bleue Bog were recorded as having higher dust fall count, one due to an exceptionally high total suspended solids value. It was noted that pollen, leaves and debris from the surrounding environment may have played a role in these higher values. It was also noted that construction of residential developments west of the site commenced in September of 2011, and that trucks were using the access road south of the site (Golder 2012). The Landfill was determined to not have adversely contributed to dust levels off-site (Golder 2012).

6.5 Community Information Interviews were conducted by DST staff as part of the site reconnaissance conducted on November 14, 2013 (Table 1). Some nearby residents expressed concerns or comments related to the Landfill. These are summarized in Table below. All residents were located closer to the Landfill than Domicile’s Site.

Table 1: Comments by nearby residents to the Landfill

Address Direction from Landfill Comments Homeowner indicated that he can smell the landfill occasionally in the summer when the wind blows 53 Knotridge Drive West from the east; he also mentioned that this situation has improved since he moved to this location. Homowner indicated that she does not smell the 366 Rolling Meadow West landfill at all. Homeowner indicated that when he moved to this 212 Rolling Meadow West location he could smell the landfill occasionally in the morning, but this no longer occurs. Homeowner indicated that he can smell the landfill in 3270 Navan Road West the summer when it is hot. Homeowner indicated that he can smell the landfill 1242 Glenlivet Avenue Northwest during hot summer days. Homeowner indicated that he can smell the landfill 6157 Renaud Road Northwest when an eastern wind blows. Homeowner indicated that she does not smell the 3143 Navan Road Northwest landfill.

As noted in Table 1, some residents reported issues related to odours from the Landfill, though many homeowners noted that odour issues had improved in recent years. Complaints centered around odour issues on hot summer days when the prevailing wind direction reversed and

DST CONSULTING ENGINEERS INC. (OE-OT-017749) Landfill Impact Assessment – Domicile Navan and Renaud Road Development 10 December 2013 winds were blowing from the east. No residents made complaints related to noise or dust from the Landfill. It should be noted that all residents interviewed are located closer to the Landfill than Domicile’s Site.

6.6 ECOLOG Report The ECOLOG Report (Appendix B) was requested and received by DST and the following information was found and recorded within the boundary of the Site, or within close proximity to the boundary:  12 records of Boreholes – One recorded directly within the Site boundary, the other 11 are within the nearby vicinity of the boundary;  4 Certificates of Approval – All four are located within the nearby vicinity of the Site boundary;  3 TSSA Historic Incidents - All three are located within the nearby vicinity of the Site boundary;  2 TSSA Pipeline Incidents – One of which is located within the boundary of the Site, and the other is located within the nearby vicinity of the Site boundary. Neither were recorded as having health impacts;  2 Ontario Spills – Both occurred within the nearby vicinity of the Site boundary; and  12 Water Wells sites – One of which is located directly within the boundary of the Site, while all others are located within the nearby vicinity of the Site boundary.

No impacts related to the operation of the Landfill were noted in the Ecolog Report.

6.7 MOE Compliance Reporting and Incident Reports The MOE Compliance Reporting and Incident Report records were requested on November 12, 2013, but were not received before the completion of this report.

DST CONSULTING ENGINEERS INC. (OE-OT-017749) Landfill Impact Assessment – Domicile Navan and Renaud Road Development 11 December 2013

7.0 Mitigation Measures

The Landfill operator has adopted the following mitigation measures in order to prevent or minimize the environmental impact on adjacent properties:

The leachate control system is a mitigation measure that is already in place surrounding the perimeter of the Landfill. Groundwater impacted by leachate is found below the Landfill and is collected and pumped to the Robert O. Pickard municipal wastewater treatment plant where it is treated (Golder 2012; EXP 2013). As the groundwater flow direction of the Landfill area is from north to south, Domicile’s Site is unlikely to be impacted due to its position hydraulically cross- gradient.

Surface water flow patterns generally flow from east to west, eventually heading south towards the Mer Bleue Bog. No leachate related impacts were recorded in the up-gradient surface water stations of the Landfill (Golder 2012; EXP 2013) and hence there should not be any surface water related impacts to Domicile’s Site.

As the Landfill accepts dry wastes and does not accept putrescible wastes, landfill gases do not typically develop. Landfill gases are mitigated through the use of the installed leachate control system which is also used as a passive ventilation system. The additional landfill gas odour control system installed in 2011 also helps in the mitigation of any generated landfill gases (Golder 2012; EXP 2013).

The following represent preventative measures used at the Landfill to control odour (Golder 2012):

 A morning site inspection is undertaken where strong odours with the potential to persist beyond the perimeter of the Landfill are noted;  BFI installed an interim landfill gas odour control system in 2011, which will operate until the full scale landfill gas collection system is installed on the site in several years. This control system will help to control potential odorous emissions from the Landfill;

DST CONSULTING ENGINEERS INC. (OE-OT-017749) Landfill Impact Assessment – Domicile Navan and Renaud Road Development 12 December 2013

 Staff periodically stand downwind of areas being disturbed and make sure odours being produced are mild, suggestive of fully aerobic activity, and will not be carried off into the surrounding community;  Should staff members suspect a strong odour to be carried off site, they drive to an area downwind to determine if odours are detectable;  Should odours at this point be detected, work will cease immediately;  Perimeter drainage excavated through sand into underlying clay extending below the water table, helps to eliminate off-site migration of landfill gas;  A leachate pumping station has been constructed in the southeast corner of the facility, connecting to the municipal sewage treatment plant. BFI chooses to dispose of generated leachate by sending it to the Robert O. Pickard Environmental Centre (ROPEC), a waste water treatment facility;  Methane gas monitoring occurs three times a year and results are presented in the annual monitoring reports; and  Odour sources, once identified, may be masked by the following measures: o Burying the odour source with 15 cm of bulking material. Odour reduction will then occur for 24 or more hours, while remedial work is completed; o Biological inoculants are added to outcompete anaerobic colonies and process anaerobic gases near the surface; and o Chemical/nutrient mixtures can be added to the odour source and work much like the biological inoculants, stimulating the growth of a desirable family of microorganisms to create a bio-filter effect.

Vegetated berms have been installed around the north and south perimeters of the Landfill. These help to make the appearance of the Landfill from Navan Road more visually appealing. There is no berm at the location of the entrance to the facility (Golder 2012).

As mentioned above, on-site staff have the responsibility to monitor the Landfill for noise, dust, odour, and other potential impacts and to take corrective actions where necessary. Staff will modify activities should unacceptable conditions arise, particularly at the Landfill boundaries.

DST CONSULTING ENGINEERS INC. (OE-OT-017749) Landfill Impact Assessment – Domicile Navan and Renaud Road Development 13 December 2013

8.0 Conclusion Upon reviewing the information received, DST has come to the following conclusions:  The Landfill accepts dry waste and refuses the admittance of putrescible materials in order to limit the likelihood of creating offensive odours;  The Landfill continues to be monitored by BFI on-site staff to ensure that activities are in accordance with its current C of A, MOE regulations, and City of Ottawa guidelines;  Physical and administrative measures are enforced to reduce any local negative impacts from landfill activities;  The only impacts noted by current nearby residents were complaints of odour from the Landfill, particularly on hot summer days. Residents seemed to indicate that odour issues had improved in recent years, and this is likely due to the mitigation measures outlined above and the interim Landfill gas odour control system implemented in 2011. Upgrading the interim system to a full scale Landfill gas odour control system is intended to further control odour from the Landfill and will help to improve mitigation of this impact in the future.

Based on this information, DST concludes that potential environmental impacts of the Landfill on the Domicile property will be negligible, limited to only occasional odour impacts. DST’s interview data and the Landfill monitoring data indicate that the occurrence of odour issues has decreased after adoption of mitigation measures in recent years. Completion of the Landfill’s gas odour control system will further reduce the potential of odour impact.

Listed are mines that are currently in operation, closed, suspended, or are still being developed (advanced projects). Their locations are provided as geographic coordinates (x, y and/or longitude, latitude). As of 2002, data pertaining to Canadian smelters and refineries has been appended to this database.

Mineral Occurrences: 1846-Apr 2013 Provincial MNR In the early 70's, the Ministry of Northern Development and Mines created an inventory of approximately 19,000 mineral occurrences in Ontario, in regard to metallic and industrial minerals, as well as some information on building stones and aggregate deposits. Please note that the "Horizontal Positional Accuracy" is approximately +/- 200 m. Many reference elements for each record were derived from field sketches using pace or chain/tape measurements against claim posts or topographic features in the area. The primary limiting factor for the level of positional accuracy is the scale of the source material. The testing of horizontal accuracy of the source materials was accomplished by comparing the planimetric (X and Y) coordinates of that point with the coordinates of the same point as defined from a source of higher accuracy.

National Analysis of Trends in Emergencies System 1974-1994* Federal NATE (NATES): In 1974 Environment Canada established the National Analysis of Trends in Emergencies System (NATES) database, for the voluntary reporting of significant spill incidents. National Environmental Emergencies System 1974-2003* Federal NEES (NEES): In 2000, the Emergencies program implemented NEES, a reporting system for spills of hazardous substances. For the most part, this system only captured data from the Atlantic Provinces, some from Quebec and Ontario and a portion from British Columbia. Data for Alberta, Saskatchewan, Manitoba and the Territories was not captured. However, NEES is also a repository for all previous Environment Canada spill datasets. NEES is composed of the historic datasets ' or Trends ' which dates from approximately 1974 to present. NEES Trends is a compilation of historic databases, which were merged and includes data from NATES (National Analysis of Trends in Emergencies System), ARTS (Atlantic Regional Trends System), and NEES. In 2001, the Emergencies Program determined that variations in reporting regimes and requirements between federal and provincial agencies made national spill reporting and trend analysis difficult to achieve. As a consequence, the department has focused efforts on capturing data on spills of substances which fall under its legislative authority only (CEPA and FA). As such, the NEES database will be decommissioned in December 2004.

National PCB Inventory: 1988-2008* Federal NPCB Environment Canada's National PCB inventory includes information on in-use PCB containing equipment in Canada including federal, provincial and private facilities. Database Descriptions: This section provides a detailed explanation for each database including: source, information available, time coverage, and acronyms used. They are listed in alphabetic order.

Detail Report: This is the section of the report which provides the most detail for each individual record. Records are summarized by location, starting with the project property followed by records in closest proximity.

Distance: The distance value is the distance between plotted points, not necessarily the distance between the sites' boundaries". All values are an approximation.

Direction: The direction value is the compass direction of the site in respect to the project property and/or center point of the report.

Elevation: The elevation value is taken from the location at which the records for the site address have been plotted. All values are an approximation. Source: Google Elevation API.

Executive Summary: This portion of the report is divided into 3 sections:

'Report Summary'- Displays a chart indicating how many records fall on the project property and, within the report search radii.

'Site Report Summary'-Project Property'- This section lists all the records which fall on the project property. For more details, see the 'Detail Report' section.

'Site Report Summary-Surrounding Properties'- This section summarizes all records on adjacent properties, listing them in order of proximity from the project property. For more details, see the 'Detail Report' section.

Map Key: The map key number is assigned according to closest proximity from the project property. Map Key numbers always start at #1. The project property will always have a map key of '1' if records are available. If there is a number in brackets beside the main number, this will indicate the number of records on that specific property. If there is no number in brackets, there is only one record for that property.

The symbol and colour used indicates 'elevation': the red inverted triangle will dictate 'ERIS Sites with Lower Elevation', the yellow triangle will dictate 'ERIS Sites with Higher Elevation' and the orange square will dictate 'ERIS Sites with Same Elevation.'

Unplottables: These are records that could not be mapped due to various reasons, including limited geographic information. These records may or may not be in your study area, and were included as reference.
